  • • Federal Police finds the shielding

  • • A person in the Mexico City Airport (approximately 52.36 km from the place where the vehicle and the shielding were found) presents to the medical service with showing severe gastrointestinal symptoms, he claims to have eaten at the “Wings” restaurant in the international departures area while waiting for his flight to depart.

    • The airport security is informed of an abandoned backpack in the “Wings” restaurant.

    • The bomb squad arrives and evacuates a considerable area of the airport around the “Wings” restaurant and proceeds to check the backpack for explosives, but on the X-ray image a cylindrical figure appears. The bomb technician proceeds to open the backpack and sees that the cylinder has the radiation symbol stamped on it. The bomb squad leader proceeds to notify this to his superiors and the CNSNS is called for assistance.

    • The CNSNS arrives at the airport and while moving towards the restaurant they see increasing radiation levels, and some hot spots are identified in the public area of Hall F, T1 ranging between 15 to 120 µSv/h dose. The CNSNS takes samples on these hot spots and identifies Cs-137 contamination.

  • • CNSNS informs the IAEA that the source has been located within the public area of Hall F at the Mexico City international airport and it appears to be leaking. The source has been removed from the device and placed in a Backpack. Initial surveys indicate that the source has been damaged with contamination identified throughout the public area

    • Airport Security determines that the airlines will contact the flights that departed within the last 2 hours and ask those that are capable to return to the AICM for monitoring the passengers. Those that departed more than 2 hours ago will proceed to their destinations and SRE and the airlines will inform the countries of the event and ask for their support in monitoring and, if needed, decontaminate the passengers

  • Once the information goes to the media, persons start arriving to AICM wanting to be monitored, so they are taken to a nearby concert facility (500 persons)

  • Challenges: • Designing of the scenario: AICM, Civil Protection Authority, Aeronautical Authority • Dose assessments calculation for consistency • Time duration of the exercise: 24 hours (3 shifts/8 hours, at least 3 persons) • Language

    Evaluation: • A lot of lessons identified from the mexican side • A final (virtual) meeting with the IAEA was needed to evaluate the exercise
