CLUB SECRETARY MANUAL
The Secretary Manual is designed for you, so that you can go through it page by page, as the season
goes. Take it with you to your Executive meetings and good luck with the season! Please get in touch,
if you have any problems.
To the Club Secretary,
The position of Secretary can be an onerous one, but is the most important in your Club. You are, among other things,
the communication link between the Centre and your Club Executive and members.
This administration manual has been compiled to provide a means of communication with the Centre. It includes an
administration calendar, pre-prepared forms for tournament and competition entries and routine returns required by
the Centre from your Club.
More importantly it contains details of format, conditions and draws for Centre events. The manual should be used in
conjunction with your Club Selector/s and Match Committee.
Remember: the Centre cannot effectively conduct its business, which is to the benefit of all Bowlers, unless the
required information is supplied by its constituent Clubs. When communicating with the Centre PLEASE remember:
i) One subject/topic per letter
Should you need to correspond with the Centre, please restrict correspondence to one topic per letter.
Correspondence received is forwarded to the appropriate sub-committee for action. One letter pertaining to several
topics can easily have the first item dealt with and others overlooked. Please help avoid confusion. No need to send in
separate envelopes.
ii) Returns to Centre
Whether your Club is responding positively to a request for information or not entering, please return the
appropriate form from this booklet with your Club name entered and advising the entry status. This saves a lot of my
time and some of yours if I have to telephone for information.
iii) Queries on subjects dealt with by sub-committees
Please contact the convenor of the appropriate sub-committee with any questions pertaining to specific items
dealt with by sub-committees. Response will be much quicker than by ringing the Secretary who will direct you to
contact the sub-committee convenor.
iv) Please adhere to the Guidelines set down in the Centre Handbook.

BOWLS MANAWATU TOURNAMENTS
All entries must be submitted to Club Secretaries on the Centre Entry Form and must include the entry fee.
Club Secretaries please submit all entries and one payment covering total entries by the advertised closing date.
Open events are open to all Bowlers who are affiliated to any Club in New Zealand
General Conditions All tournaments controlled by Bowls Manawatu will be played under the Laws and Regulations of Bowls New
Zealand. Draws for all Centre Tournaments and Competitions including both section and post section play, will only
be made by the Tournament Committee. The Tournament Committee has the right to alter or amend playing
conditions should circumstances necessitate such changes. It should be noted that 1 to 2 Years, 10 Years & Under
and 65 Years & Over events in the Champion of Champion events do not qualify towards a Centre Gold Star.
SPECSAVERS OPEN MIXED 2x4x2 PAIRS
20-21-22 OCTOBER 2012 PRIZEMONEY: $1140
Format: 2x4x2 Mixed Pairs, 21 ends or 2hrs–20mins. Play starts at 9.00am.
Section Play: (Days 1&2) 3 rounds per day, Top 8 performing teams over 2 days qualify for post section.
Defined by wins first, differential, and then ends.Post Section: (Day 3) Top 8 qualifiers. Sudden death will apply.
Entry Fee: $40 per team. Entries close 8th October. Composite teams allowed. No trial ends.
Best performing Manawatu Centre team will go forward to the National Club finals.
SPECSAVERS OPEN MIXED TRIPLES 1-2-3 JANUARY PRIZEMONEY: $2190
Format: 2 Bowls Triples, 21 ends or 2hrs–20m. Play starts 9.00am
Section Play: (Days 1&2) 3 rounds per day. Top 8 performing teams over 2 days qualify for post section.
Defined by wins first, differential, and then ends. Post Section: (Day 3) Top 8 qualifiers. Sudden death will apply.
Entry Fee: $60 per team. Entries close 17th December. Composite teams allowed. No trial ends.
COUNTRY VILLAGE DRAGONSTONE 5YR & UNDER 2x4x2 PAIRS 6 JANUARY. PRIZE VALUE: $450
Format: 2x4x2 Any Gender Pairs. 3 games of 12 ends or 2hrs. Play starts at 9.30am. Players to be 5 years or under.
Winner found by wins first, differential, then ends won if required.
Entry Fee: $30 per team. Entries close 24th December. Composite teams allowed. No trial ends.
SPECSAVERS MEN’S OPEN TRIPLES 19-20-21 JANUARY PRIZEMONEY: $2190
Format: 2 Bowl Triples, 21 ends or 2hrs–20m. Play starts at 9.00am

Day 1: Entries drawn into 2 life sections: 3 rounds per day Day 2 & 3: Surviving 1 & 2 lifers placed into 2 life draw to
complete competition.
Entry Fee: $40 per team. Entries close 1st April. Composite teams allowed. No trial ends.

