Halbert Centre FOR CANADIAN STUDIES Fall 2014 The Halbert Centre offers funding to visiting professors to teach courses with significant Canadian content at the Hebrew University’s faculties of humanities, social science and law, and in the schools of social work and education. During the 2013–2014 academic year, the Halbert Centre funded visits by two professors: Prof. Peter Benson, University of Toronto Faculty of Law, was hosted by the Hebrew University’s Faculty of Law and gave a course on “John Rawl’s Theory of Justice: An Introduction.” Prof. Robert Schwartz, of the Dalla Lana School of Public Health, Ontario Tobacco Research Unit, University of Toronto, was hosted by the Hebrew University’s School of Medicine. He gave a course on Canadian public health approaches to tobacco and alcohol control. During the 2014–2015 academic year, the Halbert Centre and the Hebrew University will welcome six visiting Canadian professors: Prof. Jeffery Kopstein, of the University of Toronto’s Department of International Relations, will be hosted by the Hebrew University’s Department of International Relations, and will give a three-week course on “Civil-Military Relations.” Prof. Stephen M. Saideman, of Carleton University’s Norman Paterson School of International Affairs, will be hosted by the Hebrew University’s Department of International Relations, and will give a two-week course on “Political Violence in Comparative Perspective.” Prof. Suanne Kelman, Ryerson University Department of Journalism, will be hosted by the Hebrew University’s Communica- tions Department for a four-day visit, during which she will present her research. Prof. Adam Dodek, University of Ottawa Faculty of Law, will give a course on “The Supreme Court of Canada and Canadian Constitutionalism,” hosted by the Hebrew University Faculty of Law. Prof. Ron Gillis, University of Toronto Department of Sociology, will be hosted by the Hebrew University’s Department of Sociology and will teach a course on “Cities, Social Pathology, and DevianceService Centers.”

Prof. Thanasis Stengos, University of Guelph Department of Economics and Finance, will behosted for a short visit by the Hebrew University’sDepartment of Economics , and will discuss his research on econometric theory — in particular non-parametric econometrics — with the department’s research students.

The Hebrew University Department of Psychology invited two Canadian scholars tospeak at their convention on“The Role of Children’s Psychobiology and Socializationin Development.” Kiley Hamlin,of the University of British Co-lumbia, and Joan Grusec, of theUniversity of Toronto, gave talkson “The Guiding Role of SocialCognition and Evaluation inChild Development” and “TheInfluential Child from a Domains of Socialization Perspective,” respectively (July 2013).

University of Ottawa political science professor Naomi Lazarwas invited by the Hebrew Uni-versity’s Department of PoliticalScience to give a talk on “HowTime Frames: Temporal Rhetoricin the Politics of Legitimation”(December 2013).

Prof. Adrienne Chambon, of theFactor-Inwentash Faculty of

Social Work and Social Welfareat the University of Toronto,gave a short course on “Claiming Spaces for Womenand Children in the Early 20thCentury” at the Hebrew University School of Social Work (March 2014).

University of Toronto geogra-pher Prof. Matti Siemiatycki visited the Hebrew University Department of Geography andSchool of Public Policy and Government, where he discussedhis research on the planning, governance, financing, and politics of transportation infra-structure projects (March 2014).

Prof. Sarah Wolfe, of WaterlooUniversity’s Department of Environment and Resource Studies, was hosted by the Hebrew University Departmentof Geography for a week-longvisit to participate in workshopsand research, and to strengthen

the ties between the two univer-sities (March 2014).

Prof. Patricia Brantingham, director of the Institute for Canadian Urban Research, washosted by the Hebrew UniversityFaculty of Law’s Institute of Criminology, as part of “Crime Security and Social Control,” anannual conference in memory ofProf. Israel Drapkin. Prof. Brantingham gave a talk on “Understanding the Backcloth ofSocial Control at Places” (May 2014).

University of Alberta political scientist Prof. Siobhan Byrne attended an international workshop held by the HebrewUniversity Department of International Relations, whereshe gave a talk on “Troubled Engagements in Ethnicized Conflict: Negotiating Difference among Feminist Activists in Israel/Palestine andNorthern Ireland” (June 2014).

Bullock ChairThe James R. Bullock VisitingChair in Canadian Studies was established in 1995 in honour ofits namesake, the Canadian businessman and philanthropist.Its goal is to invite prominentCanadian authors, scientists,scholars and policymakers toJerusalem in order to enhancethe field of Canadian Studies atthe Hebrew University and in Is-rael. Bullock Chairs are selectedon the basis of excellence in theirrespective areas of specializationand their ability to strengthenand deepen the relationship between Canada and Israel.

