Experts on Puerto Rico election process, expressed his reserves on an electronic voting system.

Given the low margin of error attained with the PR manual process, and the high costs involved with changing the whole system over to an electronic system, they expressed serious doubts on whether or not to “upgrade” our election system.

The problem is that the systems proposed in the past for electronic voting in Puerto Rico begin with a new system vulnerable to corruption rather than establish a design that can work with the actual manual process.

Our project will be focus on design a protocol that will work in a application that will work as an aide for the actual manual process.

In the actual system of voting in Puerto Rico, the element that eliminates not all but majority of corruption in the system is that a representative of every political opponent will take part of the vote counting and results management process.

When there is lack of one of the representatives, the system is vulnerable of any type of inequality in the counting.

We choose to solve the problem of the encryption and decryption of the results by the approval of the representatives in every voting room.

The cryptographic protocol need to be accurate to give the results to the Commission of Elections in Puerto Rico.
