Executive Summary
Inthesmallruraltownof Tofinocommunityisessential.Ourcommunityconsistsof awidediversityof residents,fromthein-digenousNuu-chah-nulthFirstNationstotheearlysettlingfamiliesof loggersandfishermantothemorerecentbusinessentrepreneurs,natureenthusiasts,tourismserviceprovidersand,moreandmore,agrowingretireepopulation.Weasacommunityarefirmlycom-mittedtomakingsureTofinocontinuestobeavibrant,healthyandsafeplacetoliveforpeopleof allbackgroundsandagesformanyyearstocome.Inthesmallcommunityof Tofino,ourdedicatedmunicipalleadersworkdiligentlyonthechallengingtaskof strategicallybalancingdiverseprioritiesof themanysegmentsof thecommunity.Tosupporttheseefforts,inMarchof thisyearAgeFriendlyTofinowaslaunchedincollaborationwithAge-FriendlyBC’sinitiativetohelpruralcommunitiesinBritishColumbiabecomemoresupportiveof communitymembersinthe55+agedemographic.Thegoalsof AgeFriendlyTofinoaretoassessourcommunity’sresponsivenesstotheneedsof olderTofinoresidents,developrecommendationsandimplementstrategiesthatwillsustainandhelpTofinoinbecomingmoreage-friendly. Using theWorldHealthOrganization’sGlobalAge-FriendlyCity frameworkand theAge-FriendlyBC“BecominganAge-FriendlyCommunityLocalGovernmentGuide,”webeganathoroughassessmentof whatthecommunityperceivedtobeourstrengthsandweaknesseswhenmeasuredagainstthe8featuresof anage-friendlycommunity.Theassessmentstageincludedinterviewswithlocalseniorsandseniorserviceproviders,focusgroupdialogues,acommunityroundtableeventandawrittensurvey.Thisreportsignifiesthenextstepinourwork.Wehaveidentifiedandrecommendedaseriesof goalsandactionsthatwillimprovetheinfrastructureandsup-portsforthegrowingretiringcommunityandpositionTofinoasanAge-FriendlyBCcommunityanddestinationthroughtheyearstocome.Thegoalsandactionssuggestedreflectthevoicesof localolderadults,seniors,senior-careprovidersandinterestedstakeholders.Thesuggestionsarefurthermorelargelyinalignmentwithavarietyof thegoalsandobjectivesinTofino’sOfficialCommunityPlan.Theassessmentresults,goalsandactionplanaredetailedinthefollowingpages.TogethertheMayor’sOffice,TownCouncilandDistrictof Tofinostaff willworkwithlocalpartnerstoimplementtherecommendationsincludedinthisreport.Welookforwardtosharingwithyouacommunitymorethoroughlyequippedtocareforandsupportourdiversepopulation.

The Premise
Age-Friendly Cities
Inresponsetotheparallelglobaltrendsof populationageingandincreasedurbanization,theWorldHealthOrganization(WHO)initiatedtheGlobalAge-FriendlyCitiesprojectin2006.‘GlobalAge-FriendlyCities:AGuide’wasdevelopedtohelpcitiesworldwideprepareforboththeresourcesandchallengesof agrowingseniorpopulation.TheWorldHealthOrganizationrecognizesthatolderpeoplearearesourcefortheirfamilies,communitiesandeconomieswhensupportedbyanenablinglivingenvironment.TheWHOhasoutlinedeightfeaturesof anage-friendlycityorcommunitythatsupportactiveageing,socialhealthandqualityof lifeaspeopleage.

