Senior Consultant The Senior Consultant is responsible for evaluating existing systems and/or new user needs to analyze, design, recommend, and implement information system changes. Consultants typically are familiar with a variety of the field's concepts, methodologies, practices, and procedures and rely on experience and judgment to plan and accomplish goals. Consultants are able to perform a variety of complicated tasks with minimal or no direct supervision. Defines system and application architecture and provides vision, problem anticipation, and problem solving ability to organization. Consults with client to define need or problem, conducts research, performs studies and surveys to obtain data, and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. May lead and direct the work of others. A wide degree of creativity and latitude is expected. Typically reports to and/or receives strategic direction from an executive or a manager. Senior Consultant 1 Years of Relevant Experience:

8 to 11 years

Preferred Education:

4 year college degree or equivalent technical study or advanced degree

Role Description: Understands government business process and operations Ability to transition business processes into business and technical

requirements Project Management experience Reviews, analyzes, and evaluates business systems and user needs Works well with IT and functional areas Designs architecture for an organization on an enterprise level Evaluates and revises business processes Leads and directs the work of others Anticipates and resolves issues Sets deadlines, assigns responsibilities, and monitors progress Proficient in one or more project management tools Ensures that all project goals are accomplished according to specifications

management • Consults with management to determine information requirements of

The catalog lists the actual prices for each job title, skill level, area, and skill category. Purchase orders written against the SAP contract which are already approved or in the approval process do not have to be recreated; but future changes to those resulting purchase orders will require a new purchase order. Change Order # 6: Introduced Amendment #2 which among other things allowed for purchase orders to be issued for work that could go out as far as 6 months after the expiration of the contract. Amendment #2 stated: Commonwealth agencies may issue purchase orders against the Contract. These orders constitute the Contractor’s authority to make delivery. All purchase orders received by the Contractor and issued no later than thirty (30) days prior to the expiration date of the Contract are acceptable and must be performed in accordance with the Contract. Contractors are permitted to accept purchase orders which require performance extended beyond those performance time periods specified in the Contract but in no event longer than six (6) months after the expiration date of the Contract period. Each purchase order will be deemed to incorporate the terms and conditions set forth in the Contract. Question: Why must I change the purchase orders that I created to go beyond the end of the contract. Answer: The staff aug contract expires every year on April 10th; renewals for year 3 - year 4 and year 5 were to be negotiated and mutually agreed upon in order for us to continue to use the contract. Knowing that it was possible for the negotiations to break down and the contract not be renewed we decided to amend the contract to allow for 6 months of staffing if the contract was not renewed. This was meant to be a safety net, and allow for service to be received in the event that the contract could not be successfully negotiated. The confusion stems from some agencies hoping that they can take advantage of the 6 month extension months before the contract even expired. Question: If I expect a contractor to be on staff from now until June 30, 2008, how do I maintain that continuity? Do I need to recreate the people click request, etc, essentially starting from scratch from April 11 to June 30? Renewals in the past have required an updated People click requirement, CoP review and approval, and a new line item on the purchase order (or a new purchase order) to allow for the new pricing to pull in. This has not changed. Change Order # 7: Contract renewed for an additional one (1) year period. The renewal extends the contract term from April 11, 2008 through April 10, 2009. Change Order # 8: Need rates were negociated; these new rates will affect any new purchase orders created on February 11, 2008 and forward. Any extension to previously created purchase order on or after February 25, 2008 must also reflect the new rates. Question: There are two dates on the Change Summary (change # 8); February 11th, and February 25th. Please clarify the difference between the two dates and how they apply? Answer: February 11 is when we signed the renewal with CAI, and new pricing became effective for new work. A new fixed rate card with a 10% reduction to all rates for all positions. The Sr Consultant 1, Sr Consultant 2, and Sr. Consultant 3 job categories are being eliminated. The addition of specific high-level technical job categories, such as Programmer 4, Sr. Business Subject Matter Expert, Sr.

Data Architect, Sr. Architect and Sr. Program Manager, are being added to replace the Sr. Consultant job categories.

Please note: Agencies with resources engaged in one of the current Sr. Consultant categories, will need to select the most appropriate new category. A new Peopleclick requirement and revised PO will need to be issued in order to maintain the engagements after July 1st.

The introduction of the Help Desk Analyst category to handle all level 2 support needs. The Help Desk Analyst category

will replace the current Helpdesk Support category. If your agency has resources engaged in a Help Desk Support role, your staff will need to analyze the new category to if the Help Desk Analyst 1 category is appropriate for any extensions.

An updated skill category matrix that reflects the latest technological demands in the marketplace. The addition of an Exception Category with an open bill rate, as opposed to a fixed rate, was added to accommodate

unique high-level requests. Usage will be tracked as DGS/OAOIT Approve only. CAI will provide feedback to agency approvers as to whether the request is unique and has not been filled by an existing job category and will provide recommendations on the bill rate based on industry research for similar positions.

Supplier Communications CAI is communicating these changes to the supplier network and is working with DGS to time the communications appropriately. CAI’s first communication will be to those firms with employees working under the contract, so that those firms can inform their employees of the changes. The second communication will be to the full supplier network so that they may make any changes necessary to their business processes.

Important Dates The new rates will be available in SAP on May 4th so that purchase orders can be revised and approved before the May 22nd procurement black-out deadline. The new rates and requirements will be available in Peopleclick on May 4th, and they will be labeled version 4. CAI will communicate the user process to your Peopleclick users. These changes will become effective on July 1st., and require the issuance of a new or revised purchase order to accommodate the reduced bill rate or new job category.
