THE CHESlliRE RUGBY FOOTBALL UNION RULES

NAME AND CONSTITUTION 1. The name sball he "CHESHIRE RUGBY

FOOTBALL UNION" hereinafter called "tbe County Union,"

2. Tbe County Union sball he in Membersbip with the Rugby Football Union.

3. Tbe object of the County Union shall he the furtherance of tbe interests of Rugby Union Football.

4. The Counly Union heing tbe constituent body for the Chesbire Area duly appointed by the Rugby Football Union, shall act as such consti­tuent body. The expression "the Cheshire Area" has such meaning as on request may be assigned to it by the Committee of the Rugby Football Union.

MEMBERSHIP S. There shall be eligible for Memhership of

the County Union: (i) Rugby Football Clubs. including school

c1.tbs, in the Cheshire Area (hereinafter referred to as "clubs").

(ii) The Liverpool and District Rugby Union Referees' Society, the Mancbester and District Rugby Union Referees' Society and any other Society of Rugby Union Football referees approved by tbe Com­mittee of the County Union (hereinafter referred ta as "societies").

(iii) Individuals. Provided that:

(a) No club. society or individual shall be eligible for membership which or who (unless previously reinstated) has been expelled from membership or, being a player or official of a club or society, is under suspension by the Committee of the County Union (hereinafter referred to as the "Committee"), or the Rugby Football Union, or has committed any act of prof es­sionalism as specified in the Rules for the time heing as to Professionalism of the Rugby Football Union.

(b) An individual member must be a member of a Rugby Football Club or Union which itself is a member of the Rugby Football Union.

(c) Every candidate for election must he proposed and seconded by or on hehalf of two Members entitled to vote by notice in writing given to the Hon. Secretary. Elections shall be by the Committee, and upon demand of any member of the Committee present elections shall be by ballot.

HONORARY LIFE MEMBERS 6. Honorary Life Memhers may he elected

at any General Meeting npon the recommen­dation of the Committee provided that notice of intention to propose them has been included in the Agenda sent with the notice con' 'eninp; the meeting.

PRlVILEGES 7. Officers, Members of the Committee and

ail individual Members shan be entitIed to free ground admission to ail County matches, the Final of the Cheshire Cup, the Final of the Cheshire Plate, the Final of the Colts' Shield and County Trial matches playod in the Cheshire area exœpt the final of the County Championship and other matches under the auspices of the Rugby Football Union such as English Trials or other County Finals. Entry to County Championship matches shall be by the production of a ticket voucher and to the Finals of the County Competi­tions by the production of the County Member­shipCard.

OFFICERS 8. The Oflicers of the County Union shall he a

President, Past Presidents, Senior Vice-President, V"sce-Presidents (ofwhom there shaIl he not more !han four), the Ruaby_ Football Union County ReDresentative, an Honorary Treasurer. an assistant Honorary Treasurer, an Honorary Secretary and an assistant Honorary Secre~ (hereinafter referred ta as "Hon. Treasurer,' "Assistant Hon. Treasurer" "Hon. Secretary" and "Assistant Hon. Secretary" respective1y).

9. The Officers and other members of the Committee for the time being in office shan retire at the close of the Annual General Meeting in every year and the meeting shall elect Officen and memben of the Committee for the succeedina year. Retirina Officers and memben of the Com­mittee shan be eligible for re-election. Election shaIl be clecided by a maiority of those voting. If no Hon. Secretary shaIl be elected, the retiring Hon. Secretary shall continue in office for the timebeing.

R.F.U. REPRESENTATIVE 13. The representative of the County Union

OD the Committee of the Rugby Football Union shall be elected annually in accordance with the Rugby Football Union Bye-Laws, and the Hon. Secretary shall make the necessary arrangements.

ENTRANCE FEES AND SUBSCRIPTIONS 14. Anonal Subscriptions, which shall Cali due

club), i:30·00, payable by Bankers Order to the Hon. Treasurer OD September lBt eachyear.· .

(ii) In the case of each school club i:S.OO, plus such amount as may be needed to cover its subscription to the Rugby Football Union (which must be transmitted by the County Union).

(Hi) In the case of individuals other than Hon. LiCe Members, i:3·00.

