1.- HACKING FOR SUSTAINABILITY (tesis doctoral) Based on the created artifacts, this text argues that the new technologies and paradigms coming from ICT can transform how sustainability work is performed, by changing the way that sustainability data is created, shared and visualized. This new data-driven approach is characterized by a bottom-up way of data gathering, automatic data collection and crowdsourcing, a real time orientation, a focus on transparency and openness, dynamic and interactive visualizations, and new approaches to innovation.These characteristics create new opportunities for making sustainability practice more effective and broaden its impact, but they also create new problems and increase existing risks.

E-Health activities are becoming commonplace within todays society and have the potential to transform the health care delivery system in the United States. Diffusion of technology continues to increase within the health care community with little guidance for physicians, their patients, technology developers, and policymakers. This paper attempts to provide some insight for these stakeholders about the current landscape of e-Health activities by reviewing recent developments, extent of usage, challenges, and benefits; recommend policies and guidelines for incorporating e-Health into health care in ways that support improving quality, safety, efficiency, efficacy, and access; and offer a framework for ongoing discussions, analysis, and review of the impact of e-Health activities on medical practice.

1.- Los derechos de comunicacin 10 aos despus de la CMSI: Percepciones de la sociedad civil. Publicado por la Asociacin para el Progreso de las Comunicaciones (APC) y el Instituto Humanista para la Cooperacin de los Pases en Desarrollo (HIVOS) con financiamiento de la Asociacin Mundial para la Comunicacin Cristiana (WACC) http://waccglobal.org 2013El objetivo de este trabajo es recopilar y cotejar las percepciones que tiene la sociedad civil sobre los cambios ocurridos en los 10 aos transcurridos desde que se adopt la Declaracin de principios de la CMSI, en 2003. Los resultados se utilizarn como insumos para el proceso de revisin formal de la CMSI y tambin para elaborar estrategias en torno de las agendas de la sociedad civil y las posiciones comunes. En este sentido, nuestro informe contribuye a enfrentar dos problemas: La clara ausencia en la mayor parte del mundo de un marco conceptual basado en las personas a la hora de elaborar las polticas y regulaciones de la sociedad del conocimiento compartido y la fragmentacin del movimiento en defensa delos derechos de la comunicacin, que tanto se moviliz para que las conclusiones de la CMSI se orientaran por un marco conceptual basado en las personas.

2.- EROTICS: Sex, rights and the internet An exploratory research studyThe EROTICS (Exploratory Research on Sexuality and the Internet) research project was initiated in 2008 as an exploratory step to meet this need and bridge the gap between policy and legislative measures that regulate content and practice on the internet, and the actual lived practices, experiences and concerns of internet users in the exercise of their sexual rights. It aims to promote evidence-based policymaking by engaging in on-the-ground research with a range of internet users especially those mostaffected by internet regulation measures, including young women and people of diverse sexualities to inform and guide policy making for a more accountable process of decision making. The project was coordinated by the Association for Progressive Communications (APC) and conducted with local partners comprising feminist academics and activists in five countries, namely Brazil, India, Lebanon, South Africa and the United States.

3.- GenARDIS 2002-2010: Small grants that made big changes for women in agricultura Published by APC 2010. Access to new information and communications technologies (ICTs) affects both men and women living in remote areas. Governments and the telecommunications sector do not prioritise infrastructure in rural areas because the population is generally poor and dispersed. Efforts to roll out infrastructure and training are focused in urban areas where the population is more concentrated and the profits more immediate and reliable.However, for women living in rural areas, access to ICTs means first overcoming multiple barriers relating not only to their location, but also their gender. Women play a central role in the agricultural economy, which means that their hours of work are long, leaving little time for learning how to use new technologies. Women cannot migrate as easily as men to towns and cities where training in new technologies is more available. Apart from agricultural production, women rather than men have the added responsibilities of caring for children and the elderly.

