1 About this document
The purpose of this document is to describe the alarms and alarm handling of theNokia UltraSite WCDMA Base Station (BTS) family, the Nokia MetroSiteWCDMA Base Station and the Nokia MetroSite 50 WCDMA Base Station. BTSsoftware (SW) uses these alarms as a basis for internal diagnosis and faultreporting through the Radio Network Controller (RNC) to the Operations SupportSystem (OSS) and BTS Site Manager.

2 Alarm handling
2.1 General
Base Station (BTS) alarm handling is based on unit state information. It preventsthe sending of unnecessary alarms by checking and updating unit states. Faultmessages come either from hardware devices or software components. The faultsare system or hardware specific. The Fault Diagnosis System creates uppernetwork alarms, which are based on an analysis of the faults, and sends them tothe BTS Site Manager and RNC.
In addition to routing to the RNC, the alarms are buffered and, for example,active BTS alarms can be seen from the RNC. NetAct is used for handling theBTS alarms.
The BTS is able to maintain alarm handling after it has been commissioned and isin a configured state. During the start-up, the BTS waits for the real time clockfrom the Network Time Protocol (NTP) server, and the fault diagnosis starts afterthe time has been set or a time-out has been detected. If the BTS is unable to setthe time using the NTP server, the default time (1.1.1990) will be used.
2.2 Instructions for solving problems
When starting to solve a problem, first refer to the instructions given in theindividual alarm descriptions.
Verify the configuration of a BTS by checking the commissioning, cabling andcorrect installation of the units at the BTS. Make sure the environment does notcause the fault. Alarm handling
If an active alarm is a 'Start' alarm, a unit block/unblock (if supported by the unit)or site reset is required to cancel it. If the site reset or unit block/unblock does nothelp, replace the faulty unit. See the fields 'Source of the alarm' and 'Instructions'in the corresponding alarm description.
If you cannot solve the problem by yourself, contact the local Help Desk.
2.3 Blocking and locking
The 'Cancel' alarms are always sent to hosts (BTS Site Manager and RNC). Whenthe unit or cell is in a blocked state, the 'Start' alarms are only sent to the BTS SiteManager.
When a unit or cell is unblocked, all the active alarms related to the unblockedunit or cell are automatically sent to the hosts. The locked or unlocked state of acell has no effect on sending alarms to the hosts.
2.4 Identifying faulty units
This section describes how the plug-in units are identified in different WCDMABTS cabinets and how a faulty unit can be located with the NetAct system.
See below the explanations of an example 'Alarm Dialog' window for differentfields in Figure NetAct Alarms window.

Unit location numbers are used in alarm information to locate a failed unit. Themain principle for numbering locations is from top to bottom and from the left tothe right. Location numbers are defined with the following parameters:
RACK Specifies the rack of the cabinet and separates BB and RFcompartments from each other
SHELF Specifies the shelf in the cabinet
SLOT Specifies the location on the shelf
The figures below indicate how the rack, shelf and slot are defined in differentWCDMA BTS cabinets.

The table below describes the fields in the alarm table:
Table 1. Description of the fields in the alarm table
Name: The name of the fault.
Product: The name of the product in question.
Detecting unit: The unit that detects the fault.
Fault source: The equipment suspected to be faulty (sub-unit in parentheses).
Note that sometimes the actual source of the alarm is different than the one thatdetects the fault.
Meaning: A description of the fault situation.
Event type: The options are:
Event (Transient or Distur). Event type alarms can be seen in the RNC in 'Alarm History'. Notification type alarm. 'Event' alarm is not cancelled, because it is never active. No recovery actions. Event type alarm is shown in the BTS Site Manager as 'Transient' and in RNC as
'Distur'
Start. Alarm, a fault situation. The alarm is not automatically cleared (without manual operation and maintenance
work), even though the problem has been solved, but requires at least blocking/unblocking the unit or site reset.
. Recovery actions depend on the reported severity
Start/Cancel. Faults can be in a start or cancel state. The alarm is automatically cleared when the problem has been solved
Unit status: The options are:

Effect: A description of how this fault affects the operations of this unit, and how it affects theoperations of other units. The following questions are considered:
Does the status of the unit or its sub-units have any effect on the interpretation of thefault?
Does the fault have an effect on other active faults?
Reported alarms: 7650 BASE STATION FAULTY. Start, disables all cells. Cancel, causes a site reset. No new 7651, 7653 or 7654 alarms are reported when 7650 is active
7651 BASE STATION OPERATION DEGRADED. There is no limit to how many 7651 alarms can be active at the same time
7652 BASE STATION NOTIFICATION. There is no limit to how many 7652 alarms can be active at the same time
7653 CELL FAULTY. Start, the affected cell state is set disabled. Cancel, the affected cell state is set enabled
7654 CELL OPERATION DEGRADED. There is no limit to how many 7654 alarms can be active at the same time
7655 CELL NOTIFICATION. There is no limit to how many 7655 alarms can be active at the same time
LED display: The colour of the LED representing the fault level of the unit. The options are:
Stable red Major alarm
Blinking red Minor alarm
Stable yellow Unit in standby state or unit blocking
Blinking yellow Unit in self-heating state or software downloading
Stable green Unit on and working

Note that because of a fault situation inthe active clock, the redundant clock isnot tuned. To make sure that the tuningis correct, run "Fast Tune BTS Clock"with the BTS Site Manager afterswitchover when the new WSC is takeninto use.
If there is a WMC or only one WSC, thetuning will continue but cells will remaindisabled.

