Transport

Core Network Corridors:

A New Approach

NETLIPSE

Brussels, 13 May 2014

Transport

By 2030: replace the patchwork of priority projects by a single European core network By 2050: develop the comprehensive network as “ground layer” to ensure accessibility and common standards

TEN-T: deadlines

Transport

Core Network Corridors: The new instrument for TEN-T implementation

• Coordinated and efficient infrastructure development across Member States and transport modes

• Bringing together a strong EU-level governance and the involvement of a broad stakeholder community

• Stimulating resource-efficient multi-modal transport along corridors in line with common transport policy

• Bridging the gap between infrastructure implementation and transport demand: Corridors to be close to the market - logistics and productive centres, support to transport services

Transport

The 9 core network corridors defined in the CEF

Transport

How to design a corridor

1 • Nomination of Coordinators

2 • Analysis of the Corridor

3 • Consultation of Corridor Forum

4 • Drawing up work plan

5 • Approval of work plan by Member States

6 • Implementing decision

Transport

Core Network Corridors: A new age of TEN-T governance • European Coordinators with a strong mandate and a

wide range of substance-related challenges

• Extended co-ordinated teams in the European Commission (MOVE,REGIO, ENV, INEA)

• Stakeholders involved in the Corridor Fora

• Transparency, participation and flexibility

Transport

Core Network Corridors focusing on (1)

1. Interoperability: smooth and seamless mobility along modal networks

• Rail – ERTMS, gauge • IWW – RIS, ports • Road –ITS

2. Cross-border: interconnecting the national

networks (including non-EU Countries)

Transport

Core Network Corridors focusing on (2)

3. Multimodality:

• interconnection and integration of transport infrastructure and logistics platforms (incl. ports)

• removing technical and administrative barriers to multimodal transport

• ensuring a smooth flow of information

Transport

Core Network Corridors: An opportunity to drive transport policy forward • Integration of Rail Freight Corridors

• High level infrastructure standards along with operational needs

• Innovation (clean fuels, rolling stocks, vessels, traffic management…)

• Synergies with other sectors, e.g. energy or climate protection

Transport

Core Network Corridors: Focus of EU funding – CEF & ESIF • Pre-identified projects for CEF (Annex 1) funding

• High co-funding rates for Cohesion Member States

• Economic assessment of Corridors, integration of urban nodes, intermodality, technological innovation

• Rail interoperability

• Innovative financing solutions

Transport

Work Plan: • the European Coordinator will submit the Work Plan to the

Member States concerned by the 22nd of December 2014, for their approval

• Living instrument (implementing acts to be updated)

• Setting out projects that contribute to the achievement of "corridor objectives" (removal of bottlenecks, development of interoperable traffic management systems etc.)

• Analysing investment needs and funding resources

• Constituting the basis for the Commission to adopt implementing acts

• Enabling "measurability" of progress (to be reported annually to EU Institutions and Member States concerned)
