Saitama Prefecture is on the Kanto Plain, and the inland prefecture is surrounded by the Tokyo
metropolitan area and six other prefectures. The prefecture spreads about 103 km east to west and about
52 km north to south. The area is about 3800 square kilometers. About one-third of it is composed of
mountains and the remaining two-thirds are flats. The size corresponds to about one-hundredths of the
national land, and it is the 39th largest among 47 prefectures in Japan.
The population of Saitama Prefecture is about 7.2 million and the 5th largest among 47 prefectures in
Japan. While there are large heavily populated cities, some hilly and mountainous areas address
depopulation issues. There are a wide variety of industries from agriculture and manufacturing to services.
Thus, Saitama is a perfect microcosm of Japan, except for no access to the sea.
The climate is featured by hot, humid summers and dry northwesterly monsoons in winter. The good
climate to live causes relatively infrequent damage from wind and flood and comprises a large number of
clear days compared with other areas in Japan.

The emblem of Saitama Prefecture is a circle composed of 16 comma-shaped beads called magatama. Magatama were valued by people from ancient times as accessories. The circular magatama design represents the sun, development, passion, and vitality.

The Saitama Prefecture Bureau of Public Enterprise implements the tap water supply service, the
Industrial water service and the regional development service.
I. Tap water supply service: Tap water is supplied to 58 cities and towns.
II. Industrial water service: Industrial water is supplied to business sites such as plants in 6
cities in the southeastern area of the prefecture.
III. Regional development service: Industrial complexes are developed and plotted out.
■ Service overview Saitama Prefecture founded the tap water supply service in 1963 in order to correspond to the water
demand due to population growth and rise in living standards as well as take measures to prevent
subsidence caused by overuse of ground water. Seeking surface stream water of rivers for the water
source, the Okubo Water Purification Plant started to supply water to the southern central area of the
prefecture in April 1968.
Later, in order to cope with the increasing water demand, the water supply areas were extended in turn
and new water purification plants were constructed. As of April 1, 2014, five water purification plants supply
about 1.75 million m3 of tap water per day to 58 cities and towns (55 groups). In addition, advanced water
purification treatment facilities have been operated in the Shin-Misato Water Purification Plant since April
2010.

■ International engineering assistance The Saitama Prefecture Bureau of Public Enterprise started engineering assistance for the Provincial
Waterworks Authority of Thailand (PWA) in 2011 and has dispatched the staff and accepted the trainees to
aim at improvement in water treatment techniques in the water purification plants. It has participated in
JICA projects in Laos since 2012 and dispatched the staff in order to help improvement in the water
service administration performance. For assistance of companies in the prefecture, the overseas
expansion of companies is supported by participation in field surveys conducted by the company and an
evaluation committee of a demonstration project.

Know-how on large-scale project operation - The tap water supply service with the largest facility capacity in Japan is operated and stable
management has been maintained for more than 40 years.
- Advanced know-hows on planning necessary for supplying a huge amount of water and water
purification plant operation control have been obtained.
Know-how on water quality control - Each water purification plant conducts coliform and other bacteria tests and inspections on color,
turbidity and odor. In addition, the Water Quality Management Center carries out about 200 items
of detailed examination to confirm safety.
- The Water Quality Management Center obtained ISO 9001 certification in January 2006 to ensure
high reliability of water quality testing and Water Supply GLP accreditation for the 51 tap water
quality standard items in December 2013.
Efficient management - The percent of losses from water intake to supply (water supply to the cities and towns) is only
0.5 %, which means efficient water treatment.
- Population to supply water per staff member is 27,807, which is the largest number among water
work entities in Japan.
Water Supply GLP (Good Laboratory Practice) Water quality inspection departments of water work entities and the registration inspection agency use it to ensure accuracy and reliability
guarantee of tap water quality testing results.

