News From the Town Office
Water Rates—Non-Residential Bylaw 722-2013 provides for the following changes to all non-residential water rates. The rates for non-residential metered accounts will change effective June 1, 2013 as follows:
- First 200 Cubic Meters (or portion thereof) $1.50 per cubic meter
- Next 200 – 400 Cubic Meters (or portion thereof) $3.00 per cubic meter
- Next 401 - 600 Cubic Meters (or portion thereof) $6.00 per cubic meter
- Next 601 Cubic Meters and over $25.00 per cubic meter
The new rates will be applied to the June, 2013 water consumption on monthly utility bills.

Council Highlights
February 19th Council Meeting Mayor MacKinnon presented former Councillor Sheila Beloin with a gift from
Council and thanked Sheila for her commitment and contributions.
Motion 126-13: To provide special ballots for the 2013 Municipal Election; and
furthermore that application for special ballots may be made by the following
methods:
- In writing
- By telephone
- By telecopier
- In person
- By e-mail
Motion 129-13: Council approve the purchase of a Nevco LED Hockey Score-
board, partnered with the Fox Creek Minor Hockey Association. Furthermore,
Council approve that the Town of Fox Creek’s contribution to this purchase
have an upset amount of $11,500, funded from the Arena Reserves. Further-
more Council deem the 1997 Nevco 4407 Score-clock surplus equipment and
include it in the next Surplus Equipment Auction.
Mayor MacKinnon thanked the Director of Community Services and the staff at
the Community Resource Centre for the events hosted on Family Day. Mayor
MacKinnon also thanked the Freson Bros IGA for providing and cooking the
meal.
Motion 138—13: That Council agrees to sell five residential lots to AR Develop-
ments Ltd. for single family dwellings at the purchase prices prior to July 1,
2012, provided that construction of all 5 residential homes are to be completed
within 12 months in accordance to the Town’s development permit regulations.
News and Notices
Nuisance and Unsightly Premises Bylaw Please note that our Community Peace Officer will be focusing on enforcing sec-
tion six (6) of the Nuisance and Unsightly Premises Bylaw Number 361-90, which
states the following:
“No person shall permit the accumulation of dirt, stones, old implements, auto
mobiles, scrap iron or any other rubbish so as to cause any unsightly
condition, hazard or nuisance.”
Business License Bylaw 341-88 6 (b) “Any advertising of the businesses, callings, trades or other occupations shall be
deemed to be prima facie proof of the fact that the person advertising is carrying
on or operating any such business, calling, trade or occupation.”
Business License—Penalties Please note that the unpaid Business License Penalties will be applied on April 1,
2013.

Spring Forward
Sunday March 10, 2013 On Sunday March 10th at 2:00 am clocks are turned for-
ward one hour to 3:00 am local daylight time.
March 20—The first day of Spring! Along with the arrival of Spring comes the warmer weather and work on our roads that
will need to be addressed. We can expect frozen culverts, water running onto the
roads, along with ruts and potholes from the winter frost. Our Public Woks staff do
regular patrols to inspect the roads to try and tend to situations before they become
problems, however things can sometimes change quickly. If there are situations that
appear to be abnormal, please call the Public Works shop at 780.622.4257 to let them
know. During normal business hours you may also contact the Town Office at
780.622.3896 to let make Town staff aware of your concern.

Enhanced Water Supply
New Water Well As many of you may recall we announced that we will be bringing another water well
on stream to ensure that the Town of Fox Creek has an adequate amount of water.
This particular source of water contains natural fluoride, and when combined with
our existing water supplies the amount of fluoride will be well below the Maximum
Allowable Concentration (MAC) allowed under the Canada Drinking Water Guide-
lines. We expect that this change will be taking effect mid March 2013.
This is a short term solution to our water supplies. It is a very long process to receive
approval for Provincial Government funds to construct an enhanced water plant to
treat our water. The Town of Fox Creek, including Council and Administration, is
aware of the problems and we are working at resolving them. When the Town does
receive funding approval from the province we will then tender to build a water treat-
ment plant. This entire process takes two to three years. Council and Administration
are working diligently to make this time line as short as possible.

art of photography. If your photograph is chosen it will become one of Fox Creek’s
banners—all banners will feature the name of the photographer.

T hrough the ECMap and ECD
Mapping Initiative, Alberta has
joined other provinces, including British
Columbia, Manitoba, Saskatchewan,
Ontario, and Prince Edward Island, as well
as the Northwest Territories, in studying and
mapping early childhood development.
Understanding early development and the
factors that influence development will help
Canadians at every level- from parents to educators, community members, service
providers and policy makers- to create the nurturing environments that young children
need.
The Provincial ECMap team has worked with communities across Alberta to map their
boundaries and to gather and analyze research information within their boundary areas.
Our boundaries include Whitecourt, Swan Hills, and Fox Creek. Over the past two
years we have built an early childhood coalition (White-Swan-Fox), received our seed
grant and are developing a local response plan.
Using the information that is being gathered through this initiative will allow our
communities to learn more about OUR children’s development, compare it with other
communities, the province and nationally. We will be able to identify the strengths and
needs of our communities, and be better able to make informed decisions on how to best
support our children and their families. It will also be beneficial for local and provincial
policy development. The first five years of a child’s life are the most critical period in
development and have a lifelong impact on learning, health, work, relationships and well-
being. This project will help Albertans to better understand how well their young children
are doing and to work together to give them the best start in life.
The White-Swan-Fox data will be released in early March on the ECMap website. Whitecourt and Fox Creek will be hosting a kickoff release on March 14
th
during Kid’s Fest and Family Games Night.
