CURRICULUM VITAE: RAM S. JAKHU (abridged) Currently, I hold a tenured position of Associate Professor at, the Institute of Air and Space Law, Faculty of Law, McGill University. I have extensive academic experience in the field of international and national Space Law and Policy as well as in teaching (mainly at graduate level), research and providing consultation to several private and governmental entities and drafting national laws and regulations in various countries. For the last ten years I have been spearheading the world’s most extensive and multi-million-dollar academic Space Law-related research and outreach program (about $4 million), which comprises of various activities, including an International Study on Global Governance of Outer Space and an international project for drafting Manual on International Law Applicable to Military Uses of Outer Space (MILAMOS). CURRICULUM VITAE: RAM S. JAKHU

(abridged)

Currently, I hold a tenured position of Associate Professor at, the

Institute of Air and Space Law, Faculty of Law, McGill University.

I have extensive academic experience in the field of international

and national Space Law and Policy as well as in teaching (mainly

at graduate level), research and providing consultation to several

private and governmental entities and drafting national laws and

regulations in various countries. For the last ten years I have been

position). Teach and conducts research in international space law, law of space applications, law

3 of space commercialization, space security, space safety, national regulation of space activities,

law of telecommunications, and public international law and head a multi-million dollars research

and outreach program for space law and policy.

1 June 2016-31 July 2017: Director, Institute of and Centre for Research in, Air and Space Law,

1999 to 2004: Director of the Centre for the Study of Regulated Industries, directed the

efficiency and economy in spending for a period of 5 years (originally project was for 3 years).

11. TEACHING RESPONSIBILITIES:

(a) Regular Courses Taught

My teaching responsibilities at the Faculty of Law have been constantly expanding. I started by

teaching part of the course on Space Law Applications in 1984. I often taught four courses each

academic year (three graduate level and one undergraduate level) worth 12 credits:

1. Public International Law (undergraduate)

2. Space Law: General Principles (Graduate)

3. Law of Space Applications (Graduate)

4. Government Regulation of Space Activities (Graduate)

For several years, I taught an undergraduate course on Canadian Communications Law.

At the International Space University, Strasbourg, France (1995-1998), I taught two graduate level

courses, namely: (a) International Space Law and National Space Laws of Selected Countries; and,

(b) Space Programs and Policies of Major Space Powers.

(b) New Courses Developed

At the Faculty of Law, I developed and introduced the following courses over the years:

1) Space Law Applications (developed in 1984). (Graduate)

2) Communications Law (developed in 1990).

3) Government Regulation of Space Activities (developed in 1999). (Graduate)

4) In 2003, I carried out a thorough revision of existing Space Law courses and developed a

coherent set of three courses with updated and rationalized content i.e. Law of Space

Applications; Space Law: General Principles; and, Government Regulation of Space

Activities.

I initiated the Faculty of Law's participation in the Manfred Lachs Space Law Moot Competition

(including the grant of academic credits for participating students). It is worth mentioning that

this is the world’s only Moot Competition whose international finals have always been judged by

three sitting Judges of the International Court of Justice. This is a great tool for learning Space

Law as well as gaining valuable international mooting experience.

At the International Space University, as the first Director of the Master of Space Studies program,

I actively participated and spearheaded the creation (and implementation) of an entirely new

international, interdisciplinary and intercultural graduate-level program, covering all space-related

28 disciplines. The program is unique in the world and has been highly successful since its creation

in 1995.

I revise and update on a yearly basis the student course packs for the courses that I teach. I also

provide students with the latest news-developments relevant to the subject matter of my courses

by uploading such information on MyCourses for the benefit of my students.

Since 2004: As the Principal Researcher and Fund Manager for the multi-million dollar

Erin J.C. Arsenault Space Law Project;

performed various administrative tasks related to accounting, research planning, engaging

research assistants, Post-Doctoral Fellows, and preparing and submitting annual reports

(which have often been considered “impressive” by the donors).

Since 2003: As a member of the Graduate Studies Committee, regularly evaluated over 50

applications each year for admission to the Faculty’s Graduate Programs and for the award of

Boeing and Arsenault Fellowships.

Since 2003: As an Associate Professor at the Faculty of Law (with main responsibilities at

the Institute of Air and Space Law) and since 2006: As an Associate Director of the Centre for

Research in Air and Space law, I carried out several administrative activities such as:

receiving visitors to the Institute, responding to inquiries about the Institute and its

programs, attending meetings, supervising research assistants, handling matters related the

Annals;

initiating the establishment of the George S. and Ann K. Robinson Space Law Prize and

Prof. Paul Stephen Dempsey Fellowships at the Faculty of Law;

organized numerous international conferences and workshops around the world.

Since 2004: As a Faculty Adviser to the McGill Team participating in the Manfred Lachs

Space Law Moot Competition:

initiated and negotiated the McGill Team’s participation in the North American

Regional Competition;

often accompanied the Teams for the North American Regional Round held in

Washington, DC.

14. MCGILL UNIVERSITY

2013-2016: Member of, and legal assessor for, the McGill Committee on Student

Discipline, attended several meetings and hearings related to student discipline.

39 2013-2016: Representative of the Faculty of Law on the Senate Committee on Libraries,

participated in several meetings.

Since 2010: Member of McGill University Tenure Committee for Recruitment (UTCR),

participated in several meetings, evaluated (in person and online) numerous applications

for appointments.

Since December 2012, for McGill Faculty of Graduate and Postdoctoral Studies, evaluated

over applications for 2012 SSHRC doctoral awards.

Acted several times as Pro-Dean for Doctoral Defences

Participated in several activities related to McGill-India academic collaboration.

2003-2006: Member, Advisory Committee for the McGill-IAIN Indonesia Project on

Social Equality; attended several meetings, explained the Faculty of Law’s interest and

activities in Human Rights and contributed to the design of the law-related curriculum to

be followed in research and teaching under this Project.