(iv) In the case. of individuals elected as LiCe Members other than Hon. LiCe Members, onesubscription ofUS·OO.

(v) In tbe case of the Referees' Societies, 0·00.

GENERAL MEETINGS

17. An Annua! General Meeting of Memhers, of which ten clear days' notice shall he given to persons entitled to attend, shall he held not later than the third Saturday in July each year for the condnct ofbuslness authorised by the Rulos.

18. The Hon. Secretery shall Convene a Special General Meeting when directed by the Committee or upon reœiviDg a requisltion to thet eftèct statlng c\early the resolutioil or resolulions to he proposed and slgned by or on' behaIf of not less than four members heing clubs. The Special General Meeting shaII he held within tWeDty-one cleu days of reœipt of snch requisi­tion, and at Joast ten clear days' notice of snch Meeting shall he given to persons enlitled to attend.

19. Thore shall he, subject to Ruia 26, entltled to attend and vote at general meetings, the officers and memhers of the Commlttee, one duly appointed representative of each member

club, three duly appointed schoolboy represen· tatives nominated by the Schoolboys' Sub­Committee and one representative of the individual members immediately prior to the geueral meeting at which he is to act. (The duly appointed representative of each Club for the purpose of this rule will be additional to officers and members of the Committee).

20. Individual members, save for the indivi· dual member elected in accordance with Rule 20, May attend general meetings, but will not be entitled to vote.

2!. A representative of a club (other than a school club) shaJI be a member of the appointing club: a school club representative shall be a member of the staff of the school concerned. .

22. For the purpose of attending and voting at Annual General Meetings, the name of a representative of a club or of a schoolboy representative shall be given by notice in writing under the hand of the appointing President, Chairman or Secretary to the Hon. Secretary of the County Union not later than the commencement of the general meeting which sucb representative shaJI be attending. If more than one alternative representative shall present him­self, that one of them whose name appears on the notice shall alone be entitled to vote.

23. The President or in case of his absence, the Vice-President who shaJI of. those present have been longest in office. shall be Chairman at aJI General Meetings. If the President and ail Vice-Presidents shall ail be absent the meeting shall appoint a Chairman.

In case of an equality of votes, the Chair­man shall have a second or casting vote.

24. The quorum for a General Meeting shall be fifteen persons entitled to vote.

25. No person shall be entitled to attend any general meeting whilst any entrance fee or sub­scription is owing to the County Union by sucb persan or by the club he represents in the case 01 the representative afa club.

26. The accidental omission to give notice to or the non-receipt of notice by. any member sbal not invalidate the proceedings at any genera meeting.

ISLE OF MAN SUB-COMMITrEE, consisting of twelve members (of whom inc1udes the Clubs Representative to the County) equally divided from Clubs in the island from who a Chairman shall be elected annually with the approval of the Cheshire Committee, a Secretary/Treasurer. (If no Secretaryl Treasurer is elected from the members of the Sub-Committee a Secretary/Treasurer can be co-opted without a vote on the Committee). The Sub-Committee to eleet a Selection Committee, of six, one from eaeh Club in the Island.

MATCH AND GROUND SUB-COMMITTEE, consisting of the Hon. Treasurer. Hon. Secretary, the Assistant Hon. Secretary and one member of the Committee from each club staging County or Representative games. The Match and Ground Committee shall be responsible for the ground arrange­ments for matches arranged by the Committee to be played in the Cheshire Area. The Match and Ground Committee shall have the power ta delegate such matters as it may determine.

COLTS SUB-COMMITrEE, eonsisting of a Chairman and Secretary elected by the Colts Sul>-Committee with the approval of the Committee, six members elected by the Com­mittee and six non-committee members. The six non-committee members and six members

40. CLUB ACCOUNTS 43. Ali clubs in membership with the County

Union, school clubs excepted, shall each year before September 1 st send to the Secretary of the County Union an audited Revenue Account and Balance Sheet made up to the end of ilS last financial year; in cases where a club's gross annual income exceeds a sum to be determined by the Committee of the Rugby Football Union, ilS auditor shall be a Chart .. red Accountant.

