Let’s all get involved in council transformation RESIDENTS will be getting their chance to have their say on the services that will be provided by their council over the coming years and how they can help to run local services. Swansea Council’s Sustainable Swansea: Fit for the Future programme is looking to take the next steps forward and will be urging communities, organisations and its partners to get involved. Major reviews are taking place in areas like social care, libraries and charges for council services over the next few months. And on top of that communities are being given the chance to get involved in running local services and helping people within their communities as part of the changes. Dean Taylor, Swansea Council’s Corporate Services Director, said: “Swansea Council has to make £45m of savings over the coming years and we’ve gone part of the way to doing that already. “The feedback showed those who got involved in the consultation in the countdown to the Council’s budget report in February understood Sustainable Swansea: Fit for the Future was not just about finance or money but about a whole new way of doing things. People understood the Council, like local authorities everywhere, can’t continue as it is because of reduced funding and rising demand for services. So we need to change what we do, do different things and work with our communities so that if there are things we have to stop doing, others have the potential and support to take over. We want to continue that conversation with the people of Swansea so we can work together to develop services and ways of working which are sustainable and fit for the future.” Mr Taylor said: “What we found from the first round of Sustainable Swansea: Fit for the Future was that our proposals were improved by the feedback we received. “The conversation will now be turning to some key questions about what the council’s core purpose will be in the coming years so that we can meet Swansea’s long-term priorities, working alongside others in the city. “It’s about agreeing what services the Council should provide in the future, what we should stop doing and looking at what residents, groups and communities are prepared to do for themselves and how the Council can help people to do this.” Among the projects local residents, community groups, service users, customers and partners will be asked to get involved in over the coming months include a review of social care services, including residential care and day care services. People will also have the chance to get involved in discussions about issues such as car parking charges and library services. A new era for recycling in the cityhas been launched and all theindicators are that households aredoing their bit to reduce the amountof black bag waste they put out forcollection each fortnight.

Swansea Council is pulling out allthe stops to help residents do theright thing by putting out no morethan three black bags of rubbish for

collection and the new ‘ConnectSwansea’ smartphone app is just oneexample.

The app also updates residents onchanges to collection days due toBank Holidays or inclement weather.

Swansea resident Rose Dennissaid: “In our house we’ve beenrecycling for years and it’s been along time since we’ve put out morethan three black bags of waste forcollection.

“When you get used to it, it’s notreally that difficult because there area lot of options for recycling withgreen bags, pink bags, garden wastebags and the green food waste binswhich are picked up weekly.”

Rebecca Tribe of the Council’srecycling team said: “Over the lastfew months our door-knocking work,our school events and Keep it to 3campaign have all been verypopular.”

Keep it to 3 is part of Swansea’seffort to reduce the amount of wasteunnecessarily sent to landfill.Swansea, like all other communitiesacross Wales, have to hit a WelshGovernment recycling target of 58%by 2016 or face significant fines.

SINGING sensationKatherine Jenkins willperform in Swansea thissummer in one of manytop quality events acrossthe city.

The Neath-born star will return toher roots on July 27 to take to thestage at Singleton Park.

She’ll be supported by AnthonyInglis, an artist who’s featured atLondon’s Royal Albert Hall morethan anyone else in history.

Singer-songwriter Elvis Costello isamong the other stars who’ll be soonbe visiting the city. The 59-year-old,ranked by Rolling Stone magazine asamong the 100 greatest artists of all-time, is performing at the BrangwynHall on July 11.

Many other events have also beenorganised for coming months.Among them is the annual Clyne inBloom festival throughout Maywhich gives visitors to ClyneGardens the chance to enjoy theaward-winning rhododendrons andAzaleas in their full splendour.

Exercise fans also have a lot tolook forward to. The Swansea Bay5k is being held on June 10 andSwansea will stage its first ever halfmarathon on July 20.

Frances Jenkins, SwanseaCouncil’s Strategic Manager forTourism, Marketing and Events, said:“Whether it’s music, culture, sport orfamily entertainment, there’ssomething for everyone in Swanseathis summer. As well as major starslike Katherine Jenkins and ElvisCostello, there’ll be the return ofpopular annual events and the stagingof other events in Swansea for thevery first time.

