he post-millenneum decades have witnessed a heart-warming trend of spread and ascent in entrepreneurship among Twomen in India. The pro-active policy structure put in place by the Union government, with its finger on the pulse of the issue, coupled with institutional framework creating a favourable climate, deserves the credit for it.

The dedicated efforts by the government towards developing entrepreneurial skills through providing vocational education and training have enhanced the degree of economic empowerment of women. Successful business-women and well-performing entrepreneurs are dotting both the social and economic landscapes of India.

The National Skill Development Policy and National Skill Development Mission were introduced in 2009 with a view to provide training in employable skills, vocational education and entrepreneurial abilities to the emerging work-force. However, in order for entrepreneurship development and skill training to gain momentum, other stakeholders apart from the government need to add their efforts. The growing presence of woman entrepreneurs in business arena significantly impacts the economic growth of the country.

The MSME-DO, the SSIDCs, the nationalised banks and NGOs too are conducting ESDPs and EDPs, as also the departments of other ministries (e.g., DST). The process/product oriented EDPs like TV repairing, printed circuit boards, leather goods and screen printing take care of the needs of potential woman entrepreneurs lacking educational background and skills. The Office of the DC (MSME) has constituted a Women’s Cell to provide assistance to woman entrepreneurs with specific problems.

There are several other provisions besides. Under the MSE Cluster Development Programme by the Ministry of MSME, the contribution from the Ministry of MSME could be up to 90% of the project cost in the case of clusters owned and managed by women entrepreneurs, as against 30% to 80% otherwise. Under the Credit Guarantee Fund Scheme for Micro and Small Enterprises, the guarantee cover is 80% for MSEs operated/owned by women, contrary to 75% in general cases.

Other schemes of the Ministry of MSME that provide assistance to entrepreneurial women include: TREAD scheme for women; Mahila Coir Yojana; STEP for women; Marketing support for woman entrepreneurs; Mahila Udyam Nidhi and the Mahila Vikas Nidhi by SIDBI, as also training in credit utilisation and credit delivery skills for the executives of voluntary organisations working for women empowerment. In addition, the socio-economic programme of the Central Social Welfare Board provides a grant to women for setting up a production unit.

Delivery of credit poses the most serious problem for women, especially the rural poor. Here, NGOs are brought into picture, to handle credit delivery to such applicants. The NGOs will simultaneously provide them with counselling and training for taking up productive non-farm activities. The MSME-DIs, EDIs, ni-msme, NIESBUD and the NGOs also conduct training programmes for empowerment of women beneficiaries. These institutions also conduct research studies and field surveys to assess the impact of the schemes and fine-tune the training modules.

Shree Shakti Package for woman entrepreneurs by the SBI; CGTMSE; Cent Kalyani Scheme by the Central Bank for women engaging in village and cottage industries, MSMEs, agri and allied activities, and the self-employed are some of the other schemes for woman entrepreneurs. This last scheme requires no collateral security/guarantor, and does not charge any processing fee.

The most recent schemes by the Union government – the Start-up India, and the Mudra Yojana – also make provision for aspiring woman entrepreneurs. Other schemes for woman entrepreneurs by the Union government include entrepreneur schemes for culture; rural development; science and technology; social justice; tribal affairs; and for urban development.

Unless awareness is created among women regarding the wide range of schemes and provisions, and the schemes are taken to women in remote interiors of the country, their mere formulation will not have any result. In this respect, ni-msme has been relentlessly striving to reach the women to the widest extent possible, to create awareness and awakening them to the possibilities of entering new and bright vistas that would positively impact their living standards and transform them into gardens of smiles.
