Half a century later many of the problems identified by Braudel in his seminal contributions to the social sciences have been greatly aggravated. The process of division and subdivision when combined with the advent of literary theories associated with post-modernism that denied the reality of social experience have drained the social sciences of content and meaning. Social scientists thus increasingly fall into one of two categories. Either they become ideological robots wedded to a particular perspective or they evolve into technocrats offering their skills to governments, NGOs, private companies, educational institutions, etc., for a price. Those who fall into the former category seek to change the world but aren’t interested in understanding it. Those in the latter category may still retain the (Continued on page 2)

capacity to understand the world but have no wish to draw meaningful conclusions that could theoretically lead to its improvement.

In countries like Pakistan, where education has never been a priority subject and research is not considered a worthwhile endeavour, the global currents of disintegration are complemented by obstructive local conditions. These range from well-known fiscal constraints to lesser known cultural and institutional inhibitions and attitudes. Rather than generating their own rational debate social scientists in Pakistan are often the mouthpieces of irrational tutelage, most of in recent times of American or ex-Soviet origin.

And yet, it is the very marginality of the social sciences in Pakistan that may help rather than hinder attempts at conceptual integration. With a modicum of academic leadership social scientists in Pakistan can, on a voluntary basis, be motivated to adopt a commonality of approach and attitude. Dr. Sikandar Hayat, during his long and distinguished career at the Quaid-i-Azam University, reflected on occasion on the desirability of establishing an 'Islamabad School' of historical analysis that could set the national standard in historiography and research methodology. This school would actively encourage the development of rational theorisations and/or apply existing theories in a calibrated and critical manner to historical and social problems.

One might take this line of argument further and conceive of a situation in which leading national institutions in the social sciences convene substantive conferences geared towards finding enough common ground within each discipline to bring a measure of coherence to our thus far highly atomised efforts. Once each discipline has established its own set of common denominators an inter-disciplinary conference may be convened to share the ideas developed. The relatively and absolutely smaller numerical strength of social science faculties and organisations may well facilitate such an effort.

The probability that an attempt at integrating social sciences in Pakistan is likely to fail does not diminish the utility of at

least trying to bring social scientists together and building a sense of academic community. There is also no need, thanks to information technology, to wait for formal gatherings. Each social scientist can take his own initiatives to interact and share his insights and experiences with others through organisations like COSS and web-based groups such as GRASP.

Activities of Council of Social Sciences, Pakistan

Approval of COSS Memorandum and Rules and Regulations by members

A copy of the COSS Memorandum and Rules and Regulations (Constitution) was circulated to the members on October 14 and 15, 2008 requesting them to send their comments or suggestions by October 22, 2008. The responses received were considered by the COSS Executive Committee and suitable amendments were prepared and incorporated in the Memorandum and Rules and Regulations. The corrected draft was again re-circulated among the members on October 24, 2008 for comments by October 30, 2008 making it clear that if no comments were received by the said date it shall imply their full endorsement of the Memorandum and Rules and Regulations.

Elections of Executive Committee of COSS

To maintain the COSS functional in view of deteriorating health of Dr. Inayatullah, the founder President of COSS, the process to elect a new Executive Committee of COSS was initiated. To fulfil the requirements of COSS Memorandum and Rules and Regulations, members were requested to make nominations by November 15, 2008. The Annual General Body Meeting of COSS was called on November 29, 2008 at 4-00 p.m. at the International Islamic University, (Faisal Mosque Campus), Islamabad to elect the office bearers. Dr. Q. Isa Daudpota was appointed as Election Commissioner to conduct the elections. The office bearers to be elected included: President, Vice President (three),

Secretary, Joint Secretary, Treasurer and Regional Coordinators (five).

Due to insufficient response by COSS members to the call for the AGM meeting the Executive Committee in its meeting on November 21, 2008 decided to postpone the AGM for the time being and reviewed the nominations received for the office bearers. The following members were nominated without any contending nomination:

Dr. Anwar Siddiqui (President) Dr. Zarina Salamat (Vice President) Dr. Hans Frey (Vice President) Dr. Jaffar Ahmed (Vice President - nonlocal) Dr. Ilhan Niaz (Secretary)

Other nominations were either withdrawn or not considered due to non-renewal of membership.