1.- eHealth Action Plan 2012-2020 - Innovative healthcare for the 21st century The first eHealth Action Plan3 was adopted in 2004. Since then, the European Commission has been developing targeted policy initiatives aimed at fostering widespread adoption of eHealth throughout the EU4. Member States have dynamically responded by demonstrating a high level of commitment to the eHealth policy agenda, notably through their participation in major large scale pilot projects such as epSOS5. The adoption in 2011 of the Directive on the Application of Patients' Rights in Cross Border Healthcare6 and its Article 14 establishing the eHealth Network, marked a further step towards formal cooperation on eHealth, with the aim to maximise social and economic benefits through interoperability and the implementation of eHealth systems.Notwithstanding this substantial progress, barriers continue to exist that need to be addressed in order to reap all the benefits from a fully mature and interoperable eHealth system in Europe.The new eHealth Action Plan aims at addressing and removing these barriers. It clarifies the policy domain and outlines the vision for eHealth in Europe, in line with the objectives of the Europe 20207 Strategy and the Digital Agenda for Europe8. 1.- ICTs for Democracy Information and Communication Technologies for the Enhancement of Democracy with a Focus on Empowerment.The aim of this study is to provide Sida and other stakeholders in Swedish development cooperation with documentation and information of ICTs for the enhancement of democracy with a focus on empowerment and specifically to provide information and assessment of ICTs for the enhancement of democratic processes with a focus on empowerment, including a situation analysis and estimated future potential for the planning of ICT related development activities and support to propose possible future areas of ICT for democracy support.

UNESCO1. -INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) IN EDUCATION IN ASIA. A comparative analysis of ICT integration and e-readiness in schools across Asia. More than ever, the advent of the knowledge economy and global economic competition compel governments to prioritise educational quality, lifelong learning and the provision of educational opportunities for all. Policymakers widely accept that access to information and communication technology (ICT) in education can help individuals to compete in a global economy by creating a skilled work force and facilitating social mobility. They emphasise that ICT in education has a multiplier effect throughout the education system, by enhancing learning and providing students with new sets of skills; by reaching students with poor or no access (especially those in rural and remote regions); by facilitating and improving the training of teachers; and by minimising costs associated with the delivery of traditional instruction.

2.- UBIQUITOUS ICT FOR SUSTAINABLE EDUCATION AND CULTURAL LITERACY. Similar efforts exist around the world, which also aim at advancing education for better literacy. This workshop is intended as a contribution to bring together scientists, public authorities, businesses, academics, civil society organizations and other interested groups and stakeholders to understand challenges for sustainable education and cultural literacy in the global context; identify the potential of ICT to advance and improve education; share knowledge and best practices about successful policies in global education; create venues of collaboration; and consolidate responsible communities for multi-literacies.The SECL workshop is a continuing effort of academics representing consortium institutions from Finland, Germany, Sweden, and Jordan and other countries collaborating on an EU Tempus funded project. The main objective of the project is to advance the frontiers of knowledge in ICT education as a core driver for Jordan national prosperity. The academics envision a collaborative atmosphere among Jordan and EU institutions for advanced teaching, applied research, staff/student exchange, and development for better quality of ICT education and relevance knowledge in a socioeconomic development context.The contributions also refl ect the activities of the UNESCO Chair in Global e- Learning of building Global University System (GUS). The report is a product of a series of collected efforts from academic research expertise put together with international leaders to better understand challenges in an era of global education and cultural dialogue. The report provides fi ndings and thoughts that could assist in enhancing mutual understanding among nations, and in building communities that will collectively lead to sustainable education in the global context. Our fi ndings may be used to guide the efforts of governments and policies leading to a future success for better cultural understanding.

4.- Informe sobre el Uso de las Tecnologas de Informacin y Comunicacin (TIC) en la Educacin para Personas con DiscapacidadEn consonancia con su mandato, la Organizacin de las Naciones Unidas para la Educacin, la Ciencia y la Cultura (UNESCO), promueve la libre circulacin de ideas por medio de la palabra, la imagen y el fomento del aprendizaje potenciado por las tecnologas de la informacin y la comunicacin (TIC). Como establecido en su Programa, la UNESCO impulsa estrategias destinadas a lograr una mayor utilizacin de las TIC en la adquisicin y el intercambio de conocimientos a fin de reducir las disparidades en cuanto al acceso a la informacin y el conocimiento, fomentando particularmente el acceso por parte de las personas con discapacidad, las comunidades locales, los pueblos indgenas y los grupos minoritarios. Su accin, por tanto, se orienta principalmente a asegurar el acceso equitativo y asequible a la informacin para todos como requisito fundamental para crear sociedades del conocimiento, que todava estn fuera del alcance de la mayora de las personas.

