“Evolution:

• 1973 IEC 60439 was first published

• 1993 European Union and ‘EN’ versions - BS EN 60439-1

• 1999 IEC agree to work on a new version further to ambiguity with TTA & PTTA offerings

• 2009 The first edition of Part 1 &2 published - IEC 61439-1&2

• 2011 BS EN 61439-1&2 published, harmonised with EU directives (LVD + EMC)

What is the BS EN 61439 Standard?

Legislation:

• Low-voltage Directive - 2014/35/EU (>April 2016)

Applies to electrical equipment designed for use with a voltage rating between

50 and 1000Volts for alternative current and 75 and 1500Volts for direct current

• Electro-magnetic Compatibility Directive 2014/30/EU (>April 2016)

Applies to equipment with an electrical aspect, primarily to prevent interference

With other electrical equipment and its own immunity from such disturbance

• The Electrical Equipment (Safety) Regulations 1994 (UK)Implements the Low-voltage Directive

Requires electrical equipment to be safe in its intended use

Enforced by The Health and Safety Executive (HSE)

Demonstrate compliance with relevant part of BS EN 61439 Series

• The Electricity at Work Regulations 1989 (UK)Requires manufacturers of electrical equipment are responsible for their use

All systems shall at all times be constructed to prevent danger

No equipment allowed to be put into use if its strength and capability gives rise to danger

Stakeholder relationships and compliance process cycle

Example: New construction project

Brief

A new building requires as part of the electrical scope a switchboard to distribute power

and control circuits for lighting, mains power, heating and ventilation, fire alarm and

security of the premises.

…i.e. requires a “Power Switchgear and Controlgear assembly” – BS EN 61439-2

Elsteel recognise their position as an Original Manufacturer, responsible for certain

Design Verifications as BS EN 61439-1 Table D.1

To assist, internal processes and procedures have been updated and a Verification System developed based on

the requirements of I.S. EN 61439-2, for both Original & Assembly Manufacturer’s

Techno Module DVS

Developed to allow reference to all ongoing

tested reference designs in order to provide an

analysis of Design Verification for customers

bespoke designs.

This system allows quick identification and advice

For any new Design Verifications, and where possible,

provision of technical support. Complemented with an

integrated Routine Verification system, the aim is to

assist our customers to demonstrate full compliance

with the harmonised standard.

Calculations & Technical Reports:

Based on BS EN 61439-2 Clause 10 and specific criteria and design rules, technical assessments for

bespoke designs can be performed, using built-in programming functions (focused on Temperature-rise

limits and Short-circuit withstand strength).

Technical Assessment Reports and Declaration of Conformity documents provides customers with the

necessary documentation to support their conformity requirements.

- Verification comparison software for temperature-rise limits

Techno Module RVS

Routine Verification is required to be undertaken by

Assembly Manufacturers for every production

assembly. Based on the requirements of EN 61439-2

Clauses 6 & 11, the system provides a procedural

framework which Assembly Manufacturers can refer

to, effectively ensuring that all necessary Design

Verifications are available for the production assembly.

In addition, workmanship and performance capability

of each assembly is checked and output

documentation provides a clear demonstration to third

parties that compliance has been achieved, necessary

for the Assembly Manufacturer’s EC Declaration of

Conformity and application of the CE Mark.