Nominations are still sought via email or post for the offices of Joint Secretary, Treasurer and Regional Coordinators (Five).

Dr. Akhter Hameed Khan Memorial Award

The Council of Social Sciences, Pakistan with financial support of National Rural Support Programme conferred Dr. Akhter Khan Memorial Award for the year 2007 (July 2006 to June 2007) on Initiating Devolution for Service Delivery in Pakistan: Ignoring the Power Structure by Shahrukh Rafi Khan, Foqia Sadiq Khan and Aasim Sajjad Akhtar. It was adjudged the best book on social science published in Pakistan in the area of rural/urban development.

COSS has established the Award in memory of the renowned social worker and social scientist late Dr. Akhter Hameed Khan with donations from National Rural Support Programme (NRSP), Mr. Nasim Yousaf, nephew of Dr. Khan and some admirers of Dr. Khan. The Award is given to the best book by a Pakistani author published during a financial year (July to June) written in any of the following fields (i) rural/urban development (ii) peace (iii) poverty and its alleviation, and (iv) gender discrimination.

The Award giving ceremony was held at the National Library Auditorium, Islamabad on June 21, 2008 and was attended by fans and followers of Dr. Khan. Mr. K. Raju IAS, Principal Secretary to Government Rural Development Department, from the Government of Andhra Pradesh, Hyderabad, India gave the keynote address. He spoke on 'Dr. Akhter Hameed Khan: True Gandhian of the Poor Yesterday, Today and Tomorrow'.

A total of 13 books were nominated/recommended for the Award and the following three books were short listed for final selection. They included Initiating Devolution for Service Delivery in Pakistan: Ignoring the Power Structure by Shahrukh Rafi Khan, Foqia Sadiq Khan and Aasim

Sajjad Akhtar; The Labour Movement in Pakistan: Organization and Leadership in Karachi in the 1970s by Zafar Shaheed; and Pakistan Military Inc: Inside Pakistan's Military Economy by Ayesha Siddiqa. A Selection Committee comprising three experts namely Drs Inayatullah, Tariq Rehman and Pervez Tahir was set up to select the best book for the Award. The Committee made the final selection and regarded Initiating Devolution for Service Delivery in Pakistan: Ignoring the Power Structure by Shahrukh Rafi Khan, Foqia Sadiq Khan and Aasim Sajjad Akhtar as the best book deserving the Award.

Dr. Akhter Hameed Khan Memorial Award for the year 2006 was given to the book Beyond the Honour: A Historical Materialist Explanation of Honour Related Violence by Tahira S. Khan. Earlier and the Award for the year 2005 was given to the book Hazardous Home-based Sub-contracted Work: A Study of Multiple Tiered Exploitation by Shahrukh Rafi Khan, Saba Gul Khattak and Sajid Kazmi.

COSS has invited entries for 2007-2008 Award to be given shortly. Recalling Our Pioneers

COSS is presently engaged in a project ‘Recalling our Pioneers’. The project aims to record the contribution of prominent social scientists, who are no longer with us. The criterion of selecting these pioneers was based on their lasting contributions to their discipline of specialisation in the form of publications.

As a first step in the study, 22 social scientists from different fields were chosen as pioneers in consultation with selected experts. They included Abdul Hameed (History), Afzal Iqbal (History and International Affairs), Akhter Hameed Khan (Rural Development), Aziz Ahmed (Islamic History), C. A. Qadir (Philosophy), Fazl ur Rehman (History), Feroz Ahmed (Sociology), Hamza Alavi (Sociology), Ishtiaq Hussain Qureshi (History), Khwaja Sarwar Hassan (International Relations), M. M. Sharif (Philosophy), Mahbub ul Haq (Economics), Mahmud Hussain (History), Moinul Haq (History), Muhammad Ajmal (Psychology), S. M. Ikram (History), S. M. Jaffer (History/Archives), Sabeeha Hafeez (Sociology), S. M. Akhtar (Economics), S. M. Moghni (Psychology), Sultan Hashmi (Demography) and Zahid Husain (Economist and the first Governor of State Bank of Pakistan and the first Chairman Planning Commission of Pakistan). Later six others were added, Dr. Razi Wasti (History), Sheikh Rashid (History), Pir Hissamuddin (History), Qazi Saiduddin (Geography), Riaz-ul-Islam (History) and Nazir Ahmed (Documentation).

