MEETING MINUTES JUNE 4, 2019

The regular meeting of the City of Dexter Arts, Culture, and Heritage Committee was called to order at 6:30pm at the Dexter Senior Center, 7720 Ann Arbor St., Dexter, MI 48130 ROLL CALL Committee Members Present: Hubbard, Willoughby, Arbour, Bellas, Babcock, Arab, Adair, Schell, Davis, Gregg Committee Members Absent: Fisher Others Present: Justin Breyer, City Clerk and Assistant to the City Manager; Morgan Marsh, Student Representative APPROVAL OF THE MINUTES Motion by Arbour, Seconded by Schell to approve the minutes from May 7, 2019 as presented with the following correction:

STUDENT REPRESENTATIVES Morgan Marsh reported that she made contact with the school art teacher, but that they would not be able to be a judge. She was able to post flyers in multiple classes. E. PROJECT UPDATES FOR ITEMS NOT ON THE AGENDA None OLD BUSINESS None NEW BUSINESS A. DISCUSSION OF: RFP PHOTOGRAPHY SERVICES PROPOSAL The Commission discussed the photography proposals and the review committee’s recommendation of Jen Prouty Photography. Motion by Arbour, Second by Hubbard to recommend to City Council approving the proposal submitted by Jen Prouty Photography. Unanimous voice vote approval B. DISCUSSION OF: 2019 PAINT DEXTER PLEIN AIR FESTIVAL The Committee discussed:

• The number of professional artists accepted.

• The jurors and jury selection process.

• Sponsorships

• Selection of the current year’s and next year’s adult workshop locations. Motion by Arbour, Second by Davis to select Webster Historical Society for this year’s adult workshop location and to request the use of Anne Ferris’s property for next year. Unanimous

• Discussion of timeline for other two projects that were identified.

• Add Paint Dexter decal to the list to talk about the next meeting.

STAFF REPORT

To: Arts, Culture & Heritage Committee

Date: June 28, 2019

Dexter Art Gardens Temporary Sculpture Display

Issues have been reported with the sculpture located near the Dexter District Library regarding

children climbing/sitting on the sculpture and the sculpture deforming. Staff is working to have

the sculpture moved to the circular seating area across from the Sheriff’s substation at Main St.

and Jeffords St. The third sculpture would then be installed near the Dexter District Library.

Photographer Approval

During their June 10th meeting, City Council approved the Arts, Culture, and Heritage

Committee’s recommendation of contracting with Jen Prouty Photography for one year. Her

work will officially begin on July 1st and will go through the end of June 2020.

Beer Grotto Mural

Staff received a phone call from the new owner of the restaurant/business that will be located

in the space currently occupied by the Beer Grotto. The business owner expressed an interest in

contracting with an artist to paint a mural reflective of downtown on the side of the building.

Staff discussed the concept with him and indicated that the City would likely not be able to

contribute financially to the project, but may be able to assist with fundraising.

Updates

• With regard to hosting the artists reception in the Monument Park tent, the liquor license

requires that all liquor provided must be sold and tracked. If the Committee wishes to

provide the artists with alcohol at the reception, staff recommends hosting it elsewhere.

• Staff has developed and provided an updated checklist for the Committee’s review. This

checklist has also been added to the Google Drive.

• The Department of Public Works is currently working on re-painting the display racks. With

80 artists plus a panel for the Judge’s works, staff may need to order additional racks.

• Staff would like to put together a meeting to review supplies, set-up, and timing with the

Department of Public Works.

• Post cards have been printed. Staff will bring them to the next meeting to be addressed.

• Registrations:

• Do we want to have a “Sales Rack” where we move sold paintings?

o No, too logistics heavy

o Use existing photographer in more limited capacity.

• Verify what level of winner will be automatically juried-in.

o 1st, 2nd, and 3rd place winners from previous year only.

• Confirm that we are going with the same set of dates, Monday – Saturday the week

after Dexter Daze.

• Review Timeline of Events – Is there anything significant from the timeline that we would

o Yes, allow artists to reprice their artwork after a certain time on Saturday.

• Allow artists to hang their own artwork?

o Yes, allow artists to hang their own artwork – set up a system.

• Additional reserve paintings – do we allow artists to bring more as they sell? (i.e. you can

keep up to 2 reserve paintings on your rack at any given time as long as they were

painted during the Festival)

o Discussed allowing artists to have up to X number of paintings hanging on the rack

at one time as long as they were painted during the Festival. Artists can swap non-

competition paintings at any time.

