BOBLME/PEMSEA TRAINING ON INTEGRATED COASTAL MANAGEMENT Rationale The training will provide participants with a better understanding of the ICM framework and processes and how it can be used to promote sustainable fisheries management. Through the appreciation and understanding of ICM, participants should be able to understand their vital role and their sectors’ role in the multi-disciplinary and multi-sectoral approach of developing and implementing an ICM program. Objectives 1. To provide participants with better understanding on how the ICM framework can be employed as a useful methodology to promote sustainable development of coastal areas. 2. To identify strategies and approaches for integrating sustainable fisheries management into the ICM governance and management framework along with other sustainable development aspects(e.g. natural and manmade hazards, biodiversity conservation, pollution and waste management and water use and supply management), which may have major impacts on the fisheries sector. 3. To assist participants to formulate a Plan of Action for developing and initiating an ICM program in their respective localities. Participants Twenty (20) coastal and marine management practitioners, and would-be practitioners, with competence in written and verbal English communications. Requirements Participants are required to bring materials, case studies or write-ups of coastal and marine management projects or programs which can be utilized as basis for the discussions on the practical approaches to ICM implementation. Course Expectations Upon course completion, participants should be able to: 1. Understand and appreciate the basic concepts and principles of ICM as a governance strategy for sustainable development of coastal areas; 2. Rationale

The training will provide participants with a better understanding of the ICM framework and processes and how it can be used to promote sustainable fisheries management. Course Design and Approaches The training will cover 5 days of lectures, exercises, action planning and field visits, with the following program design: 1. Review the basic principles and good practices of ICM with respect to the implementation in the

ICM sites. 2. Highlight on the various components of the Framework on Sustainable Development of Coastal

Areas reinforced by experiences of participants in developing and implementing ICM programs. 3. Discuss the ecosystem approach to fisheries management supplemented by a case study on

EAFM application (guided by the course content of the “Essential AFM” training course); 4. Provide case examples and practical experiences on the different stages of the ICM program

development and implementation cycle. 5. Provide case studies/best practices on the experience and lessons learned from PEMSEA ICM

sites and other coastal management programs. 6. Facilitate field observation to ICM sites (as appropriate) 7. Develop Plans of Action on establishing an ICM management mechanism and developing a

roadmap for ICM program development and implementation at respective localities, building upon available information.
