1. Introduction

1.1. Project Overview

The Sydney Metro is Australia’s biggest public transport project. The metro project currently consists of:

• Stage one is the Sydney Metro Northwest, formerly the North West Rail Link, connecting the north western suburbs of Sydney, through to Chatswood.

• Stage two is the City & South West project linking Chatswood through to Sydenham. • Stage three includes the upgrade of the existing rail line between Sydenham and

Bankstown.

Figure 1 shows the proposed Sydney Metro project and stages. Figure 1: Sydney Metro Project

1.2. Purpose of this Plan

The purpose of this Construction Traffic Management Plan (CTMP): VICTORIA CROSS SOUTH SITE DEMOBILISATION is to detail the site operations for the site demobilisation phase of the Sydney Metro City & South West project. This plan will set out the traffic management initiative that will be deployed to minimise disruption to and ensure the safety of the wide range of stakeholders potentially affected by the works, including but not limited to: motorists, pedestrians; cyclists; public transport users, local residents and property owners; business owners; and workers/staff engaged on the Project.

2. Locality and existing conditions The Victoria Cross South site is bounded by Miller Street to the west, Berry Street to the north, Denison Street to the east and 105 Miller Street to the south. The site is shown in Figure 2 below in red. Figure 2: Victoria Cross South site

2.1. Miller Street

Miller Street is classified as a regional road. Regional roads typically fall under Council care with control of the road exercised between Council and RMS, with RMS agreement required for changes. It commences at Blue Street in North Sydney and ceases at Cammeray. The speed limit on Miller Street is 40km/hr due to high pedestrian activity in this area. A bus stop exists to the south of the site in the indented bay. The bus stop services the following routes 168, 173, 183, 184, 185, 187, 201, 209, 227, 228, 229, 230, 252, 254, 286, 287, 291, E50, L78, L85 and L87. ½ P metered parking exists across the frontage of the site. A taxi zone is located north of the metered parking areas. AM Clearway (6-10AM) exists on the southbound carriageway with a PM clearway in operation on the northbound carriageway (3-7PM). The existing footpaths are 4.1m with approximately 1.0m of this allocated to street furniture including light posts, parking meters etc. There is a marked-on road cycling facility, south of the kerb extension. RMS and North Sydney publications denote Miller Street as an on-road cycling facility. There are signalised crossings on all legs of the intersections with Berry Street and Pacific Highway.

2.2. Berry Street

Berry Street is classified as a State road and is under the control of RMS. Berry Street commences west of the Pacific Highway and ceases at Arthur Street. The speed limit on Berry

Street is 40km/hr. Signals are located at the intersections of Pacific Highway, Miller Street, Walker Street and Arthur Street. Metered loading zones are installed between the kerb extensions and operate between 6AM- 10AM M-F. Outside of these hours the parking area reverts to 1P parking between 10AM-6PM M-F and 2P 6PM to midnight M-F. The existing footpaths have an effective width of 2.2m (property boundary to face of kerb is 3.7m with 1.5m of this allocated to street furniture). There are no cycling facilities along this section of Berry Street. There are signalised crossings on all legs of the Miller Street intersection.

2.3. Denison Street

Denison Street is a local road which connects Mount Street to Berry Street. Denison Street is one way southbound between Spring Street and Mount Street, and one way northbound between Spring Street and Berry Street. The street is signposted as a shared zone at its southern end, there is currently no signposting identifying the end of the shared zone, however through discussions with North Sydney Council, the shared zone ends at the intersection with Berry Street. A speed limit of 10 km/hr is in place. There is a pedestrian crossing immediately to the north of Spring Street, which is currently closed by the developer for 1 Denison St and a raised threshold outside of the entry of 1 Denison Street and Tower Square. North of this raised threshold the pavement is asphalt, whereas south is a brick paved surface. On the western side of Denison Street, at the Tower Square development, motorbike parking exists with full day and timed No Stopping restrictions across the various business driveways. On the eastern side, a work zone has recently been installed. 2P metered parking is also in place from north of the pedestrian threshold through to Berry Street on the eastern side with No Stopping restrictions in place across the apartment’s driveway. 2P parking on the western side of Denison St north of the pedestrian threshold has been converted to a timed No Stopping under the CTMP for site operations to facilitate truck and dog movements. The existing footpath width varies along the length of Denison Street. At the location where the raised threshold is located, the footpath is 1.9m. At the northern end of Denison Street, the footpath widens to 3.4m There are no known cycling facilities at this location.

2.4. Walker Street

Walker Street is a local road which connects Ridge Street in the north to the Pacific Highway in the south. A speed limit of 40 km/hr is in place. Restricted parking is installed for most of its length. The existing footpaths are approximately 3-3.5m wide. There is Stop control at the intersection with McLaren Street for McLaren Street traffic.

