    Chairman Carroll Davis opened the meeting at 8:20 following an overhead presentation for

    orientation of new members.

    Minutes of the last meeting were approved, pertinent announcements and items of interest from the

    previous night’s Executive meeting were made. The changes in the schedule were given and the change

    in chairmanships. (See Exec. Minutes)

    It was noted that today’s attendance at the opening meeting is twice what it was last year.

    Meeting was adjourned around 8:30 AM.

    • Revision of E-572, Anal. of Stainlessand Alloy steel by X-ray Fluor. Twonegatives were withdrawn after edito-rial changes.

    • Withdrawal - X-ray Em. Spec. Anal ofLow-Alloy Steels and Cast Irons. Neg wasfound persuasive, with the condition offorming a task force to review and updatethe method to include more modern instru-mentation.

    Task Groups• Low Level Carbon - new report• ICP (multielement) - Howard Vail

    reported on this new method and that heis writing a new draft. He needs 3 or 4labs to test new methods of sample andreference material prep.

    • AISI - David Watters reported that technical committees havebeen put on hold due to business conditions causing most mem-bers to not attend meetings.

    • ASTM, A-4 - Denney phoned in with nothing to report.• ISO TC 17/SC1 - Flinchbaugh reported by email that the next

    meeting is scheduled for Oct, 2002 in London. Activity sharplyreduced in US due to downsizing in the steel industry. One brightspot is China, which seems to have substantial time, talent, andperseverence to contribute.

    ASTM ProficiencyTesting ProgramsDavid Bradleyreported to E-1.21that the carbonand low-alloy steelprogram has 99participants. TheSS program has40 partaking.

    New Business• International Pilot Program - John Sieber from NIST de-

    scribed a program to determine Cr, Mo, Ni, and Mo inlow alloy steel using methods available in industrial labsto demonstrate the state of international comparability. Seeminutes for more information.

    • E415 & E1086 - Jeff Weller offered help to find labs for anew testing program to add data so as to cover instrumentsusing a nitrogen filled optic chamber for the det'n of UVwavelengths and air-path optics for the balance of the ele-ments. Those interested in joining a task group should

    contact Bob Brammer.• E1019– A request was received to add hydrogen tothe procedure. Brammer will look into theavailability of materials for use in calibrat-ing and testing for hydrogen by a fusionmethod. The method also has improper useof terms, such as 'standard'. Brammer willsubmit a correctable copy of the method toASTM Editorial Department to makechanges.

    – A correction to E1019 has been made in Section 1.1 Scope tomatch the scope in Section 20 concerning sulfur.

    • E 350, section 1.2 has a typo (this editor was confused as towhat really has been done to correct).

    • Dulski, has brought up the need to renew discussion on largeunwieldy standards such as the E350 series. He suggested agatekeeper concept for handling these multi-elemental meth-ods. A couple of volunteers for some of the elements and groupsof elements came forth, with a request for more. All E350 throughE354 series will be done together.

    • W by ICP - A new method that is waiting for E1.06 to completetesting of its procedure for anal. of Ti by ICP before proceeding.

    • Glow Discharge Anal. of Cast Fe, another new method. Test kitshave been sent to several labs.

    • E-1806 - two sections of procedure needs revision. They are 9.3on spoon sampling and 9.5.1 on sampling for oxygen.Flinchbaugh will report something within the next few weeks.

    should be used or should "master alloys" be used.General feeling was the term that "master alloys"should be used in sections 12.1, 12.2.1 and 12.2.2.in E 400.

    • E 945 – A neg. by Beckwith. After discussion,negative will be withdrawn with editorial changes.

    • E1031 – A neg. was withdrawn by A. Schrimshaw.• E 01.02.02– Mold Flux methods needs to be fin-

    ished. XRF method will be taken over by SingHa.

    • E 01.02.05– Carbon-Sulfur data has several sets of data

    to be presented.

    New Business• ZnO method for Zn dust – Discussion by

    Bucknam and Beckwith brought out suggestionto move this procedure to the new E01.05subcommittee.