“We hope this combination willappeal to both local people andvisitors and help boost our traders at a time when the latestfigures show staycationers areheading for Wales in greater numbersthan ever.”

Other events coming to Swansea

include the Swansea InternationalJazz Festival in the Maritime Quarteron June 20 and June 21 in venuesincluding Swansea Museum and theNational Waterfront Museum. Operafans will have the chance to see LaTraviata from the Royal OperaHouse live on Castle Square’s Big

Screen on June 30 and the annualUnder Milk Wood classical vehiclerun from Bracelet Bay to Laugharneis being held on June 15.

The Illegal Eagles, known as theworld’s best Eagles tribute band, arecoming to the Grand Theatre on June10 and the music of Michael Jackson

and the Jackson 5 is coming back tolife there on May 31.

FOUR poetry notebooks writtenby Dylan Thomas and sold inthe 1940s are returning toSwansea for the very first timethis summer.

The notebooks, on loan fromthe University of Buffalo inNew York State, will be ondisplay at the city’s DylanThomas Centre from May 31 toAugust 31.

They’ll be supported byextracts from letters that referto the poems and theprocesses involved in theirwriting, as well as by a self-portrait in coloured pencilDylan drew on the back of aletter to his lover, PamelaHansford Johnson.

The exhibition is one ofmany events and activitiesmarking the centenary ofDylan’s birth this year.

Other Dylan Thomas 2014Festival events include aproduction through the streetsof Swansea on May 17, May 31and July 5, from the NationalWaterfront Museum toCwmdonkin Park, wherevisitors will be able to relivethe author’s journey throughblitzed Swansea surrounded bythe sights and sounds of thecity.

A comedy weekend is beingheld at the Dylan ThomasCentre on June 13 and June 14and several guided tours ofDylan’s Swansea have beenorganised. The tours take insome of the local spotssynonymous with Dylan,including Wind Street’s No SignWine Bar and Castle Square.

Why keeping our citytidy is just child’s play

SCHOOLCHILDREN fromacross Swansea have beenjoining forces with theCouncil to help boost theTidy Swansea campaign.

Youngsters from Seaview andChristchurch primary schools havebeen rolling up their sleeves to makesure their local areas are litter-free.

Swansea Council and Keep WalesTidy are both part of the campaignthat’s aiming to help clean up the cityand keep it free from litter and dogfouling.

The effort comes as the summerrules for dog walking on beaches areintroduced and enforcement officersstep-up their efforts to discouragepeople from littering or not picking upafter their animals.

Helen Rabab, teacher and eco-coordinator at Seaview PrimarySchool, said: “Our school carries outlitter picks most fortnights.

“It helps school children becomeaware of the amount of litter that getsdropped on the ground.

“Hopefully they can see the impact

it has in their local community andteach them not to drop litter.”

Seaview pupil Caitlin Hughes, agednine, said: “Dropping litter makes theplace messy and could mean there’sno room to walk around.

“People should put their litter in thebin.”

Bob Fenwick, NeighbourhoodWorking Officer at the Council, looksafter litter and streetscene issues. Hesaid: “We want to teach children inour city that dropping litter is wrongand we want them to look after theircommunity and encourage theirparents to do the same.

“Swansea Council spends morethan than £2m annually cleaning uplitter and fly tipping and it’s importantresidents do their bit as well.

Swansea Council hasbeen consulting on issuessuch as the location of anew Family Centre and GPsurgery for Mayhill, areview of its gamblingpolicy and SustainableSwansea – fit for thefuture, the Council’s plansto transform the way itworks in future years.

And residents can getinvolved by signing up toconsultation alerts by goingto the front page of thewebsite or by applying tojoin the Council’s SwanseaVoices citizens’ panel, arepresentative group oflocal residents who areconsulted on Council issues.

Schoolplan istop classA PROJECT to improvelearning facilities atanother city primary schoolis making excellentprogress.

Work is underway toremove two demountablesand create three newpermanent classrooms atGlyncollen Primary.

It’s part of theprogramme for theremoval of ageingdemountable classroomswhich has seen a total of88 temporary buildingsremoved over the last 15years from schools acrossthe county.

It’s expected the workwill be completed by the2014/2015 academic year.