3. Site Demobilisation and Final Shaft Excavation Duration: 16 months

3.1. Works Required

3.1.1. Shed Demobilisation

Works in this stage will include removal of acoustic shed, installation of hoarding, crane lifts for removal of material and other ancillary works associated with demobilisation of the acoustic cover. B class hoarding will be installed around the site boundary to facilitate removal of acoustic shed which will be followed by installation of A class hoarding around the perimeter once the acoustic shed is removed. An indicative hoarding layout is included in appendix 1. Detailed hoarding designs for B class and A class hoardings will be separately submitted to North Sydney Council for approval. A number of activities in this stage will require lane closures and/ or footpath diversions, which will be restricted to off peak or out of hours. Refer to appendix 2 for Traffic Control Plans. All oversized plant and equipment deliveries will be scheduled out of hours for minimal impact on the surrounding network.

3.1.2. Final Shaft Excavation

The final shaft excavation at Victoria Cross South site will commence once the underground tunnels between the northern and southern sites are connected. At this stage, the northern site will be used for removal of spoil from the southern shaft. However. given the volume of material that needs to be removed from the site, there will be a period when spoil will be excavated from the northern shaft in addition to the use of existing driveways on Miller St and Denison St. The driveway on Miller St for access into site will be retained as long as possible but will eventually be decommissioned to allow for the excavation of the southern section of site. Several loadout options for the excavation of the southern section of shaft have been considered with the following selected based on their increased productivity and minimal impact on the surrounding road network. Option A for load out once Miller St driveway is decommissioned include using Denison St driveways for Truck and Dog access and egress from site while Option B will use the indented bay between the two driveways on Denison St. The option to use indented parking bay along Denison St for spoil load out will be used once the eastern footpath along Denison St is opened by Council and/ or contractors working on 1 Denison St. In summary, the haulage operations will have the following stages:

• Stage 1: Spoil removed using current access arrangements from Miller St and egress at Denison St (20 weeks)

• Stage 2: Spoil removed using 2x driveways on Denison Street. Acoustic shed will be removed, which will facilitate wider turning radius for access into site. (20 weeks)

• Stage 3: Spoil removed using the existing indented parking bay along Denison St. This stage will require a closure of footpath and pedestrian diversion to the eastern footpath on Denison St (12 weeks)

Swept paths and Traffic Control Plans for truck movements are included in the appendices. Excavation works will occur 24/7 within the acoustic shed. These works will be restricted to normal construction hours of 05:00 to 18:00 Monday to Sunday once acoustic shed is removed. The updated CNVIS allows for 24hr haulage with an increase in truck volumes, TSE site therefore will continue haulage during extended construction hours 0500-1800 Mon-Sun for activities associated with tunneling. Haulage volumes have been updated to allow for trucks to access site and leave loaded before the peak traffic flows access the commercial area surrounding Victoria cross. The comparison in truck volumes can be seen below in table 1. This proposal was discussed with NSC and their comments/ approvals for the extension is enclosed in appendix 6.

3.1.3. Equipment demobilisation:

The final stage of works on this site before handover to the follow-on contractor will include demobilisation/ removal of plant and equipment from the shaft. These works will include lifting of excavators, mobile cranes and other heavy equipment from the shaft using a 250T mobile crane setup on Denison Street. The crane’s footprint will span across the width of Denison Street requiring a full closure of Denison Street between Spring Street and Berry Street. General traffic is proposed to be detoured on Mount Street and Walker Street for access to Berry Street. These works will be completed on a weekend to reduce impact on the traffic network with the closure proposed to be implemented from 7PM on Friday till 5AM on Monday. Floats required to transport heavy machinery off site will need to reverse back from Berry Street onto Denison Street. This will require temporary closure of 2 lanes on Berry Street. A total of 15-20 movements per weekend will be required to complete these works, therefore, the traffic impact on Berry Street should be minimal as the lane closures will be implemented only for assisting the floats reverse back and will be removed once the floats are on Denison Street. The traffic setup on Berry Street will be implemented and removed for each set of floats and is not proposed to stay for the duration of the weekend. Oversized movements for works in section 3.1.1, 3.1.2 and 3.1.3 will include delivery of crane and floats for demobilisation of plant and equipment including drill rigs, ventilation fans, shotcrete rigs, roadheader, etc. All OSOM movements will be scheduled to occur out of normal construction hours and will require 3 lanes on Berry St to be occupied to allow for wider swept paths .Traffic Control Plans for Denison Street closure and lane closures on Berry Street is included in Appendix 2.

3.2. Operating Conditions

The main access is proposed on Miller St for the shed demobilisation phase and stage 1 of final shaft excavation. Access and egress will be via Denison St in the stage 2 and 3 of the final shaft excavation phases. There will be approximately 2320 truck movements per month. There will be minimal truck numbers during the peak periods (AM and PM).

