    Fiji Government Amends Land Sales Act ToRestrict Foreign Property Ownership

    Freehold or state-owned land within town boundaries cannot be sold to foreigners for residential purposes.

    The Fiji government has imposed newrestrictions on land sales to foreignersand on existing foreign property owners.The government had originally plannedto ban foreigners from buying landanywhere in Fiji.Instead, it has passed amendments tothe Land Sales Act that prevents any

    land within town boundaries frombeing sold to foreigners.The legislation means foreigners whocurrently own houses in Fiji cannot sell itto other non-residents, potentially causinga drop in the value of their properties.Foreigners who already own land buthave not built a house are now requiredto do so within two years, or face a ne

    of 10 per cent of the property's valueevery six months.The amendments also require foreigners

    building a house to spend at least$AUS150,000 on construction costs.Aren Nunnink, from Ki-Maren RealEstate in Savusavu, said the newlegislation was passed with littlewarning on Thursday and without anyconsultation.He told Radio Australia's Pacic Beatthe changes could ruin foreigners whoown houses in Fiji."That condition did not exist when theyinitially bought their land," he said."They were not told this is going to

    come up, many of these people had noforewarning of this so they may nothave those funds available."And not only that, in these rural areaswe don't have that many builders,

    building materials are often hard toobtain and the permitting process canoften take months."

    Fijian nance minister Aiyaz Sayed-Khaiyum said the bill aimed to curbthe foreign demand for property andmake property more affordable forlocal residents.But Mr Nunnink, who has been sellingland to overseas buyers for 27 years, saidthe restrictions on foreign ownershipwill devastate areas like Savusavu.

    "Because our town is based foreign investment, it's the foreiwho have been coming here folast 20 years, buying property, buhomes, employing locals, buying and services that have really driveconomy of our town."A regressive bill such as this is

    Two People Die After FijiHit By Unexpected FloodingTwo people are dead after signicantooding in Fiji last weekend washedaway roads and damaged a major watertreatment plant that supplies potable

    water to most of the capital, Suva.The two men died in separate incidentswhile reportedly trying to cross oodedrivers on Fiji's biggest island, VitiLevu.Police reiterated warnings for peoplenot to cross rivers, and reminded

    people to be vigilant and cautiousaround ooded areas.Fiji Broadcasting Corporation (FBC)reporter Ellen Stolls covered the oodsover the weekend and told RadioAustralia's Pacic Beat program policewere disappointed that people were notheeding warnings.Ms Stolls reported the body of oneof the men, a Fiji National Universitystudent, was retrieved on Sunday, but

    the other man was still missing.The heavy rain and ooding badlydamaged the Tamavua Water TreatmentPlant, affecting water supplies tothousands of people in central Suva.The Water Authority of Fiji also saidthe main trunk line carrying untreatedwaste from greater Suva collapsed andsewage spilt into a creek which owsthrough several villages.Stolls said engineers were working to xthe pipe, but it was expected to take sometime, leaving the villages to cope with a"stench" and environmental impacts.El Nino effect to blame: weatherserviceMeteorologist Neville Koop, of Fiji's

    Na Draki weather service, said the

    impact of the rain was unexpected.Speaking to Pacic Beat, Mr Koop

    said December was the beginning ofmonsoon season, but meteorologistshad not predicted such heavy falls outof an event that had looked innocuous.

    "It certainly did dump down, mostly inisolated pockets," he said."Here in Suva we had about 177millimetres fall in about seven hours,

    between 2am and 9am on Saturdaymorning."International weather bureaux havecautiously predicted an El Nino eventwill develop this year, based on awarming of waters in the easternPacic Ocean, the main indicator ofthe event.Mr Koop said the weather phenomenondid contribute to the heavy rain overFiji on the weekend."We've been watching El Nino waxand wane through the latter half of2014," he said.