Age-Friendly British Columbia
Canadahasbeenpartof theAge-Friendlyinitiativefromthe very start.The fourCanadian cities of Halifax, Portage laPrairie,SaanichandSherbrookeeachparticipated-alongside33other international cities- in the initial research and assessment supportedbytheWHO.
British Columbia has independently supported the creation of age-friendlycommunitiessince2007.TheAge-FriendlyBCinitia-tivewascreatedtomakeiteasierforolderresidentstoageactively,toliveinsecurity,toenjoygoodhealthandcontinuetoparticipatefullyinsociety.AccordingtoAge-FriendlyBC,inanage-friendlyBC community, policies, services, settings and structures enableolderpeopletoageactivelyandindependentlyby:
j Recognizingthewiderangeof capacitiesandresources amongolderpersons;j Anticipatingandrespondingflexiblytoaging-related needsandpreferences;j Respectingdecisionsandlifestylechoices;j Protectingthosewhoaremostvulnerable;andj Promotinginclusionandcontributioninallareasof communitylife.
Age-Friendly Tofino
InMarchof thisyeartheDistrictof Tofinoundertookthetaskof becominganAge-FriendlyBCCommunity.TherearesixstepsonthepathtowardsbecominganAge-FriendlycommunityasoutlinedbyHealthyFamiliesandAge-FriendlyBC.TheDistrictcompletedthefirsttwosteps,formingasmallage-friendlywork-inggroupandpassingalocalcouncilboardresolutiontoactivelycreateadesirablelocationforpeopleof allagestolive,workandretire.TwoCouncilorsappliedforandreceivedastart-upgranttobegintheprocess.Thecompletionof thisAge-FriendlyTofinoCommunityActionPlansignalsthecompletionof stepsthreeandfour.Step threewasconductingacommunity-wideage-friendlyassessmentandreportingthefindings,describedin“TheProcess”section of this report. The fourth stepwas creating a plan of action in response to thevoicesof local seniors, caregivers andserviceproviders.“ThePlan”sectionof thisreportdetailsthosegoals and actions.The final steps toward becoming recognizedasanage-friendlycommunityareimplementingtheCommunityActionPlanandmonitoringAge-Friendlyprogress inourcom-munity.Byfocusingononegoalatatimeandtakingsmallstepsof action,theDistrictof Tofinotogetherwithotherstakeholdersandcommunityorganizationscancontinuetobuildupacommunitywherepeoplearesupportedtoageactivelyandwell-connected.

District of Tofino Community Profile TofinoisasmallremotecommunityontheWestCoastof VancouverIsland.Gracedwithanabundanceof naturalbeauty,bor-deredbyPacificRimNationalParkReserve,supportedbyseasonaltourismandsmalloldfishingtownatheart,Tofinodrawspeopleof allagesandculturestocallherhome.Thesmallandremotenatureof theTofinocommunitypresentsmanyassetsforageingactivelyandindependently,includingbeautifulsettingsforoutdoorrecreation,plentifulseasonalemploymentopportunities,asmall-towncom-munityfeel,inclusiveandrespectfulattitudes,asmallwalk-abledowntowncore,avarietyof servicesandcommunitysupportsanddi-versepossibilitiesforcommunityengagementandvolunteerism.Thereare,however,anumberof challengesalsofacedbycommunitymembersastheyseektoagewellinTofino.Someof thesechallengesincludelimitedhousingandtransportationoptions,fewservicesandresourcescateredspecifically forseniors,highpropertytaxesandcostof living, largecommutestoout-of-townspecialisthealthservices,shortageof seniorassociations,programs,recreationvenuesandlackof aseniorsassistedlivingcarehome.Despitethesechal-lenges,theproportionof olderpeopleresidinginTofinocontinuestogrow.AccordingtoAgeFriendlyBC,in2009justunder15percentof BC’spopulationwas65orolderandby2036thisproportionisprojectedtobenearly24percent.InTofino,nearly25percentof ourresidentpopulationwas55andoverin2011.Atthegivengrowthratethisnumberisprojectedtoincreaseupto30%inthenexttenyears.Aswelookintothefutureandseeagrowingnumberof retireesinTofino,wemustprepareforboththeresourcethatcontributingseniorscanbetothecommunityaswellasinitiatetheadditionalservicesandsupportsthattheywillneedtoageactivelyandstayinvolved.

