AssistantDirector,NationalScienceFoundation: IheldthispositionsinceMarch2013. Inthisposition,IledtheDirectorateofEngineering(ENG)withanannualbudgetthatexceeds$950M. Iwasalsoamemberof thesenior leadershipteamatNSFresponsible forsettingresearch priorities, multi-disciplinary collaborations, policies, and processes. We havestronglypromotedcollaborationswithinNSF(BIO,CISE,EHR,GEO,MPS,SBEDirectorates)on multidisciplinary research across science and engineering. EducationandWorkforce:WehavepromotedeffortstoaddressSTEMeducationissuesatall levels. A new initiative called Professional Formation of Engineers – RevolutionizingEngineeringDepartments(RED)waslaunchedincollaborationwithComputer,InformationScienceandEngineeringandEducationandHumanResourcesDirectorates.Inparticular,alarge emphasis is on dealing with the issue of under-representation by women andminorities in engineering by strongly focusing on inclusion as the key strategy. I haveparticipatedinthedevelopmentofNSFwideinitiativeaimedataddressingthis issue:NSFINCLUDES– Inclusionacross theNationofCommunitiesof LearnersofUnderrepresentedDiscoverersinEngineeringandScience.Innovation:Wehavemadeverystrongeffortsinstrengtheningthenation’sinnovationeco-systemthrough“Lab-to-Market”initiatives.Akeyfocusisonpursuinganaggressivevisionthat seeks to achieve national scaling of the NSF Innovation Corps (I-Corps) program via

collaborations with other Federal agencies, national labs, and states. We have alsoparticipated in and supported the Exploring Innovation Frontiers Initiative (EIFI) with theCouncilonCompetitiveness.WehavealsoforgedcollaborationswithotherFederalagencies(DoD,DoE,NIST,USDA)andworkedcloselywithWhiteHouseOfficeofScienceandTechnologyPolicy(OSTP)ontopicsof mutual interest, e.g, advanced manufacturing, energy-food-water, 2-dimensionalmaterials, engineering biology, big data in cyber-physical systems, and the Makermovement.Throughestablishingnewresearchinitiativesandstrengthencoreprograms,budgetfortheEngineering Directorate has increased by almost $100M during my tenure. In terms ofmanagement, we have achieved several successes in increasing the quality, efficiency,transparency and accountability of our various business processes.We have successfullyrecruitedexcellentwomenandunder-representedminorityleaderstohighlyvisiblerolesinthe Engineering Directorate. As a result of our focus on team building, the EngineeringDirectorate ranked among the top 10% among mid-size federal agencies in terms ofemployeesatisfactionin2015.

Deputy Assistant Director, Advanced Research Projects Agency – Energy (ARPA-E),DepartmentofEnergy:IservedinthisrolefromSeptember2012toMarch2013.Althoughmy tenure was quite brief, I worked with the team of program directors at ARPA-E toformulateandlaunchnewprogramsinmetalsmanufacturing(A-TEME),safebatteriesandelectricvehicles(RANGE),andmethanotrophicorganismsforfuels(REMOTE).Dean of Engineering at the University of Florida: The College of Engineering at theUniversity of Florida has approximately 5000 undergraduate students, 2500 graduatestudents,280 faculty, and totalexpendituresof$150M.Soonafter taking thisposition in2001, Iworkedcloselywith the facultyandseniorUF leadership todevelopanambitiousstrategicplanaimedatelevatingtheCollegeofEngineeringtobeamongthetop20public&privateengineeringcollegesinthenation.DuringmytermasDean,wemadesubstantialprogress towards this goal with a significant rise in the national rankings - the USNWRgraduate program ranking moved up to 25 (15 among public universities) from 35 (20amongpublicuniversities).

• Major Programmatic Initiatives: Below are some of the highlights of programmaticinitiatives.