The Saitama Prefecture Bureau of Public Enterprise started supplying industrial water in 1964. The
Kakinoki Water Purification Plant and the Okubo Water Purification Plant supply water to the business sites,
such as plants in six cities in the southeastern area of the prefecture where pumping industrial
groundwater is controlled, contributing to industrial development and
prevention of subsidence.
The Saitama Prefecture Bureau of Public Enterprise has developed 36 estates since 1964, including
industrial complexes, distribution business parks and residential estates, to contribute to regional

No. 01 Maezawa Industries, Inc. - Hybrid membrane system -
■ Outline
- The original system of Maezawa Industries combines immersion MF membrane treatment with physicochemical treatment or biological oxidation to realize advanced separation involving dissolved components at low cost.
- When the raw water contains coloring organic matter, addition of powder activated carbon and combination with ion-exchange treatment led to more effective treatment than the procedure of coagulation plus membrane filtration.
- Ammoniacal nitrogen or low-concentration BOD components remaining in raw water can be removed by biological oxidization in the immersion tank.
- It allows advanced separation, including removal of dissolved components at low energy and high recovery rate compared with NF and RO. However, the condition of salts cannot be treated.
- The membrane filtration system adopts PTFE hollow fiber membranes. Since the PTFE hollow fiber membranes are original products in Japan and excellent in chemical resistance, the performance can be recovered by strong alkaline washing that is not applicable to membranes of other materials and operation of long-term stability is realized.
■ Applications
- Applicable to drinking water supply facilities and industrial water production facilities.
- It is employed in three water purification plants in Japan, including Takashima city, Shiga
prefecture. In addition, the technique is applied to reclamation facilities in a milk plant in
Japan and copper concentration of plating drain. The wastewater treatment in key
Japanese manufacturers utilizes the system.
- Supported by the NEDO project, a pilot plant was installed in the first water purification
plant in Amata Nakorn Industrial Estate in Thailand for the purpose of producing industrial
water (December 2013) and continuous water flow testing is currently conducted.
- Able to obtain quality utility water from severely polluted raw water at relatively low cost
with small energy.
- Especially effective for purification treatment of more polluted raw water by means of
excellent properties of the hollow fiber PTFE membranes.

■ Outline
Features of filtration basin filter material recycle system
1. Safe operation any place. Only a space for two hoses is required. It works even in narrow,
high or underground places.
2. Integration of a series of works. Removal of the filter material, washing and screening can be
performed sequentially to shorten the construction period.
3. Conservation of resources. A tiny amount of industrial waste is generated from the filtration
sand and gravel to use.

1. The recycle process removes adhered matter and useless coagulation, and efficient
manganese sand is obtained.
2. Unnecessary manganese layer is removed to extend the filtration sand life and the period
until the next rehabilitation work, leading to a drastic cost cutting for maintenance and
control.
3. The effective diameter and the uniformity coefficient can be arranged without changing the
particle size.

■ Applications - The filter material washing recycle systems for filtration basins were installed in water

and the water purification plant for the Ageo city east area in Saitama Prefecture.
- For water purification plants in Southeast Asian countries, the filter material recycle system
can be constructed as an alternative to filter material replacement work or a work for
maintenance and control. The company also provides overall maintenance, such as piping

- The slow filtration system using biocenotic actions (biological purification method) purifies water.
- The only energy required for the filtration system is potential energy. - When water is taken from a river and the height is different, water flows down naturally
and no energy is required. - The filtration basin has a simple structure and it is hard to be broken and long-lasting,
which reduces the construction cost. - Water is purified by natural mechanisms and no chemicals such as coagulants are
used. - The facilities can be operated and controlled remotely without attendance of the
facility staff on site. - The electrical power necessary for remote control is obtained by photovoltaic or

The detector is dropped in for measurement. Because pump circulation of sample
water is not required, no consumption of residual chlorine during flowing in the piping or
no delay of measurement is expected. The structure enables a slight adjustment of the

■ Outline
Having established in 1958, the company manufactures valves for water works together with Cosmo Koki Co., Ltd., and provides construction using the methods of branching and simplified valve insertion under pressure without water supply suspension.
Specifically, the branch work under pressure uses original divided Tee tubes and a special boring machine to branch existing piping without water supply suspension. The simplified valve insertion work under pressure uses original divided Tee tubes and plugs (valves) to insert the plugs into existing piping without water supply suspension by means of the special boring machine and an inserting machine.
These two work methods are combined to carry out various water service works without cutting off the water supply. Water services in Japan are rarely stopped by water service works.
■ Applications
In foreign countries, both the products and the work methods are applied to the ODA (Official Development Assistance) and other activities through Cosmo Koki Co., Ltd.
The company has mainly developed the business to assist water services including provision of water supply environment for the ODA so far and most of the products are used on the pipelines newly installed. However, with the development of Southeast Asian countries in recent years, each country uses the products in an original way in some cases in addition to ODA activities.
While Japanese water service engineering is regarded as high level in the world, the work methods under pressure are especially interested overseas and the demand is expected to increase more in the future. 1. Just push the button! The leak noise is automatically determined.
The Sound Judge unit automatically judges presence of a leak only by pushing the
listening button on electronic listening stick FSB-8D. The simple operation gives
determination of an existing leak in only three seconds.
2. Indication of the judgment by three levels!
The minimum level value retrieved is evaluated by three thresholds to indicate.
These thresholds can be changed according to the survey environment.
3. Logger type capable of recording!
About 2000 judgment results can be recorded on the Sound Judge unit. Furthermore,
the data can be saved on a personal computer using the dedicated accessory
software.
■ Applications
Decrease in the number of experienced leak investigators is an emerging problem also
in Japan. As a result, the person to make request of leak survey becomes difficult to
determine the cost-effectiveness and transparency of the survey result.
In consideration of such situation, the company has promoted development of
investigation devices that keeps the results as the data and easy investigation devices
that anyone can operate.
The Sound Judge unit FSJ-1 can be operated simply by pushing the button and does
not require experiences. In addition, the device records work result of door-to-door
listening as the data.