The cause of the alarm can be:
1. The Iub reference frequency haschanged due to a fault in thetransmission network synchronisation(which in turn is caused by anequipment fault or a setting error). Notethat if the network synchronisationmalfunction lasts a long time, the alarmis cancelled when the BTS frequencyreaches the faulty Iub synchronisation.The alarm can also be activated if thefaulty Iub synchronisation is correctedand there is again the difference of 0.2ppm or more. The alarm is cancelledwhenever the difference becomessmaller than 0.2 ppm.

2. The Iub reference frequency fluctuatescontinuously due to a great deal of jitter/wander in the transmission network.The alarm is continuously activated/cancelled (however, the alarming statemay predominate). There is alwayssome jitter/wander in the transmissionnetwork; the limits are defined in ITU-TG.823/824/825.
3. If the BTS integrated transport partreceives the synchronisationinformation via the 2.048 MHzsynchronisation input (external clocksource), the alarm situation may becaused by a fault of that signal. In thatcase, the alarm behaviour notificationslisted with the Iub signal (see above)are also valid in this case.
4. There is an equipment fault in the BTS.The equipment fault is, however, notthe most common reason. Normally thereason can be found in the Iub/reference signal behaviour (see thedescriptions above).
Note that if the alarm 7651 BASESTATION OPERATION DEGRADED:'WSC oven oscillator fault' becomesactive, it may cause the alarm 7652BASE STATION NOTIFICATION:'Difference between BTS master clockand reference frequency' to cancel.

The history data can be used as a tool forfinding out the reason for the fault/alarmsituation (for further instructions about thehistory feature, see the online Help of theBTS Site Manager). Depending on thepossible reason, follow the instructionsbelow:
1. In case of fault in the transmissionnetwork synchronisation, the networksynchronisation must be corrected. Thelong-term accuracy of the Iub signalmust be 0.015 ppm or better (check thecorrect Iub accuracy by measuring it).No actions on the BTS are necessarilyneeded.
2. If the basic accuracy of the Iub signal isin order but there is too much instability,that is, the jitter/wander is outside theacceptable limits, the synchronisationof the transmission network must becorrected. The limits for the jitter/wander are defined in the ITU-T G.823/824/825. No actions on the BTS areneeded.
3. In case of BTS equipment fault, thelocation may be:
a. Transport part. First check the alarms of the
AXC node with the AXCManager and act accordingly.
. If there are no alarms, check theAXC synchronisation settings.
b. WSC unit. If both the Iub reference signal
accuracy and the AXC node arein order but the WSC unit is stillalarming, run the fast tuning withthe BTS Site Manager.
. If the alarm is still active after thefast tuning is finished, reset thesite.
. If that does not help, replace theWSC unit.
Note that if the reason is in thetransmission networksynchronisation, replacing theWSC unit does not correct thesituation. Furthermore, thealarm activity (frequent alarms/cancels) points to instability inthe transmission network, not toa fault in the unit.

4. After the fault situation has beencleared, the BTS master clock may alsorequire tuning because the BTS masterclock adjustment is quite slow. Thetuning may be done:. manually by changing the DAC
word (during a site visit). or with fast tuning, in which the BTS
master clock is tuned in a fewminutes automatically near the Iubreference (normal tuning takes careof the fine tuning). Note, however,that the fast tuning should only beused in case the Iub referencesignal is known as a good one.Otherwise the BTS frequency maybe tuned into a totally incorrectvalue, causing serious problems inthe network performance.
Background information:
The principle is that in the mobilenetwork, the synchronisation goes fromMSC => RNC => BTS. But in reality thatchain might be broken somewhere and,for example, when using leased lines, theBTS may take the referencesynchronisation from the transmissionnetwork of another operator. This doesnot harm the system if thesynchronisation of the leased line serviceprovider is also accurate/stabile enough.The BTS uses the incomingsynchronisation signal as a reference forthe Air interface, the accuracyrequirement of which is set by 3GPP.

The principle is that in a mobile network,the synchronisation goes from MSC =>RNC => BTS. But in reality, that chainmight be broken and, for example, whenusing leased lines, the BTS may take thereference synchronisation from thetransmission network of another operator.This does not harm the system if thesynchronisation of the leased line serviceprovider is accurate or stable enough.The BTS uses the incomingsynchronisation signal as a reference forthe Air interface, the accuracyrequirement of which is set by 3GPP.

Instructions 1. If the basic accuracy of the Iub signal isin order but there is too much instability(the jitter/wander is outside theacceptable limits), the synchronisationof the transmission network must becorrected. The limits for the jitter/wander are defined in the ITU-T G.823.No actions on the BTS are needed.
2. Reset the site and wait about 10minutes.
3. Try a power-on reset. If the alarmreappears, replace the unit.
If the alarm reappears during the nextfew weeks or the clock seems unstable,replace the unit.
Background information:
The principle in the mobile network is thatthe synchronisation goes from MSC =>RNC => BTS. But in reality that chainmight be broken somewhere and, for

example, when using leased lines theBTS may take the referencesynchronisation from the transmissionnetwork of another operator. This doesnot harm the system if also thesynchronisation of the leased line serviceprovider is accurate/stable enough.
