Dear Chamber Member

Our recently hosted Conference had positive news highlighting that the Cork region is uniquely positioned to benefit from business opportunities in the United States, China and India. Titled “New Reality/Big Opportunities - Two Way Traffic East and West”, and sponsored by HSBC, the conference explored the opportunities and challenges that exist in the US and Asia for SME’s and large businesses. All speakers gave positive indicators for companies to internationalise but enforced that successful businesses not only managed the downturn but also prepared for the upturn!

Cork Chamber would like to take the opportunity to congratulate both Cork City and Cork County Council on being nominated in three categories in this year’s Chambers Ireland Local Government Awards, held in association with the Department of the Environment, Heritage and Local Government. Cork City Council were awarded with “Festival of the Year” for Christmas on the Grand Parade project. As you are all aware on Tuesday 7th December Budget 2011 will be announced, the Cork Chamber’s Pre-Budget Submission is focused on fostering enterprise, encouraging investment and restoring confidence in the economy.

We look forward to seeing at our Annual Christmas Lunch, in association with Quintas, on the 3rd Dec in the Maryborough Hotel. With speaker Louis Copeland lined up to entertain on the day it promises to be a great opportunity to start the festive spirits and meet associates you have done business with during the year and make new contacts for 2011!

Finally I would like to remind you that tickets for the Chamber Annual Dinner, held on the 4th Feb, go on sale from the Chamber website on Friday the 19th Nov and I would encourage you to mark this date in your diary and not to miss the most important business networking event of the year.

Best regards,

Cork Chamber encourages Cork students to take an active interest in Science

Chairperson of Cork Chamber’s Science, Research and Innovation (SRI) Committee and General Manager of FMC International, Brendan Keane, congratulated students from Nagle Community College, Mahon, on winning the Cork Chamber School Science Award 2010 with their project ‘Home Chemistry’. The project was one of a number of prize-winning entries at this year’s event which was spon-sored by Boston Scientific and held at University College Cork (UCC) and was started three years ago with a view to generating interest in science among pre-Junior Certificate students. The competition is one of two education-support initiatives championed by Cork Chamber’s SRI Committee which focus on science and engineering.

Speaking about the event, Mr Keane said, “The Chamber, through the SRI Committee, is keen to promote science and engineering subjects at all levels of education and especially among these junior scientists. The wide range of projects on display here, covering all aspects from ‘renew-able energy sources’ to ‘sound’ and ‘home chemistry’, dem-onstrate the keen interest and sense of discovery among students from all over Cork. In supporting the efforts of

these students we hope that they will consider a career in science and engineering in the future. This is essential if the country is to address the current imbalance between the supply and demand for science graduates”.

Nagle Community College was awarded first prize by judges from Boston Scientific, ConocoPhillips and UCC. ‘Sound’ by North Presentation Secondary School and ‘Acids, Bases and Fun’ by Terence MacSwiney Community College were awarded with 2nd and 3rd place prizes respectively. Speaking at the event Tom Mangan, Managing Director of Boston Scientific, said, “Boston Scientific is proud to sponsor this competition for the third time. We continue to be impressed by the enthusiasm and creativity shown by all the students who participated today and we hope this competition will encourage these students to consider sci-ence subjects in the senior cycle. Cork is fortunate to have a cluster of world-class, science-based industries operating locally, and we feel that it is vital that we collaborate with schemes such as these in order to promote and highlight the importance of science for the Cork region”.

Budget 2011 Must Create ConfidenceChamber Reinforces Views on Budget 2011Cork Chamber recently communicated an additional addendum to the Chamber’s Pre-budget submission to Minister for Finance, Mr. Brian Lenihan and Mr. Kevin Cardiff, Secretary General – Department of Finance, to reinforce our views and put forward additional steps which Cork Chamber now believe are critical to building business confidence on the forthcoming Budget 2011.

The extent of the state subvention required to the Irish banking system is now much larger than originally anticipated than when our Pre-Budget Submission was submitted to Government in early September. In addition to this, the cost of government debt increased significantly during the course of September 2010 and arising from this, it is now clear that a number of difficult decisions will need to be made so as to close the fiscal deficit over the next four years. In terms of bridging this gap, we summarised the key steps which the Cork Chamber now believe are critical to building business confidence. Key steps to recovery: • The establishment of a Business Leaders Council

consisting of ten of Ireland’s business leaders to act as a consultative body to the Government.

• The need for metrics on the savings arising from the Croke Park Deal on public service pay and reform

• Address the apparent lack of purpose and urgency on the political systems part in preserving and creating much needed employment given the current economic circumstances.