    • BiO vs PbO F/A – Newmont is involved in astudy. McCann says BiO will work only in goldwork, however, fire assay furnace and cupella-tion changes do occur.

    • E402 – A motion passed to accept having anegative withdrawn with editorial changes.

    • Evaluation of Balances –T.G. Chairperson, A. Crochetreported that the test has beencompleted. Discussion of re-sults will be put into the "Aids for Analysts" inthe proficiency test program report.

    • Ag/Pd Alloys – Savolainen received a copy of aHandy (a company) gravimetric method from

    Worthington. A template forASTM methods is on the website.In support of request from JohnThomashefsky at METECH.

    Proficiency Test• Dave Bradley reported that 30labs participated in the last test,and net loss of 5 labs from 2001.An appreciation was expressedfor the continuing statistical re-view of the P.T. data by JimKanzelmeyer and John Norris.• Au samples are ready for rug-

    gedness testing of the effect of Pb weight. A studywill include temp., sample wt., Pb wt., Hi and Lo

    Au content and Cu.• Consensus for 2003 Au con-tent in 4 samples are 80-82, 58,97, and 20%.

    New Business• A. Savolainen reported on hisICP method for the Anal. of Ptand Pd. Accuracies of 0.5 ppt

    Pd & 1 ppt Pt were obtained.

    Reference MaterialsJohn Sieber of NIST gave a report on Al mate-

    rials currently being worked on. They plan oncertifying 4 alloys in disk form and 2 alloys inchip form as SRMs at a minimum. Project has aplanned completion by the end of the year.

    John also reported on a potential project involv-ing "global harmonization" of the analysis of Al.Volunteer industrial labs may be sought in the nearfuture.

    • E1251 is currently in ballot

    Progress Report on E1251 RewriteA revision of E1251 was submitted for sub

    ballot. Results are: out of 29 ballots sent, 19ballots returned, with 13 afirm, 1 neg. and 5abstained.

    The negative was found persuavsive and themethod was modified and will be sent to editorial,then be balloted concurrently.

    The meeting was called to orderby vice-chairman Maul inchairman Barrett’s absence at1005. Membership stands nowat 32 members.

    Task Group Reports• ICP method for Ti and Ti Alloys – Data being generated and

    moving right along. This procedure started out as a performancebased, but has become what it is now. Task group chairman GerryBoesenecker was unable to attend this meeting.

    • Guide for Applicable Spectrometric Techniques for Analysis ofTi and Ti Alloys. Maul reports no progress.

    • E-539, Test Method for X-ray Emission spectrometric Analysisof Ti-6Al-4V Alloy. This method needs a Z number assigned to it.Cole will get one from Tom O’Toole. We need to expand the scopewith more elements being determined. Pat says there is enoughstandard material available for testing. Presently, it only covers Fe,Al, V.

    Standards for Review/Re-approvaland Unresolved Ballot Items

    • E1569, The Determination of Oxygen in Tantalum Powder wasassigned to Gary Beck for review. Fang said he would like to havethe scope lowered. He can find cooperators from Committee F1.17to do a round robin to see if a lower scope can be found. Additionalvolunteers for the RR are Beck, Creasy, Fang, MacMahon, Leco andShuman.

    • E1552, Determining Hf in Zr and Zr Alloys using the D-C ArgonPlasma Spectrometer. Charlie Deak review and recommended toballot for re-approval. A motion was passed to do so.

    • Agenda says Creasy would update on Future of Development ofTi RMs. Larry says he doesn’t really know what is meant by thisexcept possibly maybe developing a wish list. He will put onetogether along with a list of RMs now available. (Will include non-NIST)

    Liaison to B-10 • Gary Beck reported that B-10

    wants some zirconium materialtested as a round robin. Labshave said they will volunteer fortesting. Gary has 3 or 4 labsdoing metallics, with 7 labsdoing the interstitial gases.Additional labs that said theywould do testing were Shuman,Vail, Creasy, and Leco. Norestrictions as to how the testingwill be done, just report with theresults and what procedure wasfollowed. Data will be tabulatedby the method used. Hope tohave samples in various labs bynext meeting.

