Qualifi ed applicants will have a Bachelor of Science degree in Electri-cal, Electronics or Chemical Engineering and 10 years of professional experience, with at least 6 of those years in instrumentation and con-trols engineering. Must have experience with engineering, purchasing, accounting and construction practices, and experience in the chemical, petrochemical, or similar manufacturing operations. Must have experi-ence with P&ID development for instrumentation, instrument list devel-opment, interlock and continuous control logic development. Experience implementing DCS and PLC systems is required. Experience with wiring and installation of fi eld instrumentation, including selection of installa-tion details is required. Must have experience with Hazardous Area Clas-sifi cation for instrument selection. Must have experience with calculation sizing on control valves and fl ow meters. Must have experience preparing specifi cations and performing bid evaluations for fi eld instrumentation and package units. Must have experience reviewing vendor drawings. Sealed bids addressed to the Upper Kirby Redevelopment Authority (UKRA) will be re-

ceived in the offi ces of UKRA at 3015 Richmond Avenue, Suite 250, Houston, Texas 77098 until 2:00 p.m. on Friday, August 15, 2014, at which time all bids will be opened and publicly read for the furnishing of all material, equipment, labor, and supervision necessary or inci-dental to the construction of Bissonnet Street Utility Construction from Buff alo Speedway to Kirby Drive.

A CD containing a copy of the Plans and Specifi cations may be obtained from the Design Consultant Gunda Corporation, 6161 Savoy, Suite 550, Houston, Texas 77036 for a non-refundable fee of $25.00 per CD, paid by company or certifi ed check only made payable to UKRA. CDs will be available after August 1, 2014.

Scope of Work: 1. Approximately 73,338 LF of 4-inch HDPE and 133 LF of 2-inch HDPE, 245 LF of

16-inch HDPE casing, 138 LF of 18-inch HDPE casing, 292 LF of 20-inch HDPE casing, and 54 LF of 22-inch HDPE casing, with 1-1/4- inch HDPE innerducts for underground telecom duct and all appurtenances.

2. Approximately 1,916 LF of 4-inch and 12,762 LF of 6-inch Schedule 40 PVC for underground electrical ducts, 112 LF of 26-inch steel casing, 112 LF of 36-inch steel casing, and all appurtenances and manholes.

Th e project may contain City of Houston Standard Construction Specifi cations for Waste-

water Collection Systems, Water Lines, Storm Drainage, and Street Paving sections that are incorporated into Project Manual by reference. Th ese Standard Specifi cations, along with Standard Details, may be acquired at no cost on the City’s website athttp://documents.publicworks.houstontx.gov/document-center/specifi cations/index.htmBidders shall comply with City Ordinance 2007-0293 (March 7, 2007) and City of Houston Offi ce of Business Opportunity Minority/Women Owned Business Enterprise (MWBE) pro-cedures. Low bidder will be required to make good faith eff orts to achieve a MWBE participa-tion goal as stated in Document 00800 – Supplementary Conditions.

A Cashier’s check or Bid Bond in the amount of 10% of the total bid amount must ac-company each bid. Th e Successful Bidder will be required to provide a Performance Bond and a Payment Bond for the full amount of the contract, and a Maintenance Bond for 50 percent of the contract as provided in the Bid Documents.

UKRA will give notice of intent to award to the contract to the apparent Successful Bid-der. Final acceptance of the proposal of the apparent Successful Bidder is conditional upon the UKRA’s evaluation of the bid and the apparent Successful Bidder. UKRA may conduct such investigations as it deems necessary to assist in the evaluation of any bid and to establish the responsibility, qualifi cations, and fi nancial ability of Bidders, proposed Subcontractors, Suppliers, and other persons and organizations to perform, furnish, and complete the work in accordance with the Contract Documents to UKRA’s satisfaction.

UKRA may award the contract for the project to the most responsible bidder who, in the judgment of UKRA, will be most advantageous to UKRA and results in the best and most economical completion of the project.