    "But we are starting to see El Ninoconditions become more established now."One of the factors we'll experiencewith that is the main area of convectionwhich normally develops overIndonesia and Papua New Guineaand even the Solomon Islands duringsummer will probably go further intothe Pacic."I think this rainfall and this activityin the South Pacic convergent zoneis perhaps part of that relocation of themain upward branch of what we callthe water circulation moving from theWestern Pacic into the central Pacic.Mr Koop said the rain had passed tothe far north of Fiji, but there was stilla chance of more heavy rain around

    the region this week, particularly overSamoa and Tonga.

    $5Million Cost For RecenRoad Repairs

    The preliminary cost of damage toroads during the recent ash oods is

    pegged at around $5million.However, as the Fiji Roads Authority

    is nalising the details of damage, thisgure is expected to get even higher.Considering the level of downpour overlast weekend, our roads fared well.However Fiji Roads Authority admitsthere has been some major damagesustained to the roads network.There are some minor under slipswhich teams are investigating at themoment. The main issue is just theapproach to the Nayavu Village onKings Road.     2 Brothers Get 7 Years ForRaping Nephew

    Commission To Adhere TInternational Standards

    The Fijian Government is workingwith the United Nations to ensurethe Accountability and TransparencyCommission which will be set up nextyear adheres to international standards.Attorney General Aiyaz Sayed-Khaiyum says institutions such as

    Indeed, Government was lookingforward to that debate so that the nalBudget outcome is the best that it can

    be in the national interest. Instead, theOpposition chose to place its narrow

    political interests before those of the

    Fijian people.By withdrawing from the Parliament,the Opposition demonstrated acomplete disregard for democracy

    because in order for democracy

    to function properly, constructivedialogue and debate is vital. This wasa short-sighted decision which againdemonstrates the difculty that theOpposition is having coming to termswith the choice the Fijian people madeat the September elections.The Appropriation Bill has now

    been passed and so the 2015 Budgethas been ofcially approved. For therest of the week, we will be workingon the consequential laws that willcomplement the budget and enable theGovernment to begin implementing itsservice delivery to the Fijian people inthe coming year.Once that has been completed,individual programmes can proceed

    and, among other things, tenders willbe called. We have a lot to deliver andwe are focused on turning promisesinto deeds with the greatest efciencyso ordinary Fijians will benet fromthis forward-looking Budget.

    FNPF Helps The NeedyThis Festive Season

    THE Fiji National Provident Fund(FNPF) is encouraging other corporate

    bodies to come on board and help thosewho are in need this festive season.FNPF's Prime Division distributed

    60 food packs to the homeless in theCapital City last week.The fund was working with The IliesaDelana Foundation Friends ofFijians in Need to touch hearts thisChristmas season.Foundation founder Julie Alexandersaid FNPF's efforts were appreciated."We would be honoured that FNPF

    would come on board with us, as allFijians contribute to the FNPF, thiswould really be something that wouldtouch every single contributor andmy feelings are from a marketing

    perspective, something the FNPF coulduse to encourage other corporatesto come onboard and assist," MsAlexander said.She said they were not registered yet asa foundation and had not accepted anycash and contributions, however, theyhad plans to register the foundation in2015.

    $5.2M For Nabua ProjectABOUT 110 new jobs will be createdwhen the Nabua shopping complex iscompleted next year.And with an investment of about$4.2million for the building and $1mfor the set-up of a supermarket, investorCharan Jeath Singh said consumerscould look forward to a clean and freshenvironment at the junction of RatuMara and Nabua Roads.The supermarket will be run byus under the name of CountdownSupermarket and will be accessed fromthe ground oor via escalators and liftsfor the pedestrian and foot trafc fromRatu Mara Rd.Customers with cars and transport will

    be able enter the supermarket from therear of the complex into the car park.There will be an undercover car parkof 50 odd cars to park at any one time.The supermarket oor area is of about1000 square metres.All in all the retail shops on the groundoor would create at least 60 new jobswhile the supermarket would haveanother 50.So we will be looking at 110 new

    jobs created once this complex getscompleted.Mr Singh said construction works onthe shopping complex were progressingwell with works expected to becompleted before Christmas next year.