SPECSAVERS CHAMPION of CHAMPION EVENTS
Entry Fee $5 per player in all competitions. Entries for Senior Events close with the Centre Secretary 21st January.
There will be no refunds to Clubs once the draw has been completed.
SENIOR
Pathway to the National Club Championships. Regional and National Finals for Men and Women
Singles: February 16th Pairs: February 3rd & 9th
Triples: February 10th & 17th Fours: February 2nd & 9th
(Reserve day for all events: Feb 23rd & 24th)
Conditions of Play:
All events one life. No Time Limit. Report Time is 8.30am.
Trial Ends at 8.40am. Start at 9.00am
Lunch after second round singles, first round pairs, triples and fours.
Singles: 21 shots Pairs: 21 ends Triples: 21 ends Fours: 18 ends
One extra end to be played in the event of a tie.
4 rounds in a day for Singles, 3 rounds for Pairs, Triples and Fours.
BowlsNZ regulations apply to dress, and the following of bowls.
10 YR & UNDER MEN & WOMEN
Singles: March 23rd, 4 rounds per day, 21 shots Pairs: March 24th, 3 rounds per day, 21 ends
1 & 2 YEAR MEN & WOMEN
Singles: April 20th, 4 rounds per day, 21 shots. Pairs: April 21st , 3 rounds per day, 21 ends.
(Reserve day for 10 Yr & Under and 1 & 2 Year events: April 28th)
65 YRS & OVER ANY GENDER
Singles: March 21st -22nd, 3 rounds per day, 21 shots. Pairs: March 27th -28th, 3 rounds per day, 21 ends.
(Reserve day April 18th)
Players must report to their Supervisor no later than 5 minutes before play is to commence.
Catering: User Pays.

MEN’S AND WOMEN’S SPECSAVERS WEEKEND INTERCLUB
ENTRY FORM: ENTRIES CLOSE: 30th SEPTEMBER
(A) Play will be under the control of Centre Interclub Match Committee. The Match Committee will
determine placement of teams into each Division. Any decision made by the Match Committee shall be final.
(B ) A club is allowed to enter more than one side in a Division.
(C.) In event of inclement weather or other extraordinary circumstances, the Tournament Committee may vary the
conditions of play by reducing the number of ends and/or time limit or reducing the number of games.
(D) Clubs with 20 or less financial members of the same gender will be allowed to enter a combined side with
another club of similar size and gender in the Tournament. Certificates will be presented to both clubs and all players if
they are successful.

All members of Centre Representative teams will be required to sign a Code of Conduct. This will
be strictly enforced. Players are expected to contribute $15 for a day’s play and $30 if staying overnight.