ü BiomedicalEngineeringDepartment:Throughnumeroussubstantivediscussionswithallsegmentsoffaculty,wesecurednearunanimousapprovalfromthefacultytostartanewDepartmentofBiomedicalEngineeringwhichwasformallycreatedinJuly2002.AnewinterdisciplinaryBiomedicalSciencesBuilding,incollaborationwiththeCollegeofMedicine, tohouse theBMEDepartment,was completed in 2009.We secureda$10M naming gift for this department which, (after 1:1 match from the State ofFlorida,)createda$22MendowmentfortheBMEDepartment.

ü Nano-scienceInstituteforMedicalandEngineeringTechnologies(NIMET):CollegeofEngineering partneredwith the College of Liberal Arts and Sciences and theHealthScience Center Colleges to create the Nano-science Institute for Medical andEngineeringTechnologies(NIMET).Anewbuildingforthiswascompletedandishometoastate-of-the-artmulti-userlaboratoryfacilityforresearchintonano-scalescienceforbiomedicalandengineeringapplications.

ü Sustainability –Energy andWater: In collaborationwith the Institute for Food andAgriculture Sciences, Florida Institute for Sustainable Energywas created.WewerealsoamajorpartnerintheUFWaterInstitutewhichfocusesonavarietyofpressingresearchissuesrelatingtowateruse,quality,conservation,etc.

ü HighPerformanceComputing:WealsocollaboratedwithseveralothercollegesinthecreationofHighPerformanceComputinginfrastructureandresearchcollaborations.

ü Creation of Mechanical and Aerospace Engineering Department: A majororganizational transformation was the merger of the Department of MechanicalEngineering with the Department of Aerospace Engineering, Mechanics, andEngineering Sciences to create a new Department of Mechanical and AerospaceEngineering.

• Research and Graduate Education: During my tenure as Dean, the total research

expenditures (external + internal) in the College grew from about $65M tomorethan $109M. In education, the number of PhD’s graduated per year jumpeddramatically from95 to189.Weranked in the top10nationally in thenumberofPhD’sgraduatedandinthetop15inthenumberofPhD’sperfacultymemberperyear.Thequalityofgraduate studentshas improved steadilyasmeasuredbyGPAand test scores. Strong research and educational collaborations have beendevelopedwithHealthScienceCenterColleges,CollegeofLiberalArtsandSciences,Institute for Food and Agricultural Sciences, Fine Arts, Business and Law. Amajornew initiative aimed at providing complete Masters’ degrees through distanceeducationwaslaunchedsuccessfully.

• Technology Transfer and Industrial Collaboration: We developed a comprehensiveintellectual property agreement with Harris Corp. After three years of sustainedefforts, the University of Florida joined the University of Central Florida and theUniversityofSouthFlorida,asa fullpartner intheFloridaHighTechCorridor.ThisorganizationallowsfacultyattheUniversityofFloridatoworkwithcompaniesinthecentralFloridaregiontoadvancethetechnologicalandeconomicbaseofthestateofFlorida.

• Undergraduate Education and Students: Several departmentsmademajor revisions to

the undergraduate curricula. We institutionalized a minority student mentoringprogram for incoming freshmen called StepUp. This six week residential programwasinitiallydevelopedundertheNSFSUCCEEDCoalition.WealsodevelopedanewoneweekEngineeringFreshmenTransitionProgram(EFTP)tohelpallfreshmengetoff toa fast start in theirundergraduateeducation.Astudentadvisorycommittee

was formed to create a platform for monthly discussion of issues students werefacing. During my term as Dean, we also successfully received a full six yearaccreditationofourundergraduateprograms.

