Section A: General Guidance

1. Document purpose

Due to the coronavirus (COVID-19) pandemic, international travel has been restricted. Strict border controls for travel to and from England remain in place and travellers (including returning UK residents) must follow the rules relating to countries they visited prior to and after arrival. Elite sports (included horseracing) have separately collaborated with UK Government to agree the minimum standards for the safe return of cross border competition for Elite Athletes (Stage Four of the five stage framework). For horseracing, an Elite Athlete can be a professional Jockey and/or the travelling support staff (Trainer and Racing Staff) who accompany the elite equine athlete and are appropriately licensed / registered with the BHA or another Recognised Racing Authority. This document interprets and applies UK Government requirements for horseracing related international travel of BHA participants and international counterparts who wish to attend a Recognised Racing Meeting held under the BHA Rules of Racing. It should be read in conjunction with the “COVID-19 Guidelines and Operating Procedures for racing industry participants, officials, and racecourse staff”. Information provided and BHA schemes are based on our current understanding and interpretation of government guidance. It is your responsibility to keep up to date with the latest official advice offered in the countries that you are departing from and travelling to.

Section B: UK Government Guidance You do not need to take a COVID-19 test or quarantine on arrival in England if you are travelling within the UK, Ireland, the Channel Islands and the Isle of Man, (the Common Travel Area), and you have not been outside of the Common Travel Area in the previous 10 days.

1. England

What you must do when you arrive in England from abroad depends on where you have been in the 10 days before you arrive. The Government has introduced a traffic light system for international travel. Countries and territories are classified as red, amber or green. The colour classification tells you what you must do if you have been in those countries or territories. For your convenience, the current requirements for travel to England under the traffic light system (as at 09/08/2021) are summarised at Annex A. You need to follow the rules for the highest risk country or territory that you have been in or passed through in the previous 10 days. That can include transit stops. Key things to do if you are planning travel abroad or to England are:

2. Scotland and Wales

There are different rules for Scotland and Wales. Find out what you need to do:

• if you are travelling to Scotland

• if you are travelling to Wales Please contact the BHA directly to discuss travel options to, from or via Scotland or Wales.

3. Ireland

Horseracing in the Republic of Ireland and Northern Ireland is regulated by the Irish Horse Racing Board (“IHRB”). Please contact the IHRB directly to discuss arrangements for horseracing in their jurisdiction.

Section B. Overview of BHA Requirements and Schemes The BHA currently has schemes in place for industry participants who are travelling internationally for the sole purpose of horseracing competition. The purpose of these schemes is to safeguard our industry from coronavirus (COVID-19) infection whilst providing controlled routes for elite horseracing competition purposes so that:

• Domestic BHA athletes and support staff can return to training and competition in England

as soon as possible, following sports specific international travel; and

• Internationally recognised horseracing athletes and support staff can enter England and

attend a BHA Specified Event (and provide ancillary equine care) as quickly as possible.

The options available are detailed below. Some of these requirements exist to support the BHA COVID infection control measures that remain in place on the racecourse.

a) Domestic Elite Athlete Exemption (“EAE”) – Individuals who are not fully UK vaccinated

and have visited or transited through an amber country need to quarantine on return to England and comply with UK Government test requirements. If the sole purpose of travel is to attend a recognised race meeting overseas, Domestic Elite Athlete Exemption provides eligible BHA participants with exemption from quarantine requirements for the purpose of sport specific training and competition on return to England. Scheme entrants are still required to complete Government testing and additional daily tests under BHA supervision. See Section C below for full details.

b) Open Traveller –Individuals travelling to a green list country, or fully UK Vaccinated individuals travelling to (or transiting through) an amber list country are not required to self-isolate on return to England. UK Gov do still require pre-entry tests and a day 0-2 test.. BHA participants who wish to return to a GB Racecourse immediately after such international racing travel need to have their status approved by the BHA for this purpose. You may hold this status whilst using the EAE or Government schemes for other international journeys. See Section D below for full details.

c) Overseas Racing Notification – BHA participants who are not fully UK vaccinated and are not enrolled on the BHA’s EAE scheme can still race abroad. Those wishing to return to a GB racecourse after completing Government requirements should notify the BHA of their travel on completion of their Passenger Locator Form. See Section E below for full details.

d) International Participant Routes - International participants who wish to compete at a race meeting held under BHA Rules can do so after completing Government requirements.

Some international participants may wish to travel from an amber country that requires quarantine and testing measures for the sole purpose of competing at a BHA “Specified Event”. If so, the BHA International Elite Athlete Exemption (“EAE”) provides eligible participants with exemption from quarantine requirements for the purpose of sport specific training and competition after the BHA has seen and verified that the Government Day 0-2 test is negative.

International participants should notify the BHA of intended travel and make relevant application 10 days before the race meeting. See Section F below for full details.

