Sub: Release of funds to International Crops Research Institute for the Semi-AridTropics (ICRISAT), Hyderabad, Andhra Pradesh for implementation of the projecttitled "Developing Chickpea CuItivars Suited to Mechanical Harvesting andTolerant to Herbicides" under NFSM-Pulses during 2014-15.

Sir,

I am directed to refer to the subject noted above and to convey the sanction of thePresident of India for payment of grants-in-aid of Rs. 1,21,80,000/-(Rupees one crore twentyone lakh eighty thousand only) to ICRISAT, Hyderabad, Andhra Pradesh forimplementation of the aforesaid project during 2014-15.

2. The unspent balance of Rs. 12,64,596/- of 2013-14 available with the implementingAgency as on 01.04.2014, as reported by the implementing Agency stands revalidated forimplementation of the scheme for 2014-15 as per approval ofIFD of DAC vide communicationNo. 23-4/20] 2-Fin., dated 24.04.2014.

3. This release is subject to the condition that all terms and conditions laid down in theAdministrative Approval issued vide letter of even number dated 13.09.2013 are followed. Thisis tentative and subject to variation/adjustment as the Govt. of India may decide for thisprogramme during the current financial year (2014-15) in due course. The implementing agencyis requested to furnish the Audited Utilisation Certificate (AUC) in the prescribed proformaGFR-19(A) to this Department at the end of the financial year. They are also requested to submitQuarterly Progress Report for both physical and financial achievements regularly alongwith quarterly expenditure statements.---

4. The aforesaid expenditure may be debited to the 'following Head of Account: -Rs. in lakh

5. The payment sanctioned above is also subject to adjustment on the basis of auditedfigures of expenditure.

6. The accounts of the above implementing agencies relating to the implementation ofNational Food Security Mission-2014-15 shall be open to test check by the Comptroller &Auditor General of India at his discretion and he will have the right to demand the production ofthe books, accounts, vouchers and other papers/documents in this regard.

7. The payment may please be made through RTGS.

8. This issues with the concurrence of the Finance Division of the Department ofAgriculture & Cooperation vide their Dy. No. 2213/AS&FA dated 29110/2014.

9. The provisions of GFR 211 (1) will be followed.