ALTERATION TO RULES 44. No rule shall be altered, rescinded or

added to excepting by a General Meeting, and then only with the consent of at least two-thirds ofthose voting. Notice ofany proposed alteration to the Rules, and of any other motion to be sub­mitted to a General Meeting except a motion relating to matters specifically provided by the Rules to be transacted at an Annual General Meeting. together with the names of proposer and seconder, shall be given in writing to the Hon. Secretary before the April 30th preceding the meeting.

PRESS 45. No member shall furnish information of

Countr Union proceedings to or for the Press exceptmg with the written approval of the Hon. Secretary and the Chairman of the Sub­Committee concemed or of the President of the County Union.

ACCOUNTS AND AUDIT 46. At every Annual General Meeting a

Chartered Accountant shall be appointed auditor,

REGULATIONS OF THE COMMITTEE GOVERNING CLUBS, MATCHES AND

1. Clubs shall send to the Hon. Secretary of the County Union the names and addresses of their Honorary Secretary and Honorary Treasurer not later than the Anoual General Meeting of the County Union.

2. The home club must post a notification of the proposed time of commencement of play to the visiting club ten clear days before the matcb, and tbe visiting club must conflrm tbis witbin twodays.

3. If a club fails witbout reason satisfactory to the Committee to fullll a mture it sball be liable to suspension.

4. During September, October, February, Marcb and April not less than fort y minutes eacb way shall be played and during November, December and January not less than tbirty-flve minutes, unless a sborter lime is sanctioned by tbe referee prior ta tbe kick-off.

The Captains of tbe teams must infortn the referee as to the lime agreed upon for play.

S. If a match is delayed for an unavoidable reason so as to preclude the chance of its being played according to the lime agreed upon by the Captains, the referee then bas absolute power to decide the length of time of the match prior to the match starting.

7. Both teams shall he on the ground ready to start at the time arranged. Should any club not he ready to start at the lime arranged. it shaU be liable to suspension. (The referees' societies have been asked to request their referees to report to the Hon. Secretary of the County Union ail occasions when matches are started late and the reasons given to them).

8. Referees will where possible he appointed by a referees' society. In case the official Referee fails to turn up. the Captains should agree upon a Referee. and ID case they fail to do so must toss for choice. The non-attendance of the official Referee should at once he reported to the Hon. Secretary of the County Union and the Secretary of the referees' society concerned.

9. It shall he ilIegal for any club knowingly to play any man who has previously been a memher of another club which he has left without paying his subscription.

THE THORN EMI COUNTY CHAMPIONSHIP REGULATIONS 1983/84

1. DESCRIPTION The Competition shall he called "The

THORN EMI County Championship" (herein­after referred to as "the Championship") and shall he hetween the 27 Constituent Bodies (here­inafter referred to as "The Counties") named in the next paragraph.

The 27 Counties tIlking part in the Championship shall be Berkshire. Buckingham­shire, Cheshire, Cornwall. Cumbria, Devon, Dorset & Wilts. Durham, Eastern Counties. East Midlands. Gloucestershire. Hampshire, Hertford-

shire, Kent, Lancashire, Leicestershire, Middle­sex, North Midlands, Northumberland, Notts, Lines & Derbyshire, Oxfordshire, Somerset, Staffordshire, Surrey, Sussex, Warwickshire and Yorkshire.

AIl matches in the Championship shall be played under the laws of Rugby Union. Football and comply with the Bye-Laws, Rules and Regulations of the Rugby Football Union (here­inafter referred to as the "RFU").

2. ORGANISING COMMITTBB The Championship will he organised by

the Committee of the RFU (hereinafter referred to as the "Committee"). The decisions of the Committee shall he binding and final on any matter not provided for in and on the interpret­ation of these regulations.

3. FORM OF CHAMPIONSHIP (a) The twenty-seven Counties will he divided

into four leagnes of which leagnes l, Il and III will consist of eight Counties each and leagne IV will consist ofthree Counties.

(b) There will he promotion and relegation between these each season on the basis of two up and two down.

(c) The fust three leagnes of eight will each season he divided into two groups of four bymeansofadraw.

(d) The Counties in the six groups of four will play each other involving three games for each County in these groups.

(e) The four Counties in each group will be placed in order as a result of their three matches, two points being awarded for a win, one for a draw and none for a loss. In the case of equality of points after playing the three matches, places will be decided by

placing a County with a larger points difference above a County with a lesser points difference, the difference being estaI>­lished by subtracting the points scored apinst from points scored for.