Purpose & Goals
Thepurposeof theAge-FriendlyTofinoAssessmentandActionPlanistoincreasethestructuresandsupportswithinourcommunityformembers55yearof ageandolder.TheDistrictof Tofinoseekstofullyutilizetheplethoraof assetstheretiringdemographicbringstothecommunityaswellascarefortheiruniqueneedsandconcerns.
Thegoalsof thisinitiativewereto: j UnderstandhowTofitiansexperienceaginginTofino. j UnderstandboththestrengthsandchallengestoactiveaginginTofino. j Analyzegapsintheservices,structuresandsupportsof theTofinoinfrastructure. j Identifyshortandlongtermgoalstomakeoutdoorspaces&publicbuildingsmoreage-friendly. j IdentifyshortandlongtermgoalstosolvehousingandtransportationchallengesforseniorsinTofino. j Identifyshortandlongtermgoalsregardingsocial,recreational,employment,communicationandhealthneedsof seniorsandelders. j Identifypotentialsourcesof fundingandcommunitypartnersforthefuturedevelopmentsandinitiatives. j Identifywayslocalbusinessownerscanmaketheirbusinessesmoresupportiveof seniors/elders. j Recommendwaysinwhichmunicipalpolicy,planning,programsandservicescanbetterpromoteanelder friendlycommunity. j Identifypartnersandprocessesthatcouldaddresstheaforementionedneeds.
The Process

Assessment Methodologies Fourdifferentassessmentmethodologieswereutilized fortheAge-FriendlyTofinoCommunityAssessment. First, a publicround-table event was hosted at theTofinoCouncil Chambers,with26seniorsandinterestedcitizensinattendance.Communitymemberswereinvitedtogivefeedbackonalleightfeaturesof an“Age-FriendlyCommunity”asoutlinedbyAgeFriendlyBCtoseewhereweasacommunityaresucceedingandwheretherearegapsthat canbe identified.Second, two focus groupswerehosted todigdeeperintotheDistrictof Tofino’scurrentassetsforthe55+agegroupaswellasbarriers toageingactively thatare faced inourcommunity.Four local seniorsattendedthefirst focusgroupandfivecommunitymembersof variousagesattendedthesecond.Third, eight interviewswere conductedwith community serviceproviders, includingdoctors,homecarenurses,hospitaldirectorsandfamilymemberswhocareforaseniorrelativeintheirhome.ServiceproviderswereaskedwheretheyseegapsinTofino’sser-vicesandseniorcare.Last,awrittensurveyof eightshortanswerquestions was distributed to one hundred local residents in the 55+ agedemographic.Forty-threeof thesesurveyswerecompletedandreturnedwithinthegiventimeframe.Thedatafromeachof theseassessmenttoolsissummarizedinthefollowingthreesections.

Inventory of Tofino Services AssuggestedbyAge-FriendlyBCaninventoryof essentialservicesforseniorswasinventoriedtoseewherewestandasacom-munity.Outof 45essentialservices,25areprovidedinTofino.Someof theseservicesareofferedthroughtheDistrictof TofinoortheVancouverIslandHealthAuthority(VIHA)andothersareprivatized.MostVIHAseniorservicesarethroughreferralonlyandprivatizedservicescanconstituteahugeexpensetoseniors.ThebiggestgapinTofinoservicesforseniorsisinhomecare.WhileTofinodoesoffersomeamountof homecarethroughVIHAreferrals,thenumberof homecarepersonnelandservicesofferedareinsufficienttomeettheneedsof ourtown.Of specificneedareanimprovedsystemof casemanagement,morein-homeworkersandanincreaseinservicesofferedtoincludelaundry,meal-preparationandbathing.Thesecondlargegapliesintransportationandtravelassistance.Tofinolackssenior-specifictransportationservicestohelpseniors,especiallythosewithmobilitychallenges,gettosocialevents,in-townchoresorout-of-townmedicalappointments.