No. 10 NAOJI Chemical - Flocculant for water purification PSI (polysilica iron) and recycle model of generated soil -
■ Outline
- Major flocculants used in water purification plants are aluminum-based and have
various problems such as anxiety for raw materials and environmental impacts. One
of the possible alternatives is PSI, an iron-based flocculant. The chief components of
PSI are iron and silica and have small effect on environment. Silica is also used for
agricultural materials and the generated soil (flocculation sludge) can be returned to
farmland.
- Regarding actual record of returning to farmland, Ogose town in Saitama Prefecture
used the generated PSI soil that was discharged from the local purification plant for
rice farming (culture soil and paths). The haulm and root grew thick and the unit yield
of brown rice increased.

expected.

■ Outline
The rainwater storage system comprises plastic storage materials and sheets and has the following features:
(1) Various shapes of large, medium, and small underground storage tanks can be constructed
in a short time. (2) The construction is easier compared with conventional concrete ones, resulting in a
reduction of expenses. (3) The sediment removal control box installed in the previous stage exerts 95% or higher
sediment removal rate and clean rainwater can be stored. (4) The storage material Aqua Palace used as the structural materials inside the storage tank is
not only excellent in pressure resistance and earthquake proof but also allows people to enter inside for inspections and service works.

■ Outline
The most important thing to store and use rainwater is the technology of initial purification that
is performed at the same time of water intake. The initial purification has following effects:
- To prevent stored rainwater from going rotten.
- To facilitate advanced use, such as drinking and washing.
- To inhibit generation of mosquitos and algae in the tank.
- Not to cause clogging on the sprinkler nozzle.
- Not to derive failures on the water delivery pumps, extending the service life.
- To prevent clogging on the permeable sheets during rainwater infiltration
Device to take in rainwater that flows down from the roof
Compatible vertical conductor is up to φ75 mm in diameter. Suitable for small to medium scale use of rainwater. Pieces of leaf mold are removed on the strainer on the device top. Most of air pollutant that is dissolved and included and dust are removed inside the device by flow separation.
Device to take in rainwater that flows down from the roof same as I Type.
Compatible with almost all vertical conductors of small to large diameter. Suitable for medium to large scale use of rainwater. Fallen leaves, insects, and small stones are caught by the strainer and most of air pollutant and dust contained in the initial rainwater are led to the initial rainwater pool. Having a water delivery function by natural water pressure, the aboveground installation tank can be put in an arbitrary place.

Device to take in surface stream water
The initial purification device takes in and purifies the rainwater that has flown down on the ground surface and got collected in U-shaped gutter and leads it to the underground water storage tank. The pollutant in rainwater is removed in the order of large size to small as the rainwater flows to the screen, the sand settling section and then the earth and sand sedimentation section (the initial rainwater pool).

Water delivery capacity of Bunryu II Type The development of the Bunryu II Type, which relies on natural water pressure to conduct
rainwater to distant water-storage tanks, makes possible extensive use of large aboveground
tanks. To build this water-delivery system, the A and B sections must be hermetically sealed to
prevent leakage, and all dirt and contaminants must be completely removed inside the device.

Initial rainwater is split and most of pollutant and dust in the rainwater are removed.
Pollutant and dust in rainwater are removed when surface stream water is taken from U-shaped gutter and clean rainwater is delivered to the underground tank.
With the fundamental functions same as Bunryu I Type, it delivers water to the rainwater tank distant from the building by natural water pressure (water head difference).
