Gov. Ralph Northam has made it clear that restoring Virginia’s position as one of the highest-ranking states in which to do business is a priority of his administration. To accomplish this, the commonwealth will have to modernize tax and regulatory policies to encourage business expansion and relocation, continue to update its transportation, utility, and broadband infrastructure, develop a world-class workforce, and focus on industry clusters where the state has a com-petitive advantage. Making Virginia the recognized logistics capital of the East Coast will be an important component in achieving the governor’s goal. In many ways, the commonwealth is extraordi-narily well-positioned to accomplish this because of our unique combination of assets. Virginia has natural locational advantages un-matched by other states; we have become a national and internal hub for defense logistics; and the com-monwealth is at the forefront of the advanced tech-nologies that are powering the rapid advances in logistics systems.
We recommend that Virginia take these four steps to capitalize on the potential that is already evident:

1) Build on the Port of Virginia’s momentum.� 7KH�3RUW�RI�9LUJLQLD�LV�WKH�¿IWK�ODUJHVW�SRUW�LQ�America and a vital economic engine for the common-wealth. The port’s strategic Mid-Atlantic location — it is within a day’s drive of two-thirds of the nation’s population — its rail access to critical Midwest manu-facturing and population centers, its 50-foot deep shipping channels, and its expanding cargo-handling capacity are all factors in its continuing success. Presently, the largest ships sailing the Atlantic Ocean are coming to Virginia with regularity and our reputation as a modern, regional gateway for interna-tional trade is growing. The port’s overall growth, its ongoing $700 mil-lion capital campaign, and its effort to dredge to 55 feet and become the East Coast’s deepest and safest port are combining to generate substantial business