• While significant fiscal adjustment is needed, cognisance must to be given to balanced adjustments and the need for a stimulus package for enterprise and employment in Budget 2011. This is key to economic recovery and growth.

• Government has a duty as a matter of urgency to provide leadership and instil confidence to reinvigorate the labour market. Palliative and piecemeal remedies are not sufficient to deal with the current challenge.

• The Chamber is of the view that it is about time that we confronted the taboo of public sector reform in a realistic fashion. We all know that the size and cost of the public sector in Ireland is not fit for purpose, yet there is no realistic idea of what the potential savings under the Croke Park agreement could be, as specific targets and firm timelines have not been set, with no consequences if targets are not achieved. You can’t manage what you don’t measure. A metric should be put on the total cost saving that should be achieved from the Croke Park deal. To the extent that these cost savings are not achieved, the shortfall should be met by a corresponding reduction in public sector employment costs. The lesson is clear. If the public sector is not reformed, any effort to restore fiscal sustainability is futile.

• As far back as 2008, the OECD have been calling for boldness in developing a programme for public sector reform in Ireland and terming our public sector and Quangos “an organisational zoo”. Regrettably, we are now at the point where reports such as the McCarthy report and the Local Government Efficiency Review are gathering dust. All of the reports cannot be wrong in their assessment of the existing shortcomings in the system. Public sector wages continue to remain high by international standards. In Ireland the public sector wage bill eats up 30% of Government expenditure, in Germany for example that figure’s 15%.

• The Chamber has called for strong leadership from Government in advancing public sector reform and ensuring value for money, which in turn will lead to an increase in consumer confidence.

Cork County Council Strategic Policy CommitteesA meeting with the newly appointed Business/Employer & Development/Construction Pillar representatives on Cork County Council Strategic Policy Committees and the wider pillar was held on 2nd November. This first meeting served to strengthen the views of the businesses and development pillars in the region and will assist us in speaking with one voice on business issues and successfully influencing the strategic development of the Council.

Integrated Transport in the Cork RegionThere has been recent speculation that additional road tolls may be introduced and the Chamber would be strongly opposed to any such measure that took revenue from the Cork region without any tangible transport benefits. We believe that the attitudes of the public and of businesses are of considerable significance and therefore, the Chamber will be carrying out a survey of its membership intended to highlight and prioritise areas where our understanding of public and business attitudes could usefully be developed into policy.

CSO Enterprise Statistics GroupMs. Alma Murnane, Policy & Research Manager, will be representing the national Chamber network on the Central Statistics Office Enterprise Statistics Group. Comprised of representatives from key Government Departments, State Agencies, Business Organisations and Regional Bodies, the Enterprise Statistics Group will play an important role in assessing the needs and priorities of key national users of business and enterprise statistics. The group will also facilitate the effective exchange of information on all areas of business and enterprise statistics between the main data providers, compilers and users of these statistics.

Amongst the group’s priorities, it is intended that they will advise on the business and enterprise statistics required to support national and regional policy needs, in addition to investigate alternative sources for business and enterprise statistics, in particular with a view to reducing costs and burden.

INFLUENCING decisionsFor more information on any of the issues in this section please contact Alma, Sean or David

Financial Regulator speaks to Cork Businesses at UCCThe Head of Financial Regulation, Mr. Matthew Elderfield, recently spoke to a wide audience at University College Cork regarding ongoing developments in financial regulation in Ireland.

Cork Chamber were pleased to offer our support to the UCC Financial Services Innovation Centre and the Association of Compliance Officers in Ireland in the organisation of this event and we are grateful to those Chamber members who were in attendance.

Pre-Budget Meetings with Elected RepresentativesA Cork Chamber delegation, comprising the President, Chief Executive, Policy and Research Manager and Chair of the Fiscal Services Working Group recently met with elected representatives from the region to discuss the Chamber’s Pre-Budget Submission. In meetings with Senator Day Boyle, Simon Coveney TD, Deirdre Clune TD, Kathleen Lynch TD, Ciarán Lynch TD and Michael McGrath TD the Chamber detailed its proposals aimed at promoting innovation and entrepreneurship, removing unnecessary red tape and protecting existing levels of economic activity both nationally and in the local Cork economy. In the coming weeks a Chamber delegation will be meeting with Ministers from the Cork region to discuss the upcoming budget.

A comprehensive summary of the measures contained in the Chamber’s Pre-Budget Submission for 2011 can be found in the Chamber’s Q3 Economic Bulletin.

