The government has made enormous

changes to the benefits system and they affect most of us one way or another, so we have dedicated this issue of Cadwyn News to discussing the changes in more detail.

A lot of you will have your Housing Benefit cut next year so that it won’t cover all of the rent and you might need to top it up from the other money you get. This might mean you find it difficult to pay the rent and make ends meet, or you might need to move to a smaller home. In addition, most other benefits are also being cut and will be harder to claim, so overall it is likely that people on benefits will be poorer. The government is hoping this will be an incentive for people to get jobs.

I’d like to thank the tenants that came to a meeting to discuss

the changes and give me their opinion on our proposals for providing information and support.

They made me realise that most people are unaware of the changes that have already been passed in law, and they don’t know how they will be affected personally, so we have a big job to do in communicating about the changes and putting in place support to help people cope.

We’ll be doing more in the coming months to prepare for the changes, in the meantime please read this issue and get to grips with it and how the changes may affect you.

Open Day Success!Circus skills, music, yoga, face painting

and arts & crafts were just some of the activities on offer at our 2012 Open Day &

AGM. The event was a huge success with over 300 people attending including tenants, partner organisations, staff and Assembly Members.

The afternoon kicked off with an inspiring speech from celebrity guest – Olympic Gold medallist Darren Campbell. Guests were then able to have their photograph taken with Darren and the Olympic torch.

The event also saw the launch of Cadwyn’s first Tenant Documentary which highlighted the diverse interests of our tenants including guide dog boarding, volunteering at our Food Co-operative and volunteering with our IT department. There were also a number of stalls from Cadwyn and other organisations providing lots of useful information and some great freebies!

Universal CreditUniversal Credit

The Government has worked out a new system called Universal Credit. It will take the place of lots of other benefits with the aim of making things easier. Universal Credit will also make sure that people will have more money if they get a job.

Benefits that will be rolled up into Universal credit include:

• Income Support• Job Seekers Allowance• Employment and

Support Allowance• Housing Benefit• Child Tax Credit • Working Tax Credit.

Some other benefits will remain. In particular, people will still be able to claim:

• Contribution-based jobseeker’s allowance• Contributory employment & support allowance• Child Benefit• Carer’s Allowance• Bereavement Allowance• Bereavement Payment & Widowed Parent’s Allowance• Maternity Allowance• Industrial Injuries Disablement Benefit• Statutory Maternity/ Adoption/Paternity pay• Statutory Sick Pay• Maternity Grants• Funeral Payments • Cold Weather Payments.

Universal Credit will help people who do not have a job or who do have a job but do not have enough money. The Government thinks that this will be better than having one set of benefits for people who do not have a job and another set of benefits for people who do have a job.

Another key point is that people who get Universal Credit will be able to do more work before they start to lose money from their benefit. At the moment people lose more than 90p for every pound they earn after tax. When Universal Credit starts and people do more work, they will lose about 65p of every pound they earn after tax.

Universal credit will not take the place of disability living allowance.

Welfare Reform: What does it mean for you?

Do you know your benefits are changing?

Passed into law in early 2012 the Welfare Reform Act is the biggest change to the way the benefit system works in many years. The changes will affect almost everyone who receives benefits.

The government is ending Income Support, Jobseekers allowance, Employment and Support Allowance, Housing Benefit, Child Tax Credit and Working Tax Credit. All these different benefits will be replaced with one single Universal Credit.

These changes will be brought in gradually over the next few years. The Bedroom Tax is one of the first things to be fully introduced and will affect everyone receiving Housing Benefit from April 1st 2013.

There will also be a Benefit Cap introduced in April 2013. No household will be able to claim more than £26,000 per year for families or £18,200 for single people, no matter what their circumstances. This works out at £350 per week for a single person and £500 per week for a couple or lone parent.

Big Changes

The government want people to apply for Universal Credit online. That means you will need to use a computer linked to the internet. The government have promised there will be advisers who will be able to help people who cannot use the internet and we have computers here in the offices that you will be able to use if you want to.

Universal credit will be paid monthly, not weekly or every fortnight. You will then need to plan your budget to make sure you have enough money to last the month.