(f) The fourth match to he played hetween Counties in the tirst three leagues will be asfollows: (i) The top County in each group of four

will play the second County in the other group of four in the league concemed. The two winners of these matches in the league 1 will go forward to a final to decide the champion County for the current season. The two winners in each ofleagues II and III will be promoted to a higher league in the next se8son.

(ii) The third County in each group of four will play the fourth County in the other group of four in the league concerned. The losers of these two matches will be relegated to a lower league in the following season.

(g) The three Counties in league IV will play each other on a home and away basis involving each County in four matches. At the end of these matches Counties will he placed in order, two points heing awarded for a win, pne for a draw and none for a loss. In the case of equalitr the points difference will decide the placmgs. The top two Counties will be promoted to league III in the following season.

4. DRAW The draw for the two groups in each of

the tirst three leagues will he made each year by 31st lanuary. The tirst four Counties drawn in a

particular league will comprise the first group, and the remaining four Counties will comprise the second group in the league conœmed.

S. DATES (a) The four matches to he played by each of

the Counties in leagues I, II and III shall he played on Saturdays 6, 8, 10 and 12.

(b) The final will be played on Saturday XS or Saturday X7 according to which is avaUable each season.

(c) In league IV the matches will he played on Saturdays 6, 7, 8, 9,10and 12.

6. VENUES (a) The venues for the three group matches in

the first three leagues will he decided according to the order Counties are drawn as first, second, third and fourth in each group for the season conœmed. Matches will he played, the first named having home advantage, as follows: Saturday 6 I v. III II v. IV Saturday 8 1 v. II III v. IV Saturday 10 IV v. 1 II v. III

(b) In the first three leagues on Saturday 12 the home advantage will he in favour of those Counties who were placed first and third in their respective groups at the end of the preœding three matches.

(c) In league IV matches will he played as follows: Saturday 6 1 v. II Saturday 7 II v. III Saturday 8 III v. 1 Saturday 9 fi v. 1 Saturday 10 III v. II Saturday 12 1 v. III

(d) In every case the County having home advantage shall decide on which ground within ilS Constituent Body area a match shall he played.

(e) The final of this competition shaU he played at Twickenham.

7. ELIGmILITY (a) A man may qualify to play for a County by

blrth, residence or club. (b) No man may play for more than one

County in a season. (c) To qualify by birth a man sha1l have been

born within the Constituent Body area of the County concerned.

(d) To qualify by residence a man shall: (i) Actua1ly he residing within the Con­

stituent Body area of the County con­cerned when he first plays for that County, provided that he bas resided therein continuously for a period of three calendar months immediately preceding the date ofplaying. or

(U) Sha1l he residing when at School or CoUege either as pupU, student or master provided that he is a bona lide pupU, student or master of the scIlool or coUege concerned during the fun term of three months immediately preceding the time of playing.

(e) Where a man plays for a County by virtue of a qualification by residence under (dXi) above such qualification shall hold good until a man qualifies and pla)ls for another County, but qualifications by residence and playing under (d)(ii) above shall terminate m respect of a pupU or a student but not in

respect of a master immediately his full­time period of instruction at the school or college ends.

(f) Residence taken up to attend school or college as a pupil or student shall not quaIifya player under (d)(i) above.

(g) A man shall be held to be actually residing in a County only if: (i) His own home or ordinary place of

residence which comprises premises which he ordinarily and regularly uses as his home and which he ordinarily and regularly uses as a sleeping apartment be within the boundaries of the County concemedor

(ii) Having no other home or ordinary place of residence ofhis own his parents' or guardian's ordinary place of resid­ence is situate within. the boundaries of the County coneemed or

(iii) Being in one of HM Forces he is stationed in the County, his station to count as his residence under (d)(i).

(h) To qualify through a club a man shall he a bona lide playing memher as at the Ist September or in the case of a university or student club as at the start of the aeademie year, in the eurrent season of a club alloc­ated under RFU Bye-Iaw 17 to the County concemed and shaU have continued to remain a bona lide playing member of that club up to the date of lirst playing for the County concemed in that season.

