Dear Delegates,

I wish you a warm welcome to Cold Comfort 2019.

Taking place for the first time in Harrogate, the event still remains the only one in the UK dedicated solely to highways winter service.

Speaking to delegates over the 12 years I have been involved in the event, one of the proudest aspects of our work is that people tell us they always learn something new at Cold Comfort. This is partly because of the maturity and sophistication of the market in this country, which is constantly finding ways to develop but also because we try our best to bring you the most vital information and insights from experts and leading practitioners in the sector. This year will be no exception.

It may have been a mild winter, but it is another important time in the sector with the recent release of the National Winter Service Group’s Practice Guide, now effectively the national guidance related to the code of practice. While the science has not changed, the introduction of a risk-based approach raises many questions and I am sure will be as hot topic in the conference hall and exhibition floor during these two days. Whether everyone agrees or not, research and development is on-going in key areas such as residual salt and the use of liquids and the development of sensors and in-cab gritter technology. This is changing the boundaries of what we ever thought possible a decade ago.

No matter whether severe or not, every winter is a reminder that as a sector, we need to constantly develop strategies to ensure we are prepared for anything that might happen on the network. That is why one of this year’s conference themes is; how is technology driving change on the network. At a time when, arguably, the highways and transport sector is going through its most productive phase in terms of making the best of new technology and innovation, we need to ensure the winter sector doesn’t lose out. The opportunities this brings, is reflected in this year’s conference programme

David Batchelor Project Manager - Severe Weather Plan, Severe Weather Research & Development Highways England

David Batchelor currently holds the role of project manager for Highways England leading on severe weather planning, as well as severe weather research and development.

For more than 30 years David has been at the very forefront of winter service delivery, management and innovation. He is recognised as an expert in this field, and through his passion and commitment continues to innovate and foster collaboration to deliver excellence in winter service.

Starting his career at Surrey County Council, David rose to become the Winter Service Manager and led the implementation of a UK leading ice prediction and weather forecast system into the County. During the late 90’s David orchestrated the trial and introduction of pre-wetted salting and brine application in Surrey. This system of salt application was a first for the UK and built on the strong European and Scandinavian exchange of expert winter practice that David was able to develop.

Moving into the private sector in 2000 David was a founding member of the National Salt Spreading Research Group (NSSRG), later to become the NWSRG. This group of experts is now recognised as one of the leading research bodies for winter service. David was later to become the first Technical Consultant to the NSSRG as he formed his own winter consultancy company in 2001. He now sits on the Steering and TAG Groups of NWSRG as the Highways England representative.

David also has extensive experience in the commercial sector of winter service, having worked with several leading companies in the fields of ice prediction and RWIS, weather forecasting, winter research and innovative salt application solutions.

Chris CranstonOperations & Communications Manager Devon County Council

Chris Cranston has led Devon County Council’s successful highways response to the two recent snow events, one of which included the South West’s first red weather warning for snow and freezing rain, and saw snow drifts of over 5 metres in depth. His responsibilities included regular warning and informing on local and national television and radio.

Chris leads on the development and delivery of Devon County Council’s winter service, training Members and has been active in applying the principles of NWSRG guidance and a risk-based approach to improve resilience and reduce unnecessary treatments. He is also responsible for delivery of the Highways Inspections and Reactive Service, Highway Coordination, Street Lighting and Intelligent Traffic Systems.

Chris was recently elected as Chair of the National Winter Service Research Group (NWSRG), where he has been developing new alliances with the Met Office and IHE, and represents the NWSRG on the UK Roads Board. He has been involved with winter service for over 20 years. He also founded and chairs the Southwest Winter Service Group and has previously chaired the Vaisala User Group.

Rini Donker Senior Advisor Winter Maintenance Rijkswaterstaat

Rini Donker is a senior advisor on winter maintenance and responsible for the winter maintenance at Rijkswaterstaat (highway agency of the Netherlands). Rijkswaterstaat is part of the ministry of waterworks and infrastructure. Within Rijkswaterstaat Rini works at the department of traffic and water management. At this department all winter maintenance is organised for our highways and secondary roads and also some bicycle roads. They also provide winter maintenance as a service to some other road authorities such as for example the harbour Main Port Rotterdam.

