Overview The Deltek GCS Premier® Project Management Reporting Edition (PM Reporting) is a Web-based solution designed specifically for project oriented businesses and government contractors. It works seamlessly with GCS Premier, and provides comprehensive cost reporting in a single application.

With PM Reporting, project managers have all the details of project staff and vendor resource consumption to make real time decisions and successfully manage their projects. Summary reports include dynamic links providing access to project cost information using a hunt and drill approach that exposes expenditure details up and down the project structure. The active level reports deploy drill down capabilities that uncover the hours, raw cost, burden and revenue details by resource over the entire period of performance.

As a project manager, you have been established as an authority over what must be accomplished on behalf of the customer, who will be participating in the effort, how much time is allowed, and what funds will be consumed during the process. Tracking these details throughout the project/task hierarchy allows you to go right to the source of performance problems and provide the details necessary to prescribe any corrective actions.

This Reporting Guide describes each of the cost reports that are accessible to PM Reporting users, where they’re located, and what information they provide. It also describes the reports found in the Supplemental Reports module.

Access Customer Care Connect

To access the Customer Care Connect site, complete the following steps:

1. Go to https://deltek.custhelp.com.

2. Enter your Customer Care Connect Username and Password.

3. Click Log In.

If you do not have a username and password for the Customer Care Connect site, contact your firm’s GCS Premier Budgeting & Planning Project Management Reporting Edition Administrator.

If you forget your username or password, you can click the Account Assistance button on the login screen for help.

About Running Reports Select a report in the Reports & Actions menu.

A brief description appears as your cursor hovers over a report name.

The coding associated with each report name is a key as to where you are within PM Reporting.

After navigating to the project of interest, click a title to open a report.

To export a report to Excel, click the Excel icon.

To print the report, click the Print button.

To close the report, click the Close button.

About Running Reports

The contract/project information field gives pertinent information about the contract or project highlighted in the project navigation list boxes.

The information is coming from Contract Master.

It also lets you know if a budget exists at a particular level of the project segment.

The budgeting tool is available in the Deltek Budgeting & Planning product.

PM Reporting is a scaled-down version of Budget & Planning, which offers a variety of tools for full scale project budgeting and planning and additional reporting capabilities. Future releases will offer you the ability to directly upgrade from PM Reporting to the full version of Budgeting & Planning. Contact your account manager for more information.

Funding details are provided if available.PM Reporting has a configuration switch that

controls whether or not the funding entered in GCS Premier at the rollup contract is used as the total funding and value in PM Reporting.

If this setting is set to Y, then the funding at the rollup contract in GCS is used as the funding for the top project segment funding in PM Reporting. That funding may then be different than the sum of the funding assigned to all of the tasks that rollup into that top project segment.

If this setting is set to N, PM Reporting ignores the funding assigned in GCS at the rollup contract level and will instead add up the funding assigned to each of the tasks and use that as the top project segment funding in PM Reporting.

Top Level Reports These top level reports provide summary information at the top level of the project structure, regardless of what project segments are in the project ID field or highlighted in the project navigation list boxes.

The project IDs are projects you have rights to see based on your security organization/division level.

Direct Project Cost Categories Report

This report shows each project’s fully burdened costs broken out by raw cost element.

It also shows what remaining funding exists for each project.

The Project ID numbers, Project Titles, Start and End dates, as well as the Project Manager

information, are pulled in from the Contract Master in GCS.

If no project manager names appear in the report, your super administrator should run the MAP7 Maintain Project MGR/Employee Reference function to map the employee name assigned to the project in Contract Master to the employee ID that is used by PM Reporting to keep track of project managers. If GCSP has more than one version of an individual project name in Contract Master, they must all be mapped to the proper employee ID in MAP7.

Proj ID# This displays all the Proj ID numbers that the user is allowed to see based on the user’s security org ID.

Project Title, Start/End Dates This information is brought in from Contract Master.

Project Mgr The names are brought in from the Project Manager field in Contract Master.

Funding This amount displays at the top project segment.

