thethemereflectsbothLorddahrendorf’sunderstandingofthedutyoftheintellectualto‘posethequestionsthatotherwiseno-onedarestoask’andhisconsistentfocusoneuropeastheultimatespacewiththepotentialtoachieverealandrelevantdemocracyandan‘opensociety’.italsoendorsesthereputationandtheobjectivesofthethreepartnerstopromotesocio-politicalprogressineurope.
theoverarchingaimoftheprojectistoshinealightonhowacademiacanhaveaproduc-tiveinfluenceonsocio-politicaldiscourse.itaimstooffereuropeanperspectivesononeof themostpressingglobalchallengesofour time.under theguidingquestion ‘howtopreventdangerousclimatechange?’theprojectproducesacademicallysoundreflectionsthatserveasthebasisforconcretepolicyproposalsontheeuropeanandglobalstage.theconcludingsymposiumbringstogetherleadinginternationalthinkersfromacademia,pol-itics,economy,civilsocietyandthemedia,fromgermany,theunitedkingdomandothereuropeanandnon-europeancountries.
fromSeptember2012onwards,undertheleadofhelmutk.anheier(deanandprofessorofSociology,hertieSchool)andarneWestad(director,LSeideaSandprofessorofinterna-tionalhistory,LSe),fiveworkinggroupsguidedbyacademicsfromthehertieSchool,LSegranthamresearchinstituteonclimatechangeandtheenvironment(gri),LSeideaSandthemercatorresearchinstituteoncommongoodsandclimatechange(mcc)haveas-sembledresearchersandpractitionersfromdiverseinternationallyrenownedinstitutionstoexplorethefollowingmajorthemes:

2. governanceandpolicyaspectsofclimatechange,hertieSchoolinBerlin
3. Socialandculturalaspectsofclimatechange,LSegriinLondon
4. economicsandclimatechange,LSegriinLondon

overall about 50 people from various institutions, disciplines and nationalities are in-volved.theyarejoinedbyfivedahrendorfpostdoctoralfellowsandonedahrendorfphdfellow.morethanfifteendahrendorfWorkshopsandeventshavealreadytakenplaceinBrussels,Berlin,London,dublinandparistodate(seebelow).thedahrendorfWorkshopsfulfillfourcorefunctions:firsttheysupportthecollaborativeresearchacrosstheworkinggroups,secondtheyfacilitatetheexchangebetweenacademicsandpractitioners, thirdtheypreparethecontentofthediscussionsforthesymposium,andfinallytheybuildupthedahrendorfnetwork.

thesymposium,secondinseries,istheclimaxoftheproject.itseekstofosterapositive,pro-europeandebateaboutthefutureofeuropetakingclimatechangeasfocaltopicbyaddressingandengaging,representativesoftheeuropeanandglobalelite inacademia,politics,economycivilsociety,andthemedia.thesymposiumwillbelive-streamedandrecordedinordertobepodcastedineditedform.thefirstday(14november)willfocusonsocialandlegalaspectsoftacklingclimatechange,governanceandpolicyaspectsandtheroleof infrastructure,particularlyenergy, inreducingcarbondioxideemissions.thesecondday(15november)willexploretheeconomicsofclimatechangebeforelookingateurope’sroleasadriverofinternationalaction.
atafollow-upworkshopinspring2014academicexpertstogetherwithpractitionerswilldiscussfurthertheresultsofthe2013dahrendorfSymposium.thewebsitewillbedevel-opedto includeallphotosandvideosof thesymposium.thedahrendorfBlogwillcon-tinue.theresearchpapers,whichwillbedraftedbytheworkinggroupmembersandfinal-izedintheaftermathofthesymposium,willbepublishedindifferentscientificjournals,ofhighrelevancetothetopicofclimatechange,aswellasinonespecialdahrendorfissuethroughout2014.

