FAILED LEADERSHIP LED TO CRISIS AT CITY HALL

City Hall couldn’t say NO to demands for higher pension benefits, and was afraid to tellus the truth about financial problems. One cover-up led to another, until our citybecame a national poster child for mismanagement. Now, the crisis threatens basiccity services.

A TRACK RECORD FOR RESCUING TROUBLED ORGANIZATIONS

As police chief, Jerry expanded neighborhood policing, reduced crime 49% andrestored public trust. At United Way, he cut bureaucracy and increased support forcommunity organizations. When Red Cross was under fire, he opened finances topublic review, rebuilt the agency’s reputation.

JERRY WILL MAKE US PROUD OF OUR CITY AGAIN

• Jerry will clean house at City Hall, bring in an outside team of respected managersfrom public and private sectors.

• Jerry's plan will streamline bureaucracy and cut over $10 million per year inoverhead (www. ).

• Financial reforms will restore our credit rating, give us the resources to reduce beachand bay pollution, improve parks, restore library hours and 6-to-6 program - withoutraising taxes or fees.

• Ethics and customer service start at the top. Jerry will restore trust and respect forcity government.

ALLEN HUJSAKwww.

During 7 years as a resident of District 2, I have had the opportunity to start abusiness, support local business and get to know many of our neighbors. Some of thethings we have in common are our love of where we live and a desire for the best forour neighborhoods. We all have concerns, and ideas on how to make our district abetter place. Unfortunately we have seen our concerns and suggestions fall on deafears. And when our concerns have been heard, the response is too slow or not in ourbest interest.

It is because of our concerns for the community that I have decided to be part of thesolution by becoming our district’s councilman. As Councilman I will to use the skills Ihave developed over my years in business for building relationships and solvingproblems. For those of you who have felt the frustration and lack of voice, I will createmore effective avenues of communication for you. I believe that through ourcommunication I will be able to work with the other members of City Council and theMayor’s office to better our community and meet our goals.

LORENA GONZALEZEnvironmental Attorney/Mother

It’s time to move San Diego forward.

I serve on the California State Lands Commission, where I protect our beaches andbays, preserve our public trust lands, and ensure fair market value when leasing publiclands.

As Vice-President of the League of Conservation Voters San Diego, I work withcommunity leaders to safeguard the environmental quality of our neighborhoods.

On the Board of Directors of Planned Parenthood, I am an advocate for teenagepregnancy prevention.

As the Senior Advisor to the Lt. Governor, I pushed for fair admissions policies atthe University of California.

I worked hard to get a good education - attending Stanford University, GeorgetownUniversity, and UCLA School of Law. Like my mother who dedicated her life toserving others as a nurse, I’ve chosen to use my education to serve the community.

My husband, Don, is a Highway Patrol Officer. I know what it’s like to wait and wonderand worry. No one on the City Council will make public safety a higher priority.

Our two young children deserve a better San Diego.

I would be honored to represent you on the City Council. I appreciate your consideration.

GREG FINLEY

My Fellow San Diegans –

Our City faces a crisis unlike any seen before in her history. Putting ambition over thebetter interests of our citizens has mired us in scandal and debt. Our sense of civicpride has taken a beating by stories ridiculing Enron by the Sea.

The era wherein money and endorsements have a louder voice than that of theelectorate has to come to an end. It is time for rational, unbiased, and transparentdecision-making: The kind you would employ in your own household or for your ownbusiness.

The financial crisis must be resolved with integrity and creativity: As yourcouncilmember I’ll work tirelessly toward this end. To the task I bring more than 30years of experience as a local small business owner and entrepreneur, in addition toservice as a volunteer member of various boards and organizations charged withenvisioning new directions for our shared community. Most important, I bring my loveof San Diego...My home, the home of my father and grandfather, the home of mychildren and grandchildren.

I believe San Diego’s best days are still ahead. My wife, Katherine, and I live inPoint Loma with our children, Jack and Lauren. I’ve worked hard to improve SanDiego - as Mission Bay Committee Chairman and as a leader in the fight to improvepublic safety. Together, we must:

RESTORE FISCAL SANITY AND ACCOUNTABILITY

No more blaming others. I’ll bring accountability to City Hall and stop recklessspending immediately.

I will balance the books and cut waste to save dollars for important services likepolice, parks and after school programs.

OPEN CITY HALL TO THE PUBLIC

I’m committed to reforming City Hall to ensure openness and accountability.

"Kevin Faulconer possesses the honesty and integrity we need on theCity Council."

Sheriff Bill Kolender

KEEP NEIGHBORHOODS SAFE

I will fight to improve fire and paramedic response times to protect our families’safety.

I’m proud to be endorsed by District Attorney Bonnie Dumanis.

PROTECT MISSION BAY AND OUR BEACHES

Parks and beaches must be a priority. As Mission Bay Committee Chairman, Iuncovered $17 million in park revenues politicians were using for their spendingspree instead of protecting our bay!

Together we can put San Diego’s troubled times behind us.

I am proud to live in America’s Finest City. In the last couple of years, though, thereputation of our great community has been tarnished. It’s time for San Diego citizensand taxpayers to reclaim our city. With your help, I will return the values of honesty, integrity and public service to city government.