For a copy of the Chamber’s Pre-Budget Submission for 2011, please contact [email protected]

Local Authority Rates CampaignIn the coming weeks Cork Chamber will launch its joint rates campaign with other business organisations (Cork Business Association, IBEC and Vintners Federation of Ireland). Cork Chamber will also meet with policy makers, the City and County Managers and elected representatives to outline our key arguments. These will be in conjunction

with a significant media campaign. Our recent quarterly economic survey shows that 40% of respondents say that commercial rates are affecting the future viability of their business. The business community does not object to paying their fair share for local authority services, though our recent economic survey showed that just 4% of businesses feel they get value for money for the rates they pay.

Flood Alert DifficultiesCork Chamber recently wrote to the City Manager to highlight the inadequacies of the current flood alert system and the continued poor level engagement with stakeholders. No formal notification of the flood alert on Friday, October 8th was received by the Chamber from the Council and the Chamber was only in a position to inform members following media reports. Deficiencies with the Council’s website, which did not display the alert prominently and the flood helpline, which was unavailable for much of the period were also highlighted.

European Week of Waste Reduction (EWWR) EventsAs part of the European Week for Waste Reduction (EWWR), Repak’s ‘Prevent and Save’ Programme, in association with greenbusiness.ie and the SEAI, will be running a seminar on ‘Total Waste Prevention: How to reduce costs and optimise resources for your business’ on Thursday 25th November in the Radisson Blu Hotel, Cork.

Foreign Direct Investment GrowsThe level of Foreign Direct Investment (FDI) into Ireland increased by €30.4 billion to €169.3 billion last year, recent figures published by the Central Statistics Office show. The increase in FDI is mainly a result of an increase of €26 billion in the level of equity capital and reinvested earnings to €210.8 billion, the CSO said.

While the Netherlands appeared to be the biggest investor in the Irish economy last year, accounting for €37.5 billion of the €169.3 billion total, with the United States contributing €4.3 billion, the CSO attributed the high amount of investment coming from the Netherlands to the US, saying it is most likely that American companies based in the Netherlands are channelling money through there for tax reasons. Outside the Netherlands, Luxembourg was the biggest source of foreign investment in Ireland in 2009, pumping €23.8 billion into the economy. The UK and France were next investing €19.6 billion and €11.6 billion respectively. South American countries meanwhile accounted for €18.6 billion of direct foreign investment.

The value of Irish investments overseas increased to almost €190 billion, a jump of almost €70 billion.

Chamber Annual Conference

Cork Chamber’s Annual Conference heard that the Cork region is uniquely positioned to benefit from business opportunities in the United States, China and India. Titled “New Reality/Big Opportunities - Two Way Traffic East and West” and sponsored by HSBC the conference explored the opportunities and challenges that exist in the US and Asia for small and medium enterprises (SMEs) and large businesses in the Cork region.

Opening the Conference, Cork Chamber President Ger O’Mahoney said, “It is important to identify what is good in the economy and the Cork region, including our good infrastructure, environment and high quality of life.” Mr. O’Mahoney also highlighted recent positive developments, including the increased numbers at work and the rise in the number of job vacancies. According to Mr. O’Mahoney, “Ireland is a gateway to the rest of world and has an influence well beyond its size. Cork has unique advantages to offer and the success of Irish and multinational companies based here underpins this. We have an obligation to utilise our connections around the world, using our excellent and enthusiastic people.”

Mr. O’Mahoney said, “Increasing the numbers of International students coming to Cork was important, not only because of their spending power but also because they can act as ambassadors for Cork and Ireland in the future. Measures to unlock the potential of personal savings and kick-start productive investment must also be taken”.

Fiscal Adjustment is needed but Budget 2011 has to focus on growth and creating confidence

Cork Chamber President, Mr Ger O’Mahoney today outlined a comprehensive and hard-hitting expose of Cork’s Chamber’s calls on Government for Budget 2011.

According to Mr O’Mahoney, “The business community are concerned by the apparent lack of purpose and urgency on the political systems part in preserving and creating much needed employment given the current economic circumstances. While significant fiscal adjustment is needed, cognisance must to be given to balanced adjustments and the need for a stimulus package for enterprise and employment in Budget 2011. This is key to economic recovery and growth. Government has a duty as a matter of urgency to provide leadership and instil confidence to reinvigorate the labour market. Palliative and piecemeal remedies are not sufficient to deal with the current challenge”.

“Cork Chamber also calls on Government to establish a Business Leaders Council consisting of ten of Ireland’s business leaders to act as a consultative body to the Government. This Council would enable business leaders to make a major contribution to solving the country’s economic challenges, as we believe that both the political and the permanent government, working in collaboration with the business sector would present the best solutions to the difficulties we now find ourselves in”, stated Mr O’Mahoney.