Lordralfdahrendorfforcefullyandrepeatedlywarnedagainsttakingseeminglycomfort-ablepolicyframesandpoliticalpositionsforgranted.heurgedacademicstoquestionthestatusquoandtochallengethepoliticalZeitgeist.
theeuropeanunionandthebroaderissueoftheideaofeurope,or‘dahrendorf’seurope’pro-videacaseinpoint.thesetdiscourseson‘europe’,andthenarrativeemployedinbothaca-demicandpublicarenashavebecomepredictableandritualizedintowell-definedpositionsassociatedwith‘supporters’and‘detractors’.thesepositionshavebecomereinforced,beitthroughpoliticalparties,coalitionsintheadministrationandministriesofmemberstates,themedia,networksofthink-tanksor,lastbutnotleast,academicsthemselves,whohavegener-atedmanycharacterisationsormeta-narrativesofwhattheunionisandshouldbe.
dahrendorf,writingin1990ontheaftermathoftheeuropeanrevolutionaryyearof1989,raisedthepossibilityofa‘democratic,unitedeurope’althoughherecognizedthatitwas‘asyetlessrealandrelevant,andcertainlylessgenerous.Still,thefortunateeuropetowhichwebelongexistsandhasacertainmagneticeffectevenifitdoesnotdischargeitsevidentresponsibilityveryimpressively’(after1989,p.12).
the2011dahrendorfSymposiumfocusedonthisambiguityofpositiveandnegativemeta-narrativesaswellasonthediversestakeholdersandforafordebating,challenging,realisingthesepluralandpotentiallyconflictual‘europes’andresettingpolicyandacademicdebatebeyondthedichotomiesofpositiveandnegative,internalandexternal,nationalandtrans-national.theSymposiumanditscorethemesengagedwithcentralissuesofthesometimesambiguouslevelsofresponsibilityforrealisingthese‘european’goals,andgrowingdebatesaboutthequalityofdecision-makingandadministrativecapacityintheeuropeanunion.

atatimeofperceived ‘crisis’of functionand identitywithineurope-alliedparadoxical-lywithvibrantpublicandpolicydiscussionandadiversecivilsociety-thepotentialityofdahrendorf’sdemocratic,unitedeuropetobecomerealandrelevantcouldbeseenasbothunder threat (from risingxenologies andnationalist discourses, or the creation of ‘non-european’judicialspaceswithintheeu)andclosetorealisationthroughparticipatoryde-mocracyandcivilsociety(forexampletheincreaseintheseactivitieswithinturkeysincethestartofitsaccessionprocessortrans-nationalactionlinkingmarginalisedcommunitiesacrosseurope).
theseinternalcomplexitiesarealliedwiththeemergenceofnewissuesimpactingonboththecapacityofeuropetoactandhaveinfluenceattrans-national,regionalandgloballevels,amongthemtheeconomicriseofasia,theimpactofthefinancialcrisis,limitedtraditionalandhumansecuritycapabilities,migration,andthemarginalisationofpopulationgroups.thesenewquestionsinvolvedifferentpolitical,economicandculturalfactors,contingen-ciesandpolicyoptions,thatareatbestincompletelyencompassedwithintheexistingeu-ropeanintegrationmodel.asaresult,thesecurrentandevolvingissuesanddevelopmentsconstituteacreativeandtimelydahrendorfianchallengetotheideaofeuropeandhowthisideaismade‘realandrelevant’.