• Inclusion andDiversity:We placed a very strong and consistent emphasis on inclusion

anddiversityprogramsaimedatimprovingrepresentationofwomenandminoritiesinstudentbodyaswellasonfacultyandstaff.Severalprograms,suchasGatorTrax,havebeen implementedtofocusonoutreachtomiddleandhighschoolsstudentsandteacherstoincreaseinterestinscience,mathematics,andengineering.CollegeisatopproducerofHispanicundergraduateengineersinthenation.TheclimateforwomenandminorityfacultyintheCollegeimprovedsteadilywithseveralindividualsin key leadership positions. Among the faculty, the number of women increasedfrom 20 to 30 and Hispanics from 4 to 10 (from 2002 to 2008). The number ofAfrican-American faculty increased very modestly as new hires has largely offsetthosewholeft.Wealsoinstitutednewmentoringprogramsforwomenandminorityfacultymembers.

• Faculty:Werecruitedmorethan90excellentnewfacultymembersfromtopuniversities.

Anewfullyearorientationprogramfornewfacultywasput inplace. In2002,weimplementedanewthirdyearmid-termreviewforassistantprofessorsontenure-trackwiththeaimofprovidingconcreteandconstructivefeedbacktowardssuccessin the final tenure and promotion review. Shared governance was significantlyenhanced by a refresh of the College constitution by a faculty committee. Inaddition,facultyandstaffcommitteeadvicewassoughtindealingwithbudgetcutsduringthefinancialcrisis.

• FundRaising:Thecollegeendowmenttripledrisingfrom$24Min2001to$72Min2007.

Thesingle largestprivategift Ihavebeen involved inobtainingwasa$10Mgifttoname the Department of Biomedical Engineering as J. Crayton Pruitt and FamilyDepartment of Biomedical Engineering. With matching funds from the State ofFlorida, it created a $20Mendowment for the BMEDepartment.We raisedmorethan$40MtowardsthenewcapitalcampaignthatstartedinSeptember2007.

Chair,DepartmentofElectricalEngineeringandComputerScience,UniversityofMichigan:I led a department with more than 1200 undergraduate, 600 graduate students, 90 facultymembers,andatotalbudgetof$50M.DuringmytenureasChair,wewereabletosecureanNSEEngineeringResearchCenteronWireless IntegratedMicrosystems.AttheCollege level, Iparticipated inplanningefforts foranewcapitalcampaign.Mybiggestchallengewastodealwiththeexplodingstudentenrollmentsincomputerscienceandengineeringinanerawhenitwas a challenge to retain faculty who were being lured away by the booming internetrevolution. Iwasable tosecureeightnewfacultypositions forcomputerscience. Ialso ledamajor curricular reform effort aimed at streamlining the electrical engineering, computer

engineeringandcomputersciencedegreeprograms.AmajoraccomplishmentwastoestablishanundergraduateprogramincomputersciencethroughtheCollegeofEngineering.Leadership inMajor InterdisciplinaryResearchCentersattheUniversityofMichigan: IhaveheldseveralleadershippositionsinlargemultidisciplinaryresearchcentersattheUniversityofMichigan. I was the Director of an AFOSR/DARPAMURI Center onModeling and Control ofPlasmaProcesses.IwasaThrustArealeaderintheResearchCenterforDisplayTechnologyandManufacturingwhichwasfundedbytheStateofMichigan.IwasaThrustArealeaderinanNSFEngineeringResearchCenter(ERC)onReconfigurableMachiningSystems(RMS).Intheseroles,Iledeffortstodevelopmultidisciplinarycollaborationsspanningseveralacademicdepartmentsleading to substantial research proposals and activities, mentoring of graduate andundergraduatestudents,andtechnologytransfer.