The Council is unable to get scholars to write on the following three pioneers: S. M. Akhter, S.M. Ikram and Zahid Husain.

By February 2009 the Council has received 17 papers and it expects to receive the remaining eight by the end of March 2009.

Remembering Late Prof. Dr. A. H. Dani

The Council organised a memorial reference on late Professor Dr. A. H. Dani who passed away on January 26, 2009. For details see page 5.

Mr. Salimullah Khan, the Director of the National Documentation Centre (NDC), Cabinet Division, Islamabad on November 29, 2008 briefed the faculty and students at the Quaid-i-Azam University, Department of History, as part of the ISSF lectures traditionally organised by COSS.

In his briefing Salimullah Khan observed that the National Documentation Centre has millions of files from the British period on microfilm. The Government of Pakistan declassified record is also available for the period 1947-1974, along with reports, intelligence summaries and private papers.

All told, the National Documentation Centre is an excellent resource that is unfortunately underutilised. Mr. Salimullah Khan deposited copies of the admission form for the National Documentation Centre with the QAU Department of History, and encouraged the faculty and research students to use the archival resources.

A summary of lecture 'From Pan-Islam to Communism: The Russian Connection of the Indian Muhajirin, 1920-1924', delivered on July 25, 2008 by Prof. Dr. M. Naeem Qureshi, HEC Eminent Professor, Department of History, Quaid-i-Azam University, Islamabad is presented below: -

'Dr. Naeem Qureshi’s lecture, 'From Pan-Islam to Communism: The Russian Connection of the Indian Muhajirin, 1920-1924's, focused on the activities of the couple of hundred muhajirin (from among some 60,000) who decided to move from Afghanistan to Central Asia, Turkish Anatolia and Soviet Russia in the backdrop of the rise of Communism. What made them to fan out was the uncertainty in Afghanistan about their future following improvement in Anglo-Afghan relations. They had left India under the pan-Islamic pull hoping to gather strength and drive out the British through a jihad. But once the Afghans withdrew their support they decided to move on.

In July 1920, the Indians left for Anatolia in two groups through Central Asia intending to enlist in Mustafa Kemal’s nationalist army then fighting the Greeks. But on the way some were captured by the Turkomans while others fell into the hands of the Basmachis. With much difficulty they secured their release but in the process they lost many colleagues. Some returned to India while others managed to reach Tashkent on the invitation of M. N. Roy who had been sent by the Bolsheviks specifically to woo them for an army planned for invasion of India through Afghanistan. At Tashkent, the Indians were trained in the military and air schools but in spring of 1921, the Bolsheviks decided to pack up after a trade agreement with Britain. Obviously, there was a change in their tactics and instead of direct confrontation with the British they decided to infiltrate India through trained agents.

The Indians were taken to Moscow and given intensive training at the Eastern University (KUTVa) which had been established in April 1921 to produce party cadres. They had already established in October 1920 a Communist Party of India while in Tashkent. Now more Indians signed up and after four months training were despatched to India in small groups through different routes. But they were caught by the ever-vigilant British Indian government and sentenced to various terms of imprisonment at Peshawar (1922-3), Kanpur (1924) and Meerut (1929-33) conspiracy cases.

After their release many Communist muhajirin remained steadfast to their new creed while others turned into double agents for the British and yet others just faded away. Some chose never to return and settled either in Russia or elsewhere in Europe. Those who returned were made to suffer indignities, incarceration and privation. Some wavered and dropped out of politics but the majority remained steadfast to their cause. And even though the training of most of them had been brief, haphazard and rudimentary without much philosophical content, they proved good leaders to the socialist-communist parties of

India and Pakistan. Yet others chose to settle in different parts of the globe and met a forlorn death thousands of miles away from home.'

I finally found the time from the hectic operational and bureaucratic routine to make my intellectual statement on Social Policy. The series introduction is in the book called Inclusive States where I have laid out my rationale for the book series.

