CITY OF LAGO VISTA, TEXAS RESOLUTION 17-1698 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF LAGO VISTA, TEXAS TO APPROVE AP ARKS AND RECREATION MASTER PLAN WHEREAS, the Parks and Recreation Advisory Board, in recognizing that a long range plan is the foundation of an organization's operations and a framework that will guide the City's decision making in future years as related to its parks, recreation, and open space and the knowledge that each are an integral part of a vibrant community and are necessary to the economic and physical health of the city and its residents, decided to prepare a Parks and Recreation Master Plan; and, WHEREAS, the Board members inventoried the City's parks, recreation and open spaces and assessed such inventory against the plans set out in the City's Comprehensive Plan 2030;and WHEREAS, the Board desires to integrate such inventory and Comprehensive Plan 2030 ideas to develop not only parks but a city-wide park and trail system develop a new plan that would set strategies that would meet the ever changing needs of the community; and WHEREAS, the Board, using the data gathered from a number of sources, devised a plan that establishes action priorities and sets out strategies to meet and achieve such priorities and such plan was discussed in open meetings of the Board and was approved by the full membership of the Board and sent to the City Council for discussion on April 6, 2017 and approval on April 20, 2017 NOW THEREFORE, BE IT RESOLVED by the City Council of Lago Vista that the Lago Vista Parks and Recreation Mast Plan, dated March 2017 is hereby approved and adopted by the City Council of the City of Lago Vista and resolves to execute the actions in the plan. RESOLUTION 17-1698

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF LAGO VISTA, TEXAS TO APPROVE AP ARKS AND RECREATION MASTER PLAN

WHEREAS, the Parks and Recreation Advisory Board, in recognizing that a long range plan is the foundation of an organization's operations and a framework that will guide the City's decision making in future years as related to its parks, recreation, and open space and the knowledge that each are an integral part of a vibrant community and are necessary to the economic and physical health of the city and its residents, decided to prepare a Parks and Recreation Master Plan; and,

WHEREAS, the Board members inventoried the City's parks, recreation and open spaces and assessed such inventory against the plans set out in the City's Comprehensive Plan 2030;and

WHEREAS, the Board desires to integrate such inventory and Comprehensive Plan 2030 ideas to develop not only parks but a city-wide park and trail system develop a new plan that would set strategies that would meet the ever changing needs of the community; and

WHEREAS, the Board, using the data gathered from a number of sources, devised a plan that establishes action priorities and sets out strategies to meet and achieve such priorities and such plan was discussed in open meetings of the Board and was approved by the full membership of the Board and sent to the City Council for discussion on April 6, 2017 and approval on April 20, 2017

NOW THEREFORE, BE IT RESOLVED by the City Council of Lago Vista that the Lago Vista Parks and Recreation Mast Plan, dated March 2017 is hereby approved and adopted by the City Council of the City of Lago Vista and resolves to execute the actions in the plan.

I. INTRODUCTION

The goals of this plan are to:

• Facilitate Lago Vista becoming a more pedestrian-oriented community • Provide access to sporting activities for youth, senior citizens, and families • Initiate recreation programming to benefit the quality of life

Parks, recreation, and open space are an integral part of a vibrant community and are necessary to the economic and physical health of the city and its residents. It is a well-known fact that land developers all over America are including open space and trails because they know families are attracted to them. Parks and Recreation Magazine has addressed the chronic illness and obesity issues that occur in all communities as well as the decades of medical research that describe the outcomes of outdoor walking and exercise. The magazine also writes about communities partnering with health professionals and nonprofit organizations to provide optimal recreation programming.

This plan will present strategies for parks, trails, and recreational facilities that will provide a diversity of settings for Lago Vista citizens, tourists, and follow-on generations to enjoy the outdoors. Specifically, the plan outlines ways to increase the overall health of the citizens by promoting more active lifestyles via joint marketing efforts with other agency partners, especially health and wellness providers.

The plan also incorporates the contents of the Lago Vista Comprehensive Plan as pertains to open space and developing a city-wide park and trail system that allows access to all major destinations in Lago Vista. It has been prepared to guide the City of Lago Vista as it moves forward in the development of the city.