The 2014 Bullock Chair wasawarded to Dr. Alain Beaudet.During his visit to Israel inMarch 2014, Dr. Beaudet metwith leading members of the Israeli public health communityas well as CEOs and researchersfrom organizations includingClalit Health Services, Teva Pharmaceutical Industries,MASHAV, IMRIC, ISF and ISERD. Dr. Beaudet also met

with scholars from The Hebrew University, Tel Aviv University, Bar Ilan Universityand Ben Gurion University.

The Halbert Centre is pleased to announce that Prof. Stephen J.Toope, the recently appointed director of the Munk School ofGlobal Affairs at the University of Toronto, will be the 2015 Bullock Chair invitee.

Prof. Toope is currently the President of the University ofBritish Columbia (UBC), a posi-tion he has held since 2006. Anoted scholar of international law,Prof Toope represented NorthAmerica and Western Europefrom 2002–2007 on the UNWorking Group on Enforced orInvoluntary Disappearances. He continues to research manyaspects of international law, in-cluding his present interest on issues of continuity and changeand the origins of internationalobligation in international society.

From 2002 to 2006, Prof. Toopewas President of the Pierre Elliott Trudeau Foundation, an independent, private and non-partisan organization whosemandate is to promoteoutstanding research and interac-tion between researchers in thesocial sciences and humanitiesand the wider society. From 1994to 1999, he served as Dean of theMcGill University Faculty of Law.

Prof. Toope will be visiting Israelin the spring.

In today’s world of scientific endeavours, certain truths adhere. One is that science is increasingly collaborative. It crossesborders, evoking impact throughjoint investigation and applicationof knowledge. Science is also increasingly multidisciplinary. It transcends any one subject or specialization in favour of a betterunderstanding of intrinsically complex issues. In the health field,

these issues drive countries like Israel and Canada to step up theircollaboration and investments inthe life sciences, and to develop approaches for more efficient translation of health discoveries tothe market and/or the bedside. Success in bridging research and innovation, however, is set to be rede-fined in the future by how well both countries address emerging challengesand seize new opportunities.

HEALTH RESEARCH FOR THE 21ST CENTURY: OPPORTUNITIES AND CHALLENGES

In a public lecture on March 26,2014, the 2013 James R. BullockChair, CIHR’s Dr. Alain Beaudet,diagnosed the issues currently facing Israel and Canada’s individual and collective health research enterprises and suggestedvarious remedies to shape new horizons for bilateral partnershipsand prosperity. The lecture waschaired by Prof. Isaiah Arkin.The following is an abstract ofDr. Beaudet’s lecture.

Due tothe tenuous security situation inIsrael, the workshop was postponed to a later date.

Halbert Fellowships

Peter Lougheed Fellowship

The Lougheed Fellowship supports MA and PhD studentsat the Hebrew University working on a dissertation or thesis that has significant Canadian content. Recipients receive funding to collect data inCanada, meet Canadian expertsin their field and/or take advanced courses at Canadianuniversities.

In 2014–2015, fellowships orawarded to two recipients: • Eran Ben-Ari, from the Schoolof Business Administration, forhis research proposal “The Trans-lation of Online Technology: The Case of Google Analytics.”

• Gidon Jakar, from the Department of Geography, forhis research proposal “Hamilt-on’s Race for an NHL Team: ACanadian Perspective on Profes-sional Sports and Local Develop-ment.”

Arie Shachar Post-Doctoral Fellowship

The Arie Shachar Post-DoctoralFellowship in Canadian Studiesat the Hebrew University is

co-sponsored by the CanadianFriends of the Hebrew Univer-sity, the Halbert Centre forCanadian Studies and the IACS.It enables recent Hebrew University PhDs working onpost-doctoral projects with significant Canadian content tocarry out their research at anyuniversity in Canada.

The 2013-2014 fellowship wasawarded to Alexander Rosenblatt,from the Musicology Department,for his research on “Music of theContemporary Anglican Churchesof Greater Vancouver: Outlines ofCultural Diversity.” His research has culminated in four presenta-tions thus far, as well as an invita-tion to an internationalconference at Harvard University.Dr. Rosenblatt will use the outcomes of the research as thebasis for a university course, aswell as for the publication of several articles.