***If you are travelling from or through a red list country, you are ineligible for any BHA

scheme assistance and must use the Government route to enter England*** The following annexes may assist with the following:

• Annex C – for BHA participants to aid with establishing the appropriate route and guide on UK Government and BHA requirements*.

• Annex D – for international participants to aid with establishing the appropriate route and guide on UK Government and BHA requirements*.

*You will need to separately ascertain requirements of any other country you are visiting / travelling from or through when making journey plans.

Section C: Domestic Elite Athlete Exemption (“EAE”) BHA participants travelling to an amber country for the sole purpose of attending a recognised race meeting and who are required to quarantine on return (because they are not fully UK Vaccinated) may apply for acceptance on the BHA’s Domestic EAE Scheme (see Section D for requirements of ‘Fully vaccinated individuals’). If you have already left Great Britain you are ineligible for this scheme. Accepted individuals will be sent written evidence to provide to UK Government on return to England. If granted EAE, individuals returning to England will be able to resume horseracing specific training and competition immediately, but must quarantine in accordance with Government requirements at all other times. All Government testing requirements are still required, together with additional daily supervised lateral flow tests for 10 continuous days after arrival. Applications must be made using the EAE England application form.

1. Domestic EAE Travel Behaviour and Requirements

1.1 2 metre social distancing must be maintained wherever possible. 1.2 A 3-layer face mask, covering your mouth and nose, must be worn where social distancing is

not possible, or as required by venue requirements. 1.3 Sharing transport must only be done if 2 metre social distancing can be adhered to.

1.4 Hand sanitizer should be used as a minimum before and after entering and exiting mode of

transport on each occasion. You should also take extra precautionary measures on

sanitisation of contact points and regularly sanitising hands.

1.5 Sharing a room must only be done if you are already a household bubble.

1.6 You must quarantine when not at the training or competition venue. You must not eat out or

attend other locations or events during your trip or whilst quarantining on return.

2. Domestic EAE Testing Requirements

2.1 Government Testing: Individuals must be tested as per UK Government coronavirus

(COVID-19) requirements whilst on the EAE scheme. All test results must be shared with the

BHA’s CMA as soon as they are received, to remain on the EAE Scheme. Current government

testing requirements for anyone who has been in or travelled through an amber list country

and/or territory are as follows:

2.1.1 A negative coronavirus (COVID-19) test result during the 3 days before you travel to

England. You must take the test in the 3 days before the service on which you will

arrive in England departs. The test must meet performance standards of ≥97%

specificity, ≥80% sensitivity at viral loads above 100,000 copies/ml. This may be a

PCR Test, LAMP test or an antigen test, such as a test from a lateral flow device. UK

Government requirements are detailed at this link.

2.1.2 PCR Tests taken on or before Day-2 and on or after Day-8: booked via this link. (Nb.

Day-0 = day of arrival in GB).

2.1.3 Optional Test to Release test (for early release from quarantine) taken after you have been in England for 5 full days: booked via this link.

2.2 BHA EAE Testing: Individuals will need to undertake daily supervised Lateral Flow Tests

for 10 continuous days from and including the day of return. The cost of these tests will be borne by the applicant. These tests may be taken face to face at NHS Community Testing Centres or using a BHA approved supervised online test provider. Details of providers are outlined at Annex B.

2.3 You cannot use an NHS PCR test for any of the above tests (these may only be taken if you

have coronavirus symptoms).

3. Domestic EAE Post Travel Behaviour

3.1 Except when undertaking horseracing specific training or competition, individuals granted

EAE must quarantine as per UK Government requirements. The quarantine period is continuous from the day you arrive in England and lasts for the next 10 full consecutive days after the day you arrived up until midnight of day 10. For the purposes of counting days, the day after arrival is considered ‘day one’.

3.2 Quarantine does not end until you have received both a negative result from your Day-8 test

and quarantined for 10 days, or have ended your quarantine early after 5 days, using the Test to Release for international travel scheme.

3.3 2 metre social distancing must be maintained wherever possible and we strongly encourage

best practice of wearing a 3 layer face covering at all times at the yard and as required by Behind Closed Doors Operating Procedures. If riding out a leg up may be received provided face coverings are worn.

3.4 You must travel alone to training (the yard) or competition (racecourse). No car sharing is

permitted. 3.5 You must take extra precautionary measures such as sanitising contact points and regularly

sanitising hands.

4.1 Individuals wishing to be considered must apply to the BHA using the EAE England Application Form at least 3 days before they leave Great Britain. Information required includes:

4.1.1 Full Name, Date of Birth and Quarantine address in GB. 4.1.2 Copy Passport. 4.1.3 Event Details (country, racecourse, race, horse and date). 4.1.4 Travel information consisting of travel method and journey details (you should

provide flight times and numbers, channel crossing timings, booking reference and operator, etc).