There are several unique considerations that should be taken into account when developing recreation for Lago Vista. First is the extreme topography. With very little flat land in this hill-country community, topography will affect decisions. In addition, the median age of almost 50 years makes planning for older adults an important factor.

Because Lago Vista has grown substantially and has an increasingly diverse population and because state and national recreation trends are changing, it is time to readdress the needs of the residents. As stated in a Texas A&M research article, cities have a mandate to invest the public's resources in parks and open spaces.

II. BACKGROUND

History

As early as the 1950's, land sales on the north shore ofLake Travis began to make the area a vacation-style community. In 1969, developers purchased land that now makes up the City of Lago Vista to create a desirable resort/retirement community. A Lago Vista Property Owners Association (L VPOA) was established and incorporated to meet the recreational needs of residents of the community. Waterfront parks, a marina, and other recreational facilities were developed during that time. In 1984, the Municipality of Lago Vista came into existence. With the exception of a few isolated homes, the citizens of this new city were also a part of the L VPOA and had use of the private parks and recreational facilities.

In 1987, the City took action to address recreational needs of all the residents (not just those within the L VPOA). A subdivision ordinance was enacted to provide for recreation by requiring developers to either pay a fee per lot or dedicate a set amount of land for every l 00 homes. In mid-2016, a proposal was being developed to modify the subdivision ordinance to increase the fee per lot to $800 or 3 acres for every l 00 homes (with money or land being mandated based on the size of the Plat).

II. BACKGROUND

Demographies

By 1990 the city had grown to about 2,000 residents. At the end of the 1900's, Lago Vista's population was just under 3,000. By 2010 the population was 6,041. The estimated population in 2015 was 6,617.

The expected growth rate will be largely dependent upon whether and how many subdivisions are added to the city. With increased building evident since the lean years of2007-2009, it is certainly expected that the population would reach about 10,000 by 2030.

The age distribution in Lago Vista is a consideration. Demographic data from the U.S. Census show that half of the citizens are 47 or older, and the other half are younger than 4 7. With this high median age, recreational needs must address both senior citizens and young families.

The U.S. Census Office data also show age distribution in Lago Vista as follows:

0-19 years 20-39 years 40-59 years 6o+years

22% 17% 35% 26%

This distribution would appear to indicate that leagues of team play would be needed by approximately 40% of the residents. Additionally, the presence of60% of the residents in the older adult category would indicate that individual and family recreation activities such as trails, tennis, disc golf, water sports, etc., may be important for all residents.

II. BACKGROUND

Recreation Trends

The National Recreation and Parks Association (NRPA) 2016 "American's Engagement with Parks Survey" found that Americans on the average visit their local park and recreation facilities several times a month (at least 29 times a year). Additionally over one-third of the participants in the survey indicate they participate in one or more programmed recreation activities each month. Playing sports with family and friends was listed by 27%, and participating in local sport leagues by 15%. Most telling was the overwhelming majority (90%) of survey participants who identified parks and recreation as an important service provided by local government. Lastly, 74% of respondents supported increased spending by their local government for park and recreation services .

Recreation Management Magazine's article, "A Look at Trends in Parks and Recreation", discussed the results of their survey of parks and recreation agencies. Sixty percent of recreation facility managers indicated the number of people using local facilities had increased.

Surveys conducted in the last 30 years have shown a shift from active, traditional team sporting activities to more individual and passive outdoor activities. In 2016, coaches, professional sports officials, and academic researchers from around America met in Washington for a Project Play Summit, an effort to examine youth sports in this country. That group reported that the participation in youth team sports had declined since 2008.

The Outdoor Foundation, a nonprofit organization founded by the Outdoor Industry Association, published a "2016 Outdoor Participation Report". It showed that both youth and young adults under 25 indicated their favorite outdoor activities as: running, biking, fishing, and camping. Skateboarding was added by youth responders.