• Ws for racks instead of Ls? Add new panels to middle for Quick Draw?

o Yes, change the layout of the racks.

• Do we divulge who purchased a piece to the artists?

o Yes, divulge art purchasers to artists. Put a checkbox on the purchase form to

THE VILLAGE OF DEXTER

Members present: Mike Vickers, Victoria Schon, Matt McCormack, Tom Rosenbaum, Pam O’Hara, CourtneyFitzpatrick, Audrey Becker and Paul Cousins. Guest present: Chris DeCorte.

A sub-committee met at 6:00 to start the creation of the public art plan. Victoria will complete thedraft and e-mail it to Committee members. We will continue work on it at the April meeting.

The February meeting notes were reviewed and no changes were made.

The Dexter Arts Center has some classes that are filled. They would like a larger space to accommodatemore students. They will be participating in Dexter Daze and the Pioneer Art Fair to get the word out tothe community.

Victoria reported on attending the meeting of the Village website committee. Since the Village websiteprocess is moving forward the Committee will wait on moving forward with setting up its own page andcoordinate with the Village effort.

Creative Connections – Planning to visit Encore, Dexter Arts Co-op, Artistica, Dexter Arts Center,Side Door Gallery. Members present: Mike Vickers, Victoria Schon, Matt McCormack, Tom Rosenbaum, Lynn Babcock, PamO’Hara, Audrey Becker and Paul Cousins. Guest present: Chris DeCorte.

The March meeting notes were reviewed and no changes were made.

The Dexter Arts Center has been working with Thomson Shore on developing a marketing plan. They areworking with the schools to advertise summer camps and classes.

The Dexter Area Historical Society is hosting Civil War Days in June. Carol Jones contacted Courtney toask if the Committee was interested in being involved in some way. The Committee felt that if the CivilWar Committee had a specific area/activity that we could assist with they would consider it.

Paul reported that Matt LaFontaine is interested in working with a designer to design the piece of artthat will be at the corner of his property. Paul also reported that the incoming President of the Rotary,Steve Fienman, has an interest in public art.

The Committee discussed the draft public art plan. Suggestions were made to change it to a five yearplan, remove the definition of what art is not, and update the draft ordinance to reflect the correct AnnArbor population and associated Dexter cap. The book “Art in Public Places” is a useful reference tool andcould help to make the plan more of a plan instead of a response to questions. A meeting to further refinethe plan will be held on April 12th at Foggy Bottom.

The Committee discussed the idea of creating a box city at a downtown Dexter event. A committeerepresentative will attend the Dexter Daze Committee meeting to see if it could be worked into theirevent. Audrey will forward photos/information to the committee about the idea.

Creative Connections – Planning to visit Encore, Artistica, Dexter Arts Center, and the Side DoorGallery. Courtney will work onupdating the flyer with Sky Creative.

Budget – Discussion was held about requesting funds for Songs, Slams, Smores, the box city and a tentfor participation in Village activities. The final requests will be put together May 3.

Members present: Tom Rosenbaum, Audrey Becker and Courtney Fitzpatrick and Paul Cousins.

The April meeting notes were reviewed and no changes were made.

The Dexter Arts Center will be having a fundraiser at the Pub on May 18. They are continuing to work onachieving non-profit status.

Audrey will be meeting with Victoria then forwarding a draft copy of the public art plan to theCommittee.

The Committee would like to have the Box City event at Apple Daze. The cost will be $615 for the boxesplus the cost of supplies to decorate the boxes.

The Dexter Arts Center is struggling to fill their classes and pay their rent. Establishing an effectivemarketing campaign has been challenging, which means that many people still do not realize they exist.

Victoria presented the idea of a Committee retreat. Details are as follows:ACH Committee Retreat PotluckOct 18, 6-8pmBring a dish to share, and your favorite beverage.This is a social event, but we will also use this opportunity to help us refine our future intention for thiscommittee.Location: 2995 Wylie Road, Dexter (south of Island Lake Road)

The Committee discussed changes to the draft art plan. Courtney N. will make those changes and submitthe document for the June 27th Council packet.

Sub-Committees:Historical Sign – Paul met with Grace Shakman and walked the route of the Border to Border trailconnection through the Village. There are several places along the route that would be appropriate forhistorical markers.ACH Events: Creative Connections/Songs, Slams Smores

Creative Connections – Event was a success with approx. 40 participants. Courtney F. to mail outthank you letters to the sponsors.Songs, Slams & Smores – Event was partially held due to rain – John Latini did perform, the drumcircle was not held. Target the end of September as the next date.
