Acknowledgement
We, the national team from the respective provinces in Cambodia and Vietnam, including Kampot, Preah Sihanouk, Ca Mau and Can Tho provinces, acknowledge the active engagement by the participants from the abovementioned provinces, which resulted in the success of the Cambodia – Vietnam Business Matching 2017. It was held October 5, 2017 at Cambodia’s Preah Sihanouk province.
The event could not have been accomplished without the kind and generous support from the Government of Japan through the Japan-ASEAN Integration Fund (JAIF). Lastly, our appreciation also goes to the Project Team of Mekong Institute (MI) Trade and Investment Facilitation (TIF) Department for their support and assistance to ensure the successful organization of the Cambodia – Vietnam Business Matching 2017.
Executive Summary
Federation of Associations for SMEs of Cambodia (FASMEC) Sihanouk Branch, Kampot Department of Commerce, Preach Sihanouk Department of Commerce, Vietnam Charmer of Commerce and Industry (VCCI) Can Tho branch and Ca Mau Business Association jointly organized the Cambodia – Vietnam Business Matching 2017 on October 5, 2017 at Cambodia’s Preah Sihanouk Province. The event aimed to build the capacity of the public and private Trade Promotion Organizations (TPOs) in the SEC through (i) Enhancing trade and investment both in Vietnam and Cambodia (ii) conducting market research in Cambodia’s Preach Sihanouk province; and (iii) strengthening the competiveness of small and medium-sized enterprises (SMEs) by expanding collaborative networks in order to promote cross-border trade and investment in the SEC.
A total of 56 participants attended the business matching, representing public and private TPOs, SMEs from Cambodia’s Kampot and Preah Sihanouk provinces, Vietnam’s Ca Mau and Can Tho provinces, as well as local medias participated in the event. The event helped the event organizing team to (i) apply knowledge, skills and theories which they gained from the Reginal Training on Trade Events Promotion conducted at MI in June 2017; (ii) familiarize with the way to organize and evaluate the success of trade events; and (iii) create more opportunities for traders between the two countries to deeply understand and exchange experience that could lead to further cooperation.
The organizing team also conducted the post event evaluation. Regarding the event objectives, participants reported that the event has met its objectives. As for contents, participants reported that both Cambodia – Vietnam Business Matching 2017 and learning visit to Sihanoukville Autonomous Port were useful, met their expectations, mostly improved / increased the knowledge and mostly relevant to their work. Participants also indicated that they were satisfied with the business matching activity. Overall, participants were satisfied with the events. Participants also provided comments / suggestions for further improvement of the event (please refers to ‘3. Event Evaluation.’

1. Introduction
1.1. Background
Mekong Institute (MI) conducted a one-week regional training on Trade Events Promotion on June 12 - 16, 2017 at its residential training center, Khon Kaen, Thailand. The training program is part of the project on “Enhancing Competiveness of Small and Medium-sized Enterprises (SMEs) in the Southern Economic Corridor (SEC) of ASEAN Mekong Sub region (AMS),” funded by Japan – ASEAN Integration Fund (JAIF). The training program aimed to build capacity of the public and private Trade Promotion Organizations (TPOs) in the SEC through (i) enhancing the understanding of their important role in the trade and investment facilitation and promotion; (ii) developing skills and tools for organizing various trade events; (iii) strengthening skills in planning and conducting effective trade events and monitoring the success of the event; and (iv) expanding collaborative networks among the TPOs and SMEs in order to promote cross-border trade and investment in the SEC.
As part of the training program, the participants jointly developed Action Plan (AP) on organizing Cambodia – Vietnam Business Matching 2017 at Cambodia’s Preah Sinahouk Province on October 5, 2017.
Cambodia and Vietnam share a border of 1,137km, stretching across 9 provinces of Cambodia and 10 provinces of Vietnam. Cambodia is the 16th biggest export market for Vietnam. The trade turnover of Vietnam – Cambodia was just $184 million in 2001. However, the figure increased to $3.05 billion by 2015. From January to October 2016, bilateral trade between two countries reached to nearly US $2.4 billion and Vietnam's export turnover to Cambodia reached nearly $1.8 billion. Major industrial products include iron and steel, fertilizers, textiles, machinery and spare parts, plastics which account for a high proportion of Vietnam's export turnover to Cambodia. Up to now, approximately 190 investment projects in Cambodia have been granted certificates of investment abroad to invest in Vietnam. Investment projects focus on agriculture and forestry, accounting for 54% of total investment; energy (27.05%); finance, banking and insurance (8.7%); post and telecommunications (5.1%); and other sectors such as processing, manufacturing, transportation, import - export, health, construction (5.15%). Specifically, the Vietnamese side will be entitled to 0% import tax rate applicable to 29 product groups when imported into Cambodia. Such product groups include milk and cream, cassava starch, meat products, rice preparations, cake candy, paint, plastic products, paper, ceramics and iron and steel products. These are special incentives that Cambodia only grants to Vietnam, higher than the incentives that Cambodia has committed to other ASEAN member countries. Therefore, this is a condition for Vietnam's goods to be more competitive than those of other countries in the Cambodian market.