4.1.5 Location data including the full address of all locations that you will visit save for the racecourse (E.g. hotel).

4.1.6 Written copies in English of the Covid-19 secure protocols from any non-exempt countries visited in the 14 days prior to return to GB for review by BHA CMA.

4.1.7 Confirmation that Staff/Athlete will be travelling solely to and from the venue for training/horse care/competition purposes and will self-isolate when not attending.

4.2 Information will be reviewed, and further information sought as required. To accept individuals on the EAE Scheme, the BHA will need to be satisfied that the race meeting is being run in a covid-secure manner and you will need to provide evidence of how you will safeguard yourself when travelling and competing. The application form will ask for all the information we need to make a decision. Please take time to provide accurate and detailed information to assist us with your application.

4.3 In considering your application we may request for further written details, photographs, and/or

conduct a telephone interview to confirm information provided as part of the risk assessment process. Checks and monitoring will be conducted and, where considered necessary, further enquiries may be made to confirm the accuracy of the information provided and compliance with requirements.

5. Domestic EAE Written Evidence

5.1 A decision will be reached on your EAE application. Acceptance will result in you being provided with written evidence for your Passenger Locator Form and presentation at the UK Border on return to GB. You must notify BHA immediately if plans change and/or exemption is no longer required.

5.2 You must email the BHA’s CMA with all PCR Antigen Tests arrangements and results as soon as they are received. If a positive result is received or applicant shows Covid-19 symptoms, they must notify the NHS coronavirus service, BHA Medical and their employer immediately.

Section D: Open Traveller BHA participants who are fully vaccinated should apply for Open Traveller status with the BHA. Once accredited, you will be able to return to a GB racecourse immediately after travel to green or amber countries (provided Government advice does not state that quarantine is required regardless of vaccination status).

1. Applying for Open Traveller

To apply for Open Traveller status, BHA participants should complete the BHA Open Traveller form, providing relevant details including:

1.1. Full Name, Date of Birth and GB address. 1.2. Copy Passport. 1.3. A copy of your valid NHS COVID Pass or other equivalent documentation showing that you

have either:

1.3.1. Been Fully vaccinated under the UK vaccination programme: This means that you are fully vaccinated with an EU approved vaccine (2 doses of Moderna, AstraZeneca or Pfizer vaccine or 1 dose of the Janssen vaccine) in England, at least 14 days before the date you depart from England; or

1.3.2. Had 1 EU approved vaccine at least 14 days before the date you arrive in England (see above) and a test result from an accredited laboratory, which confirms previous COVID infection by a positive PCR test 14 - 180 days prior to the date of application. If a PCR result is unavailable, immunity must be demonstrated via a laboratory quantitative antibody test.

2. Grant of Open Traveller status

Provided all is in order with the data submitted, BHA participants will be granted Open Traveller status in accordance with the validity of your NHS COVID Pass.

3. Subsequent Overseas Travel

Each time you travel internationally to a green or relevant amber country where no quarantine is required, Open Travellers must provide the BHA with:

3.1. A copy of their completed Passenger Locator Form prior to returning to the GB (send to [email protected] and [email protected]); and

3.2. A copy of their pre-travel COVID-19 test(s) (send to [email protected] once available).

3.3. The day 2 test result (send to [email protected] once available).

Section E: Overseas Travel Notification (Government Requirements) Any BHA participant who is not using an EAE that has travelled from Great Britain to any country outside the Common Travel Area to attend a race meeting must follow UK Government testing and quarantine rules when they return. Full details of Government requirements can be found here.

1. Overseas Travel Notification Form

BHA participants who are attending an overseas race meeting and using government quarantine and testing routes on return to England must notify the BHA of their travel using this Overseas Racing Notification form. You will be ineligible to attend a GB racecourse until you have notified the BHA’s Chief Medical Advisor (“CMA”) of your travel and provided your final Government test result. We are asking participants to submit all test results to the Medical Team where possible.

Section F: International Participants attending a race meeting in England

All internationally licensed / registered Jockeys, Trainers and Stable Staff (participants) travelling to Great Britain to attend a BHA race meeting from outside the Common Travel Area must notify the BHA of their travel in advance using this form.

International participants must confirm their route of entry, provide all Government required test results to the Medical Team and advise if they have had a positive PCR Test/COVID-19 Infection in the 90 days prior to travel. International participants will be ineligible to attend a GB racecourse until all information has been provided to and assessed by the BHA’s CMA.

International participants who are travelling for the sole purpose of attending a “Specified Event” from an amber country who are required to quarantine may apply for acceptance on the BHA’s International Elite Athlete Exemption (“EAE”) Scheme.