Remaining

A red number is a negative number and flags an overrun. If funding occurs at a lower level, navigate to that level to determine if it is positive or negative.

ITD Cost This column displays cost from the date the project started to the date the report is run.

Commit The numbers in this column reflect unposted labor and the unfulfilled amounts from open purchase orders.

Labor, Materials, Subcontractors, Material Handling Other, Travel, Consultants, Other Direct Costs

This column displays the cost categories.

Click a project ID of interest to open a Level Down Project Cost Category Report at the top level of the selected project.

Click a subproject ID of interest in the Level Down report to open another Level Down Project Cost Category Report at the next level (segment) of the project/task ID.

Click the red dot in any Top Level or Level Down report to open a Burdened Cost Breakdown Report at that level of the project/task ID.

Click the All Periods button of the Burden Cost Breakdown Report to see details over the entire period of performance of the project/task ID.

Direct Projects Cost History Report

This report shows the fully burdened historical costs beginning with the most recently closed month and then moving back in time six months for all the project IDs to which the user has access.

There is a configuration switch that determines whether the current period (the first column) should be determined by today’s date or by the current period identified in GCS. The default is to use the GCS period number as the current period, so the current open month will be in the first column.

Depending on the timing of your GCS close, sometimes you will see, with respect to today’s date, the current month in the first column and sometime you will see the prior month.

Using the drop-down list, you can narrow the focus of the report to show burdened historical costs by cost categories.

Labor Hours Analysis Report

This report shows all the project hours expended by staff or vendors and the projects that were charged for those hours over time.

Expand each plus sign to see the list of projects each resource charged to as well as the

name of the project manager.

Labor Cost Analysis Report

This report shows the burdened cost of labor from the last closed period and back 6 accounting periods.

Expand each plus sign to see a list of projects the resource charged to as well as the name of

the project title and manager.

The ITDB Cost column shows the inception-to-date burdened cost charged by the resource, as well as the cost charged from the start of each project up to the last closed month.

Level Down Reports These level down reports pay attention to what project/task ID you’ve navigated to in the project navigation list boxes. Alternatively, they will be based on the specific top-level project ID that has been clicked in a top-level Direct Project Cost Categories or Cost History Report.

Projects Cost Categories Report

The level down reports pay attention to what project/task ID you’ve navigated to in the project navigation list boxes.

This report shows the burdened cost by cost categories by sub project IDs for the project/task ID selected.

Burden calculations are a function of pool and rate information gleaned from GCSP where ITD burden cost reflects prior year rates used to close the fiscal years and current fiscal year burden costs use target rates.

SubProj ID# This column displays all the SubProj ID levels that are the children of the project ID segment selected in the project navigation list boxes.

Project Title, Start/End Dates This information is brought in from Contract Master.

Project Mgr The names are brought in from the Project Manager field in Contract Master.

Funding The amount that is shown is at the project segment selected in the project navigation list boxes.

Remaining A red number is a negative number. If funding occurs at a different level, navigate to that level to determine any over or underrun.

ITD Cost This column displays cost from the date the project started to the date you’re running the report.

Commit These numbers reflect unposted labor, time sheets and invoices that have been submitted, but not yet posted to job cost.

The level down reports pay attention to what project/task ID you’ve navigated to in the project navigation list boxes. This report shows the burdened cost by subproject ID and past accounting periods for the project/task ID selected.

This column lists all the SubProj ID levels that are the children of the project ID segment that you have selected in the project navigation list boxes.

Active Level Reports These reports reflect information at the level where you’ve navigated to in the project structure; i.e. if the second level of the project/task ID is highlighted in the project navigation list boxes, when you click to open an Hours Breakdown report, the data you see will be summarizing information at that second level.

If the WBS alternate reporting structure function in GCS is being used, and it is included in the PM Reporting WBS list, then all top level and level down reports will access all WBS levels. The active level will resolve to the deepest level of included WBS identifiers.

Hours Breakdown Report

This report shows the hours of a project/task ID broken out by resource over time for the selected project.