The 2014–2015 fellowship wasawarded to Ronit Levine-Schnur,from the Faculty of Law, for herproposed work on “PropertyRights, the Passage of Time, andConsiderations of Justice inCanada and in Israel.”

Halbert Post-Doctoral Exchange Program at theMunk Centre, Universityof Toronto

The Halbert Post-Doctoral Fellowship allows recent IsraeliPhDs working on post-doctoralprojects in any field to partici-pate in an exchange programwith the University of Toronto. The 2014–2015 fellowshipwas awarded to Ronit Levine-Schnur, of the Hebrew UniversityFaculty of Law, for her researchproposal on “Property Rights,the Passage of Time, and Considerations of Justice inCanada and Israel.”

Faculty Israeli-Canadian Exchange Program

The Halbert Centre Faculty Israeli-Canadian Exchange Program is designed to facilitatescholarly exchanges on topics withsignificant Canadian content between Hebrew University faculty and researchers affiliatedwith recognized institutions ofhigher education in Canada. Offered once each semester, it isopen to tenured and non-tenuredresearchers at the Hebrew University.

The April 2013 and April 2014 recipients were:

• Ilan Ben Shalom, Faculty of Law, for his researchproposal “Optimal Taxation of Natural Resources.”

• Dan Miodownik and Oren Barak, Department ofPolitical Science, for their proposal, “The Politics of Violence and Legitimacy in Deeply Divided Societies.”

• Noam Shoval, Department of Geography, for hisresearch proposal “City Image, Tourism andUrban Development: The Canadian Museum forHuman Rights in Winnipeg as a Ca se Study.”

• Guy Davidov, Faculty of Law, for his researchproposal “Using Open-Ended Standards to Advance Labour Law’s Goals.”

With the death of David Morleyon June 13, 2014, the HalbertCentre for Canadian Studies losta valued friend and supporter.

David died peacefully at hishome in Toronto a month afterhis 79th birthday and six yearsafter he was diagnosed with cancer. He had been a memberof the Halbert Centre’s CanadianAdvisory Committee for close to30 years before stepping downfive years ago, and served asChair of the Committee in the

late 1980s. David was an enthusiastic supporter of Canadian Studies at the HebrewUniversity. He regularly partici-pated in the biennial Conferenceon Canadian Studies, co-spon-sored by the Halbert Centre andthe Israel Association of Cana-dian Studies. He last attended aConference in 2008. Togetherwith his long-time friend, ArieShachar, David co-edited twoMagnes Press books of confer-ence presentations: Planning inTurbulence (1986) and PublicServices Under Stress: A Canadian-Israeli Policy Review(1993, with Arthur Kruger as athird co-editor).

With bachelors and Masters geography degrees from the University of Birmingham and a PhD from the Australian National University, Davidjoined the founding team of the

Faculty of Environmental Studiesat York University in Toronto in1968. David’s principal areas ofresearch reflected his discipline’sspatial analysis/quantitative paradigm shift of the 1960s. In2001 he returned from an earlyretirement to serve for threeyears as Dean of his faculty.

David Morley was a thoughtfuland kind man, respected by colleagues and students alike.His participation in HalbertCommittee meetings was invaluable. Members of thatCommittee join in expressingcondolences to his wife, BethFranklin (who frequently accompanied David to theJerusalem conferences), and tomembers of their family.

The Halbert public lecture series addresses Canadian topics and issues before an Israeli academic audience and the general public.

• On March 12, 2014, York University sociologistProf. Robert A. Kenedy gave a public lecture on“Diasporic Liminality from France to Montreal:Re-Negotiating Jewish Identity in Intercultural andMulticultural Contexts.” The Halbert Centre,along with the Institute of Contemporary Jewry, wasinvited to participate in the lecture. Prof. RehavRubin, Chair of the Halbert Centre’s AcademicCommittee, welcomed the lecture attendees.

• On March 26, 2014, Dr. Alain Beaudet, theJames R. Bullock Visiting Chair in Canadian Stud-ies, gave a public lecture on “Health Research forthe 21st Century: Opportunities and Challenges.”Hebrew University Vice President of Research andDevelopment Prof. Isaiah Arkin chaired the event.

• On May 7, 2014, Miriam Ziv, former IsraeliAmbassador to Canada, gave a public lecture titled “Best Friends: Canada and Israel.” The eventwas chaired by Daniel Ben Natan, President of theIsrael Association for Canadian Studies (IACS).
