Italian Ministry strategy

In this scenario, the Ministry chose to support the growth of CS servicesand to guarantee an organic and unitary development in all the country

with the aim to improve urban air quality through :

• a new mobility service with vehicles that respect last European Emission standards (key-factor n. 1)

• the modification of private mobility habits (key-factor n. 2)

Iniziativa Car Sharing - ICS

ICS

ICS – Iniziativa Car Sharing - was established in October 2000 and is a legal agreement among Local Bodies

ASSOCIATION OF MUNICIPALITIES

A national co-ordination structure, gathering the main Italian Municipalities to set up local CS services, managed by different local companies but integrated in a standardised operational

scheme

To achieve its objectives ICS manages funds allocated by the Italian Ministry of Environment.

ICS Car-Sharing service is active in 13 different metropolitan areas and other little

municipalities

Car Sharing National Project

Municipalities members of ICS

can choose their own Local Company for the Car Sharing service in a

competitive way.

Municipalities that want to start a new CS service have to co-fund local projects, but they can ask ICS to:

• plan and project the service• refund the costs for the purchase of goods and services identified as stardardisation and interoperability key-factors• plan and accompish a unitary promotion action all over the country

ICS co-funding is normally max 15-25% of profit and loss account!

Local companies are responsible for:

• prices and market policies

• vehicles maintenance and cleaning

• investments and other developments

• getting customers

• co-operation and integration with Local Bodies and other

companies who provide mobility service

• customers satisfaction and personnel management

But they have to respect all the ICS standardsand to adopt the same technology

Standards are necessary to warrant:

single user contract adopted at a national level

full interoperability among all the network cities

service 24/7

homogeneous quality of the service in all the network cities

corporate image and integrated communication

common services and user procedures

high level of technology and vehicles with low impact on the

environment

are CNG, LPG and Hybrid

IME and ICS have completed a NATIONAL SURVEY involving 12.000 Car-Sharing customers.

RESULTS: Before joining Car-Sharing, the average user travelled about 11.000 Km/year.

After joining Car-Sharing, the average user travels about 8.000 Km/year.

The remaining part of Km is made with Car-Sharing(about 350 Km/year), Bike-Sharing, LPT, walking, etc.

Conclusions

Car-Sharing in ITALY:

• reduces drastically distances covered with private car (about 30%)

• changes mobility habits in favour of LPT and other low impact modes

• with his low emission car fleet allows to save more than 7.000 CO2 tons/year