Voy a mencionar apenasDos de ellos, ya que constituyeron la gnesis de esta nueva publicacin: satisfacer las necesidades educativas de jvenes y adultos mediante el acceso equitativo a programas educativos y de habilidades para la vida (Objetivo 3) y mejorar la calidad de la educacin [] de modo de que todos puedan obtener resultados de aprendizaje visibles y mensurables (Objetivo 6).

6.- EL FUTURO DEL APRENDIZAJE MVIL IMPLICACIONES PARA LA PLANIFICACIN Y LA FORMULACIN DE POLTICASLa tecnologa ha hecho cambiar nuestro mundo como nadie habra podido imaginar. Hoy losdispositivos mviles impregnan la vida diaria, dando un acceso incomparable a la comunicacin y la informacin. A finales de 2012 se calculaba que el nmero de dispositivos mviles sobrepasaba la cifra de poblacin mundial (Cisco, 2012). A medida que aumentan la potencia, la funcionalidad y la asequibilidad de esos dispositivos, aumenta tambin su capacidad de apoyar el aprendizaje de maneras nuevas. Iniciativas innovadoras de aprendizaje mvil surgidas en todo el mundo han puesto de relieve ese potencial.

7.- Las TIC: del aula a la agenda poltica Ponencias del Seminario internacional. Cmo las TIC transforman las escuelas. En la agenda de las polticas educativas de los pases de Amrica Latina est presente, cada vez con mayor fuerza, la necesidad de incluir las TIC para potenciar las estrategias de trabajo docente y enriquecer los aprendizajes de los alumnos. En los estados del arte como en las investigaciones sobre esta temtica, se resalta la tendencia a la integracin de las TIC en la escuela como parte de un proceso de innovacin pedaggica.CEPAL

1.- La sociedad de la informacin en Amrica Latina y el Caribe: Desarrollo de las tecnogas y tecnogas para el desarrollo La generalizacin de la capacidad masiva de captacin, transmisin, cmputo y almacenamiento de la informacin lleva a una profunda reconfiguracin de la organizacin econmica y social (Webster, 1995). En el marco de esta transformacin que abre oportunidades para los pases de Amrica Latina y el Caribe, as como amenazas en la medida que no se superen los rezagos respecto al mundo desarrollado, hay diversas maneras de incorporarse a la sociedad de la informacin, las que dependen de las condiciones iniciales de cada pas y de dinmicas tecnolgicas, econmicas, sociales y culturales, as como de las opciones estratgicas de poltica pblica que se adopten.

1.- The State of Broadband 2013: Universalizing Broadband A report by the Broadband ComisionAffordable broadband connectivity, services and applications are essential to modern society, offering widely recognized social and economic benefits. The Broadband Commission for Digital Development promotes the adoption of broadband-friendly practices and policies for all, so everyone can take advantage of the benefits offered by broadband. This Report has been written collaboratively, drawing on contributions from the Commissions leading array of executives, thought leaders and their organizations, foremost in their fields. And yet, the question persists how best to connect everyone? This Report seeks to answer a number of questions, the answers to which can help us to realize the potential of broadband connectivity. It explores the questions of whether, and how, everyone can be connected to broadband Internet, and if so, by when: Why should everyone be connected? Is there a viable business case to connect the last 5-10% of the population? How can we connect women, minorities, and disadvantaged groups? Have Universal Service Funds (USFs) been extended to include broadband?

2.- Making Television Accessible.Ensuring that all of the worlds population has access to television services is one of the targets set by world leaders in the World Summit on the Information Society. Television is important for enhancing national identity, providing an outlet for domestic media content and getting news and information to the public, which is especially critical in times of emergencies. Television programmes are also a principal source of news and information for illiterate segments of the population, some of whom are persons with disabilities. In addition, broadcasting can serve important educational purposes, by transmitting courses and other instructional material.

