3. ORGANIZATION OF THE SERVICEThe Mechanical infrastructure contract holder (Work Package 20) shall ensure the co-ordination forperformance of erection works and integration of all components in the gantry, i.e. the items from theEnergy, Air-conditioning, Fluids and Low Current Contracts as well as the items from the variousmechanical contract Work Packages.

This service is divided into two phases. The first phase (phase I) relates to Ground Installations forwhich the definition is clearly separated from the launcher studies, or for which launcher assumptions aresufficiently precise. The second phase (phase II) relates to Ground Installations for which the definitionis related to launcher assumptions, which are not precise enough at the present time but with a definitionpreservatory for these installations, thus enabling a ceiling estimate to be calculated.

This CCTP includes the following Work Packages, broken down into phase I and phase II:

The main events related to the service are:

- critical industrial design reviews authorizing manufacturing phase starting

- factory qualification/acceptance of certain sub-assemblies authorizing shipment to the site

- Acceptance of Mechanical/Civil Engineering interfaces enabling on site erection mechanical activitiesto start,

- gantry closed-covered authorizing the other contractors to work in the gantry

- industrial acceptance and test review board.

These events constitute the main milestones indicated in the appended time schedule.

4. GROUND INSTALLATION MISSIONSome of these installations are located in the launch zone, on the ELA1 launch pad. They re-use theELA1 ground infrastructures, modified according to the INFRASTRUCTURE Contract (outside theservice).

These infrastructures are connected to the roadway network of the Guiana Space Center.

These infrastructures, fitted with the equipment from the other Work Trades, enable the integration,preparation, testing and launching of the Vega launcher, comprising:

� A first solid fuelled stage (P80) transported vertically on its launch pallet via the road network. TheUPG dolly fitted with a spacer comprising a docking device is used for this transfer operation.

� A 1/2 interstage skirt transported vertically in its transport container via the road network

� A second solid fuelled stage (Z23), transported horizontally in its transport container via the roadnetwork

� A third solid fuelled stage (Z9), transported horizontally in its transport container via the road network

� A fourth storable propellant upper stage (AVUM), transported vertically in its transport container viathe road network

� A composite (fairing + payload), transported vertically on a transfer trailer via the road network fromthe EPCU.

To perform the above, the following operations must be carried out in these installations:� reception of the P80 on it pallet and positioning on the ZLV host structure,� preparation and check of P80, requiring particular access under this stage� hoisting of the ½ skirt with the crane and assembly on P80, connections and checking� erection of Z23 in its container with the crane, hoisting of the stage with the crane and assembly on

the ½ skirt, connections and checking,� erection of Z9 in its container with the crane, hoisting of the stage with the crane and assembly on

Z23, connections and checking.� hoisting of AVUM with the crane and assembly on Z9, connections and checking,� hoisting of the composite with the crane, assembly on AVUM, connections and checking.� filling of AVUM with propellant,� connection of swing system cables and release cables for umbilical connectors,� withdrawal of the platforms,� opening of doors and withdrawal of the gantry,� revalidation of the pallet after launching

Ground mechanical installations are also compatible with related maintenance operations and palletrevalidation operations after launching.

Installations comprise the following items:

� the mobile gantry comprising a metal framework, cladded and mainly fitted with: doors (personnelaccess and integration of launcher stages), a traveling crane, three fixed platforms with fold-awayshutters, two elevator platforms, one lift, stairways and rapid evacuation chute, translationinstallations (motorization and bogies), technical rooms.

� the umbilical mast with the swing system for umbilical connectors

� the host structure for the pallet in the bunker, with its removable floors

� the pallet and its transfer prime mover (top pallet and bottom pallet)

� the pallet spacer fitted with a docking device

� the container erection swivels, the anti-swing device for stage hoisting (1/2 skirt, AVUM, composite,etc.)

� the anti-self-propelling system

� the modified dolly.

Operations related to the preparation of the upper part also require proper leveling of existing equipment,especially Ariane 4 fairing harnesses.

5. TECHNICAL DESCRIPTIONLevels indicated in this document are given in IGN altitude: 14 m level corresponds to the current levelof the mobile gantry running area concrete slab.

5.1. Mobile gantry

5.1.1. Work Package 1 (phase I): Structure (main framework, secondaryframework) and Fixed platforms (excluding mobile shutters)

The structure of this assembly is described in documents “VG-ST-211072-C-0008-CNES:Technical Specification - Gantry structures and cladding”, and “VG-ST-21107-C-0018-CNES:Access and Walkways Technical Specifications”.