    15 Bills PassedAmendments to 15 Bills were passedand enacted by the Parliament of Fijiafter much drama.The Bills had to be passed to allowthe changes announced in the 2015Budget.Amendments to the Service TurnoverTax Decree, Tax AdministrationDecree, Tertiary Scholarship andLoans Decree, Income Tax Act,Fringe Benet Tax Decree, ExciseAct, Customs Act, Customs TariffAct, Value Added Tax Decree, CapitalGains Tax Decree, Stamp Duties Act,Fiji National Provident Fund Decree,Maritime Transport Decree, ShipRegistration Decree and Land SalesAct were voted on and passed.Thirty members voted yes to the

    amendments, 15 did not vote, threesaid no while two abstained.The motion to have all the Bills underStanding Order 51 be debated upon forve minutes only by Government andthen Opposition, and to be summedup a right of reply from the FinanceMinister Aiyaz Sayed-Khaiyum wasvoted and agreed upon in the morning.The afternoon session started withthe Opposition saying allocated timewasn't enough.Speaker Dr Jiko Luveni said the motionhad been voted and passed and therecould be no changes.Ashneel Sudhakar spoke for theGovernment side saying the amendmentsto Bills were benecial for Fiji and wouldensure progress for Fijians.

    The Pacic Islands Forum SecretaryGeneral, Dame Meg Taylor, has takenonboard Fijis concerns with theorganisation and says a discussion isneeded to resolve the issues.

    Fiji has refused to engage with theForum since its suspension was liftednearly two months ago, saying it is notinterested in rejoining as long as NewZealand and Australia are members.Dame Taylor said Fijis concerns needto be discussed in a collective mannerwith other member countries.She says no discussion has yet been hadabout Fijis concerns, but says if it is to be

    done, it will require the presence of leDame Taylor says there are tremechallenges ahead for the institutiothe region, and Fiji has outlined of those challenges.

    Tikoca raised the point in Parliamentclaiming the head of government istrying to avoid questions and scrutinyfrom the Opposition.Ratu Isoa said Bainimaramas overseasvisit should have been scheduled afterthe Parliamentary sessions or beforethe session on budget began.He added though PMs touching basewith the Fijian community and Fijidiplomats in Sydney is commendable,it does not justify his being absent fromParliament.This is his partys rst budget and hedoes not consider it important enoughto be here with his team to defend it,

    Fiji Govt And ADB SignsUS $100M Loan Agreement

    The Fijian government and the AsianDevelopment Bank signed a US$100million loan agreement for a projectto improve the safety and durability ofcountrys infrastructure.

    Regional Director of ADBs PacicSub Regional Ofce based in Fiji,Robert Jauncey said the loan whichwill focus on Fijis roads was approvedearlier by ADBs board of Directorswhich marks the start of ADBs newve year Country Partnership Strategywith Fiji starting from this year.Under the new strategic partnership,ADB will provide Fiji with up toUS$350 million through loan.Jauncey said the U$100 million loanhas an interest of 0.6% with 20 yearsrepayment and a ve year grace period.Minister for Infrastructure, PioTikoduadua said the money will beused to x the bridges and roads aroundthe country.

    Since Fiji has joined ADB in 1970, ithas received $317 million in loans and

    $27 million in technical assistance,

    with 45% of the total going to thetransport sector.

    Lautoka HospitalInvestigated For Alleged

    Baby DeathAn investigation has been launched into the alleged death of a newborn baby

    at the Lautoka Hospital on 30th November.