ResearchActivitiesandAccomplishments:Myresearch is inthebroadareaofsystemsandcontrol theory and engineering applications. Some of themajor highlights of my researchachievements are listed below. Many of my publications are referenced in textbooks andmonographsinthecontrolsystemsarea.SeveralhavebeenreprintedinIEEEPressbooks.(AllreferencesaretothepublicationslistinthisCV.)1. Ourwork on the state-space approach to theH∞ control problem has had a very large

impact [48, 53, 58, 72, 73, 74]. The H∞ control problem was a problem of centralimportance in the field at the time. The use of the state-space approach was amajordeparture from theestablished frequencydomainapproachand somewhat reminiscentof the classical work of my advisor and mentor Professor Kalman when he gavecompletelynewsolutions to theoptimal controland filteringproblems inhis legendarywork.Ourpaper[58]wontheGeorgeAxelbyAwardfromIEEEControlSystemsSociety.Italso won the IEEE W. R. G. Baker Prize which is given to the best paper in all IEEETransactions.Ithasaverylargenumberofcitations.Itisalsoincludedinmanytextbooks.ItisalsousedinmanycontrolsystemsdesigntoolboxesfromMathworks.

2. We showed that the concepts of quadratic Lyapunov stability and stabilization weredeeplyconnectedwithH∞optimalcontrol.Thiswork[64]hashada large impactonthesubsequentwork inrobustcontrolandH∞controlandismysecondhighestcitedpaper.Again,thisresultisinseveraltextbooks.

3. In [72],weshowedthat theproblemofmixedH2/H∞optimalcontrollerdesigncouldbe

solved by convex optimization. This was one of the first papers to introduce convexoptimizationintorobustandH∞control.Thishassubsequentlybecomeaverysuccessfulresearchdirectionwithseveralbooksandlargenumbersofpapers.Itisalsoreferencedinmanybooksonrobustcontroltheory.

4. Myearlyworkwasintheareaofalgebraicsystemsandcontroltheory.Themainideawas

to exploit the algebraic structures inherent in dynamic control systems. In [16], weobtained formulae for computing coprime factorizations for multivariable transferfunctions.Thisresultisatthefoundationofalargenumberofpapersandbooks.

5. Robust control deals with the analysis and design of control systems with worst-case

stability andperformance guarantees in the faceofmodeling uncertainties. In [28],weshowed that the problem of gain margin maximization is equivalent to the optimalsensitivityproblem.Thispapermadeadeepconnectionbetweentwohithertounrelatedresearchdirections.

6. Motivated by applications such as gain scheduling for nonlinear systems, we explored

linear systems whose coefficients depend on parameters [19]. This paper has been amajor catalyst for the large body of papers on the so-called linear parameter-varyingcontrolsystems.

7. We showed that linear periodic controllers can offer significant improvements in

robustness over linear time-invariant controllers for robust control problems. This wasdone in [29].More importantly, in this paperwe deployed the “lifting technique”. Thisideawas instrumental in futurestudiesof sampled-datasystemsanda largenumberofpublicationsalongthisdirection.

8. Weshowed[38,43,52]thatnonlineartime-varyingcontrollersoffernoadvantagesover

linear time-invariant controllers for robust stabilization under unstructured dynamicuncertainty. This is an impossibility result and has deep implications for the limits topossibleperformanceimprovementbyadaptivecontrol.Thisledtoasubsequentbodyofliteratureonsimilarresultsforothersituations.

9. In[37,41],wedevelopedadeepresultconnectingspectralfactorizationandinterpolationtheory. This has been used in subsequent work on the partial stochastic realizationproblem.

10. Wemadeseveralfoundationalcontributions[81,88,90,91,93]tothemoderntheoryof

digitalcontrolknownassampled-datacontroltheory.

11. Wedevelopedatheoryofsystemidentification[78,80,82,87]inthefrequencydomainwitherrorboundsinH∞.

12. Wedevelopedatime-domaintheoryofmodel(in)validationformodelswithuncertaintyin[97].ThispaperwontheAmericanAutomaticControlCouncil’sHugoSchuckAward.

13. We came up with a very innovative approach [106] to the implementation of gainschedulednonlinearcontrollers.Thiswasabeautifulsolutiontoaubiquitousprobleminpractical applications of control theory. This result is in thewidely used graduate leveltextbookNonlinearSystemsbyKhalil.