SUBSTITUTES OR REPLACEMENTS In accordance with Law 51.9 the following requirements apply to introducing a substitute player.
7.1 Composition of Teams: The Controlling Body may impose special conditions on the composition of Teams and the qualification of
Team Members. Such information shall be stated in the Conditions of Play which shall be published at the time entries are requested.
7.2 Original team: An Original Team shall consist of the players whose names are entered on the Scorecard first game in a
tournament. If an Original Team Member is unable to play at any time, including in the first end of the first game, for a reason accepted as
valid by the Controlling Body, then a Substitute shall be permitted under the provisions of Law 51.9 and their name shall be recorded as a
Substitute for the absent team member.
7.3 Graded Team: A Graded Team means a Team in which every Team Member plays in the position
in which they have been classified by their Club. The Controlling Body may give approval for a Team Member to play in a higher graded
position, but under no circumstances shall a Team Member play in a lower graded position. In a Graded Triples tournament, the Second
player may be a classified Lead, Second or Third. In a Graded Pairs tournament, the Lead may be either a classified Lead or Second.
7.4 Changes to Original Team Members: If an Original Team Member is unable to continue playing
in a tournament for a reason accepted as valid by the Controlling Body, and unable to return before the completion of the tournament, their
place may be taken by an acquired Team Member who may play in any position and shall have the same rights as an Original Team Member.
The appointment shall be subject to approval by the Controlling Body, and the acquired Team Member shall be:
(a) Wherever possible of playing ability equal to, or less than, the Original Team Member who is unable to continue.
(b) Whenever possible, a player who has not already participated in the tournament.
(c) A player who satisfies the eligibility requirements for Team Members stated in the Conditions of Play.
(d) Only one acquired Team Member per Team shall be permitted per tournament.
(e) Players shall not be transferred from one Team to another.
7.5 Centre Champion of Champion Events: Any change in playing personnel shall be subject to the prior approval of the Centre
Controlling Body, and shall be limited to one Substitute and/or one acquired Team Member, in accordance with Law 51.9
7.6 Substitutes: A Substitute means a player temporarily filling a position for an absent Team Member. A Substitute may play in a
position except that of Skip, except that in a Graded Event, a Substitute graded Skip shall play as Skip.
7.7 Substitute Approval
(a) The use of a Substitute is subject to the prior approval of the Controlling Body for the tournament.
(b) A Controlling Body may define the circumstances which it will not accept as a valid reason for a player's unavailability.
However, a Substitute shall not be permitted if a Team Member enters another tournament scheduled to play at the same time.
(c) If a Substitute is refused on these grounds, the Controlling Body shall, on request, permit a Change of Team Member in accordance with
the provisions of Law 51.9;
(d) Only a Fours Team may contain a Substitute and an acquired Team Member simultaneously
(e) a Triples or Pairs Team shall be permitted one Substitute or one acquired Team Member, but not both simultaneously.
(f) If the player for whom a Substitute was approved later becomes available, the player shall, with the consent of the Controlling Body, rejoin
the Team at the completion of any end.
(g) No Substitute or change of personnel shall be permitted in any Singles game, except that in any Sides Match, a Substitute or acquired
Team Member may be permitted to play in any Singles game
(h) A substitute Team Member must be approved when a player has qualified or been selected for a Centre or Bowls NZ tournament
7.8 Qualification of Appointees:A Substitute approved by the Controlling Body shall, where possible, be
(a) Of playing ability equal to, or less than, the Team Member who is absent.
(b) A Player who has not already participated in the tournament;
(c) A player who satisfies the eligibility requirements for Team Members stated in the Conditions of Play;
(d) Where it is not possible to satisfy the above requirements, the Controlling Body may appoint any suitable player to act as Substitute
(e) Players shall not be transferred from one Team to another.
8. Awarding of a trophy: The awarding of a trophy to a Substitute in a winning Team shall be the prerogative of the Controlling Body.
9. Incomplete Team or Side: (a) In a Team only one substitute may be allowed
(b) In a Team which is not part of a Side a game shall be defaulted if one Member be absent and no Substitute be available.
(c) In a Side one Substitute may be allowed in each Team
(d) In a Side, if the required Substitute are either not available, or not allowed, the game shall be defaulted unless the Controlling Body
allows, if circumstances warrant, a Side to play with a Fours Team without a Substitute. In such case, the opposing Team shall play as though
the Second is the missing player and playing in turn.
10. Concurrent Events: If a player qualifies for more than one event under the control of the same Controlling Body, and be instructed
to play in one event, the player shall not be penalised through failing to attend any other event which is set down to be played at the same
time.
11. Conditions of Play: The Controlling Body in competitions that do not directly or indirectly lead to the winners being awarded a Club
title nor qualifying to compete for a district, regional, national or international title, can set conditions of play which include aspects of play
that are different from those described in the Laws of the Sport of Bowls Crystal Mark Second Edition.

