THE ROTATING COLLECTION

The Rotating Collection has come once

again to share Westerns, Christian, Romance,

Mysterys, Fiction and Non-Fiction stories with us by

the loan of books. We are not getting as many as

before but we are thankful, we still are able to do so.

South Central Kansas Library System has

had the sharing of books with us for almost from the

beginning. Thank you.

BOOKS & BABIES

The Udall School District has brought back

the program to help our parents and children to bond

and start on the right foot for education. Sharon

Hooker is very good at helping these parents and

children 0-3 years. This is a fun, free early learning

program. Feel free to join us. April 7 from 10:00 to

10:45 am at the Udall Public Library.

NATIONAL LIBRARY WEEK

National Library Week is April 10th

April 16th

. You help pay the taxes so we can have a

Udall Public Library. Feel free to come look the

place over.

The Udall Museum is seeking any

items that survived the 1955 Udall tornado. If you have any or

know of someone that has

something we would very much like to display it for you in the

Museum. Items may be donated or loaned to the

REGULAR COUNCIL MEETING CITY OF UDALL Monday, February 8, 2016 The Udall City Council met for the regular council meeting on Monday, February 8, 2016, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. Roll call was then taken with the following council members present: Michael Grahem, Ryan Moore, Randall Smith, Jason Tharp, and Damon Wilson. Quorum established. Attending were Rose Mary Saunders, Greg Crown, Maggie Schoonover, Derek Leiblie, Linda Deschamps, Braydee Holmes, Kelsie Hoffman, Avery Peak, Ricky Garton, Sarah Martin, Erik King, Eric Allen, and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Wilson, second by Smith, delete item #4 in old business and to accept the agenda as amended. All voted aye, motion carried. BUSINESS FROM THE FLOOR:

1. Maggie Schoonover and Greg Crown were present and addressed the council as a young couple in the web and software development business. Maggie has been appointed by the Mayor in a non-paid position as Economic Development advisor. Greg will be working on the website, updating it and providing more information through the website. Maggie will operate independent of the city council, under the supervision of the Mayor but collaborative with both. Maggie will be meeting next week with the Mayor, Zoning Administrator and a council member if available.

2. Rick Funk of Splashpads USA presented information to the council about his company and their proposal for Udall. They are a unique company because they manufacture their own materials, it is all made in American and they install the product. He mentioned Vortex, a competitor who has been in the business a long time; however Splashpads USA is the only company who does it all from design to installation. Mr. Funk distributed a catalog of products to the council along with proposals for the Udall site including a miniature watertower. There are many features that can be used and a 30 year guarantee is included. The recycling system includes a UV santizer with ozone and an inline chlorinator. Many of the components of the project were discussed as different council members asked questions. There is a 2% slope around the pad itself, the wall thickness is 3/8 to ¾” stainless steel, ball valves are used to adjust water flow, and drains are gravity fed. They have three 10 man crews available to install nationwide. If the contract with adjustments is approved, they can be installing concrete around May 1

st as it takes 30 days

to cure before proceeding with the acrylic paint. MOTION: by Moore, second by Tharp, to authorize and accept Splashpads USA rendering and with our changes to the contract approve up to $75,000.00 for the splash park. All voted aye, motion carried.

GENERAL DISCUSSION: CONSENT AGENDA: MOTION: by Smith, second by Grahem, to approve the consent agenda and minutes of January 11, 2016, Clerk’s and Treasurer’s Reports for January, Expenditure Report for 1-12-2016 to 2-8-2016 of $ 119,163.68 and Payroll Account Report Totals of $15,927.63. All voted aye, motion carried. OLD BUSINESS:

1. Phase II Water Project – Steve Saunders reviewed the documents necessary for the Contract Amendment Request. This will add an additional 3 months to close out project due to KDOT’s “permit issues” and the subsequent re-boring of that line. Steve also reviewed the timeline for the GOB temporary notes which will need to be re-issued before the additional work is done. MOTION: Councilmember Wilson presented and moved the adoption of a Resolution entitled: A RESOLUTION AUTHORIZING THE OFFERING FOR SALE OF GENERAL OBLIGATION TEMPORARY NOTES, SERIES 2016, OF THE CITY OF UDALL, KANSAS. Councilmember Grahem seconded the motion to adopt the Resolution. Thereupon, the Resolution was read and considered, and, the question being put to a roll call vote, the vote thereon was as follows: all voted aye, motion carried. March 14 will be the scheduled Public Hearing to close out the CDBG portion of Phase II to remain in compliance with the grant.

2. Dangerous Structures – Executive Session to discuss legal matters MOTION: by Wilson, second by Grahem, to go into Executive Session not to exceed 30 minutes with right to call Erik King, Lulita Hopkins and Eric Allen to discuss legal matters. All voted aye, motion carried.

Meeting resumed at the proper place and time. No action carried.

3. Review proposal from South Central Sealing & Paving – Eric Allen distributed the division of work between the City and South Central paving on the proposed streets. MOTION: by Grahem, second by Wilson, to approve the proposal from South Central Sealing & Paving for milling and paving in the amount of $75,000.00. All voted aye, motion carried.

NEW BUSINESS Proposal from Advantage Computer/Jayhawk Software re: KBI Electronic Filing interface $1,500.00. Chief King commented this reporting was available free from the State of Kansas.

MOTION: by Smith, second by Grahem, to table this item to the next meeting to gather information. All voted aye, motion carried.

COUNCIL MEMBER REPORTS: STAFF REPORTS: King – The trailer sold on purple wave for $3,800.00. A contract has been signed with Toby’s Legacy Shows for the Fall Festival.

Allen – Eric and Dennis will be attending Water/Wastewater classes for $140/each for two days and in addition will attend the KRWA Water Conference March 23-24 at a cost of $280/each for registration. This will allow both to meet their hour requirements for water and wastewater certification. MOTION: by Smith, second by Grahem, to approve training for water and wastewater classes and attendance at the KRWA Water Conference as presented. All voted aye, motion carried. Eric also mentioned the cemetery entrance has rusted and is in need of repair. They will be dismantling the entrance and replacing and reworking the structure. MOTION: by Smith, second by Moore, to adjourn. All voted aye, motion carried. Lulita Hopkins, City Clerk SPECIAL COUNCIL MEETING CITY OF UDALL Thursday, February 11, 2016 The Udall City Council met for a special council meeting on Thursday, February 11, 2016, at 6:00 p.m., at the city building. Attending were Erik King and Lulita Hopkins. NEW BUSINESS General discussion concerning the purchase of three lots on South Blankenship. Possible uses were discussed for the property. Resolution #308 approving the purchase of previously settled real estate. MOTION: by Smith, second by Wilson, to approve Resolution #308. All voted aye, motion carried.