On the contrary, Vietnam also offers import tax incentives of 0% for 39 Cambodian product groups, mostly agricultural products, including fresh meat, raw materials, lemons, rice, raw tobacco (by quotas), plastic products, books, textile fabrics and bicycles. This helps Vietnamese exporters have the resources to carry out export contracts to other countries.
As agreed by the senior leaders of the two countries, the time to Vietnam and Cambodia will be faster and will be more effective. Especially, the Border Trade Agreement replaces the Agreement on Trade in Goods and Services in the Vietnam - Cambodia Border Area and it will promote strengthening good and effective trade between two countries in the future.
To attract investment in Cambodia as mentioned above, Preah Sihanouk port is the Cambodian gateway to the region with excellent accessibility and connectivity to other major ports and countries in the region. Furthermore, the Preah Sihanouk port is known for its developed infrastructure and is attractive place to seek business collaboration on agriculture, tourism and other sectors. 1.2. Objective and Expected Outputs
Key objectives of the Cambodia – Vietnam Business Matching 2017 were to strengthen the capacity of trade promotion organizations (TPOs), including Chamber of Commerce and Industries (CCIs), Business Associations (BAs), private enterprises and other organizations in the project provinces through:
setting up business network among participants from Cambodia and Vietnam; enhancing cross - border trade and investment in Cambodia and Vietnam; conducting market research in Kampot and Preah Sihanouk Province; participants finding business partners.
1.3. Expected Outcomes
By the end of the event, the participants met other businesses, increased their knowledge with each other and found potential business and BDS partners for further cooperation and collaboration.
Participants gained knowledge and mechanism on Sihanoukville port in Preah Sihanouk Province Cambodia;
Participants from Cambodia and Vietnam established cooperation and collaboration for business development.
1.4. Event Structure Cambodia – Vietnam Business Matching 2017 was held on October 5, 2017. The event was divided into morning session for business matching (8:30 – 12:00) and afternoon session for learning visit to Sihanoukville autonomous port (14:00 – 17:00).

1.6. Participants information Provincial organizations and associations from public and private sectors and businesses from Cambodia’s Kampot, Phnom Penh and Preah Sinhanouk Provinces and Vietnam’s Ca Mau and Can Tho Provinces. In the event, there were total of fifty (56) participants comprising twenty five (25) from Preah Sihanouk province, eighteen (18) From Kampot province, five (5) from Phnom Penh, five (5) from Ca Mau province and three (3) from Can Tho province participated in the Cambodia – Vietnam Business Matching 2017.

2. Organizing the Trade Event 2.1. Pre-Event: Business Plan and Preparation
The Cambodia and Vietnam teams started working on the preparation for the action plan. The team leaders and team members from the both team kept in touch via E-Mail, web massager and phone call to discuss the details of implementation arrangements, such as date confirmation, event location selection, event announcement, invitation and documents preparation. Although the two teams encountered some difficulties and challenges, the event was finally confirmed to organize in October 5, 2017 at Preah Sihanouk Province. Financing
MI funded $2,000 to run the event, whilst $400 were from other co-sponsors (FASMEC’s Member) such as Idea Source School (100$), VCA Accounting (100$), UME University (100$), Bamboo Farm Sihanoukville (100$), Provida Company (10 Box of Water) and Five Man Fresh Beer (2 Beer Boxes). During the event, main expenditure included transportation, accommodation, venue

rental, snack and meal preparation, stationery, printing and photocopying of event programs, banner, fliers and other promotional documents.
The Invitation and Event Promotion
The two teams representing Cambodian and Vietnam also conducted promotion campaign by disseminating announcement to potential organizations and enterprises through the chamber’s network and membership. With the support and guidance of MI, the organizing team prepared two evaluation tools which are (i) Event Assessment Form; and (ii) Business Matching Form (Khmer and English Version). 2.3. Post – Event (Key Results)

2.3.2. The Detail of Business Cooperation and Collaboration
Participants from Preah Sihanouk province are interested in importing the Anti-Rat Poison from the Labiofam Vietnam Co., ltd;
Ambassador of Cuba in Cambodia is interested in importing natural flower of salt from Cambodia’s Kampot province to Cuba.
2.3.3. Event Follow Up
There are domestic and foreign business participants. As the organizing team has financial and resource constraint, it may not be realistic to reorganize meeting event, doing field visit or oral survey with the participants. As such, the organizing team will follow up with the participants for the further development of business cooperation and collaboration through social network services (SNS) such as E-Mail, Facebook, Viber, Line, telephone, etc).

