Bringing in increased awareness amongst all categories of farmers about components and provisions of NFSM, through campaigns, media engagements, field days, field schools, etc.

Mobilize and facilitate farmer participation in NFSM through village Panchayats , NGOs, FOs etc.

Empower farmers to own the mission agenda with appropriate production and price incentives.

Organising input support services, especially seeds, fertilizers and plant protection materials and promoting their judicious and timely applications to improve input use efficiency.

Streamlining field extension operations integrating efforts of public and other functionaries and farmers.

Field TOT efforts should be built around FFS and Block Demonstration Clusters with proper selection of programme participants.

Block Technology Manager (BTM) would be key functionary to facilitate synergy in NFSM field operations. Build his/her managerial capacity, e.g. on pilot basis in about 100 selected Blocks across10 -15 selected Districts.

HRD – NEED FOR INTERWOVEN EFFORTS UNDER NFSM

Training function in a given district or block needs to be streamlined delineating functional responsibilities between Public institutions like KVK, ATMA, FTC, SAU outreach, SAMETIs and Private players.

KVKs may concentrate upon ‘frontline’ extension whereas ATMA to focus on efficient ‘field extension’ efforts with KVK backup.

KVK/SAU scientists may take up Training and Capacity Building of Block level Technology Manager and SMSs of ATMAs and farmers and may provide technical back-up to Block Level agencies like Rayatu Sampark Kendra (Karnataka) and Krishi Bhavans (Kerala).

KVK/ATMAs may promote and use empowered farmer groups .

Technical Competence of SMSs from KVKs/ATMAs be upgraded by SAU/ICAR Institutes on technical side and SAMETIs on management side.

Training need assessment of the farmers in a given micro situation may form basis for ‘interwoven’ training strategy.

Interface between Empowered Farmer Groups and block/field functionaries needs to be intensified and feedback from such process must go in the research system for further refinement.

Capturing Feedback from FFS in re-orienting research agenda relevant to the field situations.

Moving towards Agro-climatic (127) to Micro-agro-eco systems in each NFSM district.

SAU Research agenda to focus primarily on applied part to address the technological and adoption constraints as referred to NFSM Crops.

Greater technology focus on dis-advantaged areas/farmers.

Promote entrepreneurs to commercialize the technologies in a given cluster.

Research emphasis on secondary agriculture (processing, value addition, bi-product utilization) to obtain greater value and income to the farmers.

Both ICAR/SAU Scientists involved in NFSM tasks be intensively trained and their capacities built for field interventions

Joint diagnostics, involving research and development functionaries be conducted to document the problems and to offer problem solving opportunities in the field.

Action research on efficacy of R&D linkage models at micro agro- climatic situations.