    • B-10 has a request for thedevelopment of an ICP methodfor impurities in tungsten. Garydidn’t know anything about it.B-10 will be asked for coopera-tors, and if they don’t produceany, we will table the request.

    • NIST is still in the SRM® business, butresources are limited because it is fee-based work.

    E1.01 — No major items to discussE1.02 — Steve McCann reported for C. Bucknam. Steve opened up the problem of

    getting hardcopies of ballots since it is difficult for him to get email. Charlie saidhe is having trouble also. During the lengthy discussion, Tom O Toole statedthat if you request hard copies of methods being balloted, you should get themall by regular mail. Carroll suggested that the three of them get together laterand work it out.

    E1.03 — No items.E1.04 — Mike says that he has one negative that will be taken care of without

    coming back to Main with it.E1.05/07 — Merger ballots are out. Lots of work to do. A method to be moved to

    E1.02 jurisdiction.E1.06 — Charlie Maul will fill in for Jack Barrett. Says there are lots of issues.E1.08 — Cole hopes to get lots of discussion on agenda items.E1.20 — Larry has to get his feet wet.E1.21 — John Sieber is giving a NIST SRM update presentation. Charlie Deak

    ballot electronically for approval of the QA manual. After many back and forthswith Tom O Toole it was decided at the present time it couldn t be done. Thissubcommittee has a 3-hour session slated for Wednesday morning.

    E1.93 — The awards sub has no meeting time scheduled. It was decided to takecare of business by correspondence. Carroll said that representatives to E1.93are needed from E1.03, E1.08, E1.23, E1.05/07, and E1.22

    E01 by-laws – St. JohnBlakeley recommended that anexception be made to correct astatement that E1.94 is takencare of separately. Society

    New Business• Testing Linearity – Howard Mark

    of Committee E-13 contactedCarroll that he has drafted apractice for testing the linearityof an analytical procedure. (Hesays he has a nifty method) AfterCarroll made a limited query ofcommittee members, he ascer-tained that there was interest. Hetold Mark to keep us informed ofhis progress, and if he needed

    any help. During discussion, BobMyers stated that linearity is notthe same for all analyticalprocedures. There was some fearexpressed that something mightbe published that we wouldn’twant out there. Carroll will askfor copies of the practice whencompleted for our review.

    • Uncertainty Task Group – Nonews from Dean Flinchbaugh.

    • Education and Training sub-committee E1.92 – Mary Annmoved and Charlie Maul sec-onded to eliminate this subcom-mittee. After some discussion,the motion was approved.

    • Use of Commercial StandardSolutions – Blakeley asked ifE01 has a policy on the use ofcommercial Standards ratherthan building standards fromscratch. He never did get a directanswer, but it was mentioned thatsome bad standard solutions havebeen purchased, but alternativelyit was stated that at the present,they are very reliable. Mostpeople do not make their ownwas sort of a consensus. Thisitem will be added under NewBusiness to the E01.21 agenda.

    • Research Reports – Blakeleyasked about the need for a fullresearch report being attached toa standard being balloted by asubcommittee . He suggestedthat a summary be supplied, andthat a full report only be suppliedwhen requested. This questionwill be brought up in the Statis-tics Sub meeting.

    Dean Flinchbaugh has re-signed as chairman of E01.20,Fundalmental Practices. LarryCreasy accepted to take over theposition contingent upon hisdropping the chair of the Edito-rial Subcommittee. Carroll askedRobert Myers to replace Larry,and he accepted. Another chairthat Larry chairs is Educationand Training. This will be takenup under new business.

    Circular Letter Ballot #718 –Concerns a revision on theregulation governing ASTMTech Committees. It does awaywith provisional ballots. Allsubcommittee chairs and maincommittee officer should re-spond by July 15, 2002.

    The meeting was called to order bychairperson Worthington with 20persons, 16 members and 4 guests attending the meeting. E1.91 has 30members.

    • Committee membership has seen a net loss of one membersince the last meeting. Brochure upgrade will include a copyof the current E01 newsletter. The E01 Newsletter will beincluded in Proficiency test packets.

