OUR COMMUNITY

CITY OF LACEYPlanning & Development Services Manager

The Planning and Development Services Manager reports to the Director of Community and Economic Development and is responsible for organizing, coordinating, evaluating, and managing the internal operations of the Department. This position is also responsible for a wide range of department level administrative and technical program activities and complex projects which may span across the department divisions. Provides direct supervision to the Building Official, Planning Manager, Economic De-velopment Coordinator, and all positions assigned to the Current Planning Division.

• Participates as a member and representative of the Department’s management team.

• Coordinates implementation of the Comprehensive Plan and zoning through permitting, building code services, Fire Marshal services, code enforcement, public engagement, and permit counter activity.

• Works with representatives from neighboring jurisdictions and regional partners in the coordination and/or resolution of regional land use issues and partnerships.

• Provides support on the Department’s economic development projects and Comprehensive Plan implementation initiatives for the City.

• Assists the Director with the annual budget process and monitors department expenditures and revenues.

This position may occasionally act in the absence of the Director of Community and Economic Development.

THE POSITION

With an annual budget of $3.5 million and 19 dedicated full time employees, the Community and Economic Development Department is responsible for the City’s full range of land use planning and implementation, economic strategies, and construction code compliance services. The Department’s mission is to ensure the highest quality of development and construction in the City, a robust local economy, and provide citizens with timely and accurate assistance concerning City regulations, goals, and policies. The Department includes the following divisions:

• Current Planning • Long-Range Planning

Management & Operations• Organizes, coordinates, evaluates, and manages

the internal operations of the department which includes the Building/Fire Division, Long-Range Planning Division, Economic Development, and Current Planning Division.

• Participates as a member and representative of the Department’s management team, to include the establishment of department goals and performance measures. Coordinates department vision, strategies, policies, and functions. Promotes organizational values and collaborates on strategic approach to achieve long term department and division goals and objectives and continually improves performance, organizational health, and accountability.

• Assists the Director with the annual budget process and monitors department expenditures and revenues. Manages data tracking systems and produces monthly reports to the Director.

• Coordinates implementation of Comprehensive Plan and zoning through permitting, building code services, Fire Marshal services, code enforcement, public engagement, and permit counter activity. Develops administrative interpretations and resolves conflicts between codes, policies, and regulations.

• Manages/supervises assigned departmental staff; including selection, development of performance standards, training, coaching, assigning duties and responsibilities, motivating, monitoring work, evaluating performance, and confronting and resolving any performance discrepancies up to and including recommending termination.

Leadership, Development, and Coaching• Promotes positive customer service and productive, quality service delivery in support of the vision,

mission, values, goals, and objectives of the Department and the City.• Manages, promotes, and maintains a diverse, positive, respectful, motivated, collaborative, and

productive supervisory team.• Facilitates problem solving in the Department and encourages a high degree of communication and

feedback between employees and supervisors. Leads by example (e.g. maintains high standards of behavior and performance).

• In collaboration with division supervisors, oversees and administers employee selection, development, training, performance management, corrective action and/or discipline, and other related employee relations functions for the Department on behalf of the Director.

• Ensures the Department receives appropriate training and professional development. Ensures supervisory team meets leadership, management, and supervisory skill-development goals. Ensures supervisory team is working with employees on creating a safe working environment. Ensures employees maintain their required certifications and promotes cross-training opportunities across the divisions, where appropriate.

MAJOR RESPONSIBILITIESThese duties include but are not limited to the following:

Project Management & Technical Duties• Collaborates with the Building Official to ensure City regulatory and permit processes meet local, state,

and federal regulatory requirements and guidelines.• Represents the Director on the Site Plan Review Committee, Environmental Review Committee, and Land

Clearing Committee. Ensures all new development in the City meets city, state, and federal development, environmental, and Growth Management Act requirements. Reviews and approves City SEPA reviews and mitigation plans for critical areas.

• Serves as a technical and policy advisor to the Department Director.

• On behalf of the Department, serves as lead, sponsor, liaison, or member of various internal and external committees, organizational boards, advisory groups, multi-jurisdictional, inter- disciplinary/inter-departmental teams.

• Works with representatives from neighboring jurisdictions and regional partners in the coordination and/or resolution of regional land use issues and partnerships.

• Provides support on the Department’s economic development projects and Comprehensive Plan implementation initiatives for the City. Support includes, but is not limited to, project management, permit process coordination, developing reports on demographics, statistics and white papers, responding to inquiries, and coordinating with community public and private parties to facilitate coordinated development projects which will provide overall benefits for the City.

Other Duties as Assigned• Prepares and presents oral and visual reports to hearing bodies, committees, community groups, and

private organizations to explain the impact of planning and development on the community.

EDUCATION/EXPERIENCEThis position requires*:

A Bachelor's degree in urban planning, public administration, business administration, economics, or a related field AND five (5) years of successful and progressively responsible senior professional planning experience related to land use policies and practices, economic development, and environmental regulations related to development and administration of growth management regulations, standards, and/or principles. Must also have a minimum of two (2) years of supervisory experience which may have been obtained concurrently.

ORA Master's degree in urban planning, public administration, business administration, economics, or a related field AND three (3) years of successful and progressively responsible senior professional planning experience related to land use policies and practices, economic development, or environmental regulations related to development and administration of growth management regulations, standards, and/or principles.