It will be paid direct into your Bank Account. If you don’t have a Bank, Building Society or Credit Union account you need to think about getting one now! After 2013 the government will move everyone from their old benefits to Universal Credit.If you have any queries about Universal Credit or the Welfare Reforms, please contact the Rent team at Cadwyn on 02920 498898. Bedroom Tax

This change will have the biggest immediate effect from April 2013.

If you are claiming Housing Benefit and have one spare bedroom, your benefit will be reduced by 14%.

If you have two or more spare bedrooms it will go down by 25%.

What you need to know:

• Two children under 10 (no matter what sex) will be expected to share a bedroom.• Children of the same sex are expected to share until the eldest is 16.• If you only have access to children at weekends, they will not be counted as needing their own room.• If your benefit reduces because you have a spare room you will be expected to make up the shortfall in your rent from your own pocket.

We are working with Cardiff Council to see what help we can give people who need to move to smaller homes. If you can’t afford to pay and stay though, you need to think about moving.

Case Study 1

Bob and Mary live in a three bedroom property with Ben (aged one) and Claire (aged three).Their rent is £75 per week including service charge.

Under the new bedroom tax rules the household is deemed to be under-occupying by one bedroom.

14% of their rent is taken away from their entitlement so Bob and Mary will receive £64.50 Housing Benefit. They will need to pay £10.50 towards their rent each week.

Case Study 2

David and Victoria live in a four bedroom house with their daughters Emma and Stacey who are both under 10 and Andrew aged 18 who is employed. Their rent is £180.

14% of their rent is taken because they are considered to be under-occupying by one bedroom under the bedroom tax rules.

Their Housing Benefit is then reduced by a further £11.45 as Andrew is over 18 and working.

This means that David and Victoria will receive £143.35 Housing Benefit and will have to pay £36.65 towards the weekly rent.

Case Study 3

A four bedroom house is occupied by Jack and Diane, 2 single friends. Their rent is £127 per week.

Under the new bedroom tax rules they are considered to have 2 bedrooms more than they need.

This means that their rent will be reduced by 25% so Jack and Diane will have to pay £31.75 per week towards the rent and will only receive Housing Benefit of £95.25.

What can I do?

• Make sure you have a bank account• Have internet access and a PC/laptop to apply on line• Think about moving if you have spare bedrooms or possibly taking in lodgers

You will need to look hard at your budget to make it balance. If you can’t cover the rent by dipping into other benefits, then you may have to think about moving to a smaller home.

Some people are thinking about taking in a lodger for a bit of extra cash.

Budgeting

If you’re on a low income or struggling to make ends meet, you might need some help to sort out your budget and work out how to make your money go further.

If you’re in debt, you’ll also need to know if you’ve got enough money to start paying your debts off.

Do’s and Don’ts

Do:

Write out a budget every few months or when anything affects your cash charges like changing jobs, having children or coming into a bit of money. List you income, list your outgoings, and try to make sure you don’t end up with a minus number.

Find help as soon as you realise you can’t make ends meet. Go to a not-for-profit agency such as Riverside Advice rather than private companies who often charge.

If you have debts but a bit of money left over each week, pay off as much as you can afford without over-committing yourself. Be realistic because if you commit to payment levels and can’t keep up with them, you will struggle to reach a new deal with lenders.

Understand how interest works. It’s the charge placed on top of what you borrow. As it’s a percentage, the more you borrow, the more it costs you. Next time you see an ad for a payday loan have a look at the percentage. For example if the rate was 1.734% APR Representative and you borrowed £100 and you took a year to pay it back, you could end up paying back as much as £1,734.

Pay off debts - with the highest interest first. If you can, find credit with cheaper interest and move your old debt around, always working toward paying it off though, although this option is always worth getting advice on first. It It can take a while but you will feel better for it.

Don’t:

Borrow money from an unlicensed lender, even if it’s someone you know. They offer ready cash for what you need and there’s no paperwork but that also means they can ask you to pay whatever they like in the future. If you get caught in this trap, contact the Illegal Money Lending Team on 0300 555 2222.