    • Letters of invitation to attend meetings were sent to indus-tries & universities/colleges in the Pittsburgh area. Contactwith NAVLAP and A2LA affiliated laboratories to encourageASTM participation.

    Old Business

    • L. Creasy discussed historicaldocuments. Original documentsand PDF files have been sent toT. O’Toole at ASTM. CD’s willbe included with the official hardcopies of the Quality Manual.

    • J. Fernandez is scanning the E-2suggested methods. QualityManual should contain an indexof suggested methods for readyreference.

    • Discussion of archiving docu-ments. T. O’Toole reported thatall minutes submitted arearchived for legal & historicalpurposes.

    • E01 needs a policy and a systemfor maintaining documents. T.Dulski suggested that ASTMprovide an archive system forcommittees.

    • Suggested that an E01 policy fordocument retention be formu-lated, have ASTM review forfeasibility and legality, retrievingResearch Reports and control ofMinutes from Main & Subs.Schlewitz [Chair], Davis,Blakeley will draft document andreport at November meeting.

    • Continuing discussion fromASTM breakfast re F-16 obser-

    vation that reapproval date ofstandards does not appear onevery page of the document. Thiscan be a problem in the elec-tronic age – how does one ensurethat the document is in tact.

    • MOTION: Bucknam moved andseconded by Cole that E01support the concerns of F-16 andappeal to COS that ASTMconsider placing the reapprovaldate on every page in electronicstandards. Deak & Worthingtonto draft the letter.

    • Revision of document relatingto the website:

    • Upper case for Document inparagraphs 2.1 &2.7.

    • 4.3 Documents on the websiteshall be posted in the mostappropriate format: secure-non-revisable and as workdocuments.

    Discussed expediting test methodsand reviews. Assign a trackingnumber,making the sub respon-sible for action and use liaisoncontacts to provide additionalpersonnel for testing.

    Brainstorming: Pat Cole suggesteduse of on line forums be consid-ered e.g. “Web enable meetings”.It was reported that ASTM isassessing several formats as wellas assessing on line trainingmodule formats. Expect to hearmore in the future.

    E01-Main Committee Closing Meeting

    NIST Report

    • The NIST Report is provided as attachment 1 to theofficial meeting minutes.

    • NIST representative John Seiber gave an overview ofNIST and the SRM Program Office.

    • There were concerns over the status E01.94 / S-17recommended reference materials that are not on theattached status report. NIST representative JohnRumble stated that it is up to the committee to informNIST of any previous requests that to do appear on thestatus after determining the need for the referencematerial. It would be best if this list was provided toNIST from Committee E01 before the beginning ofAugust. Tom Dulski indicated that he could providesuch a list to NIST. John Seiber asked if the involve-ment of commercial reference material producers needsto be increased.

    • There were questions asked concerning the researchchemist. Concerns were also raised relating to the timeinvolved in NIST informing E01 that they can or can-not develop a reference material as commercial con-cerns may need to be contacted at that time.

    • John Seiber added that new priorities should continueto reflect the highest priorities.

    • There were no new requests received since the lastmeeting.

    • Tom O’Toole discussed the need to continue the dia-log concerning the NIST / ASTM MOU agreement asdiscussed at the November 2001 meeting and recordedin the November meeting minutes (extracted portionof November 2001 minutes provided as attachment 2to official minutes).

    • During this portion of the meeting Tom Dulskiinformed the group that Carpenter Technology has anew reference material catalog.

    • The ARMI representative distributed a list of referencematerials for several rare earth metals and asked thatanyone interested should contact him.

    • Bob Brammer asked that the E01.94 bylaws be revisedto provide a recommended mechanism for how NISTcould contact commercial producers should NIST de-termine that it would not develop a particular refer-ence material. Mary Ann Worthington added that arevision to this effect should be a high priority.

    • Charles Deak added that he will continue to distributeand review the Reference Material Request Forms.

    • John Sieber also added that there is a database of na-tional metrology labs available.