Column Headings Description

Name/Project ID/Home Org This column displays the resource name, and when expanded, the project ID and Home Org of that resource.

ITD Hours This column displays inception-to-date hour totals since the start of the project/task ID over time.

Date Drop-Down List Select a time period from the list.

Transaction Analysis Report

This report enables you to define a query by a date range and account for viewing or for exporting to Excel for the project/task ID selected.

Select Transaction Date Range and then select a From date from the drop-down list.

Billing Profile Report

This report lists the billing numbers and invoice dates for projects with the totals at the bottom.

Column Headings Description

Inv Proj List the project the invoice was charged to.

Bill# This column displays the Bill number that is linked to a Billing Profile Details report.

This column Lists the amount of the bill to be deferred at the time the invoice is issued, which the customer will pay only upon final delivery of the completed project.

Because GCS does not keep billing details, if you click the Bill# drill-down link, the linked page will be empty.

Project Cost Chart

This chart shows cost history for the selected project/task ID in a chart format.

Cumulative inception-to-date costs are shown as lines and period labor and non-labor costs are shown as bars.

Inception-to-date dollars are shown on the left side by period ($000—rounded to thousands).

The dollars by period are shown on the right side ($000—rounded to thousands).

TM Billable Revenue Breakdown Report

Certain descriptions in the remainder of the document refer to the project labor category (PLC ).

This is equivalent to “Labor Category” or “job-specific Labor Category” in PM Reporting.

This report shows potential billable revenue in the upper section based on billing rates and hours charged to the project/task ID selected.

On the bottom of the report, it shows non-labor revenue based on burdened cost plus fee as per your accounting revenue/billing specifications setup.

Revenue is calculated as hours x billing rate.

Bill Rate This column reflects billing rate of PLC (the most recent PLC rate of time-phased PLCs).

ITD Amt This column displays inception-to-date amount by PLC and by resource

Total Revenue Labor Amt This column totals the top section of the report.

Supplier This column lists the non-labor categories by GL account and resource.

TM Labor Analysis Report

This report shows potential billable revenue based on hours charged to the project and the billing rates of the selected T&M project.

It displays job cost at year-end close rates for prior fiscal years and target rates for the current fiscal year.

The data in the billing columns is calculated based on the PLC (project labor category) billing rate from the Bill Rate column times the appropriate hour’s column.

Select a time period from the drop-down list.

Employee/Vendor Name This column lists employee and vendors by project labor category.

Bill Rate This column reflects billing rate of PLC.

Pd Hours This column displays hours for period selected by PLC and by resource.

Pd Cost This column displays burdened cost for period selected by PLC and resource.

Pd Bill This column totals the billing amount for the period selected by PLC and by resource.

Pd Profit This column totals the profit for the period selected.

YTD Hours This column displays year-to-date hours for the period selected by PLC and resource.

YTD Cost This column displays year-to-date burdened cost for the period selected by PLC and resource.

YTD Bill This column displays what has been billed from the start of the year for the period selected by PLC and by resource.

YTD Profit This column displays what the year-to-date profit is for the selected period by PLC and by resource.

ITD Hours This column displays total hours from the start of the project up to the period selected.

ITD Cost This column displays the total burdened cost from the start of the project up to the period selected.

ITD Bill This column displays the total that has been billed from the start of the project up to the period selected.

ITD Profit This column displays the total profit that has been earned from the start of the project up to the period selected.

Column Headings Description

Profit % This is calculated by taking the ITD Billed minus the ITD Cost = ITD Profit divided by billing x 100 = profit %.

Project Total This column displays totals for each column.

Time Collection Hours—Weekly Report

This report is a history of all hours, including posted and unposted.

All Time Collection reports are for estimation purposes only.

It is based on a Saturday to Friday time period, regardless of what time collection is based on.

The status column matches the time collection source (that is, employee, consultant).

Use the drop-down list to select a time frame.

Time Collection Cost (Estimated) Report

This report displays the estimated cost of labor charged to the selected project/task ID as recorded in the Time Collection System.