4.- The ICT Opportunity for a Disability-Inclusive Development Framework.Including persons with disabilities in all aspects of society is one of the remaining challenges of the global development agenda. The widespread adoption of the United Nations Conventioni on the Rights of the Persons with Disabilities (UNCRPD) in 2006 heralded a major step forward in advancing the inclusion of persons with disabilities, turning their socio-economic exclusion into a human rights issue.

5.- Resilient pathways: the adaptation of the ICT sector to climate change.The objectives of this report are to explore the impacts of climate change on the information and communication technology (ICT) sector and the potential for adaptation, including the need for new standards to be developed.

6.- Toolkit on environmental sustainability for the ICT sectorThe Smart 2020 report found that the full life cycle carbon footprint of the ICT industry represents around 2% of worldwide emissions, and is projected to grow at a 6% annual compound growth rate. Although the sectors emissions are rising, its largest influence is expected to be through enabling increased energy efficiencies and improved environmental performance in other sectors.A significant challenge for ICT companies is that in enabling better environmental performance elsewhere, the ICT sector is itself taking on significant burdens, at a time when there is greater scrutiny applied to environmental performance, and, often, at much greater cost. As a result, it is important for ICT organizations to use sustainability actions to drive their own business performance, while being more responsible corporate citizens.

7.- Standards and eHealth ITU-T Technology Watch ReportThe World Health Organization (WHO) defines eHealth as the cost-effective and secure use of information and communications technologies in support of health and health-related fields, including health-care services, health surveillance, health literature, and health education, knowledge and research. Electronic health (eHealth) systems continue to hold great promise for improving global access to healthcare services and health informatics, particularly in the developing world.

Passengers who enrolled and qualified were able to simply and swiftly walk through automated, secure checkpoints using biometric recognition to identify individuals. We really do not know that much about it. Polarized along competing but fundamental principles, the global dialogue on personal data is inchoate and pulled in a variety of directions. The behavior of Iranian telecommunication regulators and government officials follows a recurrent, predictable formula: the extent to which the Internet is accessible and stable is directly connected to the security of the political status quo. The full technical capacity and socioeconomic considerations of authorities for the interference of the flow of communications is never truly known until moments of uncertainty, the exact moment when the state intervenes. Despite this pattern, spanning at least four years, international civil society has rarely kept an institutional knowledge accounting for how disruptions occur, more often focusing on the effects and outcomes; particularly, in a manner that enables the articulation of the threat model of a government challenged by its people. Iran has caught the attention of the international public for more often than not reasons of international politics. However, for advocates of the free flow of information, history has shown that as Iran goes, so does much of the rest of the world. In consideration of the prospect of observing such rare window, timed with the first Presidential election since the Green Movement, for seven months we have sought to document the shifts of the countrys Internet.

La Comisin Econmica para Amrica Latina y el Caribe (CEPAL) se encuentra desarrollando el Programa @LIS2- Alianza para la Sociedad de la Informacin 2 Dilogo poltico inclusivo e intercambio de experiencias . El propsito central de este programa es fomentar el dilogo poltico y regulatorio entre Amrica Latina y Europa para facilitar la elaboracin de estrategias regionales, subregionales y nacionales, destinadas al desarrollo de la sociedad de la informacin en Amrica Latina, inspirndose para ello en la experiencia de eEurope.

Movilidad1.- ICT concepts for optimization of mobility in Smart Cities. European CommissionThe deployment of ICT mobility related services can help to address the challenge raised by urban transport. In this regard ITS will be of major importance in securing future sustainable mobility against a background of mounting economic, environmental, and societal pressure. The provision of information can encourage more sustainable urban mobility behavior and at the same time a more efficient use of existing resources (energy, infrastructure, and vehicles). ICT can enable the full integration of the urban mobility system, which means integrating collective and private modes of transport (including public and private vehicles). The integration of services of different kinds and sectors is enabled byICT and allows for the emergence of Smart Cities.