(j) Where a man is a bona lide playing member of two clubs allocated to dilferent Counties under RFU Bye-Law 17 then he must state at the start of the season concemed the club which he considers to be his 'home'

club for the purpose of the County Cbampionship.

(k) Wbere a man plays for a County by virtue of a qualification under (h) above such qualification shall hold good until a man qualifies and plays for anotber County except that qualification through a univers­ity or student club shall terminate when a man ceases to be a member of that univers­ity or student club.

(1) Any County which receives an official com­plaint (whether verbal or otherwise) regarding the qualification of one of its players, must report the faets to the RFU within 48 hours. The complaining County must also within 48 hours of making the complaint report the details on which it bases it to the RFU and to the County against which it is making the complaint. If the County against which the complaint has been made, thereafter plays the man in question and the objection is upheld by the RFU, the County concemed shalliose the match.

8. TIED GROUP POSITIONS AND DRAWNMATCHES

(a) In the event of two or more Counties in a group of four being equal after the applica­tion of regulation 3(e) by reason of both their match points and their scoring points dilference being equal, then a County which has scored more tries in its three matches shall be placed above a County which has scored less. If the Counties conœmed still remain equal, the County which has scored more goals from tries shall be awarded the higher placing. If there is still equality, then

the County which bas scored the most points "for" in tbe competition shall be given the preference.

(b) If the group positions stiU have not been determined then regulation 3(e) shall be applied ta those Counties still remaining equal as if the group had consisted only of those Counties. If still no result is produced, tben the provision of paragraph (a) of tbis regulation sbal be applied.

(c) If the position is then not resolved, the provisions of paragraph (d) of this regula­tian shall be applied ta each drawn match within the group and then regulation 3(10) and paragraphs (a) and (h) of this regulation shall be applied in turn as necessary ta the amended results.

(d) If any match ta be played on Saturday 12 in the first three leagues ta decide promotion and relegation after 40 minutes of play each way the scores are still level, the County that bas scored tbe most tries sball he the winner. If this does not produce a result the County that has scored tbe most goals from tries sball be the winner. Iftbis still does nol produce a result tbe visiting team shall be deemed the winner.

(10) In the final if at the end of 40 minutes play each way the scores be equal, the tries be lOquaI and the goals from tries be equaI, tbere shall be an immediate period of replay between the same teams of 10 minutes each way with a one minute interval. If at the end of the further 20 minutes play the scores still be lOquaI, then the match shall be adjudged adraw.

9. REFEREES AND TOUCH JUDGES (a) Referees for all matches in the Champion­

ship shall be appointed by the RFU. (b) In aIl matches other than the final the

touch judge for the home team shall be a quali6ed referee appointed by the Referees Society associated with the home County. The other louch judge shall be provided by the visiting County.

(c) In the 6nal the touch judges shall be quali-6ed referees appointed by the RFU.

10. REPLACEMENTS Replacements are permitted in the final of

the Competition in accordance with Law 3 and the International Board Resolution relating thereto as printed in the RFU Handbook. In aIl other matches of the Championship replacements are permitted in accordance wlth the RFU Resolutions relating to the use of replacements.

11. CLASH OF COLOURS In the event of Counties having sunHar or

clashing colours, the home County shaH be responsible for changing its colours.

12. POSTPONED AND ABANDONED MATCHES If conditions prevent a match being

played or a match is abandoned it shall be played the following Saturday or snch other day as may be authorised by the Comrnittee.

13. NOTIFICATION OF RESULTS The Secretary of the home County shall

be responsible for informing the Secretary of the RFU of the result of a match within 48 hours thereof.

14. DELAYED ARRIVALS Matches shall be played during normal

daylight hours unless two Counties mutually agree to play under f1oodlights. AlI shall star! at the agreed time and any delay may be reported by the non-offending County to the Committee.

15. GROUNDS A home County is responsible for

correctly preparing its ground for a match.

16. FINANCE (a) At ail matches in the Championship ail

spectators (including members and season ticket holders both of the Counties con­cerned and the club where a match is staged) must be charged the advertised entrance, stand and car park priees.

