Councilwoman Wanda HalbertDistrict 4

Councilwoman Wanda Halbert was elected to the Memphis City Council in October, 2007. Councilwoman Halbert joins the City Council after serving on the Memphis Board of Education November 2000 to December 2007. Commissioner Halbert served as the MCS Board President in 2005. Ms. Halbert a graduate of Kirby High School attended State Technical Institute at Memphis and the University of Memphis. Councilwoman Halbert is employed with FedEx Services.

Councilwoman Halbert served on a number of boards and committees during her tenure with the school board including the Capital Improvement, Mental Health, Budget, Audit, Policy, Superintendent Evaluation, and the Supplier Diversity Committee, for which she served as Chairman.

Project Description (jobs): An oak-lined green promenade that is 160 feet wide and 1,300 feet long, between East Parkway and the Liberty Bowl Memorial Stadium. The vista culminates on the east with a spectacular fountain with 16 peripheral sprays and kinetic colored lights for spectacular nighttime light shows. The Public Green Space project provides 586 premium parking spaces, each with 10’ x 10’ tailgating pads with electrical outlets. The project includes other enhancements which will address critical drainage, security, ingress/egress issues and improvements to the Belt Line and Orange Mound neighborhood gateways.

PROJECT DESCRIPTION: The Keathley Condominiums were developed by BDJ Partners. The project, located on Young Avenue, is on the site formerly known as the Keathley Pie Factory. The Pie Factory was had an unsightly look and discouraged developers from renovating housing in the area. This dilapidated facility was demolished to make way for this project which has been a huge impact in the neighborhood, and has encouraged economic growth.

The Ethel Street Initiative is a homeownership/rental project, consisting of single-family detached units for families below 80% of the median area income.  The proposed project is for the acquisition of several parcels on Ethel Street.  Phase I is the beginning of the revitalization of an entire block of vacant and dilapidated homes and un-kept lots, eliminating slum and blight in the area.  The Ethel Street Initiative is planned to consist of approximately 25 units for low to moderate income families. Upon completion, Ethel Street will be similar to the Tunstall Street project, which was successfully completed in 2005.

Literacy Mid-South has been awarded $20,000.00 in the Public Services category. Literacy Mid-South formerly the Memphis Literacy Council has a 35 year history of providing essential literacy education to people who want to improve their lives and those of their children. LMS supports family literacy, workforce literacy, English as a second language, financial literacy, health literacy, and more. The program works specially through community –based organizations in the most underserved zip code areas in the city: 38105, 38106, 38107, 38108, 38109, 38112, and 38127. LMS has partnerships with Memphis Family Shelter, Agape Child and Family Services, Hope House Daycare, Shelby County Corrections’ Fatherhood program, Memphis YWCA and Sophia’s House, and Nat Buring Learning Center in Orange Mound. The funds will be used to pay the partial salary and fringes of the Outreach Coordinator and part-time Tutor Trainer. The anticipate serving 75 for the Academy Tutoring, 100 Adult Literacy, and 200 Family Literacy Students.

SRVS will use $61,448.00 in CDBG Public Facility Improvement Funds for their Building Dreams Campaign. The Building Dreams Campaign’s total project cost is $7,228,500.00. As a part of this campaign, SRVS will renovate and expand their Day Center for adults and children with developmental

disabilities. The Day Center will be located at 3971 Knight Arnold Rd.

The project is located at 2226 Ball Road which was the former Memphis Army Depot property.

Pendlove has been awarded $25,000.00 in the Public Services category. Pendlove is a licensed residential care home for the elderly. Among the services provided by Pendlove are shelter, food, hygiene care, structured activities, transportation to physicians, and case management. They will provide housing for 30 disabled elderly that are not able to live alone unaided. The funds will be used to pay for

operating costs of the program.
