Good News

• Much of what was collected for the 2011-2012 collection remains the same,

• Some Student Information Systems will have special functions for this collection,

• Data is there – sooner you know about what you need, the better off you will be,

• Some data items collected in 2011-2012 will not be collected this time.

Equity – the push to ensure strong educational opportunity for every

student is a driving force at the U.S. Department of Education and particularly true for the Office of Civil Rights. From pre-school to college attendance and completion, the Office of Civil Rights work is grounded in the belief that all students – regardless of race, gender, disability or age – need a high-quality education to be successful.

Not unlike submissions to CEPI, there is a great deal administrators

can learn about what is really happening in their schools by looking at the data. There are also parts of this collection – again – not unlike CEPI collections that can be used when seeking grant funding.

Why are school districts required to do this? (The big picture reason)

• Section 203(c)(1) of the 1979 Department of Education Organization Act conveys to the Assistant Secretary for Civil Rights the authority to “collect or coordinate the collection of data necessary to ensure compliance with civil rights laws within the jurisdiction of the Office for Civil Rights” [20 U.S.C. § 3413(c)(1)],

• Title VI of the Civil Rights Act of 1964, • Title IX of the Education Amendments of

1972, • Section 504 of the Rehabilitation Act of 1973, • Title II of the Americans with Disabilities Act

of 1990,

The changes in the Civil Rights Data Collection (CRDC) reflect new learning about the areas where the Department believe opportunity gaps exist.

The major phases of the data collection include: • Fall 2013 – Early Summer 2014: Districts will

gather data elements for this collection, • Fall 2014 – Winter 2014: Survey submission

window will open for districts to submit their data.

About the “data”

Everything related to this data submission will be “about” the 2013-2014 school year.

(Even though the information will not be submitted until 2014-2015 school year.)

How we “think” it will work (what they did last time)

When this was done in 2011-2012…

• A questionnaire (actual print) was used to help districts gather their information.

• Several options were available to districts regarding entering the information from the questionnaire into a web-based form:

– Information can be entered manually,

– Some information could be uploaded from a csv file – from your Student Information System or CEPI.

• Password to access the web form will, likely, be sent to district Superintendents. More than one person from the district could be setup to access the web form,

• Additional documentation and user guides were made available during the course of the open submission dates,

• We KNOW that MPAAA will offer workshops this fall (around the state) to help folks prepare for this collection.

What we are not sure about

For the 2011-2012 CRDC, the data was gathered from in two parts.

• One was a snapshot of a day in the fall. MPAAA recommended folks choose the fall ‘count’ day,

• The second part was a end of year set of questions. MPAAA recommended using June 30 (coinciding with the EOY – CEPI End of Year collection),

• No information has been offered by the Office of Civil Rights on how the 2013-2014 data will be gathered.

• Students enrolled in a dual enrollment/dual credit program.

• Students who participate in a credit recovery

program.