Rini studied civil engineering in ‘s-Hertogenbosch and has been working at Rijkswaterstaat since 1992.

Richard HayesChief Executive IHE

Richard Hayes was appointed Chief Executive of IHE in June 2016 and had previously been elected as President at the Institute from June 2012 to June 2014.

Richard was previously a freelance Consultant practising in Highway and asset management. He also is a Trainer in these and other subjects. Up to 2012 he was the Western Area Manager for Northumberland County Council’s Local Service Department and was responsible for an area of 2468 square kms based around the town of Hexham. He is also responsible for the County's Construction Division which delivers capital works on highways structure and street lighting.

He has been with the County Council since 2003 and before moving to Northumberland, he worked for Stockton on Tees Borough Council for 25 years in highways maintenance.

Richard represents the Institute on several external bodies and is the media spokesperson for IHE. He is currently leading on the IHE’s National Highway Engineering Academy.

Jim Jamieson Health and Safety, Environmental and Quality Assurance Co-Ordinator Ayrshire Roads Alliance

Jim Jamieson (CMIOSH) is the Health and Safety, Environmental and Quality Assurance Co-Ordinator at Ayrshire Roads Alliance a shared service between East Ayrshire Council and South Ayrshire Council.

Jim is a former depots operations manager and has over 30 years experience in the highways maintenance industry.

Jim also takes the lead role in recruiting and supporting local community winter resilience volunteer groups throughout the East and South Ayrshire Council areas. He is a graduate of Glasgow Caledonian University.

Toni Korjus Head of Infrastructural Services, M.Sc (eng.), City of Espoo Public Works Department

Toni Korjus is Head of Infrastructural Services in city of Espoo. Infrastructural Services consists of four units; Street Maintenance, Green Area Maintenance, Traffic Control and Administration of Land Use. Toni studied infrastructural engineering and expertized in jet grouting during my trainee periods in a Finnish private construction company. Toni never worked a day in jet grouting site after graduating, and he ended up working as maintenance engineer for the City of Espoo. Toni has been involved in street maintenance since 2010.

Theresa Mackin Business Support Manager Ayrshire Roads Alliance

Theresa Mackin is the Business Support Manager at Ayrshire Roads Alliance, a shared service between East Ayrshire Council and South Ayrshire Council.

Theresa has over 16 years experience in the private sector and 9 years in local government in the field of financial management, Human Resources and IT.

Theresa has worked in North, South and East Ayrshire Councils primarily in Roads and also a period of time in Social Work and has led on many initiatives. She is a graduate of the University of Strathclyde.

Steve Mason Senior Project Manager – Cumbria & North Lancashire Highways England

Steve Mason is a an experienced highway manager with over 30 years’ experience in highways. Steve has operated in a range of highway niches gaining experience in reactive works, road renewal projects, asset management, traffic schemes and development control. Steve has managed winter maintenance activities at varying levels, through direct labour operations, service providers and other delivery models. Steve’s career has largely been aligned to highway maintenance activities gaining experience at Essex County Council, Cheshire East Council, Northumberland County Council and North Yorkshire County Council. In his current role Steve is a Senior Project manager at Highways England based in Penrith Area 13, Leading on a range of Improvement and renewal projects.

Matthew Morreim Division Manager, Street Maintenance Manager City of St Paul's public works Minnesota

Matthew Morreim is the Street Maintenance Division Manager for the City of St. Paul, MN. Matt is a registered professional engineer with 15 years of experience in Public Works and has been with the City for over 8 years. Matt manages winter and summer street maintenance operations along with a 24/7/365 call center and an asphalt plant. Matt is a member of APWA's Winter Maintenance Subcommittee and AASHTO's SICOP committee.

Chris Riley Area-Highway Manager - Northern Gloucestershire County Council (NWSRG Member)

Chris Riley has worked for Gloucestershire County Council since 2003 and has a background in highway design and maintenance as well as project management of major infrastructure schemes. Chris has been involved in the management of winter maintenance operations for the past 10 years during which time he helped to develop policies and procedures to ensure compliance with the code of practice and associated guidance.

