Stratégie pour une mobilité durable (MoDu 2.0)
Plan national de Mobilité 2035
Objectives :
– development of public transport with a much larger modal
shares for walking and cycling
– more efficient use of existing infrastructure and vehicles
– improvement in the quality of public transport service
SD actions1. Introduction of free public transport from 1 March 2020
Today, the Grand Duchy has the highest number of passenger cars per
inhabitant in the EU. More than 60% of commuters use their cars to get
to work, compared to just 19% who use public transport.
Main drivers of the free public transport initiative (according to minister
for mobility and public works François Bausch )
"It is primarily a social measure. The objective is to stop the deepening
gap between rich and poor. For people on low wages, transport expenses
matter. Therefore it is easier to make it free for everyone.”
- cutting congestion
- improving the environment
Annual revenue from fares – 41m euros – covers less than 10% of the
network’s 491m-euro operating costs.
Bausch says that the cost of implementing free transport is “minimal”.
SD actions■ The cost of Luxembourg's free public transport plan
Introduction of free public transport from 1 March 2020 National
transport unions are opposing the plan. “Making transport free might
lead to an increase in vandalism,”
SD actions■ More than 50 different measures:
1. Elaboration of mobility concept by municipalities supported by the Government
2. Expanding the national network of bike lanes
3. the "CoPilote" app, an interactive online platform that directly aims to make it easier for Luxembourg residents and border crossers to carpool
4. the national carsharing offer in the process of diversification will benefit from a federated view of the offers to facilitate the use
5. New instruments and modes of transport in individual mobility, including electric mobility, will continue to be promoted
6. intelligent guidance of the daily flow of commuters
7. Targeted subsidies for electromobility
8. 40-year cost-benefit analysis for each major transport project
9. tram, a flagship project of sustainable mobility
SD actionsIf I used public transport every day, I’d save around
2,000 euros annually," he says. "But it takes me 1.5 to
two hours to cover the distance, with a bus or train
departing once every hour. And if I miss the late bus at
19:35, I have no alternative but to take a taxi home.
Luxembourg’s transport network really needs
improving."