3.2.1. Impact on Traffic Flows

The operation of the site will have minimal impact on existing traffic conditions as the traffic generation will be similar to the site operations phase. Vehicles will be restricted to left in/ left out on Miller Street and Denison St. Traffic generation at this site will typically be in the order of 2320 truck movements per month. Table 1 provides a comparison of the EIS (for excavation works), TSE traffic movements and revised truck volumes based from the revised CNVIS completed for the Victoria Cross Site. Local access to driveways along Denison Street will be maintained during works noted in section 3.1.3. Table 1 Average vehicle movements per hour

3.2.2. Impact on Public Transport

There is no impact to existing bus or taxi rank operations.

3.2.3. Impact on Pedestrians and Cyclists

Pedestrian management will be in place at the site entry/ exit points. There will be minor disruptions to pedestrian access during driveway decommissioning, acoustic shed demobilisation and final shaft excavation works. This will involve the existing footpath being narrowed along the length of the site, pedestrian detours and footpath closures during off peak hours. The western footpath outside site on Denison St will be closed for period of time when spoil trucks will use the indented parking bay along Denison St. As noted in sections above, this will be implemented once major construction works at 1 Denison St are complete and eastern footpath has been reinstated. Refer to Appendix 2 for Traffic Control Plans. There are currently no cycling facilities at this location. The western footpath on Denison Street will be closed during the crane lifts from Denison Street. Pedestrians will be diverted to the eastern footpath for the duration of the works.

3.2.4. Impact on Parking

Parking on the western side of Denison St between the northern driveway and Berry St has currently been converted to a No Stopping from 5AM to 5PM Monday to Friday and 8AM to 1PM on Saturday under a council work zone permit. This arrangement will be proposed to continue in this phase of works in addition to conversion of 3 additional parking spots on Denison St between Spring St and TSE site access as per the drawings in Appendix 1. Street parking along Denison Street will not be available during Denison Street closure for plant demobilisation. Works are scheduled over weekends and the impact of loss of parking should be minimal.

3.2.5. Staff parking and transportation to site

During the site demobilisation works, it is anticipated that there will be 15-20 personnel on site. There will be limited car parking spaces on site during site demobilisation and the use of these spaces will be limited to essential staff or subcontractor vehicles. Parking is also available for site staff at 194 Miller Street. The workforce will be encouraged to arrive by site using public transport, with most likely to use North Sydney Station, a 10-minute walk (800m) from site. All personnel will be informed that no parking is available within the local street system or on site.

3.2.6. Cumulative impacts

1 Denison St is being redeveloped. The developer has closed the eastern footpath along Denison St with pedestrians walking along TSE site frontage on the western side. Footpath closure and/ or diversions will need to be coordinated with the adjacent contractor. The current completion dates for 1 Denison Street development and reinstatement of eastern footpath is January 2020. Stage 3 of the final shaft excavation requires closure of the western footpath, which is scheduled to commence in Q2 or Q3 2020, and as such works should not overlap

between the sites. In case the footpath adjacent to 1 Denison Street is not reinstated by this time by the developer or Council, TSE proposes to implement pedestrian management to allow pedestrians to continue using the western footpath outside TSE’s site during stage 3 works with minor impact on pedestrian flow during loading operation. Traffic Control Plans with proposed pedestrian management are included in Appendix 2. Haulage trucks for TSE site will continue to use Miller Street and Denison Street as per stage 1 and 2 noted in section 3.1.2 till major construction works associated with the development across the road are completed.

3.2.7. Special Events

In reviewing North Sydney Council’s website for special events near the site. The Twilight Food Fair located in the park adjacent to North Sydney Council chambers and administrative buildings, commences on the 1st October and will continue through to the 2nd March 2019 every Friday between 1730-2100. Outside of this no other special events listed, which would be impacted by the works.

3.2.8. Traffic Control Plan (TCP) / Road Occupancy License (ROL) Identified Works

Works that have been identified as requiring a Traffic Control Plan are detailed below. Appendix 2 provides details on timing for implementation, the works being undertaken and the expected traffic impacts. 1. Pedestrian management during access/ egress2. Decommissioning of driveways on Miller St and Denison St.3. Lane closures on Miller/ Berry and Denison St for plant deliveries, acoustic shed

demobilisation and hoarding installation4. Full closure of Denison Street between Spring Street and Berry Street

3.2.9. North Sydney Council required approvals

Works that have been identified as requiring Council approval include: 1. Footpath occupation2. Work Zone permit for parking space occupation3. Stand Plant for traffic setups impacting parking spaces4. Full Road closure

3.2.10. Roads and Maritime required approvals

Works that have been identified as requiring specific RMS approval include: 1. Oversize and over mass vehicle movements (demobilisation of major plant and

equipment)

4. Fleet ManagementTrucks to be used on the project will be compliant with NSW legislation and standards including the Heavy Vehicle National Legislation. All heavy vehicle operations will be conducted in accordance with the Chain of Responsibility (CoR) Management Plan (SMCSWTSE-JCG-TPW-HS-PLN-002164). A combination of truck types will be used during the site establishment works. These trucks may be truck and dogs, bin trucks and 5t tippers.