Accepted applicants must quarantine after arrival, while undertaking Government testing. However, after the CMA has received negative Pre-Travel PCR and Day-2 PCR Test Results (or Day-5 Test to Release Result if sooner) approval will be given for individuals to attend sports specific training and competition, while self-isolating at all other times. Government testing requirements must continue to be met and results of all tests taken must be shared with the CMA to remain on the scheme.

1. International Elite Athlete Exemption (“EAE”) Travel Behaviour and Requirements 1.1. 2 metre social distancing must be maintained wherever possible. 1.2. A 3 layer face mask, covering your mouth and nose, must be worn where social distancing is

3. International EAE Behaviour in Great Britain 3.1. Individuals must quarantine on arrival in GB as per UK Government requirements.

3.2. Once the CMA has received:

3.2.1. a negative Pre-travel PCR test result; and 3.2.2. a negative Day-2 PCR or Day-5 Test to Release test result (whichever is received

sooner)

approval may be granted for international participant to attend sports specific training and competition, while continuing to quarantine at all other times. If no approval is given, the individual must continue to quarantine as per Government requirements.

3.3. International EAE’s must leave GB within 48 hours of the end of the Specified Event.

before arrival in England. Information required includes:

4.1.1. Full Name, Date of Birth and Self-Isolation address in England. 4.1.2. Copy Passport. 4.1.3. Recognised Racing Authority and licence/registration details. 4.1.4. Event Details (Specified Event, horse and date). 4.1.5. Details of any previous positive PCR Test/COVID-19 Infection in the 90 days prior

to travel. 4.1.6. Travel information consisting of travel method and journey details (you should

provide flight times and numbers, channel crossing timings, booking reference and operator, etc).

4.1.7. Location data including the full address of all locations that you will visit save for the racecourse (E.g. hotel, stabling if separate).

4.1.8. Written copies in English of the Covid-19 secure protocols from any countries visited in the 14 days prior to travel to GB for review by BHA CMA.

4.1.9. Confirmation that Staff/Athlete will be travelling solely to and from the venue for training/horse care/competition purposes and will self-isolate when not attending.

4.1.10. Confirm understanding of responsibilities and agree to comply with the information set out in the current Government Competition Guidance for Cross Border Competition, found here.

4.2. International participants are ineligible to apply for the International EAE scheme if they have already arrived in Great Britain.

4.3. Information will be reviewed and further information sought as required. To accept individuals

on the EAE Scheme, the BHA will need to be satisfied that prior to travel, applicants have only visited location(s) being run in a covid-secure manner and will need to provide evidence of how they will safeguard themselves when travelling and competing. The application form will ask for all the information we need to make a decision. Please take time to provide accurate and detailed information to assist us with the application.

4.4. In considering your application we may request for further written details, photographs, and/or conduct a telephone interview to confirm information provided as part of the risk assessment process. Checks and monitoring will be conducted and, where considered necessary, further enquiries may be made to confirm the accuracy of the information provided and compliance with requirements.

5. International EAE Written Evidence 5.1. A decision will be reached on the EAE application. Acceptance will result in the applicant

being provided with written evidence for their Passenger Locator Form and presentation at the

UK Border on arrival GB. You must notify BHA immediately if plans change and/or exemption is no longer required.

5.2. You must email the BHA’s CMA with all PCR Antigen Tests arrangements and results as soon as they are received. If a positive result is received or applicant shows Covid-19 symptoms, they must notify the NHS coronavirus service, BHA Medical and their employer immediately.

5.3. Applicants must notify BHA ([email protected]) on the day that they leave

England.

Section G: General Conditions / Changes to requirements Government: The coronavirus (COVID-19) pandemic has led to unprecedented international border closures and other restrictions. All countries may impose travel restrictions without notice, including cessation of current schemes or allowances. If you do travel, you should be prepared to accept quarantine requirements. That is 10-days quarantine and Government testing, potentially in a quarantine hotel, if the country and/or territory is added to the red list). BHA: The BHA reserves the right to change any testing requirements, processes and/or requirements to best safeguard horseracing in Great Britain from the spread of COVID infection. Any such decisions will be taken in accordance with UK Government advice. Exemption or Accreditation will be revoked if you breach BHA requirements, produce a positive test result, show Covid-19 symptoms or are required to Self-Isolate by any UK Government Agency. Participant: If any participant is knowingly in contact with a suspected case of COVID-19 or are formally notified as such by NHS Test and Trace they must immediately suspend any activity and go into isolation and notify the BHA CMA.

Breaching Requirements: Any deliberate or accidental breaches of these requirements will be investigated by BHA Integrity and may result in immediate suspension pending further action. Any individual found to have breached government and/or BHA requirements (including BHA Rules and protocols) or provided incorrect information the individual will:

• be subject to disciplinary action by the BHA; and

• have any BHA EAE or status voided and have to comply with UK Government policy. Border Force and Public Health England will be notified with any breaches.
