Gone is the military lodging of the past. What began as a natural extension of the successful Military Housing Privatization Initiative, today has trans-formed the way that service members, their fami-

lies, and all government travelers view on-post lodging. At the helm of this transformation is Lend Lease (U.S.)

Public Partnerships (“Lend Lease”), the owner, asset man-ager, and developer for the U.S. Army’s lodging privatization program. Commonly referred to as “PAL,” the Privatization

of Army Lodging program began in August 2009, when Lend Lease assumed ownership of 3,200 hotel rooms located across 10 U.S. Army installations and, with IHG (InterContinental Hotels Group) as the hotel operator, became the first to begin operations under the PAL program.

Just one year later, in August 2010, a ribbon-cutting cer-emony commemorated the opening of the first branded hotel ever on a military installation, the Holiday Inn Express on Fort Polk, Louisiana. Next, in September 2010, the Army asked Lend

Lease to implement the second phase of the program, to renovate, operate, and sustain on-post lodging at an additional 11 installations, bringing the total port-folio to more than 8,000 hotel rooms on 21 installations.

One Busy SummerThis past summer was a whirlwind of activity for PAL, as together, the Army, Lend Lease, and IHG celebrated ground-breakings for the program’s first newly constructed hotels, all of which will fall under the Candlewood Suites Brand.

Selected for its extended-stay model, Candlewood Suites offers guests spacious studios and one-bedroom suites, fully-equipped kitchens and work areas, swim-ming pools, a Candlewood Cupboard open 24 hours a day for food and bever-ages, business and fitness centers, guest laundry facilities, complimentary hot breakfast, complimentary on-post shut-tle service, and the opportunity to earn Priority Club Rewards points.

The first groundbreaking took place in May on Joint Base San Antonio (JBSA), Texas. Once complete, the 310-room Candlewood Suites on JBSA will not only be the largest Candlewood Suites hotel in the PAL portfolio, it will also be the largest Candlewood Suites in the world.

Several other significant milestones occurred this summer, including the groundbreaking for a 100-room Candlewood Suites on Fort Riley, Kansas, a ribbon cutting for the Holiday Inn Express on Fort Wainwright, Alaska, and a groundbreaking for a 92-room Candlewood Suites on Yuma Proving Ground, Arizona. It was dur-ing this ceremony that Colonel Reed Young, Yuma Proving Ground Post Commander, addressed the crowd, saying, “This project represents a shift of thinking in the Army that goes back 10 years.” He went on to say, “No organization can fight on a battlefield better than the U.S. Army, but we also recognize that the private sector performs some things better than we can. One of those is the profession-al operation of housing and tempo-

rary lodging facilities. At installations throughout the Army, beautiful new homes and hotels have blossomed forth that never would have happened prior to privatization initiatives.”

Reinvesting in the FutureLend Lease is focused on the long-term viability of the PAL program, ensuring that the hotels they own, operate, and develop today continue to thrive for the next 50 years. (Approximately $38 out of every $100 spent at IHG Army Hotels is reinvested back into the hotels to provide for future repairs, updates, and renovations, equaling approximately $5.2 billion over the next 50 years.)

“Lend Lease and IHG understand and appreciate the Army’s ongoing mission to elevate the quality of the lodging experience for its official travelers. The knowledge and expertise of these two industry leaders is key to the success of this initiative,” said Rhonda Hayes, Chief, Capital Ventures Directorate of the Office of the Deputy Assistant Secretary of the Army (Installations, Energy & Environment). “We have structured the PAL program to not only address our current needs, but to ensure the long-term sustainment of the program for more than 50 years. After fees are paid to our partners for their involvement, all profits are reinvested back into the proj-ect. It’s a win-win solution, setting a new precedent for military hotels.”

Convenience, Comfort, Customized

Across the country, Lend Lease’s on-post hotels, called IHG Army Hotels, offer guests the brands they know and trust, with amenities and services tailored to meet the unique needs of today’s military traveler. Alongside renovated hotel interi-ors, guestrooms, guest bathrooms, lobbies, and common areas, other enhancements include:

In addition to ensuring the necessary long-term financial viability of the program, sustainability is also a top prior-ity for the program. Initiatives include energy monitoring, building management systems (BMS) to monitor/control cli-mate and lighting, cold-water central laundry, recycling pro-grams, and diverting waste during construction to recycle.

All new hotels are constructed to LEED standards and will include features such as: • Minimum level of energy efficiency for building and systems • Preferred parking for low-emitting and fuel efficient vehi-

cles for 5% of the total vehicle parking capacity of the site• Green space equal to building footprint, roofs designed

and constructed with a Solar-Reflectance Index (SRI) greater than or equal to 78 for a minimum of 75% of the roof area

• At least 35% of the building’s electricity from renewable sources by purchasing green power/credits

• At least 75% of non-hazardous construction and demoli-tion waste recycled and/or salvaged

• LEED accredited professionals included on design and con-struction teams

• High-efficiency plumbing fixtures (toilets, faucets)• Use of LED and CFL lighting.

Only the BeginningLike clockwork, month after month, year after year, the mile-stone achievements actualized through the PAL program continue to make lasting impressions for both guests and the installations served.

Soon, Lend Lease will add another 20 installations to its privatized hotel portfolio. The company was awarded the third and final phase of the PAL program in October 2011. Once closed next year, another 6,300 rooms will be added to the portfolio, nearly doubling the current inven-tory and bringing the total number to 14,300 hotel rooms on 41 military installations throughout the United States and Puerto Rico.

Throughout all of the activity, Lend Lease and IHG’s mission remains strong—to enhance the comfort, quality, convenience, and consistency of the on-post hotel experi-ence for soldiers, their families, and all government travel-ers.