Peter Thurland Senior Engineer Highway Asset Maintenance Doncaster Council

Peter Turland started his career at Nottinghamshire County Council from school as a trainee technician, gaining experience in many aspects of highway engineering from design and maintenance to new construction sites. After a short spell at Barnsley Council in highway maintenance and getting involved in surface dressing and some aspects of winter service, Peter joined Doncaster MBC in 1991.

As an engineer working in highway maintenance, winter service was part of Peters job and he became involved with thermal maps, weather stations, forecasts and subsequently winter service planning and decision making. Moving on, into highway asset maintenance as senior engineer, dealing with asset management and programmed maintenance works, Peter also dealt with the winter service policy, planning and overseeing the provision of winter services. Peter is currently the chairman of the Vaisala User Group, a steering group member of the NWSRG. Peter also holds the IHE Professional Certificate for “Winter Services - Decision Makers and Managers” and the IHE “Asset Management Professional Certificate”.

Carol Valentine Highway Manager Kent County Council

Carol Valentine is an experienced local government manager who is currently a Highway Manager working for Kent County Council. Her remit includes managing reactive highway maintenance, enforcement, street works, vehicle crossings and customer services in west Kent. Additionally, she is the Winter Service Manager for the county. Carol takes a proactive approach to winter service and has made several improvements and refinements to the service in Kent over the years including recently running a brine trial on selected routes in Kent and engaging in an innovative Smart Winter project.

Carol is the Deputy Chair of the NWSRG and within that group as well as leading on communications, she is currently chairing a sub-group focusing on the planning and spread rate sections of the Best Practice guidance. Carol is keen to see the continued development of winter service across the UK and will continue to work with the NWSRG and partners to ensure that research beneficial to the industry is pursued.

Anthony Veal Senior Scientific Consultant Met Office

Anthony Veal completed an MSc and PhD in Applied Meteorology at the University of Birmingham. Anthony joined the Met Office in 2001 as a research scientist modelling ice accretion on overhead lines and winter hospital admissions for the NHS.

Combining a sound academic background in meteorology, climatology and statistics with skills in GIS he’s developed a number of innovative solutions and offered specialist technical input to challenging projects in the transport sector over the past 15 years. He’s modelled lightning risk and poor rail adhesion, redesigned observing networks and conducted much of the underpinning research and development for route based forecasting. He successfully implemented a combined operational and climatological gritting route optimisation capability and can accurately predict likely savings prior to a full analysis. He’s developed a GIS-based approach to define spread widths more consistently and accurately across extensive treatment networks.

Jane WilkinsWinter Fleet, National Depot Project SponsorHighways England

Jane Wilkins is a Project Manager within the National Winter and Severe Weather Team in Highways England. Jane became involved in the winter maintenance service when she worked in the Midlands operational team 12 years ago as a winter and depot Manager. She moved to the winter team and has spent much of her time working with stakeholders and vehicles users to develop the justification and technical specification for replacement of the company’s 437 winter vehicles as well as supporting other winter related activities and policies.

Roger has over 30 years’ experience in Highway Maintenance and Transport Strategy and is employed by Gatwick Airport as Head of Surface Access Strategy, enabling 48 million passengers and 30,000 staff to tael to the airport using sustainable modes. He has a wealth of knowledge and experience in all aspects of Transport strategy, Roger was a founding member and Chairman of the National Salt Spreading Research Group working with TRL and has worked with DfT on a number of legislation working parties. Roger also created the first partnership between a local authority and a utility company and published a book on partnership, which was endorsed by DfT.

• Led a highways transformational change programme that modernised the service and saved 20% of the revenue budget with increased public satisfaction.

• Worked with Members using asset management modelling to gain four years capital funding.

• Procured and managed contracts in Highways, Parking, Bus Services and Home to School transport.

• Introduced a transport hub working with other authorities and patient transport to make efficient use of vehicles

• Led a zero based passenger services review with members and delivered 10% savings whilst maintaining services

• Developed sustainable community transport services with grants to reduce the overhead for the authority

• Developed the first partnership between a utility company and a highway authority and co-wrote a book sponsored by the Department for Transport.

Roger believes in “growing your own talent” and has invested in apprentice schemes for many years, as well as seeing staff rise up through the ranks to senior roles.
