REGULAR COUNCIL MEETING CITY OF UDALL
Monday, October 9, 2017 The Udall City Council met for the regular meeting on Monday, October 9, 2017, at 6:30 p.m., at the city building. Council President Randall Smith called the meeting to order in Mayor Brown’s absence. Roll call was then taken with the following council members present: Michael Grahem, Randall Smith, Jason Tharp and Damon Wilson. Lila Aimes was absent. Quorum established. Attending were Miranda Depenbusch, Mallory Depenbusch, Sarah Martin, Erik King, Eric Allen, and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Wilson, second by Grahem, to approve agenda as amended adding old business item #2 Ordinances #677 and 678 and eliminating driving range from new business. All voted aye, motion carried. BUSINESS FROM THE FLOOR: Sarah Martin approached the council about changes in the pit bull ordinance. She began by stating her granddaughter has a pit bill and that Udall has a pit bull ban. She has done some research and handed copies to the council from Dogsbite.org listing three pages of Kansas communities that also have breed specific ordinances. She finished with a request that the council consider lifting the restrictions. GENERAL DISCUSSION: 1. Fall Festival review – Jason Tharp reported that the day was enjoyed by all, and is “not done yet”. The
Demolition Derby has been rescheduled due to rain to this next Saturday, October 14. The volunteers for the day were great, the parade was approximately 35 minutes and there were lots of people there to enjoy it. There were several vendors in the park, lots of entries in the car show and plenty of guests for the Chicken & Noodles.
CONSENT AGENDA: MOTION: by Wilson, second by Grahem, to approve the consent agenda including the Clerks and Treasurer’s Reports for September 2017, the minutes of September 11, 2017, Expenditure Report of $1,291,112,19,* and Payroll Account Report Totals of $16,876.97. All voted aye, motion carried. *Due to $1,000,000.00 in from USDA, $1,196,003.77 to Kansas Secretary of State – Bond settlement to USDA loan repayment. OLD BUSINESS: 1. Sewer Rates increase from $15.00 per month to $18.00 per month. Ordinance #676
MOTION: by Wilson, second by Grahem, to approve Ordinance #676 increase the base residential sewer rate from $15.00 per month to $18.00 per month. All voted aye, motion carried.
2. MOTION: by Wilson, second by Tharp, to approve Ordinance #677 establishing a truck route within the City of Udall. All voted aye, motion carried.
3. MOTION: by Grahem, second by Tharp, to approve Ordinance #678 excluding the use of mechanical engine (Jake) brakes within the city limits. All vote ayed, motion carried.
NEW BUSINESS: 1. Bucket truck – repair or replace. Options were discussed at the council’s work session on Wednesday.
Additional and revised bids were acquired for replacement parts and labor. These were distributed to council members and reviewed. MOTION: by Wilson, second by Grahem, to approve the bid proposed by Warner Diesel up to $8,000 to include engine and hydraulic leak repairs. All voted aye, motion carried.
COUNCIL MEMBER REPORTS: Tharp – Questioned if Warner Diesel would be rebuilding heads during the repair, yes and they will have the vehicle back by Friday of this week. Wilson – Alley between Broadway and Seymour needs additional gravel. The maintenance crew will do this. STAFF REPORTS: Hopkins – Presented request for Asst. Clerk Sara Barry to attend CCMFOA (City Clerks and Municipal Financial Officers Association) training in November in Wichita. Registration is $355 and $108 for the hotel, plus mileage. This is Sara’s fourth year of training. MOTION: by Wilson, second by Tharp, to approve registration to CCMFOA training in the amount of $355, hotel at $108 and mileage. All voted aye, motion carried.