4.1. Haulage Routes

Generally, the haulage routes will be via arterial roads/ freeway or Tollway. Where possible the routes have taken into account the requirements of the Environmental Impact Statement (EIS). It is noted that the EIS for this site access shows access via Miller Street and egress via Denison St. The routes in the first stage (Site Demobilisation) of the CTMP are in accordance with the EIS with a minor change in the inbound haulage route as shown in appendix 3 during the second stage (Final Shaft Excavation) of works. The second stage will require haulage trucks to use Little Spring Street, Spring Street and Denison Street as the primary inbound route. The Victoria Cross Station Modification Report routes are shown below in Figure 3.

Material will be removed from site using a combination of vehicles. These trucks will range in size from 5.5m to 19.0m and taken to authorised disposal sites around Sydney. Refer to Appendix 3 for details on the proposed routes.

4.2. Permits/ Over Dimensional Vehicles

Permit issue for vehicles greater than 45.5 tonnes is through the National Heavy Vehicle Regulator (NHVR). This applies to particular special purpose vehicles (SPV) such as mobile cranes and other oversize/over mass vehicles (OSOM). At present, RMS is currently undertaking this permit issue for State Roads and Council for local and regional roads. For over dimensional vehicles, generally vehicles that are greater than 25m length or 3.5m width require a pilot(s). Extremely long or wide vehicles will require an escort (fee payable). Permits will be applied for by the transport operator. Oversize vehicles will be required at this site for the delivery and removal of cranes, road headers, excavators, jumbo drill rigs and transport of structural sections of the acoustic shed. These deliveries will occur outside of peak hours and where required a lane closure on Miller Street, Berry Street and Denison Street will be implemented, refer to Appendix 2.

4.3. Drivers and Operators

Operator selection will be based on safety performance criteria. Operators and drivers will be required to have general construction industry induction cards and will be required to attend ongoing general project and site-specific inductions. All operators will be comprehensively trained with regard to community expectations and impacts from haulage operations. The induction will have a particular focus on operator behaviour. Operator competency and standards of behaviour will be continually assessed, and discipline procedures will be put in place to maintain compliance. Queuing of trucks in local streets around the sites will not occur as there will be sufficient designated area within site for trucks to wait. Trucks will arrive post the site start times.

5. Other Considerations

5.1. Road Safety Audits

Road safety audits will be undertaken during the development of the CTMP and upon implementation of the long-term work site. Refer to Appendix 4 for the audit report.

5.2. Weekly Traffic Forecast

A weekly traffic forecast is provided to local councils, RMS, Emergency Services, TfNSW, SCO and other stakeholders as requested. This forecast details the up and coming works and details of timings including hours of the day and dates of works that will impact traffic- road, public transport, pedestrians and cyclist.

5.3. Police and Emergency Services

The Police and relevant Emergency Services will be informed in a timely manner of relevant activities proposed within this CTMP. The initial communication to these stakeholders will be via the Traffic and Transport Liaison Group (TTLG). Regular updates will be provided to emergency services, including changes to road network configurations, changes to road conditions and worksite access locations, through emails and face to face discussions.

5.4. Communications and the community

The TSE will be responsible for the dissemination of information to the community including affected residents, relevant Councils, businesses and the public. Refer to Sydney Metro Community Consultation Strategy – Early Works. Where our works will impact on the travelling public, we will undertake the following:

• Public transport interruptions will be communicated via on site signage • Motoring public will be forewarned of any changes, including road closures, road changes

and lane closures well in advance using appropriate signage, including variable message signs (VMS), where identified on the plans.

5.5. Inspections and monitoring

The site will be monitored by the site supervisor. Any changes as noted in this CTMP, to signs/ lines that impact on the public will be monitored daily during site operating hours. Traffic control used for pedestrian management, lane closures etc. will need to provide records of the traffic control implemented. Any changes required to the traffic control set up will be authorised by a holder of an RMS “Prepare a Work Zone Traffic Management Plan” or equivalent.

5.6. Environmental Maintenance

All works will be undertaken in accordance with the TSE Construction Environmental Management Plan (SMCTSE-JCG-TPW-EM-PLN-002010) and associated sub plans including the Construction Noise and Vibration Management Plan (SMCSTSE-JCG-TPW-EM-PLN-002012). The TSE Works are also regulated by the NSW Environment Protection Authority and works to be undertaken outside of standard construction hours will need to comply with the requirements of the Environment Protection License.
