ROAD TRAFFIC ACT, 1965(Act No. 6 of 1965)

ROAD TRAFFIC (AMENDMENT) REGULATIONS, 1996

- (Under Section 137)

In exercise of the powers conferred by Section 137 of the Road Traffic Act, 1965, the Ministerfor Transport and Communications hereby makes the following Regulations.

Citation and commencement.

1. These Regulations may be cited as the Road Traffic (Fines Amendment) Regulations, 1996, _and shall be read as one with the Road Traffic Regulations, 1965 (hereinafter referred to as the“Principal Regulations.”) ~~

AmendmentofRegulation 105 quat.

2. Regulation 105 quat of the principal Regulations is amended by replacing the words “one

hundred emalangenior imprisonmentfor three months” with the words“one thousand six hundredEmalangeni or imprisonment for two years”.

Amendmentof Regulations 169.

3. Regulation 169 of the principal Regulations is amended by replacing the words “one hundredEmalangeni” with the words “two hundred Emalangeni”.

AmendmentofRegulation 175.

4. Regulation 175 of the principal Regulations is replaced by the following new Regulation -

“175 (1) The maximum penalty for an offence under these Regulations shall be -

(a) for an offence committed under Regulations 19, 20, 97, 99, 100, 101 and 102,a fine

of one thousand six hundred Emalangeni or imprisonmentfor two years or both; and

ANIMAL DISEASE ACT, 1965(Act No. 7 of 1965)

THE STOCK DISEASE (RABIES NO. 13) REGULATIONS, 1996(Under Section 3)

In exercise of the powers conferred by Section 3 of the Animal Diseases Act, 1965 theMinister for Agriculture and Cooperatives hereby makes the following Regulations:

Citation and Commencement.

1. These Regulations may be cited as the Stock Disease (Rabies No. 13) Regulations, 1996 and

shall be deemed to have comeinto force on 23th September, 1996.

Declaration of Rabies Guard Areas.

2. The areas specified in the First Schedule are declared to be Rabies Guard Areas.

Isolation and Confinement of Dogs.

3. Every ownerof a dog or cat in a guard area shall isolate and confine his dog or cat so as topreventit from escaping from such guard areas and such confinementandisolation shal} remainin force until further notice.

Presentation of Dogs and Cats for Vaccination.

4. A person who ownsa dog or cat and lives within the area specified in the first schedule tothis Notice shall present his pets for inoculation at the designated vaccination centre and on thetime specified in the Second Schedule.

Offence and Penalty.

5. An owner ofa dogor cat who fails to comply with Regulation 3 or 4 commits an offence andis liable on conviction,to a fine not exceeding E300.00 andin default ofpayment, to imprisonment

for a period not exceeding 3 months.

Destruction ofDogs and Cats in Rabies Guard Areas.

6. (1) A Government Veterinary Officer may destroy a dog or cat in any of the Rabies guardareas if in his opinion, the dog or cat has not been confined so as to prevent it from escapingfrom such guard areas.

(2) In pursuance of subregulation (1) a Government Veterinary Officer may ask for the

assistance of the Royal Swaziland Police in carrying out the provision of that sub-regulation.