I will work hard to accomplish several critical tasks as the next Councilmember forDistrict 2, especially what I call The 3 P’s: Pension reform, Public safety, andPotholes.

• Pension reform: I will work to enact the difficult, but necessary, solutions to ourpension and general fund deficits.

• Public safety: The most important government function. I will strongly supportour Police and Fire departments.

• Potholes: In recent years, the infrastructure in our city - streets, sewers, sidewalks, etc. - has fallen into a state of neglect and disrepair. I will work tobetter use taxpayer dollars to repair and upgrade our deterioratinginfrastructure.

I will also work on issues like a taxpayer-friendly Chargers stadium, and keeping ourbays and beaches clean.

On November 8, I would be honored to receive your vote for a fresh, new change.

EMPTY COFFERS EQUALS EMPTY LIVES

No need beleaguering the sad litany of crimes we’ve allowed our leader to commit. It’sbad, but we’ll survive if we get INVOLVED – not just voting – but INTERRACTING andbeing AWARE of the needs of our community.

So, here we go . . .

Somehow our society has FORGOTTEN the most important thing: THE QUALITY OFLIFE. You remember, education, health care, infrastructure, just some of the thingswe need for a healthy, vibrant, and productive community.

WHAT REALLY MATTERS

We’re all in this together. Sometimes we need to help each other out; fix a window, mend a fence, give assistance to senior citizens. I’ve taken time to take kids to thetide pools to study marine life, been a member of the Surfrider Foundation and servedas PTA president for my school. I care for the environment, and whatever happens toour community, I’ll NEVER accept ANY MONEY from ANY special interest groups.

GEORGE RICHARD NAJJARAttorney17-year San Diego Resident

I promise to ethically represent our beautiful district and our fine city. No specialinterests, no partisan agenda.

To remain America’s Finest City, we must:

* Reorganize City Hall* Increase public safety citywide, especially at our beaches* Better manage traffic, parking and growth* Preserve San Diego’s environment. It is why we all live here, and it is the soul of

our tourism industry. We must always seek the cleanest water, land and air.

Real Representation means:

* SAVING THE MOUNT SOLEDAD CROSS – San Diegans have twice voted to savethe cross, but our representatives refuse to listen to the people. I promise to carryout your instructions.

* STEMMING ILLEGAL IMMIGRATION – Our system cannot continue to carry thisburden. I will press the federal government to stem the flow of illegal immigrants, and to reimburse San Diego for the services we provide to them.

* INCREASING THE TAX ON TOURISTS – We must raise the Transit OccupancyTax (TOT), which taxes only tourists, to raise revenue. Our TOT is lower than thenational standard.

I"m like you.

We go to work everyday, raise our families, educate our children and pay our bills andtaxes. We do not hire lobbyists to pressure policy makers or attend council meetings. We trust our government to the honesty of our elected officials.

Our city is in crisis. I will protect the interest of the public with honor. As a stateappellate prosecutor for 32 years, I daily analyze vast amounts of complex information, ask relevant questions and decide the best course of action. I also use life experienceand common sense.

We all want a beautiful San Diego. Flashy projects are great for our entertainment andour tourism. But the core duties of city government are protection, education andmaintaining the infrastructure. It"s common sense: First we budget for needs and thenfor wants.

I am your neighbor; the mother of two adult, San Diego-born children, who now worksas a Deputy Attorney General and owes everything she has to this community.

I come to you in the true spirit of Jeffersonian democracy, a citizen^s democracy. Iseek this office to serve you and I promise my very best. Please, voteZAHAROPOULOS.

PULL THE PLUG ON SPECIAL INTERESTSEND DIRTY MONEY POLITICS

Tired of your Tax Dollars being Looted by Politicians elected by Big Business orLabor Union Money?

In 1998, I ran for City Council on a platform of Pulling the Plug on CorporateWelfare. At that time, Corporate Interests, Land Developers and Sports Teamswere looting taxpayer dollars by getting tax breaks, subsidies and sweetheartdeals. Spending $1,000, I received almost 12% of the vote in an election whereover $400,000 was spent, most of it special interest money.

During the 98 campaign I became totally disgusted by dirty money politics andjoined the San Diego Alliance for Clean Elections, becoming its president in1999. The Alliance’s mission is to End Special Interest Domination of Elections.

• Clean Money Campaign Finance Reform• Preserve our Parks, Beaches, Open Space and Canyons• No New or Increased Taxes without a Vote by the Public• Increase Voter Participation in Decision Making• Promote Job Growth by Stopping Outsourcing & Illegal Immigration• Stop the Use of Eminent Domain for Economic Development

I am proud to call District 8 home. I’ve grown up through the schools in District 8 andgraduated from Montgomery High School. At a time when our community faces somereal daunting challenges and limited resources, the citizens of District 8 needleadership that combines vision, practical experience and the ability to producepositive results.

My background includes decades of community leadership and commitmentto progressive values. I have coached youth baseball, girl’s soccer, served as a boardmember for a non-profit organization and owned my own business.

Open communication with citizens, public safety, infrastructure improvements, education, jobs and housing will be my top priorities. I promise straight talk and alarge dose of common sense if I am elected as your Councilman.