Several organizations have looked at what local agencies are planning to add to their facilities. The Playground Professionals Weekly Newsletter of June 2013 published an article, "A Look at Trends in Parks and Recreation". In addition to reporting over 55% of participants in their survey seeing increased use of parks, it also indicated that 1 in 5 local groups were planning splash play areas. Other plans included dog parks, trails, playgrounds, skate parks, disc golf courses, sports fields, and bleachers/restrooms.

Recreation Management Magazine also reported that the top planned additions by respondents to their survey were:

Playgrounds (81 % ) Park Structures (example, picnic pavilions, restrooms) (80%) Open spaces (example, gardens and greenbelts) (71%) Outdoor courts (basketball, tennis, pickle ball) (70%) Sports fields (70%) Trails ( 68%)

When asked about longer-range future plans for their facilities, park professionals indicated they wished to add splash play areas, dog parks, skate parks, disc golf, trails, and playgrounds.

In 1997, the National Sporting Goods Association survey about recreation showed that walking for exercise, swimming, camping, and exercising with equipment were the top four activities. At the bottom of the list were volleyball, softball, baseball, soccer, touch football, mountain biking.

EZ Facility, a sports and fitness business software company, reported that a recent study conducted by GreenPlay Consultants found the number one recreational sport of2016 that recreational facilities were adding was Pickle Ball. Also, there was evidence of other "small area" activities increasing in popularity - such as mini-soccer, body-weight training, Ultimate Frisbee, and hula hoops. They noted that other trending activities were kickball and dodgeball. Many of these activities are attractive to professional adults who can participate in them "on the way home from the office".

The increasing number of"baby boomers" retiring is creating a need for senior programming in outdoor recreation. Many polls show preferred activities by retirement aged people include walking, picnicking, sightseeing, bird/wildlife viewing, fishing, boating, swimming. Moreover, the numbers of single and childless adults who would benefit from adventure recreation are also increasing.

Additionally, the 2012 Outdoor Foundation report cited statistics that showed national estimates of 45% for women and 55% for men enjoying outdoor recreation. Lastly, the 2010 report of the Outdoor Recreation Foundation stated that when trails are located close to residential areas, they have a 20% higher rate of use.

In their 2016 NRP A Field Report, the National Recreation and Park Association reported that a key outreach method to increase usage of park and recreation facilities was recreation programming. Examples of programming by many

municipalities are: martial arts, aquatics, team sports, fitness classes, health and wellness education. Recreation Management Magazine reported recreation facilities planned programs included adult sports programming, active older adults programs, teen programs, and fitness.

Also, the National Recreation and Park Association (NRP A) has moved beyond the traditional "10 acres per 1,000 residents" paradigm. This shift now considers the "unique blend of social and economic characteristics" of each community alongside the traditional guidelines. Along with an awareness of the increasing costs of maintaining public facilities, the new method stresses the following:

• Consider wellness programming • Include residents' opinions • Accommodate different cultures in the community

As a result of increased participation in recreation activities nationally, communities are seeing a higher demand placed on existing recreational facilities, an accompanying need for additional recreation, and increased funding issues.

Because of funding issues, volunteerism is more frequently incorporated into communities' parks and recreation. A local example reported in the Crystal Falls HOA Community Newsletter is the walking trail constructed by community volunteers. Lago Vista's Keep Lago Vista Beautiful (KL VB) is a valuable volunteer resource; however, they cannot provide all of the volunteers needed. In addition to facility assistance, volunteers are key to providing recreation programmmg.

III. INVENTORY OF AREAS AND FACILITIES

Two classes of facilities exist within the City of Lago Vista: private and public. The large majority of outdoor facilities belong to the Lago Vista Property Owners Association and are for the use of their members only.

The following tables and maps show the facilities in existence as of2016. In addition to the City of Lago Vista, both L VPOA and L VISD school facilities are included in the inventory. The L VISD has an inter-local agreement that allows youth sporting associations/teams to use school facilities for a fee to cover operational expenses. Also, the Travis County parkland as well as the federal wildlife preserve lands have been listed.

The 2015/2016 Comprehensive Planning Group did an extensive job of identifying outdoor and open space needs. A major part of this section are those goals identified by that group. While some items can be accomplished within a year or two, some of them must be incorporated into a bonding for Capital Improvement Projects sometime into the future.