SWANSEA Council isthe first in Wales to signup to the UK ClimateLocal initiative whichsets out to develop agreener economy andtackle issues like risingenergy bills andflooding.

Climate Local has

been developed by theLocal GovernmentAssociation and adoptedby more than 80 councilsin England.

In Swansea theinitiative will helppromote the economicbenefits of a greenereconomy to business.

City signs upto green idea

INSPIRATIONAL worksof public art are beingplanned for a keygateway to the citycentre.

The works are beingplanned for the WindStreet crossing area, acorner of the LCopposite Princess Way,

Museum Park and theroute between the PaxtonStreet tunnel andMeridian Quay as part ofthe boulevard project.

The Council hasappointed an artsorganisation called Addoto commission artists orgroups on the project.

Art set for keycity gateway

SWANSEA will soonbecome the first localauthority in Wales toprevent payday loancompanies fromadvertising their servicesvia computer terminalsoperated by the Councilin libraries across thecity.

Instead, advice leafletswill be available forlibrary users giving themcontact details for otheragencies that can helpthem with debt issues.

The move is all part ofthe Council’s policy totackle the problem ofhigh-interest loans.

Payday loansnot welcome

SWANSEA Council operates by-laws onlocal beaches between May 1 and October31 which restrict when and where ownerscan walk their dogs.Restrictions are in place, for example atthe bays at Caswell, Langland andLimeslade. Owners can download a copyof a guidance booklet by going towww.swansea.gov.uk/dogsonbeaches

Amnesty offer onmobility kitRESIDENTS are being urgedto take advantage of a city-wide mobility equipmentamnesty.

It’s estimated there aremillions of pounds worth ofequipment such as walkingaids, showering and bathingaids, or specialised beds,lying forgotten and unused inhomes in Swansea.

The amnesty goes on untilthe end of May andequipment can be returned to78 Clase Road, Morriston,Swansea or call 01792-512240 to make collectionarrangements.

Fruit co-op ideafood for thoughtA NEW food cooperative in theMayhill area has gone fromstrength to strength and isnow placing orders for fruitand vegetables of over £300every week.

Local volunteers set up thescheme after Swansea Counciland Communities First officersin the area looked at ways ofimproving access to freshproduce for local people.

Now more than 100 familiesa week are benefiting fromcheaper fruit and veg fromthe co-op which meets at theMayhill Community Centreevery Friday morning.

‘National Pool secret of my success’ONE of Britain’s most successful swimmingcoaches is praising the support he gets from WalesNational Pool Swansea (WNPS) as the countdownto the Glasgow Commonwealth Games getsunderway.

Billy Pye, who coached Ellie Simmonds toParalympic glory in Beijing and London, said theirsuccess would not have been possible without thesupport of Wales National Pool Swansea.

The pool has just been designated the WalesNational Performance Centre for swimming and MrPye said: “It’s the consistency and quality of thesupport I get at WNPS that makes such a difference.

“I have been here for 11 years and therelationship with the staff here, from the lifeguardsand poolside staff right through to the managementteam, is brilliant.

Mr Pye is hopeful that WNPS-based swimmers

will be picking up medals at the Glasgow gamesthis summer to follow on from the massive successstory of the London Paralympics.

SWANS star Leon Brittonhas kicked off the hunt tofind and rewardSwansea’s mostinspirational children andyoung people.

The Premier League midfielddynamo has officially launched the2014 High 5 Awards which turn thespotlight on young people who havegone the extra mile to improve theirlives or communities.

He said: “I am delighted to be theambassador for the High 5 Awardsonce again this year and I am askingfor everyone’s help in Swansea tomake this year’s awards a massivesuccess. Being part of High 5 hasgiven me a real insight into just howmany young people in Swansea aredoing do so many positive things

with their lives and in theircommunities every day.

“At last year’s Awards I met sometruly inspirational young people.That’s why I am involved with High5 again this year. I hope they willremind everyone we should be proudof the young people in our

communities.”Last year Samantha and Claire

Meade won the High 5 AchievementAward for the courage anddetermination they showed to leavetheir family home at a young age tochange their own lives for the better,living independently and working

hard to develop successful careers.Claire said the Awards had made a

SPECIALIST road repair teams willsoon be coming to a community nearyou.