BOWLS NEW ZEALAND REGULATION ONE FOOTWEAR AND CLOTHING
Status of Regulation (Current July 2012)
This Regulation is supplementary to, and made in accordance with Appendix A – A,2 – A.2.1, A.2.2 & A.3 of the World
Bowls Laws of the Sport of Bowls (Crystal Mark Edition), which permits Bowls NZ to make domestic regulations
approving specific colours for footwear and types of sole, and specific colours and types of clothing for players, umpires
and markers when playing on the green.
1. Definitions
1.1 The words and phrases used in this Regulation shall have the same meaning as defined in the Constitution
of Bowls NZ, unless otherwise specified in these Regulations. For avoidance of doubt the conventions used in the
World Bowls Laws of the Sport of Bowls (Crystal Mark Edition) shall not apply to this Regulation.
1.2 In addition to clause 1.1 of this Regulation, the following words and phrases used in this Regulation shall
mean as follows:
‘Club Tournament’ means a competition, tournament or event for the game of bowls held by or under the auspices of a
Club in which entry is limited to members of that Club.
‘Open Tournament’ means a competition, tournament or event for the game of bowls which is open for entry to any
member of any Club or Centre.
‘Registered Umpire’ means any person who is entered on the register maintained by the Bowls New Zealand Umpires’
Committee.
2. Player’s Footwear
2.1 Shoes or sandals may be worn by players when playing on a bowling green. All shoes must be flat soled and
heel-less. Soles may be of a non-slip material with a slightly abrasive surface.
2.2 Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid,
provided that the same is so made that it’s use causes no damage to the Green.
3. Player’s Clothing
3.1 Club Tournaments: For Club Tournaments, playing attire shall be determined by the Club.
3.2 Open Tournaments: For any Tournament other than a Club Tournament, players in Singles and members of
Teams or Sides must wear garments of the same colour/design as determined by the Tournament Controlling Body.
Any garment may have logos displayed, but the Controlling Body may impose conditions relating to sponsor’s logos to
ensure that there is no conflict with a Tournament sponsor.
3.3 The Chief Executive of Bowls NZ may approve variations to Clause 3.2 of this Regulation upon written
application from any Centre for any specific events, games, Teams or Sides.
3.4 Bowling gloves may be worn at any time while playing bowls.
4. Umpires Clothing and Colours
4.1 All registered Umpires shall wear clothing in the official colours of tan and green, as approved by The
Board of Bowls NZ.
4.2 Registered Umpires shall be entitled to wear such monograms, badges, flashes, blazers and other
uniform items, as shall be determined by the Board of Bowls NZ from time to time after consultation with the Bowls NZ
Umpires Committee.

PLURAL MEMBERSHIP
Playing Members of more than one Club in the Centre or a Centre District at the same time, shall not enter or play the same
discipline (i.e. Singles, Pairs, Triples or Fours) in the Club Championships of more than one Club, but may enter or play
different disciplines at different Club Championships.
Playing Members of more than one Club in different Centres or Centre Districts at the same time, may enter and play in all
disciplines in each Centre.
If a Playing Member wins a discipline or disciplines in one or more Club Championships, he or she shall
be eligible to represent such Clubs in their winning discipline, at the Champion of Champions event at each
Centre or Centre District. However, if a Champion of Champion event in the Playing Member’s relevant
discipline is scheduled to be played at the same time at one Centre or Centre District, then the Playing
Member shall represent and play for the first club for which they won their discipline at the Club
Championship.
RESTRICTING THE MOVEMENT OF PLAYERS DURING PLAY (LAW A.4)
If a Controlling Body decides that it is appropriate to restrict the movement of players during play, provision
for this should be included within the Conditions of Play in line with the following.
A.4.1 After delivering their first bowl, players will only be allowed to walk up to the head under the following
circumstances.
A.4.1.1 Singles game
A.4.1.1.1 the opponents: after delivery of their third and fourth bowls.
A.4.1.2 Pairs game (each player playing four bowls)
A.4.1.2.1 the leads: after delivery of their third and fourth bowls; and
A.4.1.2.2 the skips: after delivery of their second, third and fourth bowls.
A.4.1.3 Pairs game (each player playing three bowls)
A.4.1.3.1 the leads: after delivery of theirthird bowl; and
A.4.1.3.2 the skips: after delivery of their second and third bowls.
A.4.1.4 Pairs game (each player playing two bowls)
A.4.1.4.1 the leads: after delivery of their second bowl; and
A.4.1.4.2 the skips: after delivery of each of their bowls.
A.4.1.5 Triples game (each player playing three bowls)
A.4.1.5.1 the leads: after delivery of their third bowl;
A.4.1.5.2 the seconds: after delivery of their second and third bowls; and
A.4.1.5.3 the skips: after delivery of each of their bowls.
A.4.1.6 Triples game (each player playing two bowls)
A.4.1.6.1 the leads: after delivery of their second bowl;
A.4.1.6.2 the seconds: after delivery of their second bowl; and
A.4.1.6.3 the skips: after delivery of each of their bowls.
A.4.1.7 Fours game
A.4.1.7.1 the leads: after the second player in their team has delivered their
second bowl;
A.4.1.7.2 the seconds: after delivery of their second bowl;
A.4.1.7.3 the thirds: after delivery of their second bowl
A.4.1.7.4 the skips: after delivery of each of their bowls.
A.4.2 In exceptional and limited circumstances, a Singles player can ask the marker for permission to walk up
to the head, or a skip can ask that a player walks up to the head earlier than described in law
A.4.3 If a player does not meet the terms of this law, law 35 will apply.