Workinggroup2:governanceandpolicyaspectsofclimatechangein theuncertainpost-kyotoclimatepolicyarrangement, the roleof theeuasadrivingforceofclimatechangemitigationeffortsseemstobegainingimportance.Butthecom-moneuclimateandenergypolicy,eventhoughdefinedonaeuropeanlevel,isdrivenandtoalargeextentexecutednationally.hencethenationalcircumstancesareakeyfactortoagreeforaunifiedeuapproach.theresearchinthisworkinggroupconcentratesspecifi-callyonthegerman-polishcontext.thepolicy-orientedrationaleoftheprojectpositsthatifeffectivecollaborationcanbeachievedinsuchacomplexissueareabetweentwolargeplayerssuchasgermanyandpoland,itcanserveasasourceofinspirationandpractical,replicableexamplesforawider,eu-wideprocessofpolicyconvergence.
Withintheeuitself,thereisnounanimityregardingthewaysoftacklingclimatechange.divisionlinesseparatingdifferentapproachesandperspectivescrisscrosstheunion,butthestarkestoftheseisperhapsbetweenthe“old”memberstatesandtheir“new”central-easterneuropeancounterparts.thelatter,eagertocatchupeconomicallywithWesternneighbors,areoftenreluctanttotakeonclimatemitigationtargetswhichtheyfearmighthamperindustrialdevelopment.
theprojectlooksatthegerman-polishrelationship,comparingthetwocountries’domes-ticpoliciesaswellasassessingtheirneighborlycooperation.theresearchfocusesonthreeissueareas:renewables,energyefficiencyandinfrastructure.firstly,wetrytounderstandthelackofpolicyconvergenceintherenewableenergysector,andthelessonsthatcanbedrawnfromthevisiblepolicydivergence.Secondly,wewanttoexplainthedifferencesinenergyefficiencyimprovementsintheenergyintensiveindustriesofbothcountries.Lastly,weexplorethereasonsforastalemateinenergyinfrastructuredevelopmentwithinbothcountriesandespeciallyontheirborders(interconnectors),drawingtheaudience’satten-tiontothechallengesofmulti-levelenergygovernanceintheeu.

Workinggroup3:SocialandLegalaspectsofclimatechangethedahrendorfWorkinggrouponSocialandLegalaspectsofclimatechangefocusesonissuesofclimatejustice,climateinjustice,andhumanrights.unfortunately,awiderangeofscholarshiprevealsthatneitherhumanrightslawnorenvironmentalregulationandgov-ernancehavedeliveredtheparadigmshiftrequiredtotackletheconsequencesofclimatechange.thedebateoverclimateactionthereforeneedstoberadicallytransformed.mini-mally,concernneedstomovebeyondissuesofinterpersonaljusticeandrights,toembraceissuesofintergenerationaljusticeandintergenerationalrights.anappropriateresponsetotheclimatechangecrisis,however,maywellrequireevenmoreradicalmodificationstooursocial,legal,regulatory,andinternationalstructures.
inordertoaccomplishsuchatransformation,wemustaddressthestructuralissuesunder-lyingthecurrentcrisis.Wewilllikelyneedtotransformthecurrentconceptionofjustice(oneinvolvingadistributionofstaticbenefitsandburdens)toonethatisreflexivelyopenandadaptive.Wecannolongerfocusmerelyonafairandequitabledistributionofgoods(althoughthoseissuesremainimportant);weneedtoconsidertheinherentlynormativerolethatcoalitionsplayinadynamic,responsiveconceptionofclimatejustice.according-ly,inseekingtounderstandthesocialandlegalaspectsofclimatechange,greaterempha-sismustbeplacedontheroleofdiversecoalitionsemergingatmultiplelevels(fromthelo-caltotheglobal)inmultiplediverselocations.inshort,oursocialandjuridicaldesignmustreflectthefactthatwhileoncethefutureassimplygiventous;nowitmustbeachieved.

arules-basedsystemcouldautomaticallyaddorwithdrawallowancesfromthemarket,basedonasetofagreedrules.indoingso,thesystemcouldkeepthepriceofallowancesmorestableandlessvulnerabletodemandshocks.theworkinggrouphaslookedathowarule-basedsystemcouldbedesignedandwhateconomicandregulatoryindicatorswouldneedtobeconsideredinitsrulesforoperation.

analternativeoptionforreformistheformationofanewindependentauthority,oreu-ropeancarbonBank,withtheauthoritytobuyandsellallowancestomanagesupply,ascentralBanksdoforinterestmarkets.thedesignandfunctionofaeuropeancarbonBankhasbeenafurtherareaofresearchfortheworkinggroup.