3.3. Good Practices
This is a fresh experience for the organizers from Cambodia and Vietnam to implement the AP on business matching;
Practiced the knowledge, skills and theories gained form the regional training on trade events promotion;
Organized business matching (for trade promotion / business networking) and learning trip (for investment promotion);
Participants gained the better knowledge and understanding on the Sihanoukville Autonomous Port and its operation;
Attracted many of the high level delegates from the public sector (deputy governor, Directors of the Department, ambassador of Cuba in Cambodia and businessmen) which enriched the event;
3.4. Lessons Learned
Should have more time for careful preparation; Should specify the business sector and should invite more suitable businessmen that have
the same needs; Should have invited more buyers; Not enough organizers to facilitate the business matching; The list of exhibitors / participants should be shared to the buyers, exporters etc in
advance so that they have an idea of who is going exhibit what product; Time management during the event should be enhanced (participants spent too much
time on introducing their companies and products and there were less time for actual business matching);
Should differentiate the event with other similar event and make it unique. 4. The Way Forward and Recommendation
4.1. The Way Forward
The organizing team will continue to organize similar trade events (e.g., trade fair, trade mission, business forum, business matching, etc) and will make it as the annual event.
4.2 Suggestions
Provide financial support in continuously organizing the event; Provide technical support in facilitating the continuous organization of the event.

Appendix 3: Concept Note
1. Background
Mekong Institute (MI) conducted a one-week regional training on “Trade Events Promotion” from June 12-16, 2017 at its residential training center, Khon Kaen, Thailand. The training program is part of the project on “Enhancing Competiveness of Small and Medium-sized Enterprises (SMEs) in the Southern Economic Corridor (SEC) of ASEAN Mekong Subregion (AMS),” funded by Japan – ASEAN Integration Fund (JAIF). The training program aimed to build capacity for the public and private Trade Promotion Organizations (TPOs) in the SEC through (i) enhancing the understanding of their important role in the trade and investment facilitation and promotion; (ii) developing skills and tools for organizing various trade events; (iii) strengthening skills in planning and conducting effective trade events and monitoring the success of the event; and (iv) expanding collaborative networks among the TPOs and SMEs in order to promote cross-border trade and investment in the SEC. As part of the training program, the participants jointly developed Action Plan (AP) on organizing Cambodia – Vietnam Business Matching 2017 at Preah Sinahouk Ville Province in Cambodia on October 5th, 2017. Preah Sihanouk port is the Cambodian gateway to the region with excellent accessibiity and connectivity to other major ports and countires in the region. Furtehrmore, Special Economic Zone (SEZ) in the Preah Sihanouk port is known for its developed infrastructure and is attractive place to seek for business collaboration on agriculture, tourism and other sectors. 2. Objectives Key objectives of the Cambodia – Vietnam Business Matching 2017 are to
setting up business network among participants from Cambodia and Vietnam; enhance cross-border trade and investment in Cambodia and Vietnam; conduct market research in Preah Sihanouk; find the business partner.
3. Expected Results

Gain knowledge and mechanism on Special Economic Zone (SEZ) in Preah Sihanouk; Establish business cooperation and collaboration among participants.
4. Event Structure Cambodia – Vietnam Business Matching 2017 is held on October 5th, 2017. The event will be divided into morning session (8:30 – 12:00) and afternoon session (14:00 – 17:00). In the morning session, participants (delegations from Cambodia and Vietnam) will conduct business matching. In the afternoon, participants will visit Preah Sihanouk Port and SEZ. 5. Estimated Budget Estimated budget for Cambodia – Vietnam Business Matching 2017 is $8,250. 6. Target Participants Provincial organizations and associations from public and private sectors and businesses in Cambodia’s Kampot and Preah Sinhanouk provinces and Vietnam’s Mekong Delta are expected to participate in the Cambodia – Vietnam Business Matching 2017. 7.