    This was revealed by Oppositionmember Prem Singh in parliament.Health Minisiter Jone Usamate hasconrmed they are strictly looking into

    the matter to determine the root of theproblem and the cause of death.At the end of the day the investigationwill be carried out and at the end ofthat we hope we will be able to identifyexactly what happened and if need beappropriate actions will be taken andwe hope that in the future that thosethat come to hospital will not have thekind of tragic deaths that have taken

    place.The baby was delivered healthy butdied a few seconds later and the family

    is alleging the doctors didnt allowcesarean.The Health Minister has also told

    parliament that the case will also be

    investigated by outside parties.Since yesterday we have decreedthere will be investigations into thismatter by third parties from medical

    professions outside the normalgovernment systems to look into thismatter and understand why it happenedand see what went wrong.Usamate says the Ministry maintainsthat it will reduce infant mortality downto about 5.5 for every thousand live

    births and minimize the occurrences ofsuch deaths.

    Fiji Revenue $2B TaxCollection

    BETTER compliance and efcientsystems have allowed the Fiji Revenueand Customs Authority to surpass$2billion in tax collection so far.And according to chief executive

    ofcer Jitoko Tikolevu, FRCA islooking forward to achieving its 2015target of $2.363b."FRCA is looking forward to thechallenge."We are on track to achieve our targetof $2.1billion this year," he said.Mr Tikolevu said the policiesannounced by the Government duringthe 2015 Budget would assist FRCA inachieving this target."The policies announced by theGovernment, would assist the privatesector, which in turn will assist revenuecollection," Mr Tikolevu said.A major portion of FRCA's collectionwas expected to come from value addedtax, with the forecast of $858.2million.

    Revenue from income tax is expected

    to be $505m in 2015.Revenue from import excise andCustoms is expected to be $599m nextyear.Mr Tikolevu also thanked Government

    Canada Revenue Agency Probes Pharmacy IncentiveFrom Drug Makers

    Probe launched after Atlantic Canada pharmacies found not declaring incentives on tax returns

    The Canada Revenue Agency haslaunched a countrywide probe intomillions of dollars' worth of incentivesand allowances including rebates,trips and concert tickets paid bygeneric drug companies to pharmacies.The agency is looking at whether

    pharmacies are correctly declaring theincentives on tax returns after ndinga number in Atlantic Canada were notfollowing tax rules. The agency has sofar unearthed $18 million in unreportedincome.So-called professional allowanceshave been standard for years inCanada. Because multiple genericmanufacturers are often producingidentical drugs, they battle to get their

    products stocked on pharmacy shelves.Incentives and payments are used to

    persuade pharmacists to choose onecompany's generic drug over others.The revenue agency is now taking aimat those payments. This fall, it sought

    judicial authorization through courtsin Halifax and Fredericton to compelmore than a dozen of Canada's largestdrug manufacturers to turn over reamsof data showing how much they payeach pharmacy.Most of the pharmaceutical companies

    have said they will comply with theorders.'It's bad for business'In Halifax, pharmacist Peter Jorna saysroughly 75 per cent of his prescriptiondrugs are generics. Each monthhe receives cheques from genericmanufacturers rebates for agreeingto stock their products.It's an essential piece of his income,he says, adding up to between 15 and20 per cent of his total revenue andthe "difference between staying in

    business and not."Jorna also declares it all to the CanadaRevenue Agency."I do not want to run afoul of RevenueCanada," Jorna said. "It's bad for

    business."But it appears some pharmacists aredoing just that.During a 2011 audit of Mississauga-

    based Cobalt Pharmaceuticals Ltd. now called Actavis Pharma Company

    revenue agency investigators learnedof 13 pharmacies in Newfoundlandand Labrador it says were not properlyreporting the rebates as income.It then cast a wider net, looking at

    payments across Atlantic Canada.In August 2013, the tax agency sent

    letters to all pharmacies in the regionand gave them 45 days to voluntarilyrequest an adjustment to previous taxreturns if they had not reported theincentives. The agency also went on toaudit some, although it won't say howmany pharmacies were reassessed.Ontario bans professional allowances