5.1.1.1. Required services

Services cover at least the following points:

- Detailed studies of the main and secondary framework and of the gantry fixed platforms making itpossible to satisfy all specifications and to supply the corresponding files,

- Sizing of components and verification of their resistance to environmental constraints, supply ofcorresponding files,

- Study of gantry stability under the effect of wind and under the effect of launcher blast at lift-off.- Calculation of lowering of loads, supply of corresponding files, weight budget- Detailed definition, preparation of the manufacturing drawing set,- Material procurement and associated certificates,- Manufacturing, anti-corrosion treatment,- Dimensional checks and associated certificates,- Trial erection, if necessary, according to complexity,- Packaging and transport, with description of packing list,- Preparation of erection procedures- On-site erection- Geometrical checks- Preparation of definition files, manufacturing files, inspections and tests, operations files (User's

Manual, maintenance plan, description of batch of spare parts)- Supply of an inventory of the supply, with costs

5.1.1.2. Scope of supply

In particular the supply comprises:

- The main structure for the frameworks and roofing and assembly components, bracing, stability,pillars, beams, trusses

- Secondary framework for attachment of cladding (stringers), and roofing (purlins) and relatedassembly components.

- Stairways, circulation floors, fixed or removable guard rails, landings and decking- Beams and running tracks (with ground straps) of gantry as well as stops (definition of the track

and calculation of forces to be picked up by the stops, which are the responsibility of the TravelingCrane Work Package)

- The monorail of the external working platform, secured under the roof access walkway.- The lift pylon.

5.1.1.3. On-site erection services

These services shall include at least:

- Erection of general main and secondary frameworks. Erection shall be on the Cossway, ontemporary supports compatible with the future bogie installation.

- Running tracks and related attachment installations shall be erected by the INFRASTRUCTUREContract Holder, who will carry out reworks on sealing and protection of the Cossway.

- The management of all handling facilities, personnel access and safety required for erection- Site electrical power supplied to box by the Energy contract (capacity: portable tooling power

supply)- The management of energy power supply for all heavy facilities required for erection

5.3.3. Work Package 14: Container erection swivels (Phase II)

The purpose of this work package is to supply the metallic parts enabling the erectionoperations of the containers of stages Z23 and Z9 to be carried out.

5.3.3.1. Design constraints

5.4.3. Work Package 17: Anti-self-propelling system (phase II)

The purpose of this work package is the supply of systems making it possible to counter-effectthe self-propelling phenomenon of the various launcher stages.

The anti-self-propelling system comprises two units:

- a component assembly installed on the pallet: 4 blades with their supports

- a component assembly installed in the framework of the gantry roof: IPN beams installedunder roof purlins

The purpose of this equipment is:

- for blades to perforate the skin of P80 in case of untimely lift-off, which should entail itsexplosion

- in the case of IPN beams installed under the roof purlins, constitute a roof obstacle impedingintegral lift-off of stage Z23 or Z9 outside the gantry area.

The operating principle of the blades is as follows:

- During the passive life phase (nominal configuration), the blades are set to idle position,held in position by a safety pin (impeding any unwanted activation).

5.4.6. Work Package 20: General Ground Infrastructure Mechanical Services

5.4.6.1. Classified installations

Structures of the VEGA Project Ground Segment (and in particular the launch zone) shall be subjectto an operation authorization in compliance with the ICPE regulations.

Each Industrial Contractor with a Ground Segment Contract for the VEGA Project shall comply withthis regulation and provide all necessary documents to produce the operation authorization request(DDAE) following a request from CNES.

5.4.6.2. Scheduling and planning

The Industrial Contractor in charge of the INFRASTRUCTURE Contract shall be responsible for thescheduling and planning of the site works which are the responsibility of the contract holders(Mechanical, Civil Engineering Works Infrastructure, Fluids and Instruments and Ground Checkoutequipment contracts).

Works consist in analyzing the elementary tasks concerning works, determining their sequencing aswell as related critical path by means of charts and in proposing steps targeted at observing worksturnaround time.

5.4.6.3. Coordination

Coordination between the works under the responsibility of contract holders (Mechanical, CivilEngineering Works Infrastructure, Fluids and Instruments and Ground Checkout equipment contracts)shall be performed by the Industrial Contractor in charge of the INFRASTRUCTURE Contract, whetherthese works are carried out by the INFRASTRUCTURE Industrial Contractor himself or by the contractholder of another work package, or by a sub-contractor certified by the Prime Contractor (SDS).

Coordination consists in harmonizing the actions of the various partners in time and space duringworks and managing the inter-company health and safety boards.

All Industrial Contractors shall formally and beforehand inform the INFRASTRUCTURE IndustrialContractor and the Prime Contractor (CNES/SDS) about any works involving other contract holders ofthe project at the date of the works considered.