(b) In all matches the two participating Counties shall share the gross gate which shall include car park and programme receipts. The home County shall account and make payment to the visiting County within four weeks of each match and there­after, in the event of delay in payment, shall pay interest thereon at the rate of 10% per annum calculated on a daily basis. Thereafter the home County shaU bear aU match expenses and the visiting County shall pay ail its own travelling expenses.

(c) A home County is responsible for the proper promotion of a match. It is recommended that the minimum charges he t:1 for admission to the ground with a further 50p for a Stand scat. A visiting County shall be entitled to take up to one third of the Stand capacity of a home County if it so desires.

(d) After a match such dinner or meal shall be provided as shall be agreed by the two Counties talcing part and the cost thereof shall he borne proportionately hetween them.

(e) Travelling and accommodation expenses shall he paid to a County for an away match as follows:-(i) The sum of li for every mile which a

County travels to an away match in excess of2OO miles for the round trip.

(iO The sum of lSOO where it is necessary to provide ovemight accommodation.

(iii) Distances hetween Counties shall be established by the Committee by reference ta official mileage quoted by the Automobile Association hetween the County town of the visiting County and the match venue.

(iv) A claim for an accommodation allow­ance cannot he entertained if travelling can he accomplished in three hours or less for the single joumey.

(v) Only in the most exceptional circum­tance. cao a c1aim for accommodation

aIIowance he accepted for more than onenight.

(vi) Any County wishing to make a c1aim for either travelling or accommodation aIIowance must submit the daim to the SecrLtary of the R.F. U. at least seven days prior to a match heing played.

(vii) A County may make an additional c1aim for expenses in any special case of exceptional hardship and in exceptional circumstances. Any such c1aim must be supported by the full faets giving rise thereto and with any relevant accounts and documents and must be submitted within four weeks of the date of the last match played by the County in the Championship.

(vW) The decision of the Committee on aU daims shall he final.

(f) The monies provided for the 1982/83 Championship and aU Championships thereafter (until otherwise agreed) by THORN EMI shall belong to the Counties participating and shall be distributed tirst in meeting admitted travelling and expense daims in accordance with the last preceding paragraph. and thereafter distributed in such shares amongst the participating Counties as the R.F. U. shall decide.

17. PROTESTS. DISPUTES AND TRANSGRESSIONS Any matters in dispute or aoy trans­

gressions of these regulations. other than those relating to the eligibility of players where the provisions of Regulation 7(1) apply. shall he referred immediately to the Secretary of the R.F.U. by telephone if necessary. providing written confirmation follows immediately.

18. COMPETITION FOR 1983/84 The twenty seven Counties shall for

1983/84 be organised into four leagues and the draw for the THORN EMI Championship was made on Saturday 29th January 1983 as follows:

STANDING ORDERS OF THE COMMITTEE GOVERNING ITS

MEETINGS

(to apply mutatis mutandis to General Meetings)

1. Every notice of motion shall be made in writing to the Hon. Secretary of the County Union to be included in the Agenda of the nex t meeting, such notice to be signed by at least two members.

The Motions shall be taken in the order in which they appear on the Agenda paper unless a majoritr of the Committee decide otherwise, and no motion will be put to the vote unless it is botb moved and seconded.

2. Ail correspondence or business of import­ance which may have arisen too late for inclusion in the Agenda paper shall be produced previous to any Motion on the Agenda paper being put, and the Committee may decide by a majority to take any such business hefore proceeding with the Agenda paper.

3. The Chairman shall have power to prevent any member, except the moyer, speaking more than once on any one motion or question unless in explanation. The moyer shall in ail cases he entitled to speak once in making his motion, and once by way C\freply.

4. Whenever an amendment is moved on an original proposition and seconded, no second amendment shall he moved unUl the original amendment is disposed of.

If an amendment be carried, the motion as amendment shall take the place of the original

motion, and shaU become the motion on which a second or further amendment may be moved.

Qnly one amendment shall be submitted for discussion at a time.

No reply is alIowed to the mover of any amendment to a motion.

S. AU resolutions shaU be put to the meeting and decided by a show ofhands or by ballot at the discretion of the Chairman.

6. The Chairman shall have power to allow aoy member to rise and speak to a point of order at any point of a debate.

7. A declaration by the Chairmao as to the resnlt of a vote shaU be conclusive.

8. Il is not intended to apply the standing orders to matters which may arise for discussion apart from the Agenda paper, and the Chairman shaU have power to enforce ail or part of them only at his discretion.