“It is about time that we confronted the taboo of public sector reform in a realistic fashion. If the public sector is not reformed, any effort to restore fiscal sustainability is futile”.

“As far back as 2008, the OECD have been calling for boldness in developing a programme for public sector reform in Ireland and terming our public sector and Quangos “an organisational zoo”. New Reality/Big Opportunities Two Way Traffic East and West

Cork Chamber’s Annual Conference entitled “New Reality/Big Opportunities - Two Way Traffic East and West” and sponsored by HSBC took place recently. The conference explored the opportunities and challenges that exist in the US and Asia for small and medium enterprises (SMEs) and large businesses in the Cork region.

Guest speaker Sean O’Driscoll, Managing Director of Glen Dimplex reminded delegates that “the World economy is not waiting for us” and despite the situation in Ireland the global economy had returned to growth. Mr. O’Driscoll encouraged delegates to seek out opportunities internationally, adding that defeatism would not build on our strengths to repair our “badly damaged but not shattered” economy. Mr. O’Driscoll told delegates that successful businesses not only managed the downturn, but also prepared for the upturn.

Mr. O’Driscoll said leadership and “rational optimism” was required to restore confidence and that Ireland should look to grow its indigenous manufacturing sector. He outlined an economic vision; “I call it Agenda 2016 – to make Ireland the most competitive Economy in Europe by 2016. This means much more than just pay rates, it also means attacking wasteful and unnecessary expenditure” adding that positive developments to reduce energy and employment costs had already begun.

Jim Herlihy, Chairman of the San Francisco/Cork Business Initiative, discussed the economic development of San Francisco, particularly in the ICT and biotech sectors and the opportunities for Irish companies in the area. Mr. Herlihy also emphasised the deepening strategic relationship between the twinned cities of Cork and San Francisco. Alan Duffy, Head of HSBC Corporate Banking Ireland told the conference of HSBC’s positive experience of doing business in Asia and discussed how Irish companies can position themselves to take advantage of future opportunities in the rapidly growing Asian market.

In an interactive discussion facilitated by broadcaster Ivan Yates, including panelists Prof. Fan Hong (Irish Institute of Chinese Studies UCC) , Denis Molumby (IDA Ireland), Julie Sinnamon (Enterprise Ireland) & D. Ramamoorthy (Embassy of India), policy makers and enterprise agencies were encouraged to develop a greater focus on attracting foreign direct investment (FDI) from Asian companies. According to the IDA’s Annual Report 2009 out of almost 1,000 IDA supported companies operating in Ireland, 15 were from the Asia Pacific region outside of Japan. The opportunities India and China present to Irish companies and the supports available to SMEs seeking to enter Asian markets were also outlined. The strong links between Cork’s third level institutions and the US, India and China were also highlighted.

Property owners and managers present incredibly high standards at the 2010 Better Building Awards

The Lord Mayor of Cork, Councillor Michael O’Connell, recently announced the winners of the 2010 Cork City Better Building Awards.

This year’s 2010 Better Building Award judges awarded 9 categories including the newly created Public Realm Award, which the judges created to focus attention on the contribution made to the city centre environment by the design and creation of new public spaces in the city. The first Public Realm Award went to: Opera Lane (O’Callagahan Properties) and Emmet Place (Cork City Council).

Cork Marketing Partnership Chairman, Mr Michael Geary commented at the ceremony, “the highly successful Better Building Awards is just one of many CMP projects, the challenge for Cork Marketing Partnership going forward, is to exploit market opportunities and position Cork to maintain and build profile in domestic and international markets. The challenge for Cork is to be recognised internationally as a progressive European City Region, driving national competitiveness and focusing on high added value mobile investment and talent”.

Destination Cork - Big City Possibilities with Small City Benefits!

Last month Cork Convention Bureau (CCB) joined forces with Cork Hoteliers and tourism providers to promote Cork as a Business Tourism Destination in London and surrounding areas.

With over 55 direct access routes from the UK and Europe including 12 flights a day into London, Cork is a very attractive proposition for UK and European buyers. The standard of hotel and venue product in the region has never been better with extremely affordable delegate rates on offer. One of the highlights of this promotional drive in the UK was a dinner at the world renowned Richard Corrigan’s Bentleys Oyster Bar & Grill in London. The evening was an opportunity for London buyers to meet the ‘Destination Cork’ team and learn more about the region.

Evelyn O’Sullivan, General Manager of the CCB stated, “In Cork we have a no no-nonsense and friendly approach. People like to do business with us and we feel that by bringing a little piece of Cork and Ireland to them it should result in good solid business opportunities for the region going into the future.” Significantly CCB is now negotiating conference business for 2011/12 with 2 major London tour operators.
