Dear Mr Murphy,

I am writing to outline the Department of Planning and Environment’s (the Department) priorities for the next phase of implementing the Central Coast Regional Plan 2036 (the Regional Plan) and highlight the importance of aligning our work programs.

The Central Coast is expected to reach an estimated population of 415,000 by 2036, this is an additional 75,500 people in the region. The NSW Government and Central Coast Council need to work together to ensure this growth is supported by sufficient houses and jobs and the timely delivery of appropriate infrastructure.

The Regional Plan, launched in October 2016, provides the 20-year blueprint to plan for this future growth and is the NSW Government’s strategy for guiding land use planning decisions and infrastructure prioritisation in the region.

The Regional Plan will be reviewed every five years and is accompanied by two-year implementation plans and annual monitoring reports. The Department has been preparing the second implementation plan and priorities have been revised and adjusted towards the next phase of planning for the region’s growth and change to 2036.

My team has been working closely with Council staff to ensure the next phase of implementation aligns with the programs and projects Council is undertaking consistent with the recently launched four-year Delivery Program and one-year Operational Plan.

It is an opportune time to align the implementation of these plans to ensure regional and local planning complements and supports each other to deliver on the Regional Plan priorities for the Central Coast.

Implementation Priorities

The Central Coast is to accommodate growth of an additional 75,500 people within the existing settlement pattern and identified future development areas to take advantage of existing jobs, services and public transport. Spatially this includes areas in the growth corridors, the region’s capital, Gosford City Centre, the greenfield structure plan and centres with potential for infill development. The Regional Plan focuses on a logical approach to managing population growth to maximise use of existing infrastructure and minimise the need for new infrastructure where there is already capacity elsewhere. Development and infrastructure delivery need to be aligned.

The priorities for the next phase of implementing the Regional Plan’s outcomes include:

• Detailed land use and infrastructure planning for precincts in the growth corridors and centres of the region.

• Continuing the focus on revitalising Gosford City Centre. • Continuing the housing and employment monitoring program, refining regulatory

processes and supporting management and governance of housing, jobs and infrastructure delivery.

• Planning for the growth and change in industrial land uses around strategically located interchanges at Kariong and Warnervale to help support the regional economy and create more jobs in the region.

• Commencing a rapid bus package for the Central Coast as part of planning for communities to be better connected by an integrated transport system that prioritises safe walking, cycling and public transport.

• Commencing preparation of a region wide Special Infrastructure Contributions Plan to fund state infrastructure that will support growth.

• Refining and improving infrastructure processes including aspects of the planning, funding and developer contributions processes that support infrastructure delivery.

• Implementing the integrated actions that relate to rural and resource lands west of the M1 Pacific Motorway.

• Progressing the existing planning proposals for Darkinjung Local Aboriginal Land Council.

• Strategically assessing the Darkinjung Local Aboriginal Land Council land holdings, establishing an agreed pipeline of development opportunities and reflecting this in strategic land use planning, staging and sequencing for the region.

• Continuing strategic conservation planning for the region including the progression of Strategic Biocertification and Assessment and refinement of identified development areas.

• Providing strategic land use planning and policy guidance to Central Coast Council to support the preparation of a Local Strategic Planning Statement for the Central Coast.

In NSW responsibility for land use planning and development lies with both State and local government.

The establishment of Central Coast Council and continued recognition of the Central Coast as a region for the purposes of planning, creates opportunities unavailable to other local government areas and regions. It also means that the Department will more closely review the planning work of Central Coast Council as it is the only local council that can achieve the State’s planning goals for the region.

Current Status

As you are aware as Coordinator General, it is my responsibility to ensure the State’s planning objectives for the region are being met and implemented at the local level. Earlier this year, I wrote to then Acting CEO Brian Glendenning to escalate my concerns regarding the alignment of development and infrastructure delivery. Notwithstanding the

inclusion of a representative from the Asset and Infrastructure Division of Council has been attending the DCMC I continue to be concerned about these matters and would like your advice on the status of the following issues:

1. Integration of the Regional Plan objectives in Council’s work program, and

2. Alignment between development and infrastructure prioritisation, sequencing and funding processes.

Infrastructure Delivery

Central Coast Council, as the relevant planning authority and provider of local enabling infrastructure such as roads, water and sewer, is responsible for supporting the NSW Government in aligning infrastructure delivery with the planned growth for the Central Coast. Ministerial Direction 5.10 of the Environmental Planning & Assessment Act 1979 identifies that a relevant planning authority when preparing a planning proposal must be consistent with the vision, land use strategy, goals, directions and actions contained in a Regional Plan.

In addition, Council has commitments to support planned development under the North Wyong Shire Structure Plan 2012, Central Coast Community Strategic Plan and Operational Plan and budget, other local strategies and the former Wyong Shire Council Development Servicing Plan.

The information your staff have provided to date indicates that Council has not implemented the existing Development Servicing Plan and has relied on developer funded servicing across much of its anticipated land release.

Consequently, I am concerned that there is insufficient alignment between Council’s existing local infrastructure delivery program and land release plans and the planned 41,500 additional homes and 24,600 jobs forecast for the region in the Regional Plan, a cabinet-endorsed blueprint for the future growth of the Central Coast.

I would like to discuss these matters with you as a high priority, so I can advise the NSW Government on the full range of options available to ensure implementation of the Regional Plan.

Council’s Roles and Responsibilities

My team recently met with your staff to discuss how the priorities for the next phase of implementing the Regional Plan align with Council’s land use planning and infrastructure work program. Council indicated it would provide a response to identify:

• Council’s future land use and infrastructure planning work program and how it implements the outcomes of the Regional Plan, specifically showing the link between actions in Council’s Delivery Program to the Regional Plan actions;

• Council’s priorities for completing the comprehensive LEP and the Local Strategic Planning Statements;

• Anticipated timing and dependencies for the work program; and • Suggested advice and guidance the Department can provide or prepare that best

supports Council’s work program.

I wish to thank the Council staff for providing feedback which identified Council’s priorities and broad timing. To ensure the Regional Plan objectives remain on track for

delivery, could Council please confirm its commitment to deliver the following priorities in the 2018 to 2020 implementation period:

• Deliver the Southern Growth Corridor Strategy. • Commence precinct planning in one centre and deliver precinct planning for

another centre identified in the Southern Growth Corridor. • Deliver the Northern Growth Corridor Strategy. • Deliver the Lake Munmorah and Greater Warnervale Structure Plans. • Progress relevant actions in the Land Use West of the M1 Inter Agency and

Council Action Plan. • Deliver Central Coast Consolidated LEP. • Deliver Central Coast Local Strategic Planning Statement. • Deliver the following items identified in Council’s Central Coast Delivery Program:

o Central Coast Urban Spatial Strategy o Central Coast Housing Strategy o Central Coast Affordable Housing Strategy o Rural Lands Strategy o Biodiversity Strategy o Local Biodiversity Corridor Plan

I request Council provide clear documentation committing to the deliverables outlined above and identifying how it intends to align its work program with the Regional Plan priorities and support growth with timely and efficient infrastructure delivery. I also encourage Council to identify how my role and the Regional Plan governance structures can help Council deliver its priorities and align with the Regional Plan. I am seeking your indulgence to ensure I obtain a full briefing on these issues prior to the 12 October 2018.

The next phase for the implementation of the Regional Plan is a key focus of the NSW Government and accordingly myself and members of my team are always available to provide advice and support to Council on these matters.
