City of Phoenix Del Rio Site• Approximately 156 acres.
• Approximately 103 acres of former municipal solid waste landfill. Landfill operated between 1971 and 1981.
• About 20 Acres of a former municipal park running NS in the middle of the land.
• Current zonings:
- A-2 RSIOD (Heavy Industrial, Rio Salado Interim Overlay District).- A-1 RSIOD (Light Industrial, Rio Salado Interim Overlay District).

Community Input2003 Rio Salado Beyond the Banks Area Plan
The purpose of the Rio Salado Beyond the Banks Area Plan is to protect the investment in the Rio Salado Habitat Restoration Project and to maximize the long-term benefits to the community while increasing the potential value of the properties adjacent to the river.
2012 Del Rio Area Brownfields PlanIn 2012, the City released the Del Rio Area Brownfields Plan to guide redevelopment of brownfields within the Del Rio Area, including the Site. The Plan identifies a vision for future development as well as shared values and design concepts. The Plan was formally adopted into the 2015 Phoenix General Plan.
2012 Del Rio Park Conceptual Master PlanThe City’s Parks and Recreation Department also solicited community input for its Del Rio Park Conceptual Master Plan. Although the Phoenix Parks and Recreation Board approved this conceptual master plan in 2012, the City has been unable to fund the recreational components described in it.

The Arizona Fresh Offer involves four phases of development:
• Phase I involves the launch of the Arizona Fresh Wholesale Produce Market, educational programs, and delivery of a pedestrian friendly Community Park system, in addition to other amenities for the community
• Plans for Phases II-IV include the development of an Agri-Food Research Center, test fields for innovation in the production and delivery of fresh produce, a start up incubator and conference center, and a multi-tenant office park for strategic partners

• 10 core samples were taken over the entire site
• Cover soil thickness varies between 6 and more than 15 feet
• Landfill materials are primarily household garbage, wood, plastics and paper
• No chemicals, construction waste or tires were found

Use of the former landfill will be minimized in Phase I

• Building construction during Phase I will utilize the former park space almost exclusively
• Remediation of the former landfill will be necessary for the creation of new recreation amenities as close to the community as possible.

Proposal for Park Development:
• Land swap between the parks site and the Del Rio landfill for approximately 20-acres of the existing closed park site
• First phase of project, developer will construct a 20-acre park with oversight of Parks Department and Community
• Developer will fund the Parks Department to maintain the park over the 99-year land lease of the Del Rio