Bury your head in the sand and face up to the debt, however small and take action. There is free help available and if you owe too much to even make the minimum payments each month, find help fast. You’ll find you start to feel better with someone on your side who may be able to speak to lenders and even handle your payments for you.

Don’t be scared to pick up the phone to your lender as soon as you know you are struggling. Remember they want to get their money back, however long it takes, and its in their interest to strike a deal with you.

Borrow for anything you don’t absolutely need unless you are completely sure you can repay it on time- and preferably before the lender whacks interest on top.

You may already be aware of the benefits

of insuring your possessions against loss, theft or damage.

Did you know however that many insurance companies offer contents insurance policies specifically for tenants and residents?

In addition to insuring your possessions against loss, theft or damage these policies also cover you for the cost of carrying out some of the repairs that you are responsible for under the terms of your tenancy agreement.

For example you are responsible for repairing a window that has been accidentally broken,

but you would be able to claim the cost of this repair from the insurance company or if you have lost your front door keys and are responsible for paying a locksmith to change your front door lock this cost could be claimed back from the insurance company.

In with this newsletter you will find a leaflet about a policy suitable for tenants. This gives details of the cover available and the cost involved, although you can also contact other Insurance companies for alternative costs.

There is obviously a cost involved and one of the questions you may be asking yourself is if you can afford it? But the real question is whether, in the event of a burglary or fire, you could afford to replace your carpets, furniture and other possessions if you did not have insurance in place?

Repairs - who is responsible?

We are responsible for most of the repairs that are needed in

your home. However there are some repairs which you are responsible for, these are listed in your tenancy handbook.

If you report a repair that is your responsibility, we will let you know that you will need to arrange for the repair to be carried out yourself. If you are unable to carry out the repair yourself you will need to pay for the repair, unless the repair has the potential to cause harm to you and your family, or compromise the security of your home.

Would you like to help us improve our services?

Become a ‘mystery shopper’ to test our services from a

customer’s point of view.

Mystery shoppers contact us by phone, letter, e mail or by visiting our offices, and make notes of the standard of customer service that we provide.

We want to recruit more mystery shoppers to carry out mystery shopping exercises no more than four times a year. We will cover all out of pocket expenses and offer a small payment of shopping vouchers (£10) for each mystery shop completed. We will provide free training. It is also a great skill to add to your CV!

Warm Home Discount Scheme

The Warm Home Discount scheme is a four-year scheme that runs from April 2011 to March 2015 to help low-income households with energy costs. The scheme will be worth up to £1.1bn and we expect around 2 million households to be assisted annually. The funding will come from the participating energy suppliers.

Who can get this discount?

Pension Credit customers who are automatically considered for the discount.

You may qualify for this £130 energy discount if you are either:

• aged under 80 and receiving only the Guarantee Credit element of Pension Credit (no Savings Credit)

• aged 80 or over and were receiving the Guarantee Credit element of Pension Credit (even if you get Savings Credit as well)

What you need to do

Nothing right now. The Government will write to all those potentially eligible for the discount in winter 2012/2013.

When you’ll get your discount

Energy discounts for 2012/2013 will be made during the winter months. If you qualify you’ll get a letter to confirm this. If you think you’re eligible but haven’t got a letter about the scheme by February 2013 call the Warm Home Discount Scheme Helpline on 0845 603 9439 (Monday to Friday 9.00 am to 5.00 pm).

Cold Weather Payment and Winter Fuel PaymentDiscounts paid under the Warm Home Discount Scheme will not affect any Cold Weather Payment or Winter Fuel Payment you may receive.

Energy Saving Tips

Inefficient heating and cooling are often the prime reason for high energy bills. Simply reducing the temperature by 1ºC can cut your heating bills by 10%. Often in a business environment simple heat saving tips can be employed that will save money.

Top ten tips

1. Turn your thermostat down. Reducing your room temperature by 1°C could cut your heating bills by up to 10 percent and typically saves around £60 per year. If you have a programmer, set your heating and hot water to come on only when required rather than all the time.

2. Is your water too hot? Your cylinder thermostat should be set at 60°C/140°F.

3. Close your curtains at dusk to stop heat escaping through the windows and check for draughts around windows and doors.