The report uses a Saturday to Friday time frame, regardless of what is used in Time Collection.

Cost is calculated by using the billing rate designated by the PLC times the number of hours

Supplemental Reports The dynamic Job Summary Report enables you to access a summary of a project’s financial status and drill down into the details of both expended direct labor and non-labor resources. Details of indirect costs by associated indirect pool expense category are also provided.

In addition to these project costs, the report also includes general contract information, such as the period-of-performance, funding, billed amounts, and the project manager’s name.

This report format provides a snapshot of cost history for any given project that exposes the specific staff and vendor resources that have been deployed over time to accomplish a project’s associated tasks and deliverables.

If a project budget exists (available in the full version of Deltek Budgeting & Planning), the report includes an assessment of performance using the budget as the standard. Indirect related costs are summarized by associated indirect expense pool category.

Job Summary Report Navigate to the project of interest.

Column Headings Description

Header information This column pulls from Contract Master.

Rates

For the current fiscal year, either target or actual rates are used as specified by selection in the title bar of actual or target. If your target rates have been changed to actual before closing the year, then the burden rate will reflect actuals.

If you have selected a period from the drop-down that is in a prior FY, then whatever was entered in the Pool setup as the Target Rate will be reported. So if you changed Target to equal Actual before closing, then Actuals burden will be reported.

For burden under the Prior Fiscal Year column, burden reported will be the burden at which the year was closed.

Period Select a period from the drop-down list.

Budget/Latest EAC This is applicable only in the full version of Deltek Budgeting & Planning

Use these buttons to move from one task to another, automatically re-submitting the report.

Description

This column reflects your labor account descriptions, your direct cost account descriptions, and your indirect cost account descriptions.

Labor and other direct cost account descriptions are linked to supplementary reports.

Prior Year Incurred This column displays prior year costs incurred for each account.

Cur Pd Budget This is available in the full version Deltek Budgeting & Planning.

Cur Pd Incurred This column displays current costs incurred for the period selected.

YTD Budget This is available in the full version of Deltek Budgeting & Planning.

YTD Incurred This column displays year-to-date incurred costs.

YTD Variance

This column displays the difference between the YTD Actuals costs and the YTD Budgeted costs as the variance.

Because there is no budget information in PM Reporting, the YTD variance is the same as the YTD incurred costs.

Total Budget Available in the full version of Deltek Budgeting & Planning.

ITD Incurred This column displays costs incurred since the start date of the project/task ID selected.

Backlog

This column displays the amount of funding that remains when you subtract the inception-to-date costs from the total budget.

Because there is no budget information, the Backlog figure is the same as the inception-to-date cost.

This report displays the hours and costs for the period selected from the drop-down list

organized by project labor category and resource.

Year-to-date hours and cost, as well as inception-to-date hours and cost, are also included.

Click another direct cost account to open a Project Non-Labor Detail Report.

This report lists all the POs, vouchers, Journal Entries, invoices and descriptions by period and resource.

Click the Commitments column header in the Job Summary Report to open a Purchase Commitment Detail report.

Select the option at the top to see This column lists or Unposted Labor.

PO commitments are unburdened cost and should tie to the specific line in the JSR for each category of cost.

You can click the report links in the Reports & Actions menu to bring up the Project Labor

Summary, the Non-Labor Detail, and the Purchase Commit Detail Reports or get to them by clicking the links in the Job Summary Report.

If you open the reports directly from the menu, you’ll see data based on the current selection in the project navigation list boxes. If you are at the top level, the reports will include data from all the children.

If WBS has been used, these reports will expose the details at whatever level corresponds to your current selection in the project navigation list boxes.

Time Collection Hours Report

This report gives you the total hours charged to the selected project, based on the time

period selected.

It allows you to select time sheet periods coming from your Deltek Time Collection system.

It lists all the resources that have charged time to the project based on the time period selected, by project and by direct labor account.

The Project Labor Categories are included, and the status is also brought over.

Total hours are calculated by resource and then the total for the entire period is at the bottom of the report.

PLCs are also listed, as is the status of each resource.
