• In 1906 the Criminal Code of Canada was amended

• The term “Lottery Scheme” was introduced

• Gaming progressed from being Federally regulated to being Provincially regulated

• Over the 20th Century, gambling has expanded from a prohibited activity to a large-scale, provincially-operated industry

• Now the provincial governments, non-profit organizations and the federal government all benefit from gambling revenues

• Gaming events can be run by community groups to earn revenue to benefits your programs and services

• Most gaming in BC requires a license to run– Must be applied for prior to the event

• Licensees are responsible to make sure they are following guidelines and standard procedures

• Licence is valid for 12 months for a series of similar gaming events– Ticket Raffle: tickets must be sold within a 6

month period

• Single licence may authorise multiple events as long as the location is listed and events are similar– For a series of ticket raffles, each of which has

a selling period of more than a day, a single licence may be approved

• Number of events allowed to be held in a year– Class A Ticket Raffle- no limit– Class A Independent Bingo- 104 events– Class B Bingo or Ticket Raffle- no limit

• However, for each licence, anticipated revenue must be less than $20,000

• Any group that accumulates more than $20,000 is subject to Class A reporting requirements

– Class B Poker- 52 events, can’t host more than 1 a week• Gross revenue: each event < $10,000, 12 month

period <$20,000

– Wheel of Fortune- 52 events– Social Occasion Casinos- 52 events

• Minors cannot be present at a gaming event or participate as a player or worker– Under certain conditions, minors can buy and

sell raffle tickets, and be permitted to attend (but not play) at independent bingo events

• Licence can be cancelled or amended if the event hasn’t happened yet– Written request with 2 signing authorities

• GPEB can refuse to issue a Gaming Event Licence– Can also cancel, suspend, impose new

conditions on, or vary the existing conditions on a licence

• Eligible Expenses– Advertising and promotion costs related to

the event; – Wages and salaries of staff conducting the

event; – Bingo paper, staffing and associated costs of

the event; – Cards, chips, table rentals and advertising

costs attributable to the poker event; – Ticket and other printing costs attributable to

the event; – Postage/mailing costs directly related to the

– Rent for venue(s) used for your event; – Contract fees for gaming services providers or

accounting firms attributable to the event; – Processing fee for gaming event licence; – Costs related to prizes, such as transporting

the prizes to ticket selling venues, repair and maintenance of the prize, or insurance for the prize;

– For Class A licensees, fees or commissions paid to ticket sellers, which cannot exceed 10 per cent of the price of each ticket sold; and

– Volunteer out-of-pocket expenses.

Gaming Events at Liquor Establishments

LCLB Liquor Licenses Games Permitted

Liquor Primary Age-restricted: 19 years and over (e.g.: bars and pubs).

Ticket raffles and independent bingos.

Where minors are allowed in licensed areas (e.g.: recreation centre lounges).

Ticket raffles.

Food Primary Establishments that have no age restriction (e.g.: restaurants).

Ticket raffles.

Special occasion liquor-licensed events

Age-restricted events: 19 years and over.

Ticket raffles and independent bingos.

Where minors are allowed in licensed area.

the Standard Procedures for Class D Ticket Raffles and Independent Bingos

– Disburse the gaming event net proceeds in accordance with the GPEB approved license

– Be accountable for the Gaming Funds– Comply with Canada’s Criminal Code, BC

Gaming Control Act and Regulation and GPEB By-laws and conditions

– Ticket raffle: all sales and draws must occur within a 6 month period

• More than 1 ticket raffle can be conducted under a single gaming event– Each raffle must be the same type with similar

selling periods– Number of tickets must be similar– Price of tickets cannot vary more than $10

• An application for a Class C gaming event licence will be returned to the applicant if planned expenses exceeds the permitted percentage

• Applications from licensees that exceeded the percentage under a previous licence will not be approved until the organization submits a written explanation of why the requirement was not met, accompanied by a plan for how the requirement will be met in future

• A second failure to meet the requirement will result in refusal of future gaming event licences for at least 12 months

• Only the Board of a not-for-profit operating an approved fair or exhibition in its community is eligible

• An organization is eligible if:– Be operated as a non-profit organization for

the benefit of the community;– Have a record of successfully operating an

approved fair or exhibition in its community– Own or control the grounds where the fair or

exhibition takes place;

• An organization is eligible if:– Have board members that do not receive

remuneration or other financial benefit for their services as an executive member; and

– Meet the Province’s standards for financial accountability

• Fairs/Exhibitions may be approved by the General Manager if:– Be open to the public;– Be presented annually; – Be of at least three days duration; and– Include numerous competitions or displays of

• If eligible, the fair/exhibition may apply for additional funding through a gaming grant– If the organization makes more than

$250,000 through its licensed gaming activities, it is ineligible for a Gaming Grant

• All Licences must comply with the Advertising and marketing Standards for the BC Gambling Industry– Contain a responsible gambling message,

where required– Do not use minors to promote gambling– Are not directed primarily at minors– Factually reports the chances or odds of

winning, when provided

• Must not be advertised before the event licence is issued

account are signed by at least two of the organization’s signing officials

– Submit a Gaming Event Revenue Report– Submit a Gaming Account Summary Report

• Licensees generating more than $250,000 in gross revenue from a single event will be audited by the Branch– Other licensees are subject to periodic audits