14. In [205], we showed that randomized algorithms for robust stability have polynomialcomplexity. This paper led to thedevelopmentof a new researchdirection anda largenumberofpapers.Theinfluenceofourpaperhasbeenprominentlyacknowledgedintheleadingbookonthistopic,RandomizedAlgorithmsforAnalysisandControlofUncertainSystems,byTempo,Calafiore,andDabbene.

15. We were among the first groups to work on applications of control theory tosemiconductor manufacturing. We focused on estimation and control of reactive ionetchingwhichisakeyunitstepinthemanufactureofintegratedcircuitchips.Thisledtoaseriesofpapers[108,110,112,113,114,115,116,120,121,122,125,130,131].Whenwewere firstworking in thisarea,advancedprocesscontrolwasconsidered long-rangeresearch but in the subsequent years, it has becomemuchmore accepted in industry.Therearesomeindustrypatentsthatcitesomeofthesepapers.

16. We worked with some Xerox engineers on the application of control theory to color

xerography processes. This led to a few papers [301, 305, 129] and two patents [315,316]. Colleagues at Xerox indicate that these patents are being used in current XeroxCorp.products.

17. Ourmostrecentresearchdirectionisfocusedonintegrationofrenewableelectricityinto

electricpowersystems.Thisisachallengingproblemsincesolarandwindgeneratorsareinherentlyuncertainandvariable.Ourwork [142,145-147]on this topic isbeginning tohavesignificantimpacts.

1. During the last 30 years, I have taught a wide variety of courses, both at theundergraduateandgraduate levels, in systemsandcontrol atMichigan,MinnesotaandFlorida. These includecoursesonsignalsandsystems,classical feedbackcontrol,digitalcontrol, linear systems, multivariable control design, optimal control, robust and H∞control,adaptivecontrolandsystemidentification,andintelligentsystems.Inaddition,Itaught a first year graduate level computer science course on machine learning atMichigan.

2. AtUF, I have twice taught an Advanced PhD level course entitled “Advanced Topics inSystemsandControl”.Mymainaiminthiscourseistocoverthemostadvancedresearchideasinthefieldandalsoteachstudentstheartofresearch.Ibelievethiscoursehasbeenverywellreceived.

3. Inthe1993fall term,underanNSFGrant,ProfessorF.L.Terry, Jr.and Idevelopedandtaught a new course on the subject of Process Control for MicroelectronicsManufacturing.ThiswasamongthefirstsetofgrantsawardedbyNSFundertheCombineResearch and Curriculum Development (CRCD) program. This program was the fore-runnerofthecurrentNSFIGERTprogram.

4. During2004and2006FallSemesters, I taughtanewFreshmanSeminarCourseentitled

“ContemporaryIssuesinTechnologyandSociety”attheUniversityofFlorida.Thiscourseaimstoeducatestudentsforcriticalindependentthinkinginthecontextofcontemporaryeconomic, global, legal, environmental, and policy issues arising from cutting edgetechnologicaldevelopments.

5. InSpring2010, I taughtEGN1935, IntroductiontoElectricalandComputerEngineering.

Thisisafreshmanlevelintroductorycourse.Mymainobjectivewastogivefreshmenandsophomorestudentsaglimpseintotheexcitingdevelopmentsinthefieldofelectricalandcomputerengineering.Ibelievethecoursewasextremelywellreceived.Ibelieveitisveryimportant for senior facultymembers likemyself toengage lowerdivisionstudentsandgetthemexcitedaboutthefutureofengineeringandtechnologyingeneral,andelectricalandcomputerengineeringinparticular.

6. Overtheyears, Ihavegivenshortcoursesatvariousconferencesbasedonmyresearch

activities.Iwasamemberofateamthatwillgaveaone-daycourseonSmartGridatthe2011AmericanControl Conference, oneof the twopremier conferences in the field ofcontrolsystems.