Swansea Council’s PATCH(Priority Action for CommunityHighways) scheme is now back for2014 to help fill in potholes and fixother road problems.

This year, two teams will spend aweek in each of the city’s 36 wards.One team will look after roadstrengthening and improvementworks while the other team focuseson smaller repairs.

St Thomas, Bonymaen and Castle

are among the wards to have alreadybeen visited. Clydach, Cwmbwrla,Townhill, Uplands, Landore, Gowerand Mynyddbach are on the list forMay and June.

Council’s highways department, said:“We know the condition of our roadsis a priority for the public and this iswhy £750,000 is being invested inthe PATCH scheme this year tocomplement many other highway

maintenance programmes.“It was a particularly wet winter

which led to the condition of a largenumber of roads deterioratingthroughout the country, but we’vedone all we can here to prioritise ourworkload and keep traffic moving.

“The return of the PATCH schemeis a major boost to our ongoingefforts to catch up on repairs thatwill benefit many thousands ofpeople across the city, fromcommuters on Fabian Way andCarmarthen Road to motorists inresidential and rural parts of

Swansea.”Last year, the PATCH scheme

attended to more 15,000 squaremetres of road on over 350 streets.

Swansea Council also has threeother road repair teams out and aboutevery day – one in the west of thecity, one in the centre and one in thenorth and east.

Regular inspections of roads andpedestrianised areas are undertakenby safety teams to identify roaddefects and a team is on hand on a24/7 basis to respond to emergencies.

MACHINES that turndiscarded chewing gum intodust are being rolled out inSwansea’s suburban shoppingareas.

The machines, called GumBlitzers, are now in operationin Mumbles and will soon be

used in places like Morristonand Uplands too. The workcomes in addition to aSwansea Council and SwanseaBID (Business ImprovementDistrict) investment of £10,000to rid the city centre ofdiscarded chewing gum.

Blitzing the gumWORK to reinstate SingletonPark’s Swiss Cottage isexpected to be complete by theend of May.

Windows, doors and stairshave now been replaced on alike-for-like basis and workhas started on putting a new

roof in place. Roof timbers have been

installed and slating will soonbe introduced to help protectthe building from the weather.

The cottage was badlydamaged by an arson attack inSeptember 2010.

Foster Care Fortnight kicks off onMay 12 and Foster Swansea’s carerswill be taking to the air waves, theblogosphere and chatting to thepublic to help support andencourage others who could make adifference to a child or teenager’slife by fostering with the localauthority.

Kelly Lewis is Foster Swansea’sBusiness Development Officer. Shesaid there was a real need for peopleto foster teenagers in particular.

“By fostering you could reallyinspire and encourage teenagers inSwansea to achieve their potentialand reach their goals. “

John Howells and his wife, Ann,know all about transforming thelives of teenagers as they haveprovided a home for nearly 50children, many of them teenagers, inthe last nine years.

John said: “We started fosteringwhen three of our four children hadleft home and our youngest was sobusy with his own life that he washardly there.

“The house felt so empty – it tooka while for us to make the decision

but I wish I had decided faster, it’sbeen great.

“Because of the huge pressuresand changes as they grow up,teenagers do need patience andunderstanding generally, but it’sbeen so rewarding – I’m hoping tocarry on until I’m 70.”

THE COUNCIL’S road maintenance teams have been winningpraise from residents for the work they do and the way they goabout it.

Residents in Garrod Avenue, Dunvant, wrote to the Council topraise the work of a team which carried out footpath repairs andinstalled dropped kerbs outside their homes.

One wrote in to commend the team and said: “They were veryfriendly, courteous and helpful, the disruption was kept to aminimum.”

Drivers are urgedto slow downACTION is being planned tocurb speeding andirresponsible parking outside aSwansea primary school.

Swansea Council has invested£300,000 in new play equipment atfive locations across the city as part of

a project due for completion, weatherdepending, towards the early spring.

The locations to benefit includeBlaenymaes Community Centre,King’s Head Road, Gendros, Gorsplaying fields in Townhill, MaestegPark in St Thomas and Bryn-y-DonPark in the city’s Castle ward.

