Invitation for Surface Water Supply Project – Segment B3 “Long Tunnel”Request for Qualifications

This Request for Qualifications (RFQ) was previously advertised in August 2020. The WHCRWA determined it is in their best interest to reject all previously submitted Statements of Qualifications and re-advertise. Requirements have been modified from the initial August 2020 advertisement.

Qualifications, addressed to West Harris County Regional Water Authority, will only be received electronically using the “E Bidding” function on the CivcastUSA website (www.CivcastUSA.com) until 2:00 PM, Local Time, December 17, 2020 for “Request for Qualifications for Construction Services-Surface Water Supply Project- Segment B3 for the West Harris County Regional Water Authority (WHCRWA), Harris County, Texas.” SOQs received after the closing time will be rejected.

Respondents must register on the CivcastUSA website in order to submit Statement of Qualifications (SOQs). No physical hardcopy SOQs will be received at Dannenbaum Engineering offices. In addition, electronic signatures on SOQ documents are acceptable in lieu of original signatures. This alternative process has been implemented to protect the health and safety of those involved and to follow the Harris County CDC guidelines limiting gatherings of people.

This RFQ is specific to the qualification of Respondents to bid on the Segment B3 Long Tunnel Construction Contract. Segment B3, is the construction of approximately 4.4 miles of 96-inch diameter treated water transmission line with necessary valves, various connections, and appurtenances. The proposed tunnel will initiate from a launching shaft near the intersection of Hopper Road and Shady Lane and extend 23,035 feet (4.4 miles) to a reception shaft positioned approximately 400 feet west of Interstate 45 as illustrated on Figure 1. The tunnel will be within the Exxon Fee Strip for approximately 3.3 miles between Aldine Westfield Road and Sweetwater Lane. The tunnel design involves an approximate 11-foot diameter tunnel to be constructed on a 0.12 percent grade sloping down to the east. In general, the pipe grade will follow the natural slope of the ground surface. Minimum depth to the tunnel crown is approximately 25 feet. In general, the tunnel will be positioned approximately 5 feet inside the outer Fee Strip boundary to maintain maximum clear distance away from the existing pipelines. Considering that the existing pipelines meander from one side of the Fee Strip to the other, the tunnel will cross under the shallow pipelines at five locations. Details of this work are provided in the Construction Drawings and Project Manual made available. This project is a part of the overall Surface Water Supply Project.

A pre-submission meeting will be held on November 19, 2020, at 10:00 AM Local Time via a videoconference call only. There will not be an in-person meeting held at Dannenbaum Engineering. Attendance by each prospective submitter or its representative at the pre-submission meeting is NOT MANDATORY.