4. Always turn off the lights when you leave a room.

5. Don’t leave appliances on standby and remember not to leave laptops and mobile phones on charge unnecessarily.

6. If possible, fill up the washing machine, tumble dryer or dishwasher: one full load uses less energy than two half loads.

7. Only boil as much water as you need (but remember to cover the elements if you’re using an electric kettle).

8. A dripping hot water tap wastes energy and in one week wastes enough hot water to fill half a bath, so fix leaking taps and make sure they’re fully turned off!

9. Use energy saving light bulbs.

10. Always use the most efficient water and energy settings. When it’s time to replace your appliance, look for the Energy Saving Recommended logo, products with this logo will save both energy and water.

Staff raise money for Tŷ Hafan through the 3 Peaks Challenge! A group of staff have raised over £1300 by completing the 3 Peaks Challenge on Saturday 15th September which consisted of climbing the 3 highest mountains in Wales: Mount Snowdon and Cadair Idris in North Wales finishing with Pen y Fan in the Brecon Beacons.

The challenge involved starting the climb at 5.30 am and finishing at around 9.15pm, climbing over 2500 metres by which time it is fair to say that the team were exhausted!

Those who completed the challenge were all extremely pleased with the achievement and for raising money for such a worthy cause. Tŷ Hafan is a family hospicewhich offers comfort, care and support for life-limited children and young people and is dedicated to improving the quality of life for their whole family. Cadwyn recently received the results of its assessment from

our regulator - the Welsh Government. This article is just a brief summary, but you can download the full document from our website or alternatively, call John Briggs, Housing Manager on 02920 434424 and he will send you a copy.

The report sets out the Welsh Government’s view of the Association and gives their view on how well we are doing. The reports sets out what we do well and what we should aim to improve

Cadwyn as a landlord:

What we do well:

• Helping to prevent and deal with homelessness in Cardiff.

• Providing good information to customers about services.

• Supporting existing tenants to sustain their tenancies.

• Improving in the way we deal with anti-social behaviour

• Keeping our homes in good condition

What we should aim to improve:

• Letting empty homes quicker

• Providing clearer information for new tenants

on the standard of relet properties.

• Involve tenants more in decisions about service charges

• Helping more people to get out of financial difficulty

• Getting more understanding about what tenants think about their neighbourhoods

• Involve tenants in the way repairs services are designed.

How Cadwyn is run

What we do well:

• Our financial planning and management is sound.

• Senior staff and board work together well.

• We involve tenants well in discussions about planned improvements.

• We value Tenants’ views and use them to improve services.

• We provide tenants with good information.

• We have an approved Welsh Language Scheme and translation arrangements.

• We offer training and employment opportunities to local people.

What we should aim to improve:

• Understanding the wants and needs of individual customers, and using this information to plan services.

• Involving tenants more in service planning.

Our results:

Cadwyn was assessed as a “low risk organisation” and needing a ‘medium’ level of regulatory engagement in future.

That means we will be seeing our regulators at a series of planned meetings to talk to them about the issues we’ll be taking forward following their assessment and how we are getting on.

In addition to the Housing Association Regulatory Assessment, the Welsh Government has also confirmed that we have received a “pass” judgement for our financial viability.

RecipeHearty Pasta Soup

Do something different with a pack of tortellini. This filling soup is full of fibre, low fat and full of veg. The perfect lunch or supper. 5 mins preparationand 25 mins cooking time.

Ingredients

1 tbsp olive oil2 carrots , chopped1 large onion , finely chopped1litre vegetable stock400g can chopped tomatoes200g frozen mixed peas and beans250g pack fresh filled tortellini (we used spinach and ricotta)Handful of basil leaves (optional) You could also use a spoonful of pesto if you have some in the fridge.Parmesan, to serve

Method

1. Heat oil in a pan. Fry the carrots and onion for 5 mins until starting to soften. Add the stock and tomatoes, then simmer for 10 mins. Add the peas and beans with 5 mins to go.

2. Once veg is tender, stir in the pasta. Return to the boil and simmer for 2 mins until the pasta is just cooked. Stir in the basil, if using. Season, then serve in bowls topped with a sprinkling of cheese and slices of garlic bread.