Coordination between the works under the responsibility of the contract holders and existing systemson ELAs shall be the responsibility of the Prime Contractor CNES (SDS). The contractor shall formallyinform beforehand to the Prime Contractor (SDS) of any work on existing equipment or structures atthe date of the works envisaged.

5.4.6.4. Control

Works control shall be performed by the Prime Contractor (SDS) for all contracts related to the VEGAProject Ground Segment.

Control involves the application as of the beginning of works and until all outstanding work has beenreleased, within the time frame set down in the works contracts, the various organizational stepsdecided upon as part of scheduling and coordination.

5.4.6.5. Documentation

Documentation management carried out in compliance with the management specification of theproject INFRASTRUCTURE contract (VG-SM-211-0004-CNES) requires in particular the constitutionand presentation of industrial files at five development steps:- Industrial Preliminary Design review (RDPI)- Industrial Critical Design Review (RCDI)- Technical report before phase 0 tests- Technical report before phase 1 tests- Final Test Review Board [C.R.E.] (final file supplied in 5 copies).

Note: Key Points, RDPI and RCDI shall be organized at the Industrial Contractors' expenses.

5.4.6.6. Summary of Execution Studies

The summary of execution studies for all contracts shall be provided by:- The MECHANICAL Contract for all works concerning the gantry, the mast and the launch table- The INFRASTRUCTURE Contract for all works, excluding the gantry, the mast and the launch

table, i.e. the bunker, the flame chutes, roadworks and miscellaneous networks, VEGA offices andVEGA operations room of CDL3.

These Industrial Contractors shall each chair a summary cell in which the Prime Contractor (SDS)shall participate. In particular, these Industrial Contractors shall ensure that a works summary iscarried out for:

- All provisions in works (position, dimensions, quantity, etc.)

- Laying and routing of all networks in works (cross-overs, relative positions, etc.)

- Terminal equipment (positions, dimensions, etc.).

The documents drafted following the summary committee meeting shall be forwarded to SDS forapproval.

- All Industrial Contractors of the VEGA Project shall provide their plans and working drawings tothe Industrial Contractor in charge of the summary committee.

- The Industrial Contractor in charge of the summary shall specify the format of documents to beprovided (IT installation and hard copy) as well as the number of copies (at least 3 hard copiesand one computer copy).

5.4.6.7. Cleaning

The Industrial Contractor for Civil Engineering Works shall be responsible for cleaning as necessaryduring works of all project structures: bunker, VEGA offices, VEGA operations room at CDL3(excluding the gantry) and the nearby environment of sites so as to maintain them in a good state ofcleanliness.

For final acceptance of works, the Industrial Contractor shall fully clean all works and surroundingareas with regard to Civil Engineering Works.

5.4.6.8. Earthquake regulations

Sizing of buildings and equipment shall take into account the horizontal response spectrum on theKourou site for V and V-VI (SMS) intensities: SPECTRE RG1-60 (5%) set at 0.05 g (S2).

5.4.6.9. SPS Coordination

The contract holder of this contract shall comply with all requirements:- in the General Coordination Plan (PGC), prepared by the SPS Coordinator accredited by the

Sponsor- of the CNES Site Regulations.These documents are appended to the call for tenders.

5.4.6.10. Work site installations

Work site installations shall comply with the requirements of the PGC and of the Site Regulations.

Work interfacing with other buildings of ELAs for connection of installations (air-conditioning, energy,telephone, miscellaneous network cut-off, etc.) shall be planned with SDS and work site operators.

A site box and tapping, a water tapping and regulatory installations for work sites shall be part of theservices due by the Civil Engineering Works contract holder. These services shall be defined withSDS and the SPS Coordinator in compliance with the PGC recommendations.

The proposal shall include a provisional plan for work site installations. The cost for such installationsshall be indicated in the proposal.

5.4.6.11. Schedule

The proposal shall include a detailed schedule of works per trade as well as a study schedule. Theschedule shall be in full compliance with the key dates of the general schedule of the operation.

5.4.6.12. Site Exploration

As part of works consisting of rehabilitating existing structures, Industrial Contractors arebound to carry out a technical visit to sites to record and obtain all information needed for theirestimate and to determine services to provide.In particular, Industrial Contractors will be aware of:- the exact condition of structures,- site access constraints for all contractors carrying out Civil Engineering Works in the ELA

complex,- safety constraints,- constraints related to the Guyanese environment.

5.4.7. Work Package 21: Dolly Interface

The scope of this Work Package comprises the modification of the dolly required to make itcompatible with the transport of P80 (spacer, prime mover and pallet).

This modification consists in setting up four anchoring points (4) on the dolly, making it possibleto rigidly tie the pallet to the dolly by means of 4 galvanized turnbuckles, 24’’ long, 2’’ indiameter.

These anchoring points shall be removable.