Swansea Council has launched theSwansea Standard for customerservice and residents have been usingfeedback forms and emails to speakup about the good work they see.

At Penlan Library the after-schoolhomework club has been praised byparents for being the perfect place forpupils to work together to complete

their work.Jodi Jones, library manager there,

said: “We run the homework club incollaboration with Communities Firstand it’s been very successful. Wehave children in of all ages and theysay it really makes a difference.

“One mum says she brings herthree children here to do theirhomework using our computers,

printers and books because she saysit’s exactly the right kind ofenvironment for them.”

Lorna John, aged 9, who usesPenlan Library every week to do herhomework, said: “It’s really goodbecause it’s much easier to do myhomework here because my brothercan’t always run around like he doesat home.”

It’s not just homework clubs thatcity library staff are being praised for,either. Staff in Oystermouth Librarygot a big thank you from parents whowere struggling to get a book fortheir children to study until they wentto their local library for help.

At Swansea City Bus Station oneparent took the time to contact the

Council after their daughter and somefriends were targeted by bullies there.

Staff stepped in to prevent theincident developing and even madesure the children were able to gohome without being harassed byasking the bus driver not to let thebullies on.

The effect of the Order will be to createa public footpath running from a point on thesouthern terminus of Footpath No. 72 andproceeding south via the ford across theRiver Llan, before continuing in a generallysouth easterly direction for 50 metres beforeproceeding along the accommodation road tothe Electricity Sub Station and continuing toproceed via this road but in a south southeasterly direction for 340 metres. The pathcontinues in a generally easterly direction viathe footway of the unadopted road for adistance of 195 metres to terminate at theadopted highway near Keepers Lodge Farm.

(i) Bridleway No. 46 (Grid Ref. SS 599888) ata point where it enters Clyne Commonsome 100 metres north west of Maes-yr-Eos and proceeding in a generallynortherly direction for 460 metres to itsjunction with Bridleway No. 47.

(ii) Bridleway No. 47 commencing on thewestern point of West Cross Lane (GridRef. SS 602891) and proceeding in a northwesterly direction for 230 metres,thereafter in a generally north westerlydirection for 410 metres to join the B4436(Grid Ref. SS 598895).

(iii) Bridleway No. 52 commencing at thenorthern side of the B4436 (Grid Ref. SS598895) and proceeding in apredominantly north north westerlydirection for 680 metres thereafter in anortherly direction for 205 metres, thencein a predominantly north westerly directionfor 825 metres, before proceeding in anortherly direction for 65 metres to joinBlackhills Lane (Grid Ref. (iv) Bridleway No. 52A commencing onBridleway No. 52 (Grid Ref. SS 595907)and proceeding in an approximately southeasterly direction for 445 metres to joinBridleway No. 56.

(v) Bridleway No. 53 commencing on theBridleway No. 52 (Grid Ref. SS 596906)and proceeding in a generally south southwesterly direction for 255 metres to jointhe remainder of Bridleway No. 53.

The effect of the Order as confirmed is tocreate a public footpath running from:

(i) Footpath No.44 (Grid Ref. SS 581916) at apoint approximately 250 metres northnorth east Blackhills Lane and proceedingin a generally east north easterly directionfor 95 metres before proceeding along thedam wall for 95 metres thereafter in anapproximately north easterly directionthrough woodland for about 328 metres,thence in a generally north westerlydirection for 295 metres to pass alongsidethe playing field. Thereafter to proceed in agenerally north easterly direction for 275metres to re-join footpath No.44 some 20metres north north west of the propertyLlys-y-Caeno (Grid Ref. SS 584922).

(ii) Also to include two lengths of footpath,one commencing near the south easternpoint of the dam wall (Grid Ref. SS582916) and proceeding in a northwesterly direction for 138 metres and theother path commencing near the northwestern point of the dam wall (Grid Ref.SS 581917) and proceeding in a westerlydirection for 55 metres.

(iii) Finally to include that length of footpathcommencing on footpath No.44, some100 metres north of the last mentionedpoint and proceeding in a generallyeasterly direction for 120 metres, beforecontinuing in a generally north easterlydirection for 150 metres, thereafter in anortherly direction for 135 metres.