    Now the tax agency wants informationon incentives paid to pharmacies acrossthe country and appears to be focusedon independent operators."The information is sought to verifycompliance with the pharmacies and

    pharmacists located in Canada withtheir duties under the [Income TaxAct]," says an application led by theagency in Federal Court.The list of possible incentives includesmoney transfers, preloaded creditcards, gift cards, concert tickets, tripsand traveller's cheques.It's not clear how much is currently

    paid in incentives to pharmacies. In2009, the Ontario government reportedgeneric manufacturers had paid $750million in professional allowances to

    pharmacists. The province has sincebanned professional allowances.Pharmacies that are offside with theirtaxes may not just be in trouble with

    birds that had not already been killedby the virus.Earlier this week, the Canadian FoodInspection Agency announced acontrol zone covering the southern halfof B.C., where restrictions have been

    placed on the movement of poultry.Those restrictions are more strict in thearea immediately around the affectedfarms.It's not yet clear what caused theoutbreak, though two farms wherethe virus was detected had receivedchickens from a previously infected

    facility.Ofcials are looking into thepossibility that migrating wild birdsintroduced the virus into the region,though Kochhar said there's nothingconclusive yet. He said there was noevidence the virus had been circulatingamong migrating birds and a wild birdmonitoring program hadn't found anyunusual increases in animal deaths.Avian inuenza poses little dangerto people as long as poultry meat ishandled and cooked properly.It can, however, put the poultry industryat risk.

    Previous outbreaks in BC andelsewhere in Canada similarly led tothe destruction of tens of thousandsof birds. The most serious, a 2004

    Brain Scans 'Can PredictRisk' Even After Mild Stroke

    All patients should be given a brainscan after a stroke, even if it is a

    mini-stroke, say Canadian researcherswriting in the journal Stroke.This is because images of the brain canhelp doctors assess the damage doneand predict the risk of another strokeoccurring.In the UK, guidelines recommendurgent treatment of high-risk stroke

    patients.But the Stroke Association saysthousands of lives could be saved bytreating mini-strokes within 24 hours.The research team, led by Dr JeffreyPerry, associate professor of emergencymedicine at the University of Ottawain Canada, tracked more than 2,000

    patients who received CT scans within24 hours of a transient ischaemic attack

    (TIA) or non-disabling stroke.A TIA is caused by restricted bloodsupply to the brain, and symptoms canlast only a few minutes.A CT scan combines a series of X-rayviews to give doctors cross-sectionalimages of the brain.The scans revealed that 40% had braindamage due to impaired circulation.Doctors were looking for signs ofnewly damaged tissue due to poorcirculation, previously damaged tissueand damage to any type of small bloodvessel in the brain, such as narrowingof the small vessels.A quarter of the patients showing allthese types of damage to their brain inthe scans had another stroke within 90

    days.This compared with 3.4% of people inthe study group as a whole, making the

    scans a useful prediction tool.Warning sign

    Dr Perry said: "During the 90-dayperiod, and also within the rst twodays after the initial attack, patients didmuch worse in terms of experiencinga subsequent stroke if they hadadditional areas of damage along withacute ischemia."He added that doctors should bewilling to use CT scans on patientswithin 24 hours of a mild stroke, evenif symptoms do not last long."These ndings should prompt

    physicians to be more aggressive inmanaging patients with TIA or non-disabling stroke who are diagnosedwith acute ischaemia."Other measures to prevent furtherstroke can include cardiac monitoring

    or medication to lower blood pressure,treat high cholesterol or prevent bloodclots.Chris Larkin, regional head ofoperations at the Stroke Association,said a mini-stroke can often be awarning sign that a major stroke is onits way."Each year, around 46,000 people inthe UK have a mini-stroke [transientischaemic attack or TIA]."A quick response to stroke cansignicantly reduce the risk of deathand disability."If patients with mini-stroke areassessed and treated as an emergencywithin 24 hours, the risk of a majorstroke is reduced by 80%.