9. AIl questions arising on the construction of the above standing orders shall be determined by the Chairman of the meeting for the time being and bis decision shall he final.

10. Any resolution or minute passed or approved by the Committee which affects the fixture list of clubs affiliated with the county will not become operative for three seasons following the date of the confirmation of the resolution or minute.

RULES OF THE CHESHIRE CUP AND PLATE COMPETITIONS

1. The Competitions shall be called "The Alex Lawrie Cheshire Cup" and "The Cheshire Plate".

2. Ali Clubs who are full members of the Cheshire R.F.U. shall be eligible to enter providing ail outstanding debts have been paid to the Cheshire Unions, being:

(a) paid the entrance fee to the Competitions, (b) paid the current season's subscription to

the County, (c) paid any current loan interest and

repayment, (d) submitted a balance sheet and statement

of club accounts as required by the Rugby Football Union Bye-Iaw 10,

(e) has no outstanding payments in connec­tion with Disciplinary Hearings for the previous season.

3. There shall be an Entrance Fee as decided by the Cheshire Cup and Plate Competitions Sub-Committee.

4. The competing teams shall be bona-fide members of the Club represented by such teams. Members of other Clubs shall not be enrolled for the special purpose of playing in any Tie, and no player may play for a club competing in the Cheshire Cup and Plate who has previously played for another Club in the same competition or any other County Cup or John Player Cup Competition in the same season.

S. The Ties for the Competitions shall be drawn and the matches played by the dates deter­mined by the Committee. The first drawn Club in each Tie (other than the Final) shall have a choice of ground. The Final will be played on a ground

decided by the Cup and Plate Sub-Committee. 6. The duration of each Tie will be one hour

and twenty minutes. unless the Referee considers that conditions will not allow the full length of time to he played in which case the tie will be replayed on the same grouod.

7. Drawn Matches. (a) If after 40 minutes each way the scores are

still level, the team that has scored the most tries shall go forward into the next round. If this does not produce a result. the team that has scored the most goals from tries goes forward into the next round. If the scores still be equal, the tries still he equal and the goals from tries still be equal the visiting team shall go forward into the next round.

(h) In the Quarter-Final and Semi-Final, if at the end of 40 minutes play each way, the scores he equal, the tries he equal, and the goals from tries be equal there shall he an immediate period of replay hetween the same teams of 10 minutes each way, with a one-minute interval. If the score still be equal, the tries still beequal and the goals from tries still be equal, the visiting team shall go forward ioto the next round.

(c) In the Final, if at the end of fort Y minutes play each way, the scores he equal, an extra ten minutes each way will he played, the score at the end of that period heing the result. Should there still be no decision a replay will be staged, the venue and date to he decided by the Cup and Plate Sub-Committee.

8. Replacements-Up to a maximum of two players per team may he in attendance and be available as replacements in ail ties played.

9. Where a Club is required ta play a tie on a Sunday it must fulfi1 ilS DOrmal fixture the previous day or he disqualified from the Competitions forthe carrent season.

10. AIl entry proceeds, that heing Oate, Stand. programmes and car park shall he shared equally hetween the two Clubs concerned. The gale money from the Final Tie, aller deduction of expenses. shallso ta the benefit of County Funds. The Members of the Home Club. including Ladies, must pay for admission to the Orounds, Stands and Enclosures. etc.

Il. AIl Ties will he refereed by a memher of either the Manchester or Liverpool Referees Society. The touch judses for the semi-finals and finals shan he members of either the Manchester or Liverpool Referees Society.

12. In the event of a clash of colours hetween compeûns Clubs, the Home Team must change ilS colours.

13. AIl questions afFecÛDII the qualifications of players and the interpretation of these roles shall he referred ta the County Committee. No protest or apDeal of any kind will he valid unless the Club milkins the protest or appea1 does so within forty..,ight hours of the termination of the Match ta the County Secretary. A copy of the protest or appea1 must at the same âme he sent ta the Secretary of the opposinS Club, and the Referee a1so, should the matter 50 concern him.

14. The County Committee is the sole Interpreter of those Rules, and from ilS decision, there shan he no appea1; either at law or other­wise.