Remembering Late Prof. Dr. A. H. Dani

Professor Dr. A. H. Dani, a world renowned authority on history, archaeology, culture, linguistics, Buddhism and Central Asia and Professor Emeritus, Quaid-i-Azam University (QAU), Islamabad and a life member of COSS passed away on January 26, 2009. COSS organised a memorial reference for late Dr. Dani on February 18, 2009 to pay tributes for his contributions to history and archaeology. Prof. Dr. Riaz Ahmad, Dr. Ghaniur Rehman and Fauzia Minallah highlighted various aspects of Dr. Dani's life and his academic contributions to history and archaeology.

The notice for the memorial reference was circulated among COSS members and friends. The following are the messages of condolence expressed by some of our members abroad and within Pakistan, namely Dr. Vladimir Boyko, Prof. Dr. Paul D. Scott and A. R. Azad Kakepoto:

'Please, accept my sincere condolences with regard of passing away of Professor A.H. Dani - he and his works were for the many years the encouraging light for many scholars in Russia - archaeologists, historians, etc. The loss of our distant teacher is a very sad news personally for me - unfortunately, I cannot pay my tributes to him by attending memorial reference as am planning to visit Islamabad only in early March 2009.'

Below is an excerpt from the press report of the COSS reference for late Dr. A. H. Dani:

'Dr. A. H. Dani wanted to establish Takshila University at the site of Gandhara civilisation near Taxila, said International Islamic University (IIU) President Dr. Anwar Hussain Siddiqui.

He said this while delivering presidential remarks at a reference in memory of Dr. A. H. Dani organised by the Council of Social Sciences at the TVO House in Islamabad on February 18, 2009. Dr. Zarina Salamat conducted the proceedings.

Dr. Anwar Hussain Siddiqui said that the Japanese government was ready to help finance the university and $470 million were lying with the government in this regard. He said that the project of Dr. A H Dani should not be shelved after his death. He said that Nawaz Sharif appointed Dr. Dani as his adviser on archaeology after coming back from Central Asia where the former prime minister heard his name everywhere he went. When Dr. Dani wanted to go abroad for research, he was asked to undergo a long

bureaucratic channel required for an adviser, said Dr. Siddiqui. He added that Dr. Dani immediately resigned from the job for which he never drew any salary.

Dr. Aliya Imam said Dani was a genius and a great human being. She said that a great man is the one who inspires others and negates his own self to give his best to others. Such a person cares for the unfortunate and is above caste and creed, she said, adding that Dr. Dani demolished barriers instead of creating them and it was because of his self-denial that he reached such a height.

Dr. Riaz Ahmad, former director of the National Institute of Historical and Cultural Research said that Professor Dani was a complete man and enlightened student with his progressive thoughts. He said that Dr. Dani always helped students in their educational pursuits, at times from his own pocket.

Safia Begum, widow of Dr. A. H. Dani, said that her husband devoted his life to the country and tried his best to sustain his love for knowledge but left the task halfway. She said that he used to say that he wanted at least one student who could continue his work. He never thought of his own life and children, and used to tell her that he had left all that to her, as he wanted to utilise his time in pursuits of education. She said that he led his life as a saint.

Dr. Hans Frey of the Area Study Centre, QAU, said that Dr. Dani was one of the pillars of academia of this country. He said that visualisations are very important and electronic channels and institutes should produce his visual memories.Dr. Iftikhar Hassan, former pro-vice chancellor of the Fatima Jinnah Women University, said ‘We should not teach the history of Pakistan from 1947, as it goes back to thousands of years to Mohenjodaro and Gandhara.’

IIU Rector Dr. Manzoor Ahmad said that the government should establish a chair in the name of Professor A. H. Dani at the QAU.

Umme Kulsoom, Ashraf Ansari and Naveed Zafar also spoke on the occasion. (Rasheed Khalid, The News, February 19, 2009)

Developments in Academia

Higher Education Commission (HEC) Learning Innovation Division and Social Sciences &

Humanities Department of Higher Education Commission organised a two-day workshop on October 20-21, 2008 to equip faculty members of University of Balochistan with writing research proposal skills. Thirty faculty members of Social Sciences attended the workshop which was conducted by Dr. Syed Jaffar Ahmad and Murtaza Noor. (The News, October 26, 2008)

The Learning Innovation Division of Higher Education Commission organized a workshop on 'Writing Research Proposal' for faculty members of IBA Karachi

The chief organiser was Ms. Humaira Jami (Lecturer). The faculty and PhD students of NIP mainly involved in teaching and research in the field of Developmental Psychopathology served as resource persons.

3. Organised a workshop on 'Management Strategies on Specific Learning Difficulties' from June 23, 2008 to July 21, 2008. A total of eight sessions were held twice a week along with the technical sessions. A series of supportive lectures were delivered by NIP faculty members. Brief Introduction to American Institute of Pakistan Studies

The American Institute of Pakistan Studies (AIPS), a bi-national research institute was established in 1973 as a consortium of various American universities to support academic study of Pakistan. The primary objective of the institute is to promote research exchanges between US and Pakistan and to increase the visibility of Pakistan in the academic arena by attracting young scholars to the field of Pakistan studies. The Ministry of Education, Government of Pakistan and Bureau of Educational and Cultural Affairs, Department of State, USA supports AIPS in conducting research exchanges between the two countries.

In pursuance of its mission, AIPS offers research scholarships and travel grants to American scholars at pre-doctoral and post-doctoral levels to conduct field research in Pakistan. The AIPS also offers lectureships and other research opportunities to Pakistani scholars and academics to visit US universities to participate in seminars, conferences and workshops on topics relevant to Pakistan and Pakistan Studies.

Additionally, AIPS has begun to expand its activities in various ways. These include expansion of interactive web-based resources that will enable scholars of Pakistan Studies distributed in various universities across United States and Pakistan to work together. The AIPS organises international conferences on Pakistan and supports publication of papers, books and research materials on Pakistan. Since 1974, a total of 194 scholars from the United States have visited Pakistan for pre-doctoral and post-doctoral level field research under Fellowship programme. Similarly, since September 1996, fifty-one scholars from Pakistan have visited the United States to deliver lectures in the American universities and institutions under 'Pakistan Lecture Series'.

South Asian Sociological Society (SASS) South Asian Sociological Society (SASS) organised a conference on ‘Marriage in Globalising Contexts: Exploring Change and Continuity in South Asia’ in New Delhi on September 25-27, 2008.

Pakistan Society of Development Economists (PSDE) plans to organise 24th Annual General Meeting and Conference in Islamabad on March 16-18, 2009. The theme of the conference will be 'Economic Sustainability in a Globalised World'.

Obituary

Professor Dr. A. H. Dani, a world renowned authority on history, archaeology, culture, linguistics, Buddhism and Central Asia and Professor Emeritus, Quaid-i-Azam University (QAU), Islamabad and a life member of COSS passed away on January 26, 2009.

The distinctions of National Professor and Professor Emeritus at QAU were bestowed on him in recognition of his contributions after his retirement as Dean, Faculty of Social Sciences, QAU. Dr. Dani was the Founding Director of Taxila Institute of Asian Civilisations.

Dr. Dani was born in Basna, Raipur district (Chattisgharh) on July 20, 1920. He was the first Muslim graduate of

Banaras Hindu University when he secured MA degree in 1944. In 1945, Professor Dani started work as an archaeologist with Sir Mortimer Wheeler and participated in excavations at Taxila and Moenjodaro. He was subsequently posted at the Department of Archaeology of British India at Taj Mahal in Agra. After independence, Dr. Dani shifted to teaching and research. From 1950 to 1962, he remained Associate Professor of History at University of Dhaka, while at the same time working as Curator at Dhaka Museum. During this period, he carried out research on Muslim history and architecture of Bengal.

In 1971, he moved to Quaid-i-Azam University, Islamabad, and remained there in various positions until his retirement in 1980.

In 1993 Dr. Dani established Islamabad Museum. He served as Advisor on Archaeology to the Ministry of Culture of Pakistan from 1992 to 1996. From 1994 to 1998 he remained Chairman of the National Fund for Cultural Heritage in Islamabad.
